Cooperation in international humanitarian law

A delegation of the International Committee of the Red Cross led by Ives Arnoldi, Head of the IRCR Regional Delegation for Central Asia, who had arrived to the Turkmen capital for a working visit, was received in the Ministry of Foreign Affairs of Turkmenistan.

The main aim of the meeting was to identify the following steps to foster fruitful cooperation and sign the bilateral agreement on cooperation in humanitarian law. Representatives of the Ministry of Foreign Affairs of Turkmenistan and the Institute of International Relations of the Ministry of Foreign Affairs participated in the meeting.

As is known, promoting a constructive dialogue with all countries of the world and major international organisations, including the International Committee of the Red Cross is a critical aspect of the foreign policy strategy initiated by President Gurbanguly Berdimuhamedov. The meeting participants noted that fruitful partnership with this authoritative humanitarian organisation had a number of joint programmes and projects in the social and humanitarian spheres in line with the policy priorities of Turkmenistan and the ICRC strategy for transferring and improving knowledge of the standards and basic rules of international humanitarian law (IHL) set forth in the Geneva Conventions of 1949 in its assets. Turkmenistan ratified this document in 1992.

The joint work on training highly qualified specialists – lawyers and diplomats – is carried out in Turkmenistan to achieve the main objectives of the ongoing comprehensive programme for reforming the regulatory framework and strengthening the democratic and legal foundations of the Turkmen state through the implementation of international law standards.

In the framework of cooperation in the study of best international practices and implementation of international standards in the regulatory framework of Turkmenistan foreign experts deliver lectures for specialists of the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan, teaching staffs and students of the Institute of International Relations and the Civil Service Academy under the President of Turkmenistan and study tours are organized for their Turkmen counterparts to the CIS and European countries.

The ceremony of signing the Memorandum of Understanding between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and the ICRC Regional Representation for Central Asia took place during the meeting. This document is to intensify and enhance constructive partnership between Turkmenistan and the International Committee of the Red Cross and strengthen collaboration between this higher education institution and the ICRC that started in 2009. The Memorandum ensures a qualitatively new approach to developing contacts in the bi- and multi-lateral formats in line with the curricula of this Institute of International Relations and national priorities.

The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan established in 2008 trains specialists in international relations and diplomacy, international economic relations and international journalism. In this regard the major aspects of bilateral cooperation include the incorporation of international humanitarian law in the curricula of academic institutions, the opening of the information resource centre and assistance in conducting research activities.
