President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The meeting agenda focused on the drafts of important documents, priority economic development goals and national and foreign policy issues.

The Turkmen leader presented the meeting agenda and gave the floor to the cabinet ministers.

Vice Premier, Executive Secretary of the President’s Office H. Muhammedov reported on the existing situation in the sector under his supervision, the fulfilment of the Turkmen leader’s instructions and the progress in implementing construction projects.

Commenting on the report, the Turkmen leader focused on the importance of consistently applying advanced technologies in the managerial sector to facilitate the efficient use of resources and enhanced the efficiency of managerial measures taken. Informatization is a major factor for Turkmenistan’ integration in the international scientific and technical, economic, information, cultural community, said the Turkmen leader instructing to take an task-oriented approach to tackling issues in this sphere and ensure effective management and control over the construction of facilities for the public administration sector.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the measures taken to promote the foreign policy and the activity of the MFA to uphold national interests in the world arena, including in the sphere of economic diplomacy. The Vice Premier informed the President of the outcomes of the meeting with Guido Westervelle, Federal Foreign Minister of the Federal Republic of Germany.

The detailed report on the preparations for a state visit of President Gurbanguly Berdimuhamedov to the People’s Republic of China scheduled for November 22-25 was presented.

Commenting on the report, the Turkmen leader emphasized that diversification of international cooperation contributed to implementing the economic potential of Turkmenistan and partner countries such long-term partners as Germany whose tremendous research and productive potential was especially required in the modernization process taking place in our country. President Gurbanguly Berdimuhamedov underscored a critical role that Germany played in long-term collaboration between EU member states and Central Asian countries, strengthening the foundation of global security and stability in this geostrategic region. In this regard the Turkmen leader highly appreciated Germany’s support for the position of Turkmenistan that pursued the strategy for diversifying energy transit to world markets.

Emphasizing that Turkmenistan would take further efforts to enhance the constructive and fruitful international dialogue, President Gurbanguly Berdimuhamedov underscored the importance of the upcoming visit to the People’s Republic of China for it was to bring bilateral trade and economic, investment and cultural and humanitarian cooperation to a higher level to meet modern realities. The Turkmen leader instructed to thoroughly work on the agenda of meetings and talks which would be held at various levels in the framework of the visit and properly organize the visit which served as evidence for the mutual willingness to strengthen the ties of friendship, brotherhood and cooperation.

Chairperson of the Mejlis A. Nurberdieva reported on the activities carried out by the Parliament to update the national legislation and the work of Turkmen parliamentarians at the local level. It was noted that intensified inter-parliamentary contacts and collaboration with the major international organisations have a positive influence on the legislative activity.

President Gurbanguly Berdimuhamedov underlined the need to intensify the activities of the Mejlis in order to fulfil the tasks to facilitate Turkmenistan’s advancing along the path of democratization and fundamental social and economic reforms. Touching upon the role of deputies of the Mejlis in social and political life of the state, the President said their work at a local level contributed to a larger extent to maintaining stability and solidarity of the Turkmen society and raising public awareness of legal issues.

Vice Premier A. Gochyev reported on the fulfilment of the Turkmen leader’s instructions to draft the state programme for stock market development in Turkmenistan for the period of 2012-2016.

The draft Resolution on the conclusion of a credit agreement between the State Bank of Foreign Economic Activity and the Export-Import Bank of China on financial assistance for the procurement of oil and gas equipment and pipes and the draft Order authorizing the State Bank of Foreign Economic Activity of Turkmenistan to conclude the agreements with the China State Development Bank.

Approving these documents in whole, the Turkmen leader underscored the significance of the State Programme for Stock Market Development in Turkmenistan. In particular, the President of Turkmenistan emphasized that the implementation of the provisions of this document would facilitate optimizing the activity of financial institutions in the country, efficiently distributing financial resources in the economy, including through broadening the range of financial services and attracting long-term investment on a regular basis to the country.

Signing the Resolutions, the Turkmen leader instructed to keep rigorous control over the execution of their provisions.

Vice Premier D. Orazov reported on the work carried out in the sectors under his supervision and the prospects for developing the construction and building materials industries.

Underscoring the significance of the construction industry for the national economy, the Turkmen leader said the programme of construction of industrial, social, housing and cultural facilities had been offered a new impetus through active involvement of Turkmen construction companies and application of advanced technologies in industry. In this regard the major requirement set to contractors was the adherence to quality standards and construction schedule. This requirement is particularly designed to promote the interests of citizens of Turkmen cities and villages because the ultimate goal of the ongoing reforms is to improve the people’s welfare.

President Gurbanguly Berdimuhamedov said it was also important to step up production of building materials, which would be environmental friendly and meet quality standards and local climatic conditions, using advanced technologies from world’s leading manufacturers.

Vice Premier B. Hojamuhammedov reported on the work carried out in the oil and gas, chemical and fishing industries. In particular, the Vice Premier reported on the outcomes of the meetings and talks held on the Turkmen leader’s instructions with the top managers of the foreign companies which were participating in the Oil and Gas of Turkmenistan-2011 International Exhibition and the International Conference on the Development of the Oil and Gas Industry of Turkmenistan fro 20 Years of Independence and the prospects for International Cooperation.

It was noted that Turkmen specialists had the information which allowed asserting that natural gas reserves discovered in the Southern Yoloten-Osman and Minara gas fields and gas deposits explored in neighbouring areas were a single gas field.

In this regard the Vice Premier addressed a request on behalf of Turkmen oil and gas industry workers to the President to endorse the proposal to refer this zone to as Galkynys.

President Gurbanguly Berdimuhamedov emphasized that Turkmenistan viewed its abundant natural resources as an essential factor contributing to an economic growth, some kind of guarantee of the wellbeing and prosperity of the Turkmen people

Signing the Resolution authorizing to refer this huge oil and gas bearing zone including the Southern Yoloten-Osman, Minara and other fields as Galkynys, President Gurbanguly Berdimuhamedov said hydrocarbon reserves of this unique natural storage must be used efficiently and effectively.

The Turkmen leader noted that in this sphere the vast opportunities were opened up through cooperation with top world companies that was a focus of discussion at the international oil and gas forum which had been held in Ashgabat this week. The transparent energy policy, the constructive international initiatives on global energy security welcomed and supported by the international community and the favourable investment climate in the country – all of this benefits the development of mutually advantageous partnerships with the foreign business circles, said the Turkmen leader.

Vice Premier M. Yazmuhammedova reported on the work carried out in the sectors under her supervision and the preparations of the Days of Culture of Turkmenistan which would be held in the United States on November 28-30 and the programme of performances of Turkmen cultural workers and artists in Beijing and Shenzhen.

Commenting on the report, the Turkmen leader underscored the importance of conducting international forums which contribute to enhancing the prestige of our country in the world arena and draw keen interest to current development of independent Turkmenistan. Noting that the policy of wide international cooperation pursued by the Turkmen state facilitate promotion of its achievements all over the word, offered a powerful impetus to develop and enrich the national culture and strengthen the ties of friendship between different nations, President Gurbanguly Berdimuhamedov instructed to organize and hold these events in a proper manner.

Vice Premier N. Shagulyev reported on the work carried out in the transport and communications sectors. In particular, the Vice Premier reported on the draft Resolution on the national artificial satellite of Turkmenistan.

Noting that the use of modern transport infrastructure and high-tech telecommunication systems was an essential factor for social and economic development of the country and effective international cooperation, President Gurbanguly Berdimuhamedov underlined the need to modernize further and widely apply state-of-the-art equipment and innovative technologies in this sector.

Emphasizing that much attention is paid to integrated development and modernization of the telecommunications sector in Turkmenistan, President Gurbanguly Berdimuhamedov underlined the need to optimize the activity in this sector and improve the quality of telecommunications services. The Turkmen leader said particularly the significant work was carried out in the country to provide access to the Internet and advanced technologies to every citizen and intensively develop the telecommunications sector. In the epoch of new Revival and great reforms this work has been intensified to meet modern requirements.

Signing the Resolution “On the National Artificial Satellite of Turkmenistan”, the Turkmen leader emphasized that placing a national satellite into orbit would boost the development of communications systems in the country, the Internet and television and facilitated addressing other ambitious tasks set to the national economy.

The President also emphasized that technology modernisation was a priority factor for developing the communications sector.

Vice Premier G. Mezilov reported on the work carried out in the sectors his supervision and the preparations for the International Exhibition and Conference “Education in the Epoch of Revival” which would be held in Ashgabat on November 24-26.

Commenting on the report, the President said that nowadays Turkmen youth could receive education which met international standards, and this fact was essential to enhance the intellectual potential of the nation, develop human resources and train highly qualified specialists for the national economy. Underlining the importance of adopting best international practice in this sphere, the Turkmen leader noted that today partnerships with well-known research and educational centres all over the world had been promoted. Emphasizing that the international exhibition and conference would be a new effective step to promote this process and showcase the progress our country had made in the education sector, the President instructed to organize and hold the forums in a proper manner.

Vice Premier M. Nurmammedov reported on the existing situation in the agricultural sector and the progress of seasonal agricultural activity throughout the country. The Vice Premier reported that the cotton campaign would be completed within the nest few weeks, and the winter wheat sowing campaign had been completed in Ahal, Dashoguz and Mary Velayat. The seasonal activities were carried out in compliance with agro-technical standards.

It was reported that about 1.1 million young coniferous and decorative trees have been planted in the regions and vicinities of the Turkmen capital during the autumn-winter planting campaign. This work is continued.

The information on the preparations for the International Conference on Environmental Cooperation between Turkmenistan and International Organisations: Achievements and Success which would be held in Ashgabat on November 21-22 was presented.

Commenting on the report, President Gurbanguly Berdimuhamedov focused with satisfaction that the ongoing reforms in the agro-industrial sector had yielded positive results. This year Turkmen farmers have reaped good harvests of wheat and cotton and increase the output of other agricultural crops and livestock products.

Touching upon the agriculture development plans, the Turkmen leader demanded that the agricultural campaigns be held in a timely and proper manner. The President also noted that the proper care for winter wheat fields was a guarantee of rich harvests.

The Turkmen leader said the tree planting activities and urban and rural development measures would be continued. Emphasizing that Turkmenistan took significant efforts to protect the considerable significance to the protection of the environment having put forward a number of initiatives to ensure environmental security and promote cooperation in this priority sphere with the major international organisations, President Gurbanguly Berdimuhamedov instructed to create the favourable conditions for the work of the international environmental forum.

Vice Premier O. Gurbannazarov reported on the work carried out in the sectors under his supervision and the preparations for Turkmenistan’s participation in the World Expo 2012. The international exhibition will become an opportunity to demonstrate the economic achievements Turkmenistan has gained in the present epoch to the international community and facilitate establishing new business contacts with all parties interested and attracting complementary investment.

The Vice Premier reported on the preparations for an exhibition of export commodities of the Republic of Turkey which would be held in Ashgabat on December 14-16.

Commenting on the report, President Gurbanguly Berdimuhamedov said participation in the Expo 2012 provided our country with a new opportunity to present its accomplishments and achievements to the world community as well as to learn about best international practice in various spheres and extend the geography of mutually advantageous cooperation with foreign partners. The Turkmen leader instructed the Vice Premier to carry out the work on issues related to Turkmenistan’s participation in the world exhibition and provided specific recommendations for the effective organisation and management of this work.

Touching upon the issues related to the organisation of the exhibition of Turkish export commodities, President Gurbanguly Berdimuhamedov said long-term cooperation between our states were brought nowadays to a qualitatively new level, and given the existing tremendous potential and achievements of the national economies Turkmenistan and Turkey sought to reach new heights of progress.

This exhibition of Turkish export commodities will play a significant role in enhancing interstate cooperation. Noting that this forum would be an effective mechanism for fostering mutually advantageous Turkmen-Turkish collaboration in traditional as well as new fields, the President demanded that all necessary measures be taken to organize the forum in a proper manner.

Chairman of the Supreme Chamber of Inspection B. Atdaev presented the report on the results of the inspection conducted at the Turkmenawtoyollary State Concern and the Ministry of Railway Transport and the analysis of operational state of production facilities of the Ministry of Construction.

Commenting on the report, the Turkmen leader said the goals set forth in the state development programmes and plans in all spheres could be achieved through taking an integrated, well-coordinated approach.

Touching upon the shortfalls revealed during the inspections, the Turkmen leader demanded that the relevant high-ranking official take immediate measures to improve the situation and ensure that all standards and requirements were met to prevent

Summing up the substantive discussion, the Turkmen leader also instructed to start the preparations for the New Year celebrations as soon as possible. The President particularly instructed to develop the programme of cultural actions and festivities, decorate streets and buildings and produce new TV and radio shows in order to create a joyful atmosphere of magical celebrations.

At the conclusion of the meeting President Gurbanguly Berdimuhamedov wished the meeting participants good health, wellbeing and every success in their activity.
