Cooperation : CIS: development of intergovernmental communication system – a priority of co-operation
 
Ashgabat hosts the 39th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications and the 13th session of the Coordination Council of the CIS member states for Informatization.

The delegations of the full members of this largest regional organization led by the heads of the communications and informatization departments from the RCC member states – the Russian Federation, Azerbaijan, Armenia, Moldova, Kazakhstan, Tajikistan, Uzbekistan, Belarus and Ukraine took part in the forum. The RCC observers from the communication administrations from Bulgaria, Latvia, Slovenia, Intersputnik International Organization of Space Communication, Estonskaya Pochta JSC and the representatives of the International Union of Electronic Communication, the Universal Postal Union were invited to this meeting.

The welcoming statement of President Gurbanguly Berdimuhamedov, who highly appreciated the work of the organization performing the important mission to develop the intergovernmental communication system in the CIS member states, was presented to the participants of the forum. The Turkmen leader noted that independent neutral Turkmenistan stood ready for co-operation in this field and expressed belief that the forum would be organized at the high level and foster business partnership.

Expressing profound gratitude to the Turkmen partners for the heartfelt welcome and hospitality granted in the Turkmen land and the high level of organization the participants expressed satisfaction at the fact that the forum had coincided with the international exhibition Turkmentel-2008 that showcased the country’s achievements in the sphere of communications and telecommunications and testified to the leading companies’ intense interest in co-operation with Turkmenistan. Presenting the agenda of RF Minister of Mass Communications Igor Shchegolev focused on the importance of the tasks set to the regional commonwealth with the most important one to enhance and expand the relations among the communications administrations, to coordinate their activity for effective use and development of communications.
On the first days the results of the 24th Congress of the Universal Postal Union and the preparations for the World Telecommunications Standardisation Assembly (WTSA) and World Radiocommunication Conference (WRC), which will be held in 2011, were presented to the participants. The broad range of the issues of further collaboration to develop and coordinate regional telecommunication and information technologies was discussed. Putting emphasis on the importance of enhancing efforts towards these aims the participants focused on the necessity of transferring the CIS member states to digital broadcasting and improving the quality of and introducing the new kinds of communication services. A number of the organizational issues were considered.

The participants reaffirmed the necessity of close co-operation in the interests of ensuring postal security, in particular preventing the attempts to use the post for sending dangerous goods including weapon and drugs.
