The three-day seminar Basic Principles of Civil Proceedings organized by the Ministry of Foreign Affairs of Turkmenistan, the Turkmen National Institute for Democracy and Human Rights under President of Turkmenistan in collaboration with the German Society for Technical Cooperation (GTZ) started its work in the Turkmen capital. The forum is held in the framework of the Memorandum of Understanding in Legal Cooperation signed by the TNIDHR and the GTZ Project Support to Legal and Judicial Reforms in Central Asia at the beginning of this year.

The approaches to further development of the national legislation to achieve the goals of the legal reform initiated by President Gurbanguly Berdimuhamedov are put on the agenda of the forum, which turned into the sincere, active discussion from the first minutes. The priorities of the legal reform include drafting and adopting the laws regulating administration of laws, the Code of Criminal Procedure and the Code of Civil Procedure in particular.

At the seminar Turkmenistan is represented by the specialists of the Mejlis, the Ministry of Justice, the Prosecutor General’s Office, the Supreme Council, the Institute of State and Rights under President of Turkmenistan, the scientific officers of the TNIDHR, the law teachers of Magtymguly Turkmen State University, the judges and advocated from all the regions of Turkmenistan. The German experts – Professor Rolf Knipper, Chief Justice of court of primary jurisdiction of Bremen (FRG) Rudiger Tцnnis, GTZ Project Manager Jens Deppe and GTZ Regional Coordinator for Turkmenistan Hans Ulrich Im were invited to the seminar as consultants.

Addressing the forum Professor Rolf Knipper said that implementing the reforms in national economy Turkmenistan was in transition to a market economy that required the appropriate economic and legal environment for foreign investment as well. In this regard Mr. Rolf Knipper informed that the proposals on further development of law of civil procedure and civil justice had been worked out in collaboration wit the Turkmen specialists so that it would meet with the modern requirements.

The Turkmen lawyers and scholars of law presented the basic principles and system of administration of civil justice in Turkmenistan based on the constitutional and universally recognized norms, international conventions and agreements joined by Turkmenistan.

The participants of the forum arranged at the Tu7rkmen National Institute for Democracy and Human Rights unanimously called for maintaining the constructive dialogue in the legal sphere including broad exchange of information and experience. Upon concluding the seminar the participants will receive the certificates.
