Session of the Government: Spiritual values, digitization, ecological diplomacy, marketing tools

President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers, at which current issues of the state life have been reviewed.

In the beginning of the session of the Government, the head of the state has called Speaker of the Mejlis of National Assembly of Turkmenistan G. Mammedova and Deputy Chairman of the People’s Council of National Assembly of Turkmenistan K. Babayev and shared opinions on development and popularization of primordial traditions and customs of Turkmen nation among the youth.

The head of the state has also noted that his book “Spiritual World of Turkmens” has been published in Uzbekistan. This is great honor for us and very important for strengthening of friendly relations between two countries and fraternal peoples.

The President highlighted that translation of the book into Uzbek language is another evidence that Uzbek people respect our national traditions and it raises a feeling of big pride among Turkmen people.

The head of the state has made a number of proposals on explanation of the meaning of spiritual and moral traditions among the youth of the neighboring countries noting at the same time that national traditions and customs have to enrich and be filled with new content permanently.

During further session of the Government, President Gurbanguly Berdimuhamedov has first called Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on work performed in the structures under his supervision as well as on the measures for improvement of budgetary and tax system according to the world practice, introduction of national and international standards of financial reporting, update of legal acts related to taxes and mandatory payments.

In this regard, the vice-premier has informed on the results of analysis of existing normative and legal acts, in particular the Law on Accounting and Financial Reporting and relative Resolution of the President of Turkmenistan dated by February 10, 2012 and their practical implementation. By the result of performed work, the proposals on amendments and addendums of the Tax Code has been presented to the head of the state.

Definition of specific amounts of depreciation fees paid for the main resources and intangible assets will make opportunities for non-admission of falsification of expenses and incomes at the facilities and at the same time, will support to increment of tax revenue.

Having listened to the report, President Gurbanguly Berdimuhamedov has noted that legal base, which is under formation and meets time realities and universal international standards, is the main factor in achievement of positive results in Turkmen economy. In this regard, special attention is paid to improvement of the legislation, which regulates the development of financial sphere, budgetary, tax and pricing strategy of the state.

The head of Turkmenistan continued that tax policy, which is targeted on modern system, is aimed at stimulation of accumulation and efficient use of national wealth. In this context, the role of taxation as a tool of economic concept in our country has significantly increased in the last few years, which requires permanent update of normative and legal documents taking into account advanced practice and international standards.

Having focused on the necessity to continue working in this direction together with profile structure, the President addressed the vice-premier with number of certain instructions.

Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov has reported on the situation on the sphere under his supervision, realization of the Program of development of oil and gas industry of the country until 2030.

Number of issues related to procurement of crude oil from foreign companies, provision of full load of production capacities of Turkmenbashy Refinery Complex, increment of volumes of hydrocarbon material processing and production of quality commodities and their export has been highlighted within the report. 

Summing up the report, President Gurbanguly Berdimuhamedov has emphasized the main aspects of implementation of energy strategy of Turkmenistan aimed at intensive development and modernization of national oil and gas industry based on introduction of innovative technologies, activation of beneficial cooperation with foreign partners.

It was noted that the utmost attention has to be paid to strict fulfilment of production plans by profile facilities and organizations, provision of steadfast growth of financial and economic indicators and high profitability of production.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on work for increment of production output of the energy system of the country, it was noted that construction of gas turbine power stations is carried out in the country these days, which would increase production output of national energy system and fundamentally improve the quality of energy provision to the consumers and, which is more important, would expand the routes and volumes of energy supply to foreign countries including to the Islamic Republic of Afghanistan.

Having listened to the report, the head of the state highlighted the importance of work for enhancement of the potential of national power energy industry, on improvement of its export capabilities as well as on provision of reliable and uninterrupted provision of electricity to local consumers.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on undertaken measures for strengthening of food sector of the country. Draft Resolution on production of 224,000 tons of sugar beet has been presented to the head of the state for review.

In this regard, it was noted that the Ministry of Agriculture and Environment Protection has signed the contracts with producers of sugar beets in the set order including for seasonal works on preparation of land to sowing of this crop, provision of seeds, irrigation water and fertilizers as well as for procurement of the yield on agreed price.

Having listened to the report, the head of the state highlighted that provision of the population with various agricultural production is one of the main objectives of agricultural complex.

Further, Deputy Chairman of the Cabinet of Ministers has reported on the measures for improvement of water provision of the country and proposed the Draft Resolution regarding the works for fortification of Sultan Sanjar dam of  Düýeboýun water reserve to the head of the state for review.

Draft Resolution on permission to Chairman of the State Water Management Committee G. Bayjanov to sign the additional agreement to the Agreement between the Government of Turkmenistan and the Government of the Republic of Uzbekistan on free land use according to the Law of Turkmenistan on International Agreements of Turkmenistan has also been presented.

Having approved and signed the proposed documents, Turkmen leader has sent them to the vice-premier by electronic document management system and given instructions to provide strict control of the fulfilment of objectives specified in the documents.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on work for digitization of services in the sphere of railroad transport. It was reported that e-ticket application has been launched, which provides the sale of the tickets on the internet or through mobile application.

New modern program for management of cargo transportation by digital systems has been developed and tested for modernization of transport and logistic structure of railroad transport of the country and expansion of range of provided electronic services.

Clients using railroad transport as well as the companies specialized in export and import trade and transportation of transit cargos across Turkmenistan would be able to apply online from any part of the world through personal accounts.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that it is important to use the potential of modern facilities of railroad infrastructure in full and achieve further increment of volumes of cargo transportation by railroad for development of transport and transit capabilities of the country.

The head of the country has stated the necessity of relative amendments of the legal acts and work of the government bodies, which in their turn have to be ready to digital transformation of activity in cargo traffic sphere.

It is necessary to continue working on wide introduction of internet services for increment of transportation by railroad transport and enhancement of quality of service. Having focused on importance of improvement of activity of the Türkmendemirýollary agency and studied the presented program project, the head of the state made number of recommendations and gave relative instructions.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work for support of private producers.

The vice-premier has informed that owing to attention of the head of the state, number of production facilities of the Union of Industrialists and Entrepreneurs has been significantly increased.

Entrepreneurs of the country produce chicken meat and eggs, confectionary, meat products, drinks, vegetable oil, bread, vegetable and cucurbitaceous crops, diary and other production fully providing local market with food products. In this regard, number of proposals on increment of the efficiency of work in this direction has been presented to President Gurbanguly Berdimuhamedov for review.

Having listened to the information, the head of the state ordered vice-premiers Ch. Gylyjov and G. Mushikov to continue working on increment of volumes of consumer goods production and reduction of import of these goods.

Regarding the Ministry of Textile Industry, the head of the state has focused on the necessity of detailed study of consumer demand for production of modern seasonal clothes and footwear. 

It is necessary to develop proposals on the government support of private sector of the economy for stimulation of development of national entrepreneurship sphere. Having noted the necessity of financial, material and equipment stimulation of small and medium entrepreneurship, the President of Turkmenistan highlighted that these measures support the enhancement of export potential of the country and improvement of wealth of the population.

First, these measures should provide keeping of existing and opening of new work places, which would support the activity of entrepreneurs and citizens of the country.

Due to the situation of the global economy, it is necessary to continue increasing the production of local food production and to improve the provision of local market with food and essential goods, the President of Turkmenistan pointed out and gave instructions to vice-premiers Ch. Gylyjov and E. Orazgeldiyev to hold the work for provision of food abundance in the markets of the country under strict control.

At the same time, it is necessary to improve the quality and expand the range of services provided to the population, to introduce digital system to work of the industry, to arrange online trade and delivery of production to the clients, Turkmen leader said addressing vice-premiers Ch. Gylyjov and B. Ovezov with number of specific instructions.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on the program of the main events and opening of social and cultural facilities planned in May.

Cultural events are held on occasion of the 30th anniversary of independence and 140th anniversary of Ashgabat. Art meetings and contests, thematic round table sessions, exhibitions, music and song festivals and poetic readings will be held on occasion of holidays, which are widely celebrated in May, - the Victory Day in the Great Patriotic War 1941 – 1 1945, the Constitution and State Flag Day of Turkmenistan , Turkmen Carpet Holiday and Day of Ashgabat.

Having listened to the report, President Gurbanguly Berdimuhamedov has ordered to provide high level of all planned events.

Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on work performed in te structures under his supervision and presented the proposals on transfer of certain universities of the country to self-sustainable format to the head of the state for review.

It was mentioned that the Ministry of Education together with the Ministry of Finances and Economy work on improvement of financial and economic condition of higher education institutes working on commercial basis, gradual transfer of the institutes to full self-sustainable format as well as on expansion of international cooperation in educational system for fulfilment of the plan of coming events for inclusion of higher educational institutes of the country to the list of international educational institutes until 2024 according to the instructions given by the President of Turkmenistan.

New capabilities are opened in educational system by the measures for introduction of scientific developments in various branches of national economy as well as by scientific researches in actual directions.

The vice-premier has presented the proposal on transfer of International University of Humanitarian Studies and Development as well as Institute of Telecommunications and Information Technologies to self-sustainable format starting from 2021- 2022 academic year.

It was also reported on work for introduction of new specialties required in various fields including in healthcare system.

After listening to the report, President Gurbanguly Berdimuhamedov highlighted the importance of improvement of national education system for development and activation of scientific and education work, implementation of modern developments and innovative technologies, establishment of wide international cooperation.

Summing up what was said above, the head of the state has given number of specific instructions to the vice-premier.

Further, the floor was given to Deputy Chairman of the Cabinet of Minister, Foreign Minister R. Meredov who reported on implementation of ecological diplomacy of Turkmenistan.

At present moment, Turkmenistan is a member of 23 international conventions and multilateral documents in ecological sphere. Our country has initiated and undertakes specific measures for protection of natural resources of the Caspian Sea including the development of new Caspian Ecological Program under the activity for environment protection in the region.

Integrated work is also carried out under International Fund for Saving of the Aral Sea, in which Turkmenistan chaired successfully in 2017 – 2019. In this regard, the Summit of the Heads of the IFAS states, which was held chaired by President Gurbanguly Berdimuhamedov in Avaza National tourist zone on August 24, 2018, was an important event.

The UN General Assembly has unanimously adopted the Resolutions on cooperation between the United Nations Organization and International Fund for Saving of the Aral Sea at the initiative of Turkmenistan on April 12, 2018 and May 28, 2019.

Our country effectively works with profile international organizations for implementation of ecological diplomacy on regional level.

At present time, there are 9 State natural reserves and 16 State natural sanctuaries in Turkmenistan. Large-scale measures are undertaken for improvement of ecological situation around Altyn Köl Lake. The work performed in this direction is very important for solution of the main objectives followed from the Convention of wetlands adopted in 1971, which have international significance as a habitat of water birds, and Ramsar Convention, which Turkmenistan has joined in 2008.

Turkmenbashy Gulf of the Caspian Sea is in the list of natural places mentioned in the Convention. In this regard, it is proposed to perform relative work for inclusion of Altyn Köl Lake to the above-mentioned list. This subject has been discussed at the session of Interdepartmental Commission for Environment Protection on April 28 this year.

During the report, the vice-premier, Foreign Minister has presented Draft Resolution on approval of the Plan of Cooperation of Turkmenistan with international organizations in 2021 – 2023 to the head of the state for review.

Summing up the report, President Gurbanguly Berdimuhamedov has noted that ecological diplomacy is determined as one of the main aspects of foreign course of the country.

Ecological aspect is an important component of the strategy of social and economic development of Turkmenistan, which attaches special importance to careful treatment of the environment and rational use of natural resources, the head of the state said. Effective implementation of green and resource saving technologies is a mandatory requirement in development and implementation of major national reforming programs and infrastructural projects in various spheres.

National green campaigns are regularly held in the country, in which result number of parks and gardens is growing in the capital and regions, areas of forests are expanded, which supports the provision of ecological situation. Unremitting attention is paid to protection unique ecosystem and biological diversity of the Caspian Sea, rational use of its rich resources and to the Aral Sea issues.

Having ratified number of natural protection conventions of the UN, our country demonstrates responsible approach to fulfilment of undertaken obligations, the head of the state highlighted. For this purpose, normative and legal base is updated steadily.

Taking into account the obligations followed from important UN documents adopted in the last years, National Strategy for Climate Change in new edition has been approved.

Summing up what was said above, President Gurbanguly Berdimuhamedov has approved given proposal requesting to continue working on promotion of ecological initiatives of our country in the world arena.

Other important matters of the state life, on which relative decisions have been made, were reviewed at the session of the Government.

Finishing video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to the participants.
