Under the work trip to Balkan Velayat, President of Turkmenistan Gurbanguly Berdimuhamedov held offsite session of the Cabinet of Ministers where the fulfilment of the programme of the President and priority aspects of economic and social development of Balkan Velayat as well as topical issues of home policy of the state have been reviewed.
The Head of the State gave floor to Hyakim of Balkan Velayat S. Satlykov who reported on current situation in the region, measures on steadfast improvement of social and living conditions of the population. The information on the measures for increasing the work rates of production facilities in the velayat was presented in the report.
Timely and quality fulfilment of all objectives of the programme of social and economic development of western region is mandatory requirement of the activity of all involved structures, President Gurbanguly Berdimuhamedov noted. At the same time, the Head of the State highlighted the importance of training of professional personnel for work in new seaport and petrochemical complexes what has to provide the efficiency of work of industrial facilities.
Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the results of work carried out in Turkmenbashi International Seaport.
Having summed up the report, the Head of the State highlighted that at present, comfortable and safe international transport corridors with involvement of all modes of transport have been made in Balkan Velayat and in other regions. It provides stable development in the region – establishment of good neighbouring relations between the peoples, consolidation of political and cultural cooperation, increasing of the trade turnover volumes.
Having highlighted historical significance of the project of International Seaport, President Gurbanguly Berdimuhamedov noted that its realization brings out our country to new level of cooperation supporting full-scale integration to the world system of economic relations and improvement of the role of Turkmenistan as important centre of transit communications. Involvement of various routes will allow considerably increasing the volumes of trade as well as passenger traffic by sea and will make positive effect on the development of Avaza National tourist zone.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the work carried out by the MFA in the context of realization of foreign strategy of neutral Turkmenistan.
In addition, it was reported on the preparation to big events planned on May 2 -3 in Turkmenbashy. It includes International Forum ”The Great Silk Road is the Way to New Achievements” and opening of International Seaport. At the same time, it is planned to hold IX session of transport ministers of the economic Cooperation Organization countries.
Having noted that Turkmenistan, which territory had the Silk road running through its territory, which is restored nowadays in new quality, consolidate steadily its positions as important transit, transport and logistic hub of regional and continental significance. The President ordered to provide high organizational level of coming international events that would be held with the participation of numerous foreign guests.
Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the works an construction sites and integrated activities carried out in construction and energy spheres in Balkan velayat today.
Information on the course of reconstruction of the network of the man roads and bridges including the 20.4 km road from Turkmenbashi International Airport to Avaza National tourist zone, the roads from the Fisherman Monument to the car parking at the territory of Avaza and to the seaport has been presented.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that construction of new and reconstruction of existing roads in the velayat are important direction in establishment of modern transport infrastructure in the country. The Head of the State pointed out that the issues of planning of adjacent territories, lighting, necessary communication networks have to be thoroughly considered together with the implementation of modern technologies in road construction sphere.
Today, Turkmenbashi is transit and transport hub of international significance, the centre of international forums; its role in business and cultural life of the country is growing; its special economic and tourist status dictates new large-scale objectives, which solutions stipulate the success of the reforms and national programmes, the President noted.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in Balkan Velayat, particularly on the works in the fields and livestock farms of the region.
Having listened to the report, the Head of the State demanded related leaders to take all necessary measures for fulfilment of production plans in agricultural branch of the velayat. Speaking of the importance of timely and quality spring agricultural campaigns as well as relative agrotechnical activities, President Gurbanguly Berdimuhamedov highlighted the importance of wide practical implementation of advanced achievements of science and new efficient technologies.
In this context, the President gave specific instructions to the Vice-premier for the provision of all conditions for steadfast increment of agricultural production and provision of food abundance in the country as well as for the stimulation of the farmers what would support the improvement of the their prosperity by honest work.
After, Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva made report on cultural programme of planned historical events in Balkan Velayat and on the work for improvement the activity of cultural sphere of the velayat.
Summing up the report, President Gurbanguly Berdimuhamedov focused on the importance of development of national culture, mass media as well as on artistic activity in this sphere according to time demand, having mentioned the necessity of further measures in this direction,
In his turn, speaking of the work for improvement of efficiency of industrial complex and formation of high technology production infrastructure, Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the situation in chemical facilities, which are under construction in Balkan Velayat.
Having noted the scale of the objectives for the development of chemical industry of Balkan Velayat, the President of Turkmenistan highlighted the necessity of wider use of local material resources in this direction. The Head of the State said that increment of production outputs of this strategic sector of national economy is dictated by the objective to increase its profitability and export capabilities based on modern technologies of processing of natural resources together with the provision of needs of relative branches.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in structural division of fuel and energy complex operating in Balkan Velayat and measures taken for successful realization of the Programme of development of oil and gas industry of the country until 2030 and new projects planned in this sphere.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that energy strategy of our state is aimed at the provision of maximum efficient of huge natural resources, production, scientific and technical potential of oil and gas sector for stable economic growth and improvement of the wellbeing of the nation.
Having pointed out the necessity of higher rates in realization of investment projects in oil and gas processing spheres, the Head of the State gave number of specific assignments.
The President also ordered to take necessary measures for efficient involvement of the capabilities of new specialized terminals and warehouses of International Seaport for the shipment of petrochemical production made in the country to foreign consumers.
Deputy Chairman of the Cabinet of Ministers G. Myradov made report on the financing of the construction of facilities in Balkan Velayat and fulfilment of the objectives in this sphere.
Having noted the importance of control of works for further improvement of Turkmen economy and improvement of the wealth of the population, President Gurbanguly Berdimuhamedov focused on current objectives of financial sector. Financial condition of different spheres is the main main function, the Head of the State continued. In this context, the objectives of timely settlements of the payments between the clients and contractors for the services remain among the main requirements, Turkmen leader highlighted, having addressed the vice-premier with number of specific instructions.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the preparation of children health improving g centres in Avaza National tourist zone and other places in Balkan velayat to summer holiday season. It was mentioned that the readiness of sanatorium and resort sphere of Caspian coast and the level of service entirely meet modern requirements.
Summing up the report, the Head of the State noted that high level of social sphere became priority direction of the state policy and ordered to approach the preparation to summer season in all structures of Avaza National tourist zone with full responsibility.
