International expert Igor Gurkov read a series of lectures on strategic management at the Academy of State Service

Within the framework of the joint project of the Academy of State Service under the President of Turkmenistan and the United Nations Development Program, Dr. Igor Gurkov, an international expert in strategic management, visited the Higher School of Economics, a professor of the National Research University "Higher School of Economics" (Russian Federation). He is known as the author of numerous publications on management strategies. I. Gurkov's scientific specialization - corporate and competitive strategies, organization of innovation activities of industrial companies. The purpose of his visit to Ashgabat is to conduct a series of lectures for students of the Academy of the State Service for Strategic Management and Management Innovations, as well as meetings with the faculty to discuss training programs.

The international expert conducted lecture classes for students of the Academy of State Service on the following topics: "Strategic management: international experience and national practices" and "Development of strategic plans for social and economic development: innovative approaches". A multimedia presentation on innovations in management activities was conducted also.

Within the framework of the thematic cycle, with the participation of an international expert was conducted a training for the students of the Civil State Academy aimed at improving managerial and analytical skills in determining development priorities, as well as in analyzing the specifics of economic development and creating competitive advantages in market conditions. Teams-participants at the end of the training performed presentations on the topics: development of the concept of development; strategic planning; adjustment of goals and achieving methods.

Based on results of the visit of the international expert was conducted a round table with the participation of the faculty of the Academy on "Effective practices in domain of strategic planning and management at the state and local levels". During the discussions, it was noted that planning plays a special role in the system of managing socio-economic processes, as well as in ensuring the sustainable functioning of business organizations.

In this connection were considered proposals to include the following topics in the curricula on strategic management at the state level:

• Long-term planning - from 7 to 20-30 years, stipulating for the development of a long-term development strategy;

• Medium-term planning - from one year to seven years. Medium-term plans, in comparison with long-term are more detailed, contain a large number of quantitative indicators, and emphasize the allocation of resources. The objects of such planning are the enterprise's production facilities, capital investments, financial resources requirements, research and development, etc.;

• Short-term, or current planning, - calculated for a period of up to one year.

The role of strategic planning has increased within the framework of socio-economic reforms implemented in Turkmenistan on the initiative of the head of state, aimed at achieving competitive advantages based on the method of integrated analysis.

Thanks to strategic planning, an enterprise, a region or a country in whole can determine its potential capabilities, develop appropriate production, innovation, investment, scientific and technical programs, coordinate the efforts of authorities and management, and set specific goals for each ministry and department.

As was stressed, participation in strategic planning contributes to the improvement of the professional qualities and managerial skills of public officers, stimulates their initiative and responsibility, creative thinking.
