The key event of the last week is President Gurbanguly Berdymuhamedov’s official visit to Tajikistan that specified the new approaches to co-operation between the two states under the new historical conditions. The effectiveness of the Turkmen-Tajik talks and the long-term bilateral agreements vividly proved that Turkmenistan’s strategy aimed at harmonizing the national, regional and international interests responded to the modern realties and was recognized worldwide.
Establishing the climate of friendship and good neighbourliness is an important aspect of President Gurbanguly Berdymuhamedov’s foreign-policy strategy. It is that the Turkmen leader has declared at the UN General Assembly in New York in particular. An effective model of co-operation is based on the status of Turkmenistan – the only neutral state in the region, whose people adheres to the ideals of peace and goodwill, as well as the political trust in Gurbanguly Berdymuhamedov who managed within a short period to gain the reputation of a progressive political reformer putting forward the constructive ideas and proposals that bring the positions together and lead to the practical results.
Attaching significant importance to the relations with the neighbouring countries rooted in ancient times the leader of the Turkmen state put forward the initiatives in particular on establishment of the pipeline network enabling to form the alternative routes of energy resources export to world markets, development of transportation links and energy supply lines. Meeting the economic interests those projects promote bilateral and multilateral integration of the participating countries, enhancement of the bilateral relations and relations with the international community and stand as a guarantor of peace and stability in the region.
Figuratively speaking, the Turkmen leader’s initiatives build the bridges of co-operation among the countries, friendship and trust among the nations that was highlighted at the Turkmen-Tajik summit talks. Recognizing the peace and concord reigning in the country to be the main and valuable property of the Tajik people President Emomali Rakhmon said that Tajikistan owned it to friendly Turkmenistan’s efforts and support, the Turkmen state’s peace loving policy that served as a key factor of stability in the Central Asian region. President Gurbanguly Berdymuhamedov emphasized it during the meetings with the parliamentarians, farmers, businessmen and public organisations of Tajikistan.
The people of Tajikistan showed intense interest in the Turkmen-Tajik summit considering it a pledge of further development of the native land, peace and friendship with the faithful and dependable neighbour. The atmosphere of the visit was penetrated with the remarkable cordiality, sincerity and hospitality. The agenda of the visit included the meetings at the Tajik Parliament – Majlisi, the Khoji Kamol farmers association and the enterprises affiliated with the Tajik Aluminum Company, the industrial giant situated in Tursunzade town.
The official talks between the leaders of Turkmenistan and Tajikistan were marked with the spirit of sincere friendship, mutual respect and constructive approach. The national leaders signed the important interstate documents including the Agreement on Friendship and Co-Operation between Turkmenistan and the Republic of Tajikistan that specified the key fields of political, trade and economic, scientific and cultural co-operation, the agreements in the sphere of education and art, on encouragement and protection of investments. The agreements open the vast opportunities for fruitful partnership in such spheres as export of Turkmen fuels and lubricants and electric power to Tajikistan and the products manufactured at the Tajik aluminum plants to Turkmenistan, the joint projects in textile industry, agriculture, in the spheres of transport transit, communications and environmental protection. Thus, the two neighbouring states vividly demonstrated their adherence to the traditional ties of friendship, fraternity and goodwill, the reciprocal endeavours to use the potential of Turkmen-Tajik relations.
President of Turkmenistan firmly believed in the effectiveness of bilateral relations in the issues of international c-operation. The Turkmen leader’s political and public pragmatism consists in that the clear awareness and well-reasoned harmonization of the national and co-operative interests whether it be political or economic aspect of co-operation along with the observance of the principles of international law should underlie the integration programmes. It is the only right way to multilateral partnership, an effective means of achieving the global goals – peace and security.
The Turkmen leader’s fundamental stand, his sincere, open and constructive approach has won the respect of the political as well as business partners. Another evidence of it is the series of the top-level meetings that Gurbanguly Berdymuhamedov had within he framework of the CIS Summit in Dushanbe. During the talks Gurbanguly Berdymuhamedov exchanged views with RF President Vladimir Putin, the leaders of Kyrgyzstan, Belarus, Kazakhstan, Uzbekistan, Azerbaijan, Armenia and Moldova on bilateral co-operation and reaffirmed reciprocal interest in intensification of interstate collaboration. The CIS Summit agenda included 20 issues related to elaboration of the CIS development conception, enhancement of co-operation in the economic and humanitarian spheres and the organisational issues. The emphasis was put on the issues related to collective security, control of crime and terrorism, co-operation in migration and maintenance of law and order in the CIS territory.
Other events of the last week vividly demonstrate Turkmenistan’s multi-way policy. The reciprocal interest and endeavours to develop co-operation in all directions – the fuel and energy sector, telecommunications technologies, agrarian sector, cultural exchange, scientific contacts, tourism were noted during the meetings of the President of Turkmenistan with the Ambassadors Extraordinary and Plenipotentiary of India and the Kingdom of the Netherlands, the CLAAS Global Sales GmbH top managers.
The participants of the International Museum Scientific Conference, the scientists and museum professionals from over 20 countries worldwide: India, Canada, Iran, Germany, Italy, Russia, Kazakhstan, Uzbekistan, Azerbaijan, France, Kyrgyzstan, Ukraine, Belarus, Korea, Tajikistan, Pakistan, Turkey, the United States, Great Britain, Belgium, Japan, had the bright impressions of the visit to Turkmenistan
Thus, having entered resolutely into a new epoch the Turkmen state is making the new steps promoting the wellbeing of the Turkmen people as well as other peoples worldwide. Adhering to the principles of the positive neutrality that gives an opportunity to develop mutually advantageous relations and contacts with foreign partners Turkmenistan intends to use this opportunity in the interests of common peace and progress. |
