Unanimous re-election of Turkmen leader to the highest government position was the expression of national solidarity and the support of all noble beginnings of Gurbanguly Berdimuhamedov, absolute trust and unshakable confidence in the achievement of great targets set by the President of Turkmenistan.
Starting new stage in the history of the Motherland, the Head of the State clearly outlined the steps toward the new heights of progress for the sake of happiness and wealth of Turkmen citizens. Today, we are already able to see the results of these measures in solution of this main objective, toward which entire colossal economic potential and huge natural resources of our country are directed. In addition, it can be stated that it was done much more than it was planned.
“We will implement deep processing of hydrocarbon resources based on modern technologies and make such high quality products demanded in the world as gasoline, polypropylene, polyethylene and liquefied gas”
These days, new petrochemical giant – the carbamide plant, is to be put into operation in Garabogaz, Balkan Velayat. Based on modern technologies, it will provide deep processing of natural gas and make the production meeting international quality standards.
New carbamide plant with produce mineral fertilizers from the material received by the East – West gas transport system. Daily output capacity of the facility is 3,500 tons while year production is 1,155,000 tons of carbamide.
New giant of chemical industry has excellent location on the coast of Caspian Sea, from where the product is to be shipped to the clients both by roads and by sea.
Another facility – new petrochemical complex in Kiyanly settlement, Balkan Velayat. This complex is designed for processing of 5 billion cubic meters of gas and production of 386,000 tons of polyethylene and 81,000 tons of polypropylene per year.
Construction of the largest facility for production of gasoline is under completion in Ovadandepe village, Ahal Velayat. For the first time in the world practice, the refining of gas to liquid – the gasoline, will be produced in big volumes.
According to President Gurbanguly Berdimuhamedov, the establishment of similar production facilities is one of the key factors of further development of the economy of the country, improvement of its technological safety, expansion and diversification of the sale markets of hydrocarbon resources, stimulation of the development of almost all branches of national economy.
“Competition of the project of construction of Turkmenistan - Afghanistan – Pakistan – India gas line is very important as this will bring the light and heat to the houses of neighbouring nations together with the attraction of great incomes to the country”.
This year will be remembered by such event of international significance as the start of construction of Afghan part of Turkmenistan – Afghanistan – Pakistan – India gas line in Serhetabat etrap, Mary Velayat on February 23 as well as the start of construction of power and fibre optic line Turkmenistan – Afghanistan – Pakistan. At the same time, Turkmen – Afghan railroad Serhetabat – Turgundy was put into operation.
President of Turkmenistan Gurbanguly Berdimuhamedov, President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, Prime Minister of the Islamic Republic of Pakistan Shahid Khaqan Abbasi and State Minister of Foreign Affairs of the Republic of India Mobashar Javed Akbar took part in the ceremonies.
Opening of the TAPI energy line with overall length in 1840 kilometres will give the opportunity to supply 33 billion cubic meters of Turkmen natural gas per year. Realization of the gas line project, which starts at Galkynysh Field, the second on the planet by gas reserves, will support the consolidation of peace and sustainable development together with the solution of topical social issues in the region.
At the same time, the number of states and companies interested in electrical energy cooperation with our state, which has recommended itself as reliable partner. In particular, our southern and south-eastern neighbouring countries expressed the interest in Turkmen electrical energy.
Cooperation between Turkmenistan and Afghanistan in energy sphere acquires bigger scale. Throughout many years, Afghan people use Turkmen electrical energy mainly on beneficial terms. We steadily build new stations and power lines for the increment of the export to fraternal country.
Together with electrical supply of the facilities along the TAPI pipeline, new power line will also give the opportunity to export the energy to Pakistan and South East Asia countries via Afghanistan. The Head of the State highlights that realization of these projects opens wide directions for intensification of efficient cooperation between the countries of the region and improvement of their economic potential.

Rapid development of industrial infrastructure, opening of new production facilities allow our country keeping stable dynamics of macroeconomic indices. The growth rates of the GDP of Turkmenistan were 6.5 percent in 2017, the volumes of export products increased by 6.6 percent.
Large-scale construction expanded all around the country under realization of integrated social and economic programmes stipulated growing demands in quality construction materials, having given the impulse to rapid development of their production from local resources.
The Head of the State set the objectives on further growth of multidimensional national economy on innovative base, maximum use of the richest natural resources, development of efficient import substitutive and export oriented production facilities.
The glass is new article of Turkmen export. On 14 February 2018, President Gurbanguly Berdimuhamedov took part in the opening ceremony of high technology glass production facility “Türkmen aýna önümleri” that has no analogues in the region. The project is based advanced technology of glass production floating method, which is applied for the first time in Turkmenistan.

On 14 February 2018, the President of Turkmenistan took part in the opening of big complex of office and trade facilities. New business block impressing with its size grew in the north of Ashgabat where representative business centres with modern infrastructure have been built.
Giant complex of facilities included around one hundred three-storey building for office centres and shopping areas. Walking through the halls of shopping centres, one is able to see the significant breakthrough that happened recently in private production sector - by turning to modern technologies, local business entered serious industrial level. This is also related to electronics, different instruments, household items in various design.
Wide selection of local construction materials is always supplemented with new products made from local reserves. Active support is given to private sector for intensive development of furniture, household items production owing to the application of the best international practice in the organization of similar business.
Development of national industry of electronic equipment is continued. Turkmen manufacturers develop the production of new instruments and devices from household electronic items to computers.

Today, national private companies are entrusted with big and important projects. construction of airport in Turkmenabat, which was opened on February 26 with the participation of President Gurbanguly Berdimuhamedov, was one of such projects.
High professionalism, goo organization skills of national constructors are well known even abroad. They have built numerous large industrial, transport and social facilities recently in Ashgabat, Turkmenabat, Avaza and other cities of Turkmenistan.
President Gurbanguly Berdimuhamedov set new strategic objectives to the business circles of the country at the meeting with the members of the Union of Industrialists and Entrepreneurs on March 16, 2018.
It includes the realization of construction projects of high speed road Turkmenabat – Ashgabat and potassium fertilizers facilities in Gaurdak.
President Gurbanguly Berdimuhamedov signed the Resolution of the state grant to the amount of 3 billion US dollars to the Union of Industrialists and Entrepreneurs for realization of the above-mentioned projects.
In addition, the Head of the State handed over Avaza National tourist zone under the competence of the Union of Industrialists and Entrepreneurs of Turkmenistan.
According to Turkmen leader, these are the flexibility and mobility of business, its subtle feeling of the market situation, fast learning, energy and imitativeness, creativity, which are necessary in today ever-changing economic realities in order to make a breakthrough and raise new burst of development.

The Head of the State pays special attention to digitation of these spheres, especially to the introduction of educational digital resources, methods of distant learning and other modern approaches.
The Concept of development of electronic education system and the plan of its realization have been adopted in Turkmenistan in September 2017. Particularly, it means the establishment of the Centre of innovative information under the Ministry of Education, which objectives will include comprehensive development of the method of e-learning including e-books, manuals, video and audio materials, interactive and multimedia programmes, etc. The centre will also study the world’s achievements in science and education. The catalogue of encyclopaedias and dictionaries is also to be made.
Advanced methods and the best world practice in educational sphere is reflected in innovative provision of educational facilities of the country starting from kindergartens to universities. The list of required professions, which can be acquired in Turkmenistan, is growing.

Every year, prominent cultural and art personnel are awarded with honoured titles and Presidential award on national contest «Türkmeniň Altyn asyry». This is the care and attention paid by Head of the State Gurbanguly Berdimuhamedov to the revival and improvement of spiritual heritage of the nation, creation of all conditions in the country for comprehensive creative activity.
Opening ceremonies of «Nowruz ýaýlasynyň ak öýi» facility was held with the participation of President Gurbanguly Berdimuhamedov in Ak Bugday etrap, Ahal Velayat on October 7, 2017. This is social and cultural facility designed for 3,000 people. Actually, this is big concert hall built in the shape of huge traditional tent (yurta), arena for mass events on national and international significance, celebration performances. According to the order of President Gurbanguly Berdimuhamedov, the State Programme of scientific, research works and archaeological excavation for study of historical and cultural monuments located in Turkmenistan along the Great Silk Road is carried out in Turkmenistan. This work is aimed at the establishment of innovative system for study of historical and cultural heritage of Turkmen people based on archaeological, ethnographic, historical and literature data.
In December 2017, Turkmen national art of singing and dancing “Kushtedpy” was entered to the UNESCO Representative List of Intangible Cultural heritage.
“We will provide our citizens with medical services on the level of modern requirements. We will render assistance in successful solution of the main issues of health protection of mother and child. We will always pay great attention to development of physical training and sports in the country”
Every year, health protection system of Turkmenistan receives new facilities. Innovative dental and ophthalmological scientific centres have been opened in Ashgabat in March 2017. On September 1 of the same year, International Surgery and Endocrinology Centre was put into operation in the capital. Shortly, Specialized Burning Centre will be built in Ashgabat. Thus, the network of high technology medical facilities are steadily expanded in the capital with entire medical cluster as well as in the regions of the country.
For example, Internal Diseases Hospital was opened in Mary. New medical facilities in Turkmenistan are to form up practical model of medical service that has advanced scientific and technical resources and methods.
At present moment, the construction of child hospital and Avaza sanatorium for 200 patients in was completed in Mary and Turkmenbashy. Biggest in the country, multiprofile clinic is about to be opened in Turkmenabat, Lebap Velayat. The Centre of health protection of mother and child of Balkan Velayat is under construction and provision with latest medical equipment.
Multi-purpose sport complex was opened with the participation of President of Turkmenistan Gurbanguly Berdimuhamedov in Avaza national tourist zone on the World Health Day in April 2017. It became the training centre of Turkmen athletes in different sports. In addition, it can host international competitions of different levels including winter sports.

Living construction has always been and remains to be the priority. Cottage houses became new type of urban construction. Opening ceremony of the cottage living complex built under the 15th phase of the capital development were held with the participation of President Gurbanguly Berdimuhamedov in Ashgabat on October 23, 2017. The same phase included 18 high-rise comfortable buildings, 11 shopping centres, school for 600 students and kindergarten. It has all relative engineering and communication, road and transport infrastructure, new roads with necessary technical systems.
In the beginning of 2018, the President of Turkmenistan took part in the opening of new phase of Tyaze Zaman living estate. 1,152 one and double-storey houses, school for 600 students, two kindergartens, clinic, consumer goods store were opened under the project.

President Gurbanguly Berdimuhamedov pays special attention to support of families with many children. Every year, traditional ceremonies of honouring of mothers who born and brought up eight or more children and who according to the Resolution of the President of Turkmenistan are awarded with title “Ene Myahri” with presentation of new comfortable apartments to the families with many children are held before the celebration of International Women Day.
Big social project of construction of free living for people with limited capabilities and other categories of the population who need social support was realized by the initiative of President Gurbanguly Berdimuhamedov.

The Government renders targeted support including technical rearmament of all production infrastructure ion industrial and innovative basis to the agricultural branch, which is indicated by big fleet of advanced harvest and other equipment from the leading manufacturers that Turkmenistan buys.
According to one new contract that was signed according to the Resolution of Head of the State Gurbanguly Berdimuhamedov, John Deere will make staged delivery of 1,350 units of agricultural equipment in 2017 – 2020.
Hothouse farming, which is very beneficial for the farmers and which allow growing fruits and vegetable all year around providing them for local and foreign markets, increased several times in the country by the initiative of the Leader of the Nation.
President Gurbanguly Berdimuhamedov signed the Law of Turkmenistan on amendments and addendums of the Land Code adopted by the Mejlis at the session of the Council of Elders on October 10, 2017. This amendments are aimed at wide attraction of the entrepreneurship to agrarian production, development of market relations, various forms of ownership and implementation of new economic mechanisms to agricultural production, more efficient use of lands.

Indeed, this grandiose sport and friendship celebration in the capital of Turkmenistan became unforgettable event for all our compatriots and thousands of the guests of the country. Large-scale events for preparation of big international competition, which were held for the first time in Central Asia due to outstanding merits of President Gurbanguly Berdimuhamedov, have attracted increased attention of the representatives of the world sport community, spectators and fans from all over the planet.
The hosts of Ashgabat 2017 games tried to make maximum comfort for all guest, especially for the sportsmen. They were accommodated in unique Olympic village that has no analogues in Central Asia where they had all conditions for full training to the competitions.
It is remarkable that some facilities of the Olympic village were entered to the Guinness World Record Book. For example, the image of the horse decorating the tribune of the Olympic Stadium in Turkmen capital was recognized as the biggest architectural symbol of the horse on the planet while the Centre of Water Sports of the Olympic village was recognized as the biggest indoor swimming pool in the world. latest technologies and ecological materials meeting high international standards have been used during the construction of te Centre.
Asian Games 2017 by number of sportsmen and sport disciplines were very specific. In this regard, the words “for the first time” have been mentioned very often. For the first time, they have been hosted by the state representing Central Asia, for the first time in the history of these competitions, sportsmen from 19 states of Oceania took part in the Games together with the delegations from Asia. Totally, 65 teams compete in 1 sports and for the first time, refuge sport team participated in Asian Games.
More than 500 reporters and observers from 82 countries highlighted V Asian Games, spoke not only of the results of the competitions but about Turkmenistan as well and its beautiful capital sharing the admiration and opening new vision on our hospitable and generous country to the world.
Shortly, we are expected with another big sport event – the World Weightlifting Championship, which is to be held in Ashgabat in November.

Today, we are able to see that the word of President Gurbanguly Berdimuhamedov turned into many good things. New factories, plants, schools, hospitals, living houses built in the capital and all regions of the country, thousand kilometres of roads and railways, pipelines, hundreds and millions of tons of competitive goods produced in Turkmenistan, billions of investments to the largest projects of the century are obvious results of his tireless activity.
People of Turkmenistan pay tribute to their President who put all his talent, all his thoughts and efforts to the formation of modern economy, assertion of values of democratic legal state and creation of the government system, which has to serve to every citizen of the country, to strong social policy oriented to high standards of life of the nation.
Innovative and constructive foreign activity of Gurbanguly Berdimuhamedov received wide support of the nation and significantly improved the authority of the country in the world arena.
On March 1, 2017, the President of Turkmenistan took part in the XIII Summit of Economic Cooperation Organization in Islamabad where he had meeting with President of the Republic of Turkey Recep Tayip Erdogan.
Turkmen – Uzbek high level talks were held in Ashgabat on March 6 during the state visit of President of Uzbekistan Shavkat Mirziyoyev to Turkmenistan. On the next day, the Heads of two states took part in the opening of automobile and railway bridges across the Amudarya. New bridges between Turkmenabat and Farab became the symbols of friendship and succession of traditions of good neighbourhood as well as strategic facilities of transit and transport infrastructure of entire region of Central Asia.
After two month, Turkmen and Uzbek leaders met again at Turkmen coast of Caspian Sea, having discussed wide spectrum of cooperation in details. New meeting of the President of Turkmenistan and Uzbekistan was held in Tashkent on April 23, 2018. Intensiveness of the talks of two leaders indicates that Turkmenistan and Uzbekistan take each other as like minds and responsible partners during the formation of approaches toward topical issues of regional and global development.
It is not just our close neighbours, which enter the sphere of foreign interests of Turkmenistan, in 2017, President Gurbanguly Berdimuhamedov had also the talks with the Emir of Qatar Sheikh Tamim Bin Hamad Al Thani, with the colleagues from Kazakhstan Nursultan Nazarbayev. Another meeting of two leaders was held when President Gurbanguly Berdimuhamedov was the honoured guest of the opening ceremony of the world exhibition Astana EXPO 2017 where Turkmenistan presented wide national exposition demonstrating energy potential of our country. At the same place, on June 9, the Head of Turkmenistan had a meeting with Chairman of the People’s Republic of China Xí Jìnpíng.
Visit of the UN Secretary General Antonio Guterres to Turkmenistan and meeting with President Gurbanguly Berdimuhamedov in the middle of June 2017 was one of the most important events in international life of Turkmenistan.
Full-scale and long-term cooperation with the UN is invariable strategic choice of our country, Turkmen leader highlights. Our country works with the UN in security sphere, sustainable development, energy, transport and ecological fields, in development and assertion of democratic institutes. Representatives of number of specialized organizations and agencies of the United Nations like the UNDP, UNICEF, the World health Organization, Population Fund and other work permanently in Turkmenistan.
Such strategic spheres as sustainable transport, energy security, combating of the terrorism, disarmament issues, fulfilment of the Sustainable Development Goals and number of others were discussed at the talks of Turkmen leader with the Head of the UN.
Turkmen – Afghan high-level talks were held in Ashgabat in the beginning of July 2017during the visit of President of Afghanistan Mohammad Ashraf Ghani. The visit of the President of Turkmenistan to Baku and his meeting with President Ilham Alliyev were held on August 8 – 9. The talks resulted in signing of the Declaration on strategic cooperation between two states.
Talks between Presidents Gurbanguly Berdimuhamedov and Vladimir Putin were held in Ashgabat on October 2. The sides discussed the key directions of activation of trade and economic cooperation of Turkmenistan and Russia. Big package of bilateral documents adopted back then included the Agreement on strategic partnership between our states.
The next meeting of the Head of Turkmenistan with Russian colleagues was held after few days in Sochi, where President Gurbanguly Berdimuhamedov arrived for participation I regular session of the Council of the heads of the CIS countries. The meeting was remembered by the live gift presented by Turkmen leader to Vladimir Putin. It was alabay puppy Vepaly.
Presidents Gurbanguly Berdimuhamedov and Emomali Rahmon discussed wide spectrum of issues of bilateral cooperation in Dushanbe on November 2, having also signed the Agreement on strategic cooperation between Turkmenistan and the Republic of Tajikistan.
Therefore, 2017 highlighted the main vectors of foreign policy of Turkmen leader and demonstrated clear consistency of activities of the Head of our state.
Turkmen – Kuwaiti high level talks were held in Kuwait on March 13, 2018, President Gurbanguly Berdimuhamedov and Emir Sabah Al Ahmad Al Jaber Al Sabah agrred on the intensification of relations in the aspect of the solution on national objectives and in the context of the tendencies of regional and global economy. After, the Head of the State made official visit to United Arab Emirates where he had high-level talks in Abu Dhabi on March 15.
Negotiations of President of Turkmenistan Gurbanguly Berdimuhamedov and President of Iran Hasan Rouhani were held in Ashgabat on March 27, 2018. The leaders of two countries reviewed in details the ways of diversification of beneficial trade and economic relations and perspective joint projects including in Caspian Sea.
Opening of new Turkmenbashy International Seaport with the participation of President Gurbanguly Berdimuhamedov on May 2, 2018 was historical event in the life of Turkmenistan and entire region.
On June 20, 2018, the President of Turkmenistan took part in High Level International Conference “Water for Sustainable Development” in Dushanbe. Speaking at the forum, Head of the State Gurbanguly Berdimuhamedov noted that the course of universal processes, perspectives of the provision of peace, stability, development and prosperity on the planet mainly depends on the solution of the issues of protection and rational use of water resources.
Water range of problems including political, economic and social aspects requires international consensus and consolidation of the efforts of the states on common platform. At the same time. local interests and benefits have to be replaced with the understanding of true global targets and priorities, development of single strategy of activity on water in long-term perspective. This is the provision of the right to access the water and responsibility for this have to be the duties of all states of the world, the Head of Turkmenistan said, having urged the participants of the forum to coordinated national strategies of water use with regional and global plans.
Humanitarian direction of foreign policy of the Head of the State is characterized by such factors as holidays spent by large group of children from Uzbekistan in Avaza in May of the last year, opening of excellent kindergarten built by the initiative of the President of Turkmenistan in Moldavian village of Chishmkioy, Gagauz. School built by the initiative of Turkmen leader in Funtovo village of Astrakhan region, Russian Federation was opened in May, 2018. Two-storey building with 3.5 thousand square meters for 190 students much probably is the best building in the region and this is a generous gift of the Head of Turkmenistan. Now our country starts building a school in Tajikistan.
Being an excellent horse rider and connoisseur of ahalteke horses, the President often spends his free time in communication with the horses. The Head of the State is passionate connoisseur of ahalteke horses and big populariser of this breed and supporter of national equestrian industry.
Further popularization of ahalteke horses and talent of skilful Turkmen riders abroad is supported by the participation of famous group of national equestrian games Galkynysh, which was founded by the initiative of Gurbanguly Berdimuhamedov.
The President of Turkmenistan dedicates his free time more often to scientific studies, writing of fundamental works and literature, active sport exercises like track and field athletics, martial arts, cycling and motorsport, hockey, tennis, mountain climbing.
In April 2017, the President of Turkmenistan was awarded with the 10th dan karate for outstanding contribution to the development of sport movement and cooperation in this field by the International Association of Meybukan Goju Ryu karate.
Programme measures for development of mass sports and sports of the highest achievements, attraction of all categories of the population to active physical training especially the youth and children are taken in our country.
Example of the Leader of the Nation gives special inspiration to all compatriots. On April 7, 2018, the President of Turkmenistan took the lead in mass cycling marathon in the capital on occasion of the World Health Day.
Participation of the Head of the State in such events highlights the status of not only the event itself but also the status of all projects related with the health of the nation and serves as bright evidence that formation of integrated national system of physical, spiritual and moral improvement is the state political dominant.
Large-scale action Amul – Hazar 2018 initiated by the Head of the State that has already attracted the attention of the world community undoubtedly will give special impulse to these processes.
The adoption of the Resolutions on the World Cycling Day and on Cooperation of the United Nations Organization and International Fund for Saving of Aral Sea, which drafts has been elaborated by the initiative of President Gurbanguly Berdimuhamedov was great success of diplomacy of Turkmen leader.
Adoption of new resolutions indicates growing influence of our country in international relations, its high creative peace-making potential. The adoption of such important documents demonstrates the orientation of foreign course of Turkmen state to sustainable development of humankind, which is widely supported in the world.
Peace-making initiatives and proposals on actual issues of the present regularly made by Turkmen leader both on regional level and under the United Nations brought high authority to the Head of the State. Today, Turkmenistan is recognized as the state making big input to consolidation of peace, stability and sustainable development.
