Housing programme: the new trends of the urban planning policy35 four-storey 40-apartment houses will be built in Ashgabat and Abadan in August, 2009. In accordance with the Resolution of the President of Turkmenistan the construction projects will be launched next month. The document was issued during the recent sitting of the Cabinet of Ministers focused on the results of national development in the first six month of the current year, in particular further social improvements and implementation of the housing policy.

The new housing construction programme to be implemented in Ashgabat and its satellite town Abadan will be an important step towards fulfilling the tasks aimed at improving the social and living conditions and increasing the standard of living of the people of Turkmenistan. The main programme goal is to provide citizens with modern comfortable housing, which is of increased demand. Construction of elite high-rise apartment houses will be developed along with mass housing construction. The housing unit density will be considerably decreased. The apartments in newly-built houses will be spacious and cosy, the area of the rooms, corridors and especially kitchens will be considerably increased. The programme targets the people with low income. Thus, those wishing, first of all citizens who need improving the living conditions, newlyweds, and whose houses became dilapidated and to be demolished can buy new apartments.

Housing programme: the new trends of the urban planning policyThe first programme stage stipulates for construction of 35 houses in Ashgabat and Abadan. 10 foreign and Turkmen contractors to implement the construction projects have been approved. In future the Turkmen companies engaged in constructing apartment houses in Ashgabat will increase in number. The Ashgabat Khyakimlik – the building owner will monitor the construction works as well as implementation of the programme.

The allocated ground areas are prepared for construction. In accordance with the programme the construction works will be performed by the group principle. Each group of the houses includes five houses with the yard with playing and sports grounds, the special territories for celebrations and ritual ceremonies, parking lots. The areas for construction of three groups have been allotted already. Within the nearest future the construction works will be started in Keshi, in 2086 St (Proyektnaya) and in the waste lands in 2105 St (Hoja Ahmet Yasavi) and 2113 ST (Barhannaya).

The first group of the houses will spring up in Abadan. In a few years the rest of the apartment houses will be constructed there. In accordance with the urban planning conception the Turkmen capital will 'grow' by newly-built houses towards Abadan and in the nearest future the satellite town will become a district of Ashgabat, which is rapidly turning into a megalopolis.

The new housing programme to be launched this summer consists of several stages including construction of elite apartment houses and two-storey cottages with the yards and underground garages. It is planned to purchase the factory-made house production plants to assemble the houses on-site.
