For a profound contribution to strengthening the defence capacity of independent Turkmenistan, ensuring security of citizens, law and order and in appreciation of the participation in the preparations and the properly holding of the celebrations in honour of the 20th anniversary of independence of Turkmenistan, I enact:
To award the anniversary medal Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna to the following high-ranking military and law enforcement officials of Turkmenistan:
Minister of National Security of Turkmenistan Yaylym Yagmyrovich Berdiev;
Chief of the State Border Guard Service of Turkmenistan Myrat Yslamov;
Minister of Defence of Turkmenistan Begench Ataevich Gundogdyev;
Prosecutor General of Turkmenistan Yaranmyrat Rejepovich Yamyradov;
Chief of the State Service on Drugs of Turkmenistan Aman Allanurovich Garaev;

For a profound contribution to strengthening and defending state independence, protecting territorial integrity, the constitutional order of Turkmenistan, enhancing the defence capacity of our Motherland, bringing up defenders of the Fatherland in the spirit of fortitude and patriotism, defending a peaceful life of the Turkmen society, ensuring law and order, observing strictly rights and legitimate interests of citizens and in appreciation of the participation in the preparations and the holding of the military parade in honour of the 20th anniversary of independence of neutral Turkmenistan, I enact:
To award the anniversary medal Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna bagyşlanyp geçirilen dabaraly harby yörişe gatnaşyja to the following high-ranking military and law enforcement officials of Turkmenistan:

On the conferring of the military ranks and special titles
For a personal contribution to strengthening the defence capacity of independent neutral Turkmenistan, enhancing security of our state, protecting rights and legitimate interests of citizens, ensuring a peaceful life of the Turkmen society, law and order and in honour of the 20th anniversary of independence of neutral Turkmenistan and in accordance with Paragraph 11 of Article 53 of the Constitution of Turkmenistan, I enact:
To confer:
the military rank of lieutenant-general to Chief of the State Border Guard Service of Turkmenistan Major General Myrat Yslamov;
the special title of police major general to Minister of Internal Affairs Police Colonel Isgender Khandurdyevich Mulikov;
the military rank of colonel to Chairman of the State Customs Service of Turkmenistan Lieutenant Colonel Annamuhammet Amandurdyevich Khojamgulyev;
the military rank of lieutenant-colonel to Chairman of the State Migration Service of Turkmenistan Major Dovrangeldi Garyagdyevich Bayramov.

For a profound contribution to strengthening the defence capacity of independent neutral Turkmenistan, ensuring security of our state and citizens, law and order and in appreciation of the long-term irreproachable faithful service to the sovereign Motherland, our valorous people, the meritorious service to our state and people, professionalism, the outstanding achievements and in honour of the 20th anniversary of independence of Turkmenistan, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan Gurbanguly Berdimuhamedov issued the Decree on the awarding the government awards of Turkmenistan to military servants and officials of the military and law enforcement agencies.

For the fulfilment in good faith of the military duty and a contribution to strengthening the defence capacity of our country, the profound service to enhancing law and order, protecting peace and in honour of the 20th anniversary of independence of Turkmenistan and in accordance with Paragraph 11 of Article 53 of the Constitution of Turkmenistan President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan Gurbanguly Berdimuhamedov issued the Decree on the conferring of military ranks and titles to military servants and officials of the military and law enforcement agencies.
