Enlarged Meeting of the Cabinet of Ministers of Turkmenistan

President of Turkmenistan Gurbanguly Berdimuhamedov chaired an enlarged meeting of the Cabinet of Ministers of Turkmenistan to consider the results of the socioeconomic development of the country for eleven months of 2012. The representatives of the Mejlis of Turkmenistan, Turkmenistan Ambassadors in foreign countries, Velayat Khyakims, heads of ministries and departments, representatives of higher educational institutions and mass media were invited to attend the government meeting.

Before opening the meeting, the Turkmen leader congratulated all those present and the people of Turkmenistan on the 17th anniversary of the Neutrality of Turkmenistan widely celebrated on December 12. The President of Turkmenistan signed the Decree “On the Pardon to Convicted Persons in Honour of the National holiday of Turkmenistan – the Day of Neutrality”. In accordance with Decree pardoned persons are to be relieved from the punishment and return to their families.

Vice Premiers and heads of sectoral departments informed the Turkmen leader that within the reporting period the steady GDP growth was observed. Due to implementation of the successive measures on industrialization of the national economy the share of industry significantly increased in the total GDP volume and makes up 52 percent.

As compare to the same period of 2011, the manufacturing work growth rate achieved 120.2 percent. The retail trade turnover made up 117.9 percent as compared to the same period of 2011. In January-October 2012 the foreign trade turnover made up 129.8 percent.

Summing up the reporting period, the State budget revenues significantly exceeded the expenditures, in particular the revenues made up 149.3 percent, the expenditures – 96.2 percent. As compare to the same period of 2011, the growth of revenues made up 141.3 percent, and the rising scale of expenditures – 128.8 percent.

It was reported on the preparations for the complete census of population and housing scheduled for December 15-26. The preliminary results of the complete census of Turkmenistan will be summed up till July 2013. Within the reporting period the workers of culture and art of Turkmenistan took part in 60 international events and visited a number of friendly states. The Turkmen leader was informed on opening of new facilities of science and education, healthcare, sports and tourism as well as the measures taken on development of the Avaza National tourist zone.

In January-November, 2012, the President of Turkmenistan paid eleven official visits to foreign countries and the heads of other foreign countries visited Turkmenistan. Moreover, the Turkmen state actively develops the dialogue with the UN and other authoritative international and regional organisations and structures.

President Gurbanguly Berdimuhamedov signed the Resolution on construction of modern apartment houses and social facilities of the oil and gas, chemical complexes and fishing industry of Turkmenistan in Ashgabat, the Resolutions on construction of velayat libraries in the administrative centres in Balkan and Lebap Velayats. The President of Turkmenistan instructed the relevant officials to take a very responsible approach to drafting the project of the new city of Abadan.

President Gurbanguly Berdimuhamedov demanded the high-ranking officials, including Ambassadors of Turkmenistan to foreign countries to pay particular attention to the foreign-policy issues of Turkmenistan as well as implementation of the new Concept of the foreign-policy course of Turkmenistan for 2013-2017.

The Turkmen leader signed the Resolutions on opening Trade Representations of Turkmenistan in the Russian Federation and the People's Republic of China as well as the Resolution approving the Concept of the foreign-policy course of Turkmenistan for 2013-2017.

President Gurbanguly Berdimuhamedov invited all those present to attend the ceremony of opening of a large textile complex in Ruhabat amounted to US$ 120 million that is supplied with the most advanced equipment.
