Priority aspects of Turkmenistan development are reviewed at the session of the Cabinet of Ministers

Switching over to the subjects of the agenda of the session, the Head of the State gave floor for report on the situation in financial and economic sector to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov. Speaking of the fulfilment of the assignments given by the President of Turkmenistan, the Vice-premier informed on the work undertaken for development of the Draft Concept on establishment of free economic zones in Turkmenistan until 2023.

It was mentioned that above mentioned document would be developed for integrated and rational use of rich mineral resources of the country, increase of export potential, establishment of import substitutive productions, implementation of innovative technologies, attraction of foreign investments and establishment of joint ventures. The draft Concept will define key directions of development of free economic zones in our country. In this context, the Vice-premier informed in details on the main steps of planned work in next few years.

Deputy Chairman of the Cabinet of Ministers Ya. Kakayev reported on the situation in different sectors of fuel and energy complex of the country and the measures undertaken for further improvement of the activity of the branches under supervision.

Having listened to the report, the Head of the State stressed the attention on key aspects of implementation of energy strategy of Turkmenistan, which is aimed at intensive development and modernization of domestic oil and gas industry based on introduction of advanced innovative technologies, expansion of industrial infrastructure of fuel and energy complex, optimum realization of colossal hydrocarbon potential of the country and activation of beneficial cooperation with all interested parties.

The floor was given to Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev who reported on the development of the project for construction of speed highway Ashgabat – Turkmenbashy.

During the report, there was also information on construction of automobile bridge across the river in Serakhs. Throughput capacity of 96 m long and 15 m wide construction will be 2 thousand vehicles per day. At present moment, construction of the pillars of the bridge is accomplished and concrete slabs are being laid. Construction of 500 m automobile road on both sides of the facility is also undergoing and major reconstruction of 105 km highway Ashgabat – Tejen is carried out at high speed.

Having noted that construction of above-mentioned bridge would enhance increase of trade turnover with Iran as well as increase of international transport trafficking, the vice-premier assured that both the road Ashgabat – Tejen and the bridge across Tejen River, which are built under high quality, would be commissioned as per the deadline.

Having touched upon the construction of Ashgabat – Turkmenbashy highway, the Head of the State focused the attention on the importance of the projects for improvement of transport and logistic capabilities of the country, construction of modern automobile and rail roads, bridges and other facilities, which met international requirements.

Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on execution of the assignments given by the Head of the State on granting of the permission for annual celebration of the Day of Transport and Communication Workers on March 7. Samples of memorable symbolic items on occasion of opening and put into operation of automobile and railroad bridges across Amudarya River were presented for review to the Head of the State.

Information on the improvement of the activity of aviation transport enterprises was also given.

Having listened to the report, Presdient Gurbanguly Berdimuhamedov signed the Resolution on institution of the Day of Transport and Communication Workers.

The Head of the State noted that wide introduction of modern methods into the management of civil aviation of Turkmenistan is an integral part of further improvement of the activity of the system of air trafficking. Having stressed the attention on the main subjects of coming work in this direction, the Leader of the Nation signed the Resolution on rename the State National Service «Türkmenhowaýollary» to Türkmenhowaýollary Service.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the situation in trade and service spheres, private entrepreneurship as well as on fulfilment of the assignements of the President of Turkmenistan for development of production branches of non-governmental sector of the economy for improvement of export potential of the country.

Having listened to the report, leader of the nation Gurbanguly Berdimuhamedov gave instructions for expansion of commercial proposals and improvement of culture of business. Having mentioned that establishment of most favourable conditions for development of private sector enhances activation of business relations of Turkmenistan with foreign partners, the Head of the State focused the attention on the importance of search for new ways to export production of Turkmen manufacturers.

Deputy Chairaman of the Cabinet of Ministers reported on the situation in thesphere under his supervision as well as on the assignments given earlier by the President of Turkmenistan on establishment of domestic electronic production.

The Vice-premier reported that according to the programme of development of import substitution in industrial sector of national economy, the joint ventures based on government and private partnership are established. Providing such entities with most advanced highly productive equipment and introducing innovative technologies, production of different consumer goods is arranged.

President Gurbanguly Berdimuhamedov highlighted that economic strategy of Turkmenistan aims at sustainable and innovative development of industrial branches and support of high level of competiveness of national economy.

Deputy Chairman of the Cabinet of Ministers S. Toyliyev, reporting on the situation in public health, science, education and sport spheres, informed on execution of the objectives given by the Head of the State. The Vice-premier also informed on the programme of events dedicated to the World Health Day, on which occasion public physical training, sport, cultural and health improving actions are organized in the country annually on April 7.

This year, opening of new Avaza sport complex in Turkmenbashy and organization of congress and exhibition “Asian Games 2017: International Sport Cooperation for Peace and Progress” are timed to this date. Samples of the talisman of V Asian Indoor and Martial Arts Games were presented to the attention of the Head of the State.

The Head of the State requested to work in details on organizational issues of international sport congress and exhibition, starting from meeting and reception of foreign delegation until the content of the forum and its informational support.

The President of Turkmenistan criticized proposed sample of the talisman of the Games imaging alabay. President Gurbanguly Berdimuhamedov noted that the dog, chosen as a talisman of the Games”, was devoted friend of Turkmens for centuries and today, the interest to this breed growths in the whole world. Alabay is brave, devoted and strong dog, for what he is loved by the people. The talisman should reflect national colour and style, the Leader of the nation said. Noting the importance of participation of Turkmen painters in this work, the president of Turkmenistan gave specific instructions to finalize the image and design of the talisman.

After, the head of the State drew the attention of S. Toyliyev on technologic education of the society and the necessity of intensified mastering of computer skills by young generation starting from initial school.

Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on preparation to the vents dedicated to National Spring Holiday. The main event on occasion of International Novruz Holiday will be held in Türkmeniň ak öýi building (Turkmen White House) in administrative centre of Mary Velayat on March 21. Joint organization work is carried out with relative ministries, departments, regional and capital administrations for comprehensive preparation to the event.

There will be Turkmen village with traditional features and way of life around the Türkmeniň ak öýi. Original ceremonies and celebration traditions of our people, exciting national games will add special colours to the holiday. Multisectoral exhibition demonstrating national decorative and applied arts items, museum values, samples of printing production will be organized there.

Making special mention of the importance of National Spring Holiday under the work for revival, protection and popularization of national cultural heritage, President Gurbanguly Berdimuhamedov noted that Novruz Bayramy absorbed the best original traditions of our people, its high creative spirit and unshakeable humane ideals and acquired new content in new age. Primordial traditions and the essence of Turkmen mentality, expressed by peace-loving, good neighbourhood, friendliness and hospitality, are put into foundation of this beautiful holiday.

Deputy Chairman of the Cabinet of ministers R. Bazarov reported on the course of seasonal agricultural works in the regions of the country. At present time, vegetation irrigation, mineral fertilizing and weed control are carried out at the wheat fields of the country. At the same time, preparation of the fields for spring sowing campaign undergoes.

The Head of the State highlighted that it is necessary to re-organize in shortest time the structure of departments and enterprises of agricultural complex for successful fulfilment of the objectives of the branch and stressed that currently, although the farmers associations are the main suppliers of agricultural products, the work of some of them is at a loss. The Leader of the Nation pointed that leaders of agricultural branch, financiers and economists have to study in details modern technologies and new forms of work organization. Shall it deemed necessary, the specialists have to be invited for the training and send domestic agrarians to other states for exchange of the experience.

Chairperson of Mejlis, A. Nurberdiyeva informed on Parlimentarian activity for improvement of national legislation with the account of key targets and goals of social and economic development of the country and active study and implementation of universal standards of law and practices of foreign states in this field.

It was informed that at present time, preparation to regular 19th session of the Mejlis of the 5th Convocation is undergoing. The work groups develop the drafts of new laws and legislation acts.

Steady improvement of legislative base is most important and integral requirement of modern historical era, the President of Turkmenistan said. It is necessary to consolidate international cooperation in this area and thoroughly analyse the best world’s legislation practices for quality addenda of existing legislation summoned to provide solid foundation for successful implementation of large-scale reforms in the country.

Other important subjects, on which appropriate decisions were taken, were reviewed during the session of the Cabinet of Ministers.
