Topical aspects of state life are reviewed at the session of the Government

President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where issues of home and foreign policy have been discussed. Speaking of the importance of the subjects of the agenda of the current meeting, the Head of the State focused on coming events related with the Day of Turkmen Horse and opening of Turkmenbashy International Seaport.

In the beginning of the session, Vice-premier made a report where he informed about the programme of events on occasion of the Day of Turkmen Horse. VIII session of International Ahalteke Horse Association, X International Scientific Conference “Turkmen Horse and the World Equestrian Art” as well as International Specialized Exhibition, horse marathon, show jumping contest, junior jockeys competitions, traditional races are to be organized in Ashgabat under the celebration. Summing up of the outcomes of the best ahalteke horse contest is also to take place.

After, the Vice-premier reported on seasonal agricultural works in the regions. At present time, the cotton sowing and care of the winter crops are ongoing.

Summing up the report, President Gurbanguly Berdimuhamedov noted that large-scale work aimed at the improvement of the world glory of ahalteke horses and further dynamic development of the industry is carried out in the country. Integrated measures for increment of elite livestock, activation of international cooperation in pedigree horse breeding, succession of primordial traditions of national equestrian sports are taken.

The President of the country addressed the Vice-premier with number of orders for high-level organizations of the events dedicated to the Day of Turkmen Horse.

The Head of the State ordered to provide uninterrupted work of all links of spring agricultural campaigns especially the cotton sowing and coming wheat harvest, having made special mention of the necessity of introduction of the best world practice in agriculture.

After, Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the preparation of the Opening of Turkmenbashy International Seaport.

It was informed that all conditions for high-level port services are made at the container and ferry terminals, which are provided with modern equipment and advanced technologies.

The President of Turkmenistan focused on organizational and technical measures for efficient operation and operational capabilities of the seaport and its management system.

Today, Turkmenbashy is a transit and transport hub of international significance, the centre of representative forums; its role in business and cultural life of the country is growing. Special economic and touristic status of the city leas to new large-scale objectives, which solutions make effect on the success of the reforms and national programmes, President Gurbanguly Berdimuhamedov noted.

At the same time, the Head of the State highlighted that it is important to use historical experience as in the past, Turkmenistan was the central link of the Great Silk Road, which role is defined not only by economic categories but also by cooperation between the Eurasian nations. Drawing on national heritage, our country restores the Silk Road in new merit developing all odes of transport communications including maritime lines.

In this context, the project of International Seaport may be referred as to historically significant as its completion brings our country to new level of relations supporting full integration to the world economic relations, improvement of the role of Turkmenistan as important transit centre, the President said.

Involvement of various routes will allow considerably increasing the volumes of trade turnover and will support the expansion of passenger traffic by sea, will make effect on the development of Avaza National tourism zone by the number of tourists from neighbouring Caspian states. The Head of the State addressed the Vice-premier with number of assignments related to the preparation of the opening of the port as well as high level organization of IX session of the ECO transport Ministers in Avaza on May 3.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the preparation to International forum “The Silk Road is the way to new achievements” in Avaza National tourism zone. Organization Committee was made up and relative programme was developed for its high-level conduct.

Heads of competent international organizations, Government structures of number of countries, big international profile companies and representatives of mass media will take part in the forum that will be held in Avaza Congress centre. Partnership in transport and logistics, efficient use of seaports’ potential for these purposes and other will be the main subjects of the discussion.

Having listened to the report, the Head of the State noted that in modern conditions, cooperation in transport and logistic sector is an integral component of stable economic growth in regional and global scale.

Recently, our country repeated ly hosted large forums on transport theme, President Gurbanguly Berdimuhamedov said, having requested to provide high organizational level of the events, which are to support the stimulation and development of beneficial cooperation in ths strategic sphere.

Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the activity of banking sector and on the measures taken for the fulfilment of the State Programme of development of banking system in 2011 – 2030. The vice-premier informed the crediting departments actively work on the introduction of new banking services, improvement of service and training of qualified specialists. The Head of the State was presented with the samples of bankcards designated for individuals deposit savings.

Summing up the report, President Gurbanguly Berdimuhamedov noted important role of banking sector in modern market economy. Taking into account global process, this structure has such objectives as protection of financial stability, improvement of the exchange rate of national currency, provision of stability of payment balance of the country and bringing the regulations to international standards, the Head of Turkmenistan highlighted. Having expressed number of remarks on presented samples of bankcards, the President made correction and addressed the Vice-premier with relative assignments.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the preparation to the World Exhibition EXPO 2020 in Dubai (UAE). Turkmen style exhibition pavilion with innovative technical provision will be built on the plot allocated for national exposition; the surrounding territory is planned to equip with technical facility and planted with vegetation.

President Gurbanguly Berdimuhamedov highlighted the importance of the participation of national producers in international exhibitions and business forums opening new opportunities for the realization of huge export and investment potential of the country, advertisement of Turkmen production in the world market. Having noted positive experience in this sphere and the necessity of its permanent improvement, the Head of the State said that Turkmen exposition at EXPO 2020 has to present versatile and expressive image of Turkmenistan, success and achievements of our country and national heritage.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the activity for the improvement of control system of oil works carried out by foreign companies based on production share agreements and on commercial specification of the projects related with foreign investments.

The Head of the State ordered to strengthen the control of the realization of investment projects stipulated by the Programme of development of oil and gas industry of Turkmenistan until 2030 including on modernization and technical rearmament of the facilities of petrochemical industry.

Deputy Chairman of the Cabinet of Ministers K. Durdymyradov made report on the situation in industrial sectors, on the work for import substitution and on the improvement of production infrastructure by the introduction of new technologies and advanced equipment.

It was mentioned that production of single phase electric meters has been arranged on the base of «Türkmenmaşyngurluşyk» Concern under the realization of the State Programme of establishment of the network of the facilities for production of b=various electronic equipment. Production capacity of the facility is 180,000 meters per year. Future expansion of the facility is planned for further increment of the variety of production.

The Vice-premier also reported on the measures taken for reconstruction and modernization of existing profile facilities including «Tejenkarbamid» Plant of the State Concern «Türkmenhimiýa» producing ammonia and nitrogen fertilizers. Technical and economic analysis is planned for improvement of production output and bringing the facility to project capacity.

Development of industrial sector is oriented to the growth of volumes and quality of national goods, improvement of competiveness not only in internal but also in foreign market, President Gurbanguly Berdimuhamedov summed up. This is one of the main objectives of social and economic strategy of Turkmenistan, which combines the main instruments of industrialization – import substitution and export orientation of national economy. In this context, the Head of the State noted the importance of rapid establishment of national electronic industry for bringing the economy to innovative level, having given orders to activate the work for attraction of national businessmen to this sphere.

Having focused that technical and economic analysis of «Tejenkarbamid» would give opportunity for further expansion of industrial potential and export capabilities of chemical industry, the President ordered to hold under permanent contril the realization of big investment projects in the key sectors of this sphere.

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the work of the Ministry of Energy on the development of energy system of the country.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that large-scale projects aimed at further modernization and construction of power stations are implemented in electrical energy industry of Turkmenistan, new power lines are laid, dozens of distribution substations are built and energy system for provision of lighting of the capital and other cities and settlements is renewed. At the same time, use of advanced technologies, efficient and reliable equipment and materials are one of the main objectives.

Owing to high-capacity power stations built recently in different regions, increased potential of the industry allows complete provision of the energy to local consumers and export of the energy to foreign countries. The Head of the State mentioned the importance of training of national engineering and technical personnel, qualified specialists who would work at modern energy facilities and addressed the Vice-premier with number of assignments on this account.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the preparation to the 55th session of Asia-Pacific Broadcast Union General Assembly planned to be held in Ashgabat on September 30 – October 5.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that such representative forum, which is to support the expansion of productive partnership, further development of TV broadcasting, conducted in our country would serve to the consolidation of the cooperation between TV companies of the world.

Speaking of the partnership with Asia-Pacific Broadcast Union, the President mentioned the fact that the State Committee of Turkmenistan on Television, Radio and Cinematography is the member of this big international organization that unites more than 260 participants in 64 countries from April 2012.

The Head of the State ordered to work thoroughly on all organizational issues of regular session of Asia-Pacific Broadcast Union on high level, having focused on the necessity of making of the conditions for further intensification of productive partnership with this organization, having given specific instruction to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the activity for modernization of education and science systems, further development of health protection, sports and realization of programme measures on implementation of advanced international experience and technologies to national practice.

The Head of the State focused on the objectives of the improvement of the methods of work in youth affairs and social sphere, on upbringing of intellectually, physically and morally fit generation, provision of actual contribution of the science to the diversification of the economy of the country, having given number of specific directions to the Vice-premier on this account.

Chairperson of the Mejlis G. Mammedova informed on the outcomes of working trip to the Russian Federation as well as on current law-making activity of National Parliament.

On April 12 -13, the delegation of the Mejlis took part in the 47th session of Inter-Parliament Assembly of the CIS countries held in Saint Petersburg (the Russian Federation). Under the visit, the delegation had meeting with the leaders of the Federation Council of the Federal Assembly of the Russian Federation and Inter-Parliament Assembly on April 12. On April 13, the delegation took part in the plenary session of Inter-Parliament Assembly of the CIS members. During the session, the speeches on the subject “Intercultural dialog of the Commonwealth countries: Current condition, future and legal provision” have been made.

It was mentioned that the deputies of the Mejlis in close collaboration with the Cabinet of Ministers, ministries and departments, administrations, political parties, non-governmental organizations and electorate work on the drafting of the bills. These legal documents are aimed at the improvement of the activity of certain branches, strengthening and development of legal base of social and economic changes in the country and support of international initiatives proposed by our state.

Having listened to the information, President Gurbanguly Berdimuhamedov highlighted the importance of the intensification of the measures taken for modernization of national legal framework taking into account modern realities of Turkmenistan development. The Mejlis has to be well aware of the situation in the country and to provide legal support of the reforms aimed at further improvement of level and quality of life of native people, Turkmen leader noted.

The Head of Turkmenistan focused on the importance of the consolidation of inter-parliament collaboration, having highlighted that this direction is considerable factor in the expansion of cooperation, strengthening of friendship and trust between the states and the nations.

The President highlighted that development of constructive relations with the CIS members including the Russian Federation is one of the key vectors of foreign strategy of neutral Turkmenistan. Substantial legal framework of cooperation, which is distinguished by friendly, respectful and trustful character, has been worked out, the Head of the State said, having focused on the necessity of using such experience in further development of inter-parliament cooperation.

Number of other issues of the state life, on which relative decisions were made, have been reviewed at the session of the Cabinet of Ministers.
