President of Turkmenistan attends ceremony to mark the start of Turkmen gas supply to Guangdong Province

President of Turkmenistan Gurbanguly Berdimuhamedov, who is on a visit to the People’s Republic of China, visited Shenzhen.

Mayor Xu Qing, Deputy Foreign Minister Cheng Guoping, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Turkmenistan Xiao Qinghua and other officials of China and the members of the Turkmen delegation warmly greeted the Turkmen leader, who had arrived from Beijing, at the Shenzhen International Airport.

The President’s cortege headed from the airport to his residence in the Wuzhou Guesthouse. Few hours later the Turkmen leader arrived at the venue for the ceremony to mark the start of Turkmen gas supply to the Guangdong Province. This had become possible due to the construction of the Turkmenistan-China gas pipeline.

The venue for the ceremony was the Grand Amphitheatre of the Zhujiang Park , its name is translated as ‘the window of the world”, which serves as a symbolic sign of the prospects associated with this important event.

On that day the big amphitheatre was festively decorated with flags, colourful posters and banners with the title of the ceremony of ‘lighting the first fire’. Turkmen and Chinese melodies and songs were performed for numerous ceremony participants and guests.

The officials of Foreign Ministry, the heads and experts of the National Energy Bureau, the representatives of the administrations of Guangdong Province and Shenzhen city, the top managers of largest Chinese companies, specialists and builders involved in the gas pipeline project, journalists and many local citizens. The fact that thousands of people participated in the ceremony vividly illustrates to its importance.

A film in the Turkmen and Chinese languages about the construction of the Turkmenistan-China gas pipeline and the ceremony of putting it into operation was demonstrated before the ceremony.

The message “Congratulate on Turkmen gas supply to Guangdong Province!” appeared on the big monitor, and at that moment the car of the President of Turkmenistan drove to the Southern gate of the Grand Amphitheatre of the Window of the World Park. Secretary of the Guangdong Committee of the Communist Party of China, a Member of the Politburo of the Communist Party of China Wang Yang greeted President Gurbanguly Berdimuhamedov.

Ceremony participants and guests greeted the distinguished guest with a storm of applause. Turkmen cultural and art workers presented a bright performance.

Vice Director General of the China National Petroleum Corporation (CNPC) Liao Yunyuan opened the ceremony. On behalf of citizens of the People’s Republic of China and people of Guangdong Province, he warmly welcomed the Turkmen leader and the members of the Turkmen delegation in the Chinese land.

In his opening remarks he told briefly about the progress in implementing the project of the Turkmenistan-China gas pipeline, which was the first transnational energy corridor importing natural gas from foreign country to the People’s Republic of China.

It was noted that only economically strong states which are confident about their future and aware of and clearly and see common goals and prospects of long-term cooperation were able to implement such ambitious projects. Furthermore, the 21st-century largest energy pipeline is to become a major factor in energy security in Asia.

Then the floor was given to President of Turkmenistan Gurbanguly Berdimuhamedov.

Cordially greeting those present, Turkmen leader expressed the best wishes to the Secretary of the Guangdong Committee of the Communist Party of China Wang Yang, all Chinese friends and citizens of the Province and Shenzhen city.

Today we are witnessing a great historic event, an event of great political significance which spotlights the common interests of Turkmenistan and China at the international level and attaches particular importance to our meeting, said the President. Turkmen natural gas begins to flow to Guangdong Province due to the successful implementation of the joint largest energy project of modern times, the Turkmenistan-China gas pipeline.

In accordance with the agreements this gas pipeline is to supply 65 billion cubic metres of Turkmen natural gas to China each year, continued the President emphasizing that this was a striking example of awesome responsibility, a commitment to political realities, a prudent approach to addressing challenges to development that the two countries had given to the world. This pipeline is of paramount significance for a positive impact which it will have on the overall situation in Asia. It is going to be an important factor for ensuring stability and security and consolidate the system of political and economic collaboration. Its effective functioning will contribute to an economic growth of our countries, create new jobs, facilitate development of social and industrial infrastructure and attract more investment from foreign countries. All this will serve for the benefit of the people and improve their welfare and the quality of life of our people.

In this context the Turkmen leader underlined the special significance of China’s active support for the initiatives Turkmenistan had put forward to develop international instruments for reliable protection and security of energy transit. Highly appreciating the dynamics of bilateral cooperation and collaboration of Turkmenistan and China within the international organisations, President Gurbanguly Berdimuhamedov emphasized that Turkmen-Chinese cooperation was strong and indissoluble. Our relations are of a long-term and strategic nature, said the President noting that Turkmenistan and China were working to implement the enormous joint capabilities for sustainable development and prosperity of the two friendly countries.

Here, in Shenzhen, continued the President of Turkmenistan, we see that China has gained outstanding achievements over the past decade. It is no exaggeration to say that this city became a shining example of China’s economic strength and growth, its achievements in the high tech sector. In this regard President Gurbanguly Berdimuhamedov said the Turkmen state was interested in studying and effectively using of China’s experience. This fact that Shenzhen city is a world’s sports centre is of particular importance for Turkmenistan. It has hosted the Universiade this year. In 2017, our country is going to host the Asian Games. In this regard China’s rich experience in holding large international sporting events would be quite useful, said the Turkmen leader.

Focusing on the significance of the remarkable event, the Turkmen leader said that thousands kilometres separated Guangdong Province from Turkmen gas fields, but this distance had been covered due to high professionalism and hard work of Turkmen and Chinese experts – a bridge of friendship and cooperation had been built. In this regard Gurbanguly Berdimuhamedov expressed sincere gratitude to all those involved in the construction of this pipeline.

“This day will go down as a bright page in the chronicle of relations between our two countries,” said the President. “Together we have made great progress. Turkmen natural gas has reached the Pacific Ocean! I heartily congratulate all ceremony participants, the people of our brotherly countries on this historic event!”

Then Gurbanguly Berdimuhamedov addressed his compatriots participating in the ceremony, including Turkmen students, workers of culture and art, government officials, deputies of the Parliament. The Turkmen leader said he had set forth the main tasks to our society and state in his keynote speech at the Elders’ Council meeting. The slogan “We should only go forward!” is a blueprint for action, for the fulfilment of our tasks. A model of adherence to this slogan is Shenzhen city that sets an example of intense growth and innovative development through using scientific advances, latest technologies and know how. The members of the big Turkmen delegation had arrived here to learn this progressive experience and see with their eyes how innovative methods were used so that they could apply them in our county.

President Gurbanguly Berdimuhamedov said when he first visited Shenzhen in 1998, he had made two wishes: the first was to build such a comfortable and beautiful city with beautiful buildings and parks in our country and the second was to visit this wonderful Chinese city again. Today, these dreams have come true, and we have been involved in the historic event: Turkmen gas has reached land, concluded the Turkmen leader which “Let the warmth of the Turkmen land be endless for this great nation!”

Those present greeted the President’s speech with a storm of applause expressing profound gratitude in their standing ovation to the leader of the Turkmen state for his invaluable contribution to strengthening and enhancing the ties of brotherhood and friendship between the Turkmen and Chinese peoples.

Secretary of the Guangdong Committee of the Communist Party of China, a Member of the Politburo of the Communist Party of China Wang Yang congratulated ceremony participants on the important event emphasizing that it inaugurated a new epoch of development of the province. Underlining the importance of Turkmen gas exports, the Secretary of the Guangdong Committee of the Communist Party of China emphasized that this factor was crucial to economic growth and social progress of this region and the entire country.

In conclusion Wang Yang thanked workers, engineers and managers at all ranks for this tremendous work a result of which had become this event and highly evaluated the specific role and contribution of the President of Turkmenistan to implementing this ambitious project and strengthening Turkmen-Chinese partnership. “President Gurbanguly Berdimuhamedov is undoubtedly the greatest leader in the history of your country!” said the Secretary of the Guangdong Committee of the Communist Party of China Wang Yang to loud applause of all those present.

A television space bridge connected the venue for the ceremony with the gas distribution station in Guangzhou, where CNPC specialists were reporting on the readiness of the pipeline system in Guangdong Province to transport Turkmen gas.

Then the Turkmen and Chinese officials reported to the President of Turkmenistan and the Secretary of the Guangdong Committee of the Communist Party of China on the readiness of the system to transport Turkmen gas and asked President Gurbanguly Berdimuhamedov and Wang Yang to push the symbolic starter button.

The Turkmen leader and officials of the friendly country started up together the “blue stream” in Guangdong Province. Few minutes later a big flare lit at the distribution station of Guangzhou and inaugurating a new stage of Turkmen-Chinese relations and stringer ties of friendship and brotherhood between the two nations appeared on the big monitors.

Turkmen and Chinese artists and cultural workers performed a big concert in the framework of the programme of the ceremony of “lighting the fire of friendship” in the amphitheatre of the Window of the World Park.

President Gurbanguly Berdimuhamedov and Secretary of the Guangdong Committee of the Communist Party of China, a Member of the Politburo of the Communist Party of China Wang Yang had a meeting in the Wuzhou Guesthouse on that day.

At the beginning of the meeting the Turkmen leader recalled his first visit to the city of Shenzhen in 1998 as a member of the Turkmen government delegation. Since then, the city has changed beyond recognition and become one of the major industrial and business centres in China, said the President. The progress of Guangdong Province exemplifies the outstanding accomplishments in the social and economic development of the People’s Republic of China and improvement of the Chinese people’s welfare, continued the President Gurbanguly Berdimuhamedov emphasizing that this visit was taking place against the backdrop of the increasing dynamics of Turkmen-Chinese cooperation in all fields.

Touching upon the issues of the political dialogue, the Turkmen leader noted that collaboration was built up on the basis of equality, mutual respect and confidence and openness. Our countries have similar views on such key issues of global development as ensuring lasting peace, security and stability on a long-term basis and countering threats and challenges of our time. In international relations, Turkmenistan and China committed to the principle of fairness and balance of interests of all states significantly contribute to strengthening global security and actively cooperate within the major international organisations.

In recent years Turkmen-Chinese cooperation has been given a powerful incentive to develop. Joint construction of the Turkmenistan-China gas pipeline is evidence for strong and indissoluble bilateral partnership and promotion of this cooperation on a long-term basis. This pipeline will enable to transport 65 billion cubic meters of Turkmen natural gas to the People’s Republic of China. It is symbolic that during the visit of the Turkmen delegation in Guangdong Province, Turkmen natural gas has started to flow to Guangzhou, the biggest city in the region, said President Gurbanguly Berdimuhamedov.

In his turn, Wang Yang noted that nowadays Guangdong Province was one of the most dynamic regions of China. A steady economic growth creates the necessary prerequisites for effective operation of our foreign partners, including Turkmenistan. In this context Wang Yang underlined the keen interest in establishing business contacts with the business community of Turkmenistan and an exchange of delegations at various levels.

This will be facilitated henceforth by the agreements reached during the Turkmen-Chinese top level talks that significantly strengthened the foundation of bilateral relations. Focusing on a diversity and comprehensiveness of the content of the agreements, the Secretary of the Guangdong Committee of the Communist Party of China said these documents had started up a fundamentally new mechanism for a continuing dialogue at the governmental, inter-agency and other levels.

In general, the Secretary of the Guangdong Committee of the Communist Party of China noted that our countries had much to learn from each other, especially the experience in implementing social and economic reforms. In particularly, Wang Yan said Turkmenistan’s outstanding achievements in developing the national economy made other countries study closely the Turkmen experience.

Thus, the long-term objectives of the state policy of Turkmenistan and China define promotion of contacts between the regions of the two countries, collaboration in the programmes of economic development of the continental Provinces of China and the national rural development programmes of Turkmenistan as the key areas of cooperation. It should be noted that this issue was discussed during the meeting between President Gurbanguly Berdimuhamedov and Prime Minister Wen Jiabao in Beijing.

Great prospects for cooperation existed in the other spheres of social life.

A focus of the talks was partnership in the sport sector, where Turkmenistan and China had the vast opportunities for fruitful concerted efforts.

This year, the Turkmen delegation has visited Guangdong Province to get acquainted with China’s experience in managing sports complexes. This close cooperation should be continued, said President Gurbanguly Berdimuhamedov suggesting that Chinese sports consultants visit Turkmenistan to provide assistance to their Turkmen counterparts in the preparations to hold the Asian Games in 2017.

During the meeting the Turkmen leader briefed Wang Yan on Turkmenistan’s priorities of economic development and modernization of its basic industries, including the fuel and energy sector, where new processing industries were being developed.

Noting that the chemical and textile industries and modern transportation infrastructure were rapidly developed in our country, President Gurbanguly Berdimuhamedov invited companies and enterprises of Guangdong Province interested in operating on the Turkmen promising market emphasizing that in its turn Turkmenistan stood ready to create the favourable conditions for them as potential investors and all those willing to know better the history and culture of our country.

A number of the issues related to cooperation in the spheres of culture, science and high technologies, communications and telecommunications were discussed during the meeting. As is known, Huawei Technologic effectively operates in Turkmenistan, and attracting other Chinese companies from Guangdong Province will significantly expand the spectrum of effective partnership and facilitate building up mutually advantageous contacts between the two countries.

President Gurbanguly Berdimuhamedov also expressed interest in using the rich experience of Guangdong Province in tourism business in. Innovations of Chinese tourist industry will be quite helpful in developing the Avaza national tourism zone. In this regard, it would be advisable to establish direct contacts between relevant institutions and organisations.

Upon concluding the meeting the Turkmen leader thanked for the hearty welcome and said the visit to Guangdong Province was very productive. Reaffirming that the two countries had the tremendous potential to expand bilateral partnership, Gurbanguly Berdimuhamedov and Wang Yang expressed belief that traditionally friendly Turkmen-Chinese relations would be furthered through the goodwill of the two nations and the willingness to implement the profound potential of for cooperation in mutual interests.

In the evening an official dinner was given on behalf of the Secretary of the Guangdong Committee of the Communist Party of China in honour of the distinguished Turkmen guest.

Cultural workers and artists of the two countries performed a big concert in the theatre in Shenzhen city. The performances of Turkmen and Chinese artists reflected bright colours of the national art and music and were rewarded with a storm of applause.
