President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Sectary Council which was held in the conference hall of the Main Civil Defence and Rescue Operations Department of the Ministry of Defence. The agendas focused on the work done by the military and law enforcement agencies for ten months of the current year and a number of organizational issues.

Opening the meeting, the Turkmen leader thanked the high-ranking officials present for the high level of organisation of the celebrations in honour of the 20th anniversary of independence of Turkmenistan. Highly evaluating the military parade, at which all corps of the national army were represented, President Gurbanguly Berdimuhamedov emphasized that though the state paid significant attention to modernizing and enhancing the defence capacity of the Armed Forces, sovereign Turkmenistan had been and would be always committed to its status of neutrality which stood as an essential factor for maintaining peace and stability in the Central Asian region.

Best evidence for the peace-building foreign policy strategy of Turkmenistan was the important international initiatives that it put forward to address urgent problems facing mankind today and maintain peace and stability on the planet. The Military Doctrine of Turkmenistan, which is purely defensive in nature, is absolutely consistent with its policy of peacefulness and good neighbourliness and welcomed and supported by the community of nations. This fact determines the character of the tasks assigned to the military and law enforcement agencies of the country.

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov gave the floor to the State Security Council members who reported on the fulfilment of the Turkmen leader’s instructions and the existing situation in the sectors under their supervision.

First the floor was given to Secretary of the State Security Council, Minister of National Security Ya. Berdiev who informed the Turkmen leader of the progress of the military reform and the measures taken by the Ministry to maintain social and political stability, unity and cohesion in the modern Turkmen society that was to attain the lofty aims of the epoch of new Revival.

President Gurbanguly Berdimuhamedov emphasized that the Ministry of National Security was to take rigorous measures to maintain the favourable social and political climate which stood as a guarantee of the prosperity of the country and the wellbeing of its citizens.

Head of the State Border Guard Service M. Yslamov reported on the work done by the Service for ten months of the current year and the specific measures taken to ensure the reliability and inviolability of the borders of the Fatherland.

Underscoring the importance and significance of the mission the State Border Guard Service was to accomplish, the Turkmen leader noted that performing the solemn duty frontier guards should keep in mind that the Turkmen border must be always the border of friendship with all countries who are good neighbours and long-term partners of our country.

Minister of Defence B. Gundogdyev informed of the progress of the military reform initiated by the Turkmen leader encompassing a number of key aspects particularly such as strengthening and modernising the material and technical base of the Armed Forces, training military specialists and creating the favourable conditions for life and service of military servants.

Underscoring the importance of the tasks assigned to the national army, President of Turkmenistan Gurbanguly Berdimuhamedov instructed the high-ranking officials of the Ministry of Defence to carry out the further work on combat training of young soldiers who must be trained in line with the best traditions of the Turkmen military art and take much effort to create the favourable conditions for successful service, comfortable life and recreation of defenders of the Motherland.

Then the floor was given to Prosecutor General Ya. Yazmyradov who reported on the existing situation at institutions and structures under his supervision and the measures taken by prosecutor’s offices to ensure the observance of the rule of law in all spheres of life of the state and society.

Emphasizing that the awesome responsibility was laid upon on prosecutor’s offices, the Turkmen leader demanded that unremitting attention be paid to such a crucial issue as the selection of qualified and competent personnel. President Gurbanguly Berdimuhamedov emphasized that honest, well-educated people committed to advancing the rule of law must work for these structures.

Then the floor was given to Head of the State Service on Drugs A. Garaev who reported on the measures taken by the Service to combat drug abuse and illicit trafficking in narcotic drugs.

Putting emphasis on the importance of concerting efforts of law enforcement agencies, health care and educational institutions and public organisations of the Galkynys National Movement, the President said it was important to intensify the work on this sphere.

Minister of Internal Affairs I. Mulikov reported on the work done by the structures affiliated with the Ministry and the specific measures taken to maintain law and order in the country.

Noting that the Ministry of Internal Affairs played a crucial role in ensuring social stability which stood as an essential factor in effectively fulfilling nationwide tasks, the Turkmen leader focused on the need to strictly observe and protect legitimate rights and freedoms of citizens who strengthened the foundations of independent neutral Turkmenistan by their constructive labour.

Chairman of the Supreme Court A. Hallyev reported on the fulfilment of the Turkmen leader’s instructions and the measures taken to improve the judicial system.

Underlining the crucial significance of the ongoing legal reform, President Gurbanguly Berdimuhamedov noted that the activity of judicial bodies must be consistent with the goals and objectives of the policy of Turkmenistan – the country where happiness and welfare of an individual were regarded as a state policy priority.

Then the floor was given to Minister of Justice M. Garryev who informed the Turkmen leader of the work carried out by the Ministry and the consistent measures taken to enhance strengthen and improve the regulatory framework and bring it in compliance with modern requirements and universally recognized norms of international law, elucidate and promulgate current laws.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to provide competent legal assistance and conduct consultations for citizens.

Chairman of the State Customs Service A. Hojamgulyev reported on the work done by the Service for ten months of the current year.

Noting that the State Customs Service carried out the important work, the Turkmen leader Gurbanguly Berdimuhamedov demanded that all necessary measures be taken to thoroughly inspect freight crossing the territory of our country. The President severely reprimanded Chairman of the State Customs Service A. Hojamgulyev for the failure to properly perform his official duties and maintain rigorous discipline at the structures under his supervision.

Chairman of the State Migration Service D. Bayramov reported on the work done for ten months of the current year and the fulfilment of the Turkmen leader’s instructions.

Noting with satisfaction an increasing number of foreign guests visiting our country was a vivid illustration of the keen interest of the international community in modern Turkmenistan, the Turkmen leader dwelt upon the urgent tasks assigned to the Migration Service as consistent with its authorities and responsibilities. During the meeting President Gurbanguly Berdimuhamedov signed the Resolution appointing M. Gurdov Vice Chairman of the Migration Service.

Summing up the meeting, the Turkmen leader focused once again on the need to fulfil the tasks and take an integrated approach to promoting the legal and military reforms aimed at optimizing the activity of law enforcement agencies, improving training activities and promoting professional development of their personnel.

The other issues were considered during the State Security Council meeting, and the relevant decisions were adopted.

Upon concluding the meeting, President Gurbanguly Berdimuhamedov wished the participants every success in fulfilling the tasks and expressed belief that the faultless work of military and law enforcement agencies would directly contribute to preserving peace and stability in the Turkmen land.
