President of Turkmenistan Gurbanguly Berdimuhamedov made a working visit to Ahal Velayat where he attended the ceremony of laying the foundation stone of a settlement in Ruhabat Etrap.
In the morning the President’s car drove in the territory of Yasmansalyk Gengeslik in Ruhabat Etrap where the Ahal Velayat Khyakim greeted the Turkmen leader.
The leader of the Turkmen state greeted the elders, mullahs and newlyweds who gathered together there and talked to them about their everyday concerns and living conditions.
The Turkmen leader and those present attended the presentation of the projects to be implemented in Ahal Velayat under the National Programme of the President of Turkmenistan for the improvement of the social and living conditions in settlements, villages, towns in etraps and etrap centres for the period till 2020.
These included the buildings of rural Gengeshlik, cultural centre, mosque, post office, three schools, five kindergartens, sports complex, health centre, shopping centres, entertainment centre, groceries and shops, consumer services centre and cottages.
The Ahal Velayat Khyakimlik is responsible for developing the general layout of the new settlement which will occupy the large area on the northern bank of the Karakum River, managing the construction projects of buildings and facilities in the new settlement and financing these projects from the rural development funds.
The new settlement will occupy the 400-hectare area. 20 social and cultural facilities and 2,054 cottages of six types are to be built there in the first project phase. Also, the Turkmen leader considered the projects of a footbridge, park and parking lots.
After considering the projects and providing specific recommendations on them, the Turkmen leader specified the scope of work to implement the projects demanding that the construction work meet the quality standards and building materials meet environmental requirements.
In a friendly and sincere atmosphere the President as a presidential candidate talked to the elders, mothers and newlyweds about the living conditions in rural areas, their every day concerns, material well-being and the plans for the future. The local people expressed cordial gratitude to the Turkmen leader for his tireless activity to facilitate the advancement of the Motherland, develop urban and rural areas and create the decent living conditions for Turkmen youth, the wellbeing of families and promote the spiritual values and traditions in the society and said they would vote for him during the February 12 presidential election.
Addressing the ceremony participants, President Gurbanguly Berdimuhamedov emphasized that every day of life of independent neutral Turkmenistan was filled with epoch-making events in various spheres that went down in the chronicle of the political, international, social, economic and spiritual life of Turkmenistan. That day would go down in history of this region as well as the country.
We, having fulfilled the primary tasks of fundamental and comprehensive renovation of life of the state and society, continue moving forward along the chosen path of reforms building large facilities and new settlements, towns, etraps and developing new lands in our country, emphasized the Turkmen leader.
By initiating the projects of this kind that must become an effective mechanism driving economic growth of the regions of the country, the President sets the task to develop modern industrial, transport, engineering and social infrastructure in rural areas, efficiently use territorial resources and build the economic foundations for effective local governance, enhance social protection of citizens and provide targeted support.
The project of the new settlement in Ruhabat Etrap where buildings and facilities are to be constructed by Turkmen specialists is aimed at creating the social and living conditions for citizens, including agricultural workers.
Following the tradition, the Turkmen leader signed the message that would be put in the place of laying the foundation stone of the new settlement as a symbol of the aspirations of the ongoing reforms for new heights and the wellbeing of the present and future generations.

The President threw the first shovels of concrete into the foundation pit giving start to the ambitious construction project. The elders and local young citizens followed the Turkmen leader.

Greeting those present, President Gurbanguly Berdimuhamedov noted that the foundation stone of the new settlement that will meet the spirit of modern times and social progress had been laid in order to improve the people’s welfare and guarantee a happy life to citizens. This event is a link in the chain of the consistent reforms aimed at improving the standards of living of our citizens and providing access to the benefits of civilization for our people. Those present expressed profound gratitude to the President for his unceasing concern for the development of the regions of the country and the welfare of Turkmen citizens.
