President of Turkmenistan receives EU Special Representative for Central Asia

President of Turkmenistan Gurbanguly Berdimuhamedov received European Union Special Representative for Central Asia Mr. Ambassador Pierre Morel, who had arrived in the Turkmen capital to participate in the Oil and Gas of Turkmenistan-2011 International Exhibition.

Thanking for the opportunity to discuss the prospects for promoting the constructive, active dialogue established between Turkmenistan and the European Union in recent years during a personal conversation, Pierre Morel emphasized that viewing Turkmenistan as a strategic partner the European Union built cooperation with our country on a long-term, mutually beneficial basis.

Greeting the guest, President Gurbanguly Berdimuhamedov noted that Turkmenistan also valued friendly relations with EU member states cooperation with which had the tremendous potential and was promoted effectively in the whole spectrum. The Turkmen leader emphasized that Europe had been and was a key priority of the foreign policy strategy Turkmenistan that stood for wide international cooperation in common interests.

Focusing with satisfaction on positive dynamics of the Turkmenistan-EU dialogue, the Turkmen leader and his guest noted that the rich experience of fruitful work under a number of joint projects in the spheres of education and science, economy, statistics and tourism served as a determining factor for promoting it. Long-term effective collaboration between Turkmenistan and EU member states in a number of fields of critical importance to the region, including an active role in addressing the challenges to economic revival of Afghanistan, ensuring security, including border protection, and combating jointly transboundary crime, illicit trafficking in drugs, etc should be highly evaluated.

Expressing interest in stepping up mutually advantageous cooperation, including in the framework of the long-term EU Strategy for Central Asia, Mr. Pierre Morel dwelt upon various aspects of energy cooperation focusing on its extremely promising nature given Turkmenistan’s enormous economic and resource potential and its enhanced role in strengthening global energy security.

It was noted that Turkmenistan and the European Union secured the mutual willingness to foster partnership in the fuel and energy sector in May 2008 in the Memorandum of Understanding and Energy Cooperation that in fact had brought out a new, European vector of the energy strategy of Turkmenistan that has the world’s largest hydrocarbon reserves. A critical step in this context was the talks between President Gurbanguly Berdimuhamedov and President of the European Commission Jose Manuel Barroso which in particular had focused on the possibilities for implementing the ambitious project of a gas pipeline towards Europe.

The EU Special Representative for Central Asia emphasized that Europe ardently welcomed President Gurbanguly Berdimuhamedov’s consistent strategy for diversifying transit of Turkmen energy to world markets and the Turkmen leader’s international initiatives.

Thanking for providing support, President Gurbanguly Berdimuhamedov emphasized that ardently advocating new approaches to ensuring global energy security, Turkmenistan took specific steps to enhance its export potential and develop an extended, modern and reliable infrastructure to transit energy to world markets. In this context President Gurbanguly Berdimuhamedov said nowadays Turkmenistan made substantial investment in ambitious energy projects which once implemented would be some kind of guarantee of the respect for the obligations undertaken.

Highly evaluating such a responsible approach of Turkmenistan that stood ready to place its tremendous recourse potential at the service of the world community, Pierre Morel said the Euroepan Union was keenly interested in implementing new joint projects which, in his opinion, would promote mutual confidence and understanding between Turkmenistan that played a key role in Central Asia and the European community. In this regard the guest highly evaluated Turkmenistan’s position on the promotion of a constructive multifaceted energy dialogue as was illustrated by the large-scale oil and gas forum which each year brings together participants representing the international political and business circles.

Wishing an effective work environment to the oil and gas exhibition and conference, the Turkmen leader Gurbanguly Berdimuhamedov expressed belief that meetings and talks to be held in the framework of the forum would contribute to fostering fruitful partnership built by Turkmenistan and the European Union built through equality and mutual benefit.

In the afternoon EU Special Representative for Central Asia Pierre Morel was received at the Ministry of Foreign Affairs, where a substantial exchange of views on the possible ways to foster long-term cooperation successfully developed on bi- and multi-lateral basis took place. Discussion of the prospects of partnership in a number of key fields will be continued during the meetings at Turkmen ministries and departments scheduled for this week.
