Range of organizational and personnel issues was reviewed during the session of the State Security Council

President of Turkmenistan, Supreme Commander of the Armed Forces, Army General Gurbanguly Berdimuhamedov held the session of the State Security Council. All acting heads of the law enforcement agencies were invited to the session.

Opening the session, the Head of the State informed that the main agenda of the current session is the approval of the structure of the State Security Council of Turkmenistan and the appointment of the heads of military and law enforcement agencies.

Having approved the structure of the State Security Council of Turkmenistan, the Head of the State started appointment of the leaders of military and law enforcement agencies.

Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov informed on the decision to appoint Yaylym Berdiyev as the Minister and Defence and the Secretary of the Security Council of Turkmenistan. Having mentioned his professionalism, the Head of the State expressed the confidence that the minister, having gained sufficient experience, would continue to work for result on this position.

Signing relative Decree, the Head of the State highlighted the necessity to continue modernization of the Armed Forces of Turkmenistan, improvement of military service and discipline in all military divisions and formations. Conduct on high level of all tactical exercises and trainings, field and sea manoeuvres planned for 2017 as well as other activities aimed at improvement of combat and mobilization skills of the Army is outlined among important objectives.

After, the Head of the State appointed Begench Gundogdiyev to the post of the Commander of Border guard Service.

Speaking to the leader appointed to this important position, President Gurbanguly Berdimuhamedov highlighted that the main target of Border Guard Service is the provision of reliable protection of the State border. At the same time, the attention has to be paid to training of the specialists able to operate military ships, helicopters, airplanes and other equipment as well as to know modern communication and engineering means.

The Leader of the Nation appointed Isgender Mulikov to the post of the Minister of Internal Affairs.

Having signed relative Decree, the Head of the State focused the attention on the necessity of analysis of the level of the crime in the country. The Head of the MIA was assigned to continue the work for prevention of the crime and improvement of legislative and regulatory system. Exclusive importance of the work undertaken in Turkmenistan to counteract illegal drugs trafficking and elimination of bad habits was mentioned.

The Head of the State appointed Amanmyrat Halliyev to the post of Prosecutor General.

Addressing Chairman of the Supreme Court B. Chariyev, the Head of the State emphasized that the court is one of the branches of power in our country. In this regards, B. Chariyev was committed to continue his duties and carry out impartial judgement, actively do the work for protection of rights and freedoms of the citizens, government and social interests in accordance with national legislation.

Dovrangeldy Bayramov was appointed as the Minister of National Security. President Gurbanguly Berdimuhamedov instructed the minister to strengthen the work for protection of constitutional order of the country as well as to analyse possible negative impacts to our country in relation with continuing world economic crisis to protect our country from the risk.

Mammethan Chakiyev is appointed to the position of the Chairman of the State Custom Service.

Signing the Decree on the appointment, the Supreme Commander required undertaking all necessary measures for proper organization of work of custom service, wide implementation of special equipment, modern technical means and programme software supplied to custom posts.

Meylis Nobatov was appointed as the Chairman of the State Migration Service.

Appointing him to this position, President Gurbanguly Berdimuhamedov highlighted the necessity to continue the work for successful implementation of migration policy.

By the Decree of the Head of the State Begmurat Muhamedov was appointed as the Minister of Justice.

Charging new appointed leader, the Head of the State pointed at the importance of active participation of the ministry in preparation of drafts of new legal and regulatory acts, which are currently developed by the Mejlis and the Cabinet of Ministers of Turkmenistan. The minister was also assigned to conduct legal study of international contracts and agreements of Turkmenistan, continue activity in economic arbitrations for positive solutions in favour of ministries and departments of our state.

Addressing the participants the Head of the State reminded that V Asian Indoor and Martial Arts Games would be held in Ashgabat in September of this year and in this regard, pointed the necessity to continue thorough preparation to the Games.

Speaking of huge responsibility entrusted to the personnel of law enforcement agencies, President Gurbanguly Berdimuhamedov mentioned that they successfully fulfil important tasks for provision of military and social security, establish all necessary conditions for sustainable development of the country, civil society and efficient implementation of the programmes for provision of prosperity of the state. In this regard, special role is given to the leaders who have to meet highest moral requirements, be loyal to the oath given to the State and the people.

Defining priority tasks set for the military personnel, President Gurbanguly Berdimuhamedov assured that according to the Military Doctrine, which is of defensive character and entirely meets peace-loving policy of Turkmen state, the measures for further improvement of equipment and facilities bases of the military and law enforcement agencies would be undertaken.

Taking care of our military personnel and their families, we do huge work aimed at improvement of their wealth, establishment of favourable conditions for their service and free tile, - the Head of the State highlighted, having said that the Government would always pay special attention to the defenders of the Motherland.
