The session of the Cabinet of Ministers of Turkmenistan takes place

President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where fulfilment of the programmes of social and economic development of Turkmenistan as well as priority objectives of the state policy have been reviewed.

Having announced the agenda, the Head of the State gave floor to Speaker of the Mejlis G. Maammedova who informed about the work of the Parliament for further improvement of national legislation.

It was highlighted that development of new laws is carried out in the context of the main priorities of the state policy taking into account utmost objectives set by the Head of Turkmenistan for the deputy corps of the country in relation with the decisions of the first session of the People’s Council. Special attention is paid to such aspect as bringing of the laws in compliance with international standards.

Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that systematic improvement of legislation framework is an integral factor of steadfast development of the country at modern stage.

All laws have to be aimed at successful implementation of progressive reforms, consolidation of the unity and solidarity of Turkmen society, strengthening of its democratic base. At the same time, the Head of the State noted that deputies have to work permanently at site explaining the meaning and importance of the decisions of the People’s Council and legal acts. They have to cooperate actively with local administration for solution of social and economic issues in their district.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the activity of foreign department and on the measures for integrated realization of the objectives related to Caspian Sea.

In this regard, the importance of the documents adopted at the V Summit of the Heads of Caspian States in Aktau (the Republic of Kazakhstan) on August 12 has been highlighted. Special attention is paid to the Convention on Legal Status of Caspian Sea.

Joint Communique has been also adopted by the outcomes of high-level meeting in Aktau, which reflected the initiative of President Gurbanguly Berdimuhamedov on the VI Caspian Summit in Turkmenistan and the first Caspian Economic Forum in 2019, which were unanimously supported by all heads of the region.

Proposals for establishment of relative organizational committee of the Government level have been elaborated. Its main objectives define the preparation to the above-mentioned international events in Turkmenistan and timely solution of all relevant issues including the development of the agenda of the Summit, draft documents to be signed as well as the Concept of the I Caspian Economic Forum and other.

Continuing the report, the Vice-premier, the Foreign Minister presented the proposal on establishment of the Institute of Caspian Sea under the State Department for Caspian Sea Affairs under the President of Turkmenistan to the Head of the State for review. Draft Provisions, its structure and objectives of this institute have been developed . the Institute will analyse the work and scientific studies carried out in different directions in Caspian Sea, develop relevant international and national documents, organize topical seminars, etc.

Turkmen leader highlighted that issues related to Caspian Region take important place in foreign policy strategy of Turkmenistan based on the principles of positive neutrality, goodwill and equal beneficial partnership. Taking steadfast measures for improvement of multidimensional interstate cooperation and maximum involvement of huge economic, transport and energy potential of Caspian Sea, our country comprehensively supports perpetuate it as the sea of peace, friendship and harmony.

Important documents on cooperation in Caspian Sea, which are to give qualitatively new dynamics and specific content to traditional five-sided relations, have been elaborated and lately adopted by the initiative of Turkmen side. President Gurbanguly Berdimuhamedov noted that today, the importance of Caspian region goes far beyond its borders. It turns into one of strategic centres of geopolitical and geo-economic processes and multimodal transport and transit hub of global level is formed in Caspian region.

It provides the necessity of further consolidation of the efforts of Caspian states for realization of key directions of cooperation taking into account near and long-term perspective as well as consolidation of constructive dialog with competent international organizations and all interested partners.

In this context, the Vice-premier, the Head of Foreign Ministry received the assignments related to the promotion and realization of Turkmenistan’s initiatives for cooperation in Caspiann Sea, provision of high level of coming international events.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the work in the sphere of scientific study and restoration of the facilities of national historical and cultural heritage.

It was mentioned that archaeological excavations have been made and their results have been analysed in spring and autumn season. This activity is carried out by the scientists of the Academy of Sciences and National Department for Protection, Study and Restoration of Historical and Cultural Monuments of the Ministry of Culture.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the necessity of further integrated works for protection, study and wide popularization of historical and cultural heritage including architectural monuments in our country, which compose the pride of Turkmen nation and having universal importance, having addressed certain assignments to the Vice-premier in this regard.

Specific orders were given for attraction of the world practice, advanced technologies and innovations to the activity for restoration of valuable relics – the evidence of ancient history and culture of Turkmenistan.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the preparation to International Exhibition and Conference “Education and Sport in the Epoch of Might and Happiness” on November 13 – 14, which would present wide spectrum of achievements as well as national and world practice in these spheres.

Our country pays great attention to development of education and sports, carries out large-scale work in this direction, President Gurbanguly Berdimuhamedov noted. Education facilities and sport complexes are built in the capital and velayats. Latest achievements of science, new technologies, advanced computer and laboratory equipment are introduced to educational process, modern books and manuals are developed and produced.

Turkmen sportsmen deservingly represent the country at prestige competitions of regional and world level. Ashgabat has become the place of big international sport competitions, the Head of the State highlighted. This is visually indicated by the V Asian Indoor and Martial Arts Games in 2017 as well as the World Weightlifting Championship these days.

The President of Turkmenistan noted that various international events organized in the country have great importance in the success of progressive changes. The forums serve as efficient ground for sharing of positive practice, discussion of objectives related to further expansion of the cooperation in these spheres, the Head of Turkmenistan said, having ordered the Vice-premier to provide proper level of coming exhibition and conference.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in the structural divisions of fuel and energy complex and on the measures taken for successful realization of the Programme of development of oil and gas industry of the country until 2030.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted important role of fuel and energy complex in the economy of Turkmenistan, having noted the significance of increment of production, processing and export volumes of oil and natural gas, production of various petrochemical goods required in the country and in foreign markets.

The Head of the State addressed the Vice-premier with number of relevant assignments, having highlighted modernization of the infrastructure and technical rearmament of fuel and energy complex, attraction of additional investments, advanced technologies and management expreience to the industry among priority directions.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of seasonal agricultural works and informed that sowing of winter crops on 760 thousand hectares of the territory has been completed. At present, necessary agrotechnical activities and first irrigation are carried out at the fields for obtaining of uniform plant development.

At the same time, harvesting of cotton is continued in the regions. Relevant measures are taken for acceleration of the rates of the campaign, uninterrupted delivery of picked raw cotton to reception facilities and processing of the fibre at cotton ginning facilities.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that reformation of agriculture aimed at further improvement of its profitability, modernization of branch infrastructure, increment of product volumes is the main objective today.

The Head of the State requested to enforce the attention of the leaders to the subjects of timely completion of the cotton harvest, having addressed the Vice-premier with number of specific instructions on this account.

Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported in the situation in the sphere under his supervision and the work for provision of the facilities of industrial complex with the specialists with high education.

It was mentioned that modern production facilities provided with advanced technologies have been built and put into operation in the country. According to relative programmes, it is planned to build other industrial facilities. All of these provides the importance of the training of highly qualified professional personnel.

In this regard, proposal on opening of new Chemical and Technology Institute of Turkmenistan on the base of secondary technical professional college under the Concern Turkmenhimiya in Turkmenabat has been presented to the Head of the State for review.

Summing up the report, President Gurbanguly Berdimuhamedov pointed out the importance of thorough elaboration of the objectives related to the foundation of new university in administration centre of Lebap Velayat, which is reasonable taking into account dynamic development of industrial segment of this region, which is rich with the deposits of natural reserves. Today, steadfast measures for improvement of production infrastructure of such industries as petrochemical sphere and in general, for optimum involvement of existing resource and economic potential, diversification of processing sector are taken in the country.

New institute has to provide all necessary for training of highly qualified personnel in required specialities, true professionals having wide world outlook and processing innovative technologies and know-hows, the head of the State highlighted, having given specific assignements related to further improvement of training system of profile specialists with high education to the Vice-premier and other relative leaders.

After, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the situation in the spheres under his supervision. In particular, the Head of the State was informed in details on the measures taken for urban planning of Turkmen capital.

It was mentioned that steadfast work for construction of new living estates, reconstruction of existing engineering and technical systems, improvement of road and transport network and greening of the city are carried out according to the plan of Ashgabat development.

The utmost measures for improvement of the management of urban infrastructure and its modernization have been outlined among set objectives. Great attention is paid to construction of motor roads and bridges, which are to regulate the traffic, to provision of coordinated activity of construction and energy structures and municipal services.

President Gurbanguly Berdimuhamedov highlighted that the state would continue providing significant means for modernization and improvement of the infrastructure of the capital and other cities and towns and taking necessary measures for creation of favourable and comfort conditions for life of Turkmenistan citizens.

Having focused on further development of Ashgabat, the Head of the State noted the importance of integrated approach to solution of set objectives, having ordered to provide impeccable quality and timely completion of construction of the facilities in the capital.

Information on practical measures taken for further development of multilateral foreign trade relations, increment of trade turnover and economic potential of the country has been presented. In this context, the draft list of the exhibitions, fairs, conferences in 2019 and prepared by the Trade and Industrial Chamber together with the ministries and departments has been presented. It includes various reviews and business forums in our country and abroad, exhibition of export production of Turkmenistan.

The President noted that intensification of international cooperation with all interested sides is one of actual mechanism of improvement of the competiveness of the branches of national economy and private sector. Important role in this process is given to business forums allowing coordinating the activity in this field and using export potential of Turkmenistan in expansion of productive cooperation with foreign partners efficiently. Speaking of this, President Gurbanguly Berdimuhamedov requested the Vice-premier and the heads of relative ministries and departments to study this subject in details.

Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the outcomes of working trip of Turkmenistan delegation to the Republic of Azerbaijan on October 30.

It was informed that meeting with President of Azerbaijan Ilham Aliyev tool place during the visit, where the proposal on establishment of intergovernmental Turkmen – Azeri commission for transit and transport cooperation has been made. It was mentioned that great importance of international transport corridor Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey (Lazuli Route) has also been noted.

At the same time, the delegation has bilateral working meetings during which the potential and perspectives of development of transport systems of two countries have been reviewed and proposal on joint activities on attraction of transit cargos and creation of logistic system have been made. Objectives of implementation of unified tariffs and documentation, optimization of custom procedures and other have been discussed.

Favourable geographic position of Turkmenistan stipulates its consolidating status as important transit and transport hub of regional and continental importance, President Gurbanguly Berdimuhamedov highlighted. Trying to realize existing considerable potential in this sphere with maximum output, our country successfully implements targeted national programmes aimed at integrated modernization of equipment and facilities base of transport industry, expansion of existing and creation of new transport and communication networks, the Head of the State noted.

Turkmenistan is willing to be active partner and participants of the TRACEKA programme as the formation of western transport corridor from Central Asia has huge role in the context of the realization of the goals of restoration of the Silk Road, the President highlighted.

The Head of the Stare noted special importance of creation of international transit and transport corridor Lazuli, which running across our country, Afghanistan, Azerbaijan, Georgia and Turkey would support the improvement of productive cooperation in wide geo-economic space including the regions of Central and South Asia, Caspian and Black Sea basins and Mediterranean.

In this regards, the Vice-premier was assigned to take the measures for the establishment of Intergovernmental Turkmen – Azeri Commission for discussion of the subjects of cooperation in transport sphere and detailed elaboration of timely solution of all relevant objectives.

Number of other issues, on which relevant decisions were made, have been reviewed at the session of the Cabinet of Ministers.
