Every day of the epoch of New Revival brings the signs of the new life in Turkmenistan that implementing the Turkmen leader’s policy of openness and wide international co-operation more actively expands business and cultural contacts, builds the bridges of mutually advantageous co-operation with different countries worldwide

Declaring the necessity of radical changes aimed at enhancing the country’s position in the international community, guaranteeing the opportunities and conditions of fruitful labour, prosperity and wellbeing to the Turkmen people President Gurbanguly Berdimuhamedov acts firmly and resolutely laying the solid foundation for the prosperity of Turkmenistan – the state with the active peace loving foreign policy, developed democratic institutes, socially oriented market economy.

The ongoing political, social and economic reforms are based on the precedence of law, the supremacy of law. That is vividly proved by the convocation of special XXI Halk Maslakhaty on September 26, 2008. The delegates of the nationwide forum will approve the new version of the Constitution of Turkmenistan called upon to secure the achievements of independence, to guarantee the genuine freedom of the individual, realistic and equal opportunities of self-realization of each individual – for the benefit of the society and in the personal interests.

The President emphasizes that the ultimate tasks for today are to revise the national legislation, to bring it in compliance with the modern realities and requirements of the new historical epoch. Embodying the experience of building the state accumulated by Turkmenistan and complying with the norms of international law the new legislative acts will intensify the all-embracing reforms, the country’s comprehensive development. The system of legal management of the basic sector of Turkmen economy should be maximum efficient and ‘transparent’ – that was stated during the recent sitting of the Cabinet of Ministers.

The new version of the Law of Turkmenistan “On Hydrocarbon Resources” aimed at creating the necessary legal and economic requisites for the success of the energy strategy and in whole – Turkmenistan’s economic policy, guaranteeing the effective use of the country’s natural resources for the benefit of the Turkmen people have been submitted to the Mejlis for consideration. The draft law reflected the changes which have taken place in the country’s oil and gas industry in recent years. So, it defines the rights and economic status of the State Agency for Hydrocarbon Resources Management and Use, sets forth the customs and tax policies and the benefits provided to national and foreign investors and companies and determines the environmental responsibility when developing hydrocarbon resources. In whole, it will facilitate the development of wide international oil and gas co-operation that Turkmenistan originally builds equality and mutual benefit and promote attracting foreign investments and advanced technologies.

In a word, almost every day brings more and more news about the concrete facts of the success of the national social, economic and cultural development programmes. The results of these programmes are seen throughout the Turkmen land. These are modern schools supplied with computer equipment and interactive technologies, which will be put into operation in Ashgabat and the regions on the eve of the new academic year as the bright symbols of the Turkmen leader’s new education policy, and 400 ambulances to be delivered to the healthcare establishments in accordance with the Resolution of the President of Turkmenistan, who shows the tireless concern for the development of the national healthcare system and enhancement of the health of the Turkmen nation.

These include the kindergarten, shopping centre, comfortable cottages and other facilities, which will be put into operation in Esenguly Etrap on the Caspian Sea coast in the framework of the National Programme on improvement of the social and living conditions in rural areas, and an urban settlement, which will be founded in Ruhubelent Etrap, Dashoguz Velayat and embody the image of a new Turkmen village, and dozens of the bakeries to be built in Turkmenistan in 2008-2012 in accordance with the task programme approved by the President of Turkmenistan.

The humanitarian aid to the fraternal people of Afghanistan – about 20 tons of food products and school supplies and the Challenger CL-605 aircraft bought by the Turkmenhowayollary State National Service from Canadian Bombardier Aerospace are the bright evidence of the Turkmen leader’s constructive, humane and friendly policy that gains considerable recognition worldwide.

In the second half of August King of Jordan Abdullah II ibn Al Hussein will visit the Turkmen capital and Chairman of the People’s Republic of China Hu Jintao will visit Ashgabat in later August. On these days the intergovernmental Turkmen-Russian commission will meet in Ashgabat and the Russian industrial exhibition will be held. The international scientific forums The Epoch of New Revival and the Ancient History of Dehistan and Najmeddin Kubra and Cultural and Spiritual World of the East will bring together the scientists and experts from all over the world in Ashgabat in late August and early September. The anniversary of the establishment of the State Border Service of Turkmenistan was celebrated last week and two new national holidays were established in Turkmenistan – Defender of the Motherland Day and Border Guard Day. It means that the best traditions of the Turkmen people, who are proud of their valour sons from ancient times – defenders of the Motherland, peace and calmness in the native land, have been maintained in the new historical epoch.

The time is inexorable. The moist vivid and optimistic count of it is the chain of nationwide celebrations and holidays. The day when the country will celebrate the 17th anniversary of independence is not far off.
