President of Turkmenistan Gurbanguly Berdimuhamedov attended the ceremony of opening of the State Reference Centre - a new facility that will become a key element in the material and technical infrastructure of the national system on standardization. The new object was built by the specialists of a foreign company at the request of the Turkmenstandartlary Main State Service in accordance with the Resolution of the President of Turkmenistan signed on September 9, 2011.
The Chairperson of the Mejlis, cabinet ministers, the heads of military and law-enforcement agencies, ministries and departments of Turkmenistan, journalists, Ashgabat Khyakim, numerous workers of the economic institutions of the country as well as students took part in the ceremony.
Girls in the dressed in the national costumes greeted the President of Turkmenistan with flowers, and all participants of the ceremony cordially welcomed the Turkmen leader. In the solemn atmosphere, the President cut the symbolic ribbon opening the new institution under the storm of applause of those present and entered the new building. A video film demonstrated to the Turkmen leader and all participants of the ceremony familiarized them on the structure and equipment as well as functional characteristics of the State Reference Centre.
The total area of the State Reference Centre is 25,500 square metres. 16 laboratories supplied with reference equipment and high-precision measuring tools produced by the leading European companies and other world manufacturers will work in the centre.
According to the experts of the German consulting company, the building meets the international requirements to be supplied with reference equipment that is proved by a special certificate.
Then the Turkmen leader visited laboratories where all necessary conditions are created to store the standards and conduct researches.
In the laboratory of mass the President of Turkmenistan emphasized on the significance of complying to the required parameters of mass in production of construction materials, trade and other spheres and gave special instructions to the relevant officials in this regard.
Block A hosts several laboratories as well as facilities for storing and working with the state standards of pressure, temperature, etc. There are special facilities for storing materials required for maintaining the standards. There is also a separate laboratory constructed near the main building, which is equipped with sound-proof vehicles and moving floors, where with the help of special equipment the possible external forces encountered during an earthquake will be identified. The laboratory supplied with the standard equipment for high precision measurement of forceIn is located in block B. Given the large size of this equipment, the room ceiling height here is up to eight meters. Block C is the administrative building. There are rooms for specialists of the engineering and technical services, library and the archive of the Reference Centre in block C. There are laboratories for verification and testing of standard and technical measurement tools for all types of measurements: weight, geometry, mechanical, motion parameters, pressure, temperature, electrical and electromagnetic, radio, optical and physical , physico-chemical, acoustic parameters in the blocks D and E.
Considering the facilities of the Reference Centre, the President of Turkmenistan congratulated the specialists of the Turkmenstandartlary Main State Service on opening of the Reference Centre and underlined the significance of this new institution for the further development of the industry and its integration into the world system of metrology and standartization. "The main goal of the centre is to facilitate the development of the state system to ensure the unity of measurement and improvement of the legal basis in line with the international requirements.Based on the analysis of current and future needs, special attention should be paid to applied researches in the field of metrology as well as the training of highly qualified specialists", said the President of Turkmenistan.
