Developing new approaches to energy security

The Integrating Global Energy Markets – Providing Energy Security International Conference held in Ashgabat under the aegis of the OSCE closed.

The forum organized by the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Oil and Gas Industry and Mineral Resources of Turkmenistan in accordance with the Resolution of the President of Turkmenistan brought together the cabinet ministers of Turkmenistan, the representatives of world’s leading oil and gas companies, international organisations, political and diplomatic circles of the OSCE participating states, heads and leading specialists of Turkmen ministries and departments, scientists, analysts and independent experts.


Among the conference participants were the heads of the OSCE structures, the UN Economic Commission for Europe, the Economic Cooperation Organization, representatives of the Energy Charter Secretariat, the International Secretariat of the Extractive Industries Transparency Initiative (EITI), the Institute of International Relations and Political Sciences of the Vilnius University, the Oxford Institute for Energy Studies and other institutions.

The increasing energy demand on a long-term basis and the need to ensure global energy security and environmental liability are the major interdependent aspects of the active discussion on energy which underlie the global agenda and were reflected in the programme of the energy forum in Ashgabat.

The important issues regarding energy integration given the need to fundamentally review the approaches to achieving energy security and developing its new conception aimed at global sustainable development were in the focus of attention of forum participants.

The agenda of the first day of the forum focused on the ways to concert efforts of different countries to ensure energy security and the measures taken to implement the Turkmen leader’s initiatives on global peace and sustainable development which are supported by the OSCE and the international community.

The analytical surveys of the international oil and gas and energy markets and their trends, regional pipeline networks and infrastructure were presented in several thematic sessions. The themes under discussion also included the role of energy diplomacy and international organisations and legal structures in ensuring energy security defined as diversification of energy transit and predictability for producers, consumers and transit countries.

It was particularly noted that energy diplomacy of Turkmenistan that had the proved hydrocarbon reserves was characterized by openness, diversity and efficiency of the instruments and mechanisms used actively. Turkmenistan views the OSCE’s role in achieving energy security as the multifaceted concept based on fair public administration and transparency in the energy and other sectors of the national economy. Achieving energy security opens up the vast opportunities to foster mutually beneficial cooperation, facilitate integration of the Turkmen oil and gas sector of our country in global energy infrastructure.

Forum participants raised the critical issues related to identifying the fields for strategic concerted efforts of the governments and international organizations particularly in the Caspian region and promoting transparency and efficiency in the energy sector.

The existing geopolitical situation in various regions of the world, the influence of the national gas policies on a global energy market and technologies for production of alternative fuels were discussed during the forum. Particular attention was paid to the role of Turkmenistan as a guarantor of the gas market stability.

The other themes under discussion included the mechanisms of enhancing the efficiency of energy projects, development of alternative energy and energy efficiency, international cooperation in processing energy resources, exchange of advanced technologies and scientific developments in this and other spheres, the strategic options for developing innovative and environmentally oriented energy of the future.

As for the science and technology policy in the Turkmen oil refining industry, it is oriented towards increased motor fuel production through modernizing deep oil refining processes, using catalytic agents of the new generation, enhancing environmental safety and reducing energy intensity of industries. A promising option is application of high technologies in the gas and chemical industries to produce polymeric material. These materials are an export-oriented product and facilitate the integration of our country in the global economy.

In general, it was noted that Turkmenistan committed to the integrative spirit was intended to take further steps to broaden mutually beneficial, equal cooperation, especially in such sphere of vital importance to mankind as energy security which meet the interests of all nations.

The major outcome of the Ashgabat forum is the readiness of the OSCE participating states to harmonize the interests and intensify joint activity to address in global problems and the understanding that the success guaranteeing sustainable development and the future of the international community will become possible only due to the synergetic effect, concerted efforts of all parties involved, their responsibility.
