The art of carpet weaving is a unique contribution of the Turkmen people to the treasury of human civilisation. Our skilled carpet weavers - women and girls who weave world-famous, magnificent carpets - also perform significant work in this area: their work is worthy of recognition and honour at the state level.

For great services in the development of the national art of carpet weaving in an independent neutral Fatherland, in glorifying throughout the world the unrivaled beauty and filigree of Turkmen carpets, which are the pride of our people, in the creation of carpet artistic ornaments, taking into account conscientious, selfless work over many years and professionalism, and also on the occasion of the Turkmen Carpet holiday, I decree:
