The Central Commission for Election and Referenda of Turkmenistan held a regular meeting to discuss the issues regarding the preparations for the February 12 presidential election.
In accordance with the Law on the Election of the President of Turkmenistan a crucial stage of the presidential election campaign – the registration of presidential candidates completed. It can be stated with confidence that the first two stages – the nomination and registration of presidential candidates conducted in strict compliance with the laws of Turkmenistan have laid a firm foundation for the truly democratic election meeting international standards.
During the meeting the Chairman of the Central Commission for Election and Referenda presented the report on the nomination and registration of presidential candidates. Eight candidates obtained official registration. These include the current President of Turkmenistan G.M. Berdimuhamedov, Dashoguz Velayat Deputy Khyakim in charge of the agricultural sector R. Bazarov, Head of the Marygazcykarys Department of the Turkmengaz State Concern K. B. Abdyllaev, Head of the Nebitgazduypliabatlayis Trust of the Turkmennebit State Concern G. Mollanyyazov, Minister of Water Industry A. Yazmyradov, Head of the Lebapgurlushyk Production Association of the Ministry of Construction of Turkmenistan E. Gayypov who were nominated by public organisations and associations. Director of the Geoktepe cotton spinning factory S. Batyrov and Minister of Energy and Industry of Turkmenistan Ya. Orazgulyev were nominated by the initiative groups of citizens and collected more than 10,000 signatures in a timely manner required to obtain registration.
Director of the Maryazot Production Association of the Turkmenhimiya State Concern M. Charygulyev and Head of the Turkmennebitgeofizika Department of the Turkmennebit State Concern N. Rejepov withdrew their nomination. Five candidates nominated by the initiative groups of citizens who announced their candidacy for the presidency failed to provide all the necessary documents before the registration completed.
In accordance with the national laws and standards of international law all the presidential candidates who obtained registration have the equal rights and opportunities to meet with the electorate and appear on television and radio and print media.
The chairmen of the velayat and Ashgabat election commissions reported on the readiness for the presidential election on local level.
According to the preliminary data, there are more than 2.9 million voters eligible to vote in the country. Polling stations throughout the country are supplied with communications and office equipment, including transparent ballot boxes, reference and methodological materials (booklets, brochures with the texts of statutory and legal acts, leaflets) in Turkmen and Russian published by the Central Commission. Emphasis was placed on the role of national observers who effectively perform their duties at all stages of the election campaign and intense civil activity of citizens.
During the meeting the chairmen of velayat election commissions were instructed on the procedures for early voting – 10 days prior to the officially announced date of the election – of citizens of Turkmenistan who will not be at the place of residence on the Election Day.
The meeting participants emphasized that the presidential election ranked among the important events that were to increase self-consciousness of Turkmen citizens and facilitate the advance of our country towards genuine democracy, social and political reforms and sovereignty of the people.
The ballot paper template was approved and the other organisational issues and the decisions were adopted during the meeting.
