Session of the Cabinet of Ministers of Turkmenistan takes place

President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where current subjects of the state life have been reviewed.

Having announced the agenda, the Head of the State gave floor to Speaker of the Mejlis G. Mammedova who has informed about the work for improvement of national legislation.

The President focused on the activation of the Mejlis work for exchange of the practice in legal activity and introduction of the success of the country to international community.

Reporting on the work of Foreign Department, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the preparation of the first Caspian Economic Forum in Turkmenistan.

In this regard, the importance of the documents, which were signed at the V Summit of the Heads of Caspian States in Aktau (Kazakhstan) on August 12 this year and which make legal framework in different directions of cooperation between coastal states with special emphasis on the Convention on Legal Status of Caspian Sea, has been highlighted. Joint Communique reflecting the initiatives of President Gurbanguly Berdimuhamedov on organization of the VI Caspian Summit and the first Caspian Economic Forum in Turkmenistan in 2019, which were unanimously supported, has also been signe dbyt eh outcomes of five-side high-level meeting.

Special organization committee was established for practical implementation of these initiatives. Key organizational issues have been reviewed and number of proposals including on the organization of the Forum and other events under its framework in Avaza National Tourist zone on August 12, 2019, on the date when the Day of Caspian Sea is traditionally observed, have been prepared at its first session.

It is also proposed to establish the Coordination centre at the Foreign Ministry for provision of comprehensive preparation to the first Caspian Economic Forum. In this context, the Draft Concept of the Forum has been presented to the Head of the State for review.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that development of fruitful cooperation with Caspian States is among priority vectors of foreign course of Turkmenistan, which is based on the principles of positive neutrality, goodwill and beneficial partnership.

Strategic significance of Caspian Sea in regional and international geopolitical and geo-economic processes, its role of important transit, transport and logistic hub provide the necessity of further consolidation of efforts of Caspian states for implementation of the main directions of cooperation taking into account long-term perspective. In this regard, the improvement of constructive dialog with competent international organizations and wit all interested partners in general are reasonable.

Speaking of this, President Gurbanguly Berdimuhamedov addressed the Vice-premier with specific assignments on comprehensive preparation to the first Caspian Economic Forum and events under its framework, provision of their high organizational level and timely solution of all issues.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the implementation of the plan of events held in accordance with slogan of 2018 “Turkmenistan – the Heart of the Great Silk Road”.

It was mentioned that various art events, international scientific and practical conferences, exhibitions, contest, sport competitions, festival, music concerts, tours along historical and cultural monuments were held during the year.

This subject has also been reflected in cultural actions organized abroad as well as in international profile forums dedicated to national holiday and remarkable events, many of which were held with the participation of the UNESCO and other international organizations specialists.

International Conference “The Great Silk Road: Present and Future Development” organized in Ashgabat by the Government of Turkmenistan and the UNESCO made big contribution to study and popularization of legendary caravan route, opening of its modern role in support of multicultural dialog and implementation of the Sustainable Development goals.

Having listened to the report, President Gurbanguly Berdimuhamedov focused on further study and wide popularization of cultural heritage related to the history of the Silk Route in the world.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in structural divisions of fuel and energy complex and on the measures for successful implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030.

Having listened to the report, the President of the country focused on key aspects of the implementation of energy strategy of Turkmenistan aimed at rapid development and modernization of national oil and gas industry based on the introduction of innovative technologies, expansion of industrial infrastructure of fuel and energy complex, optimal implementation of colossal hydrocarbon potential, activation of beneficial cooperation with all interested partners.

Having highlighted the importance of well thought integrated approach to solution of all set objectives, the Head of the State gave number of relevant instructions to the Vice-premier.

Having pointed out the deficiencies in the activity of structural divisions of oil and gas complex, the President of Turkmenistan reprimanded M. Meredov for improper fulfilment of his duties and shortfalls admitted in his work, having signed relevant document.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the preparation to winter holidays of school students. In particular, it was mentioned that all conditions have been made in 14 children health improving centres of Gyokdere and five children centres in the velayats to welcome children during winter holidays on January 2 – 11.

The Ministry of Education together with the Ministry of Culture, the Ministry of Sports and Youth Affairs and public organizations prepared the programme of New Year celebration in children health improving centres including the performance of theatre and art bands, young artists and permanent characters of this celebration Ayazbaba and Garpamyk. In addition, various art and thematic contest, sport competitions will also be held.

Having noted the necessity to provide everything for good recreation of children during winter holidays, the head of the State gave number of specific instructions to the Vice-premier on this account. Speaking of the preparation to new Year celebration, the Head of the State highlighted that all events have to be organized on high level.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldieyv reported on seasonal field works in the velayats and reforms in agriculture.

Having listened to the report, President Gurbanguly Berdimuhamedov focused on the necessity to accelerate the implementation of the programme of development of some directions of agricultural complex, which are aimed at growth of various agricultural production, provision of food abundance in the country and increment of export potential of agrarian sector.

The Vice-premier received specific orders regarding the implementation of advanced technologies and scientific achievements, improvement of production and rational use of water resources.

The President of Turkmenistan reprimanded Deputy Chairman of the Cabinet of Ministers E. Orazgeldieyv for improper fulfilment of his duties and deficiencies admitted in his work.

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the works for construction of Turkmenistan – Afghanistan – Pakistan power and fibre optic lines.

Having listed to the information, President Gurbanguly Berdimuhamedov noted that construction of another phase of TAPI pipeline, power and fibre optic lines between Turkmenistan – Afghanistan – Pakistan would write important chapter in the historical chronicle of our country. The implementation of the above-mentioned projects will not only open wide opportunities for development of the economies of participating countries but would also enhance the consolidation and activation of international cooperation and entry to new directions.

Having focused on the importance of set objectives, the Head of the State gave number of orders for organization of coordinated activity of relevant structures for their timely and efficient solution.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov presented elaborated list of exhibitions, fairs and conference in 2019 to the President of the country for review. It includes number of event in Avaza National tourist zone where number of international conferences and exhibitions are planed to be held.

Having listened to the report, head of the State Gurbanguly Berdimuhamedov signed the document approving the list of forums in 2019 and highlighted that our country is interested in attraction of the investments and know-hows and such events give an excellent opportunity to learn the best foreign practice in various spheres of production and technologies.

The President of the country has also noted the importance of the conferences and exhibitions in the country in development of efficient international cooperation and gaining of experience by the specialists of relevant ministries and departments, which in its turn is very important for popularization of success of Turkmenistan in different directions, achieved milestones and production potential of the country. It is necessary to take measures for provision of high organizational level of international events and their efficiency, the Head of the State noted.

Deputy Chairman of the Cabinet of Ministers M. Chakiyev, who supervise transport and communication sphere, reported on the work for further improvement of the activity of transport and communication departments and modernization of their equipment and facilities bases.

Summing up the report, President Gurbanguly Berdimuhamedov pointed out the necessity of improvement of works for development of transport sector. Our initiatives on restoration of the Silk Road, development of regional and transcontinental routes require the creation of powerful equipment and facilities base of air, maritime and river transport, the Head of the State highlighted. The Head of the State also requested the Vice-premier to provide the attraction of foreign investments to this sphere and to take measures for the increment of cargo transportation.

Furthermore, having addressed to Deputy Chairman of the Cabinet of Ministers K. Durdymyradov, Head of the State Gurbanguly Berdimuhamedov highlighted that he has been holding his post of the Vice-premier for about a year however, the work of the ministries and departments under his supervision has drastically worsened as the result of poor control as well as careless attitude to his work.

Having noted the lack of solution of financial issues of Garlyk Mining and Ore Dressign Complex for production of potassium fertilizers as well as other ministries and departments, the President of Turkmenistan highlighted that cases of the embezzlement of state assets, bribery and additions have been identified among the management of the branches under the Vice-premier’s supervision. In the result, the Minister of Textile Industry has been released from his post few days ago.

In this regard, the President of Turkmenistan announced his decision to release K. Durdymyradov from his position for serious deficiencies admitted in his work and signed relative Order.

Deputy Head of the Government M. Chakiyev was assigned as the Acting Deputy Chairman of the Cabinet of Ministers.

President Gurbanguly Berdimuhamedov has also signed the Order, having released Minister of Industry H. Mergenov for serious deficiencies admitted I his work. By the Decree of the President of Turkmenistan, Deputy Minister of Industry T. Durhanov was assigned as the Acting Minister of Industry.

Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the situation in the sphere under his supervision and fulfilment of the assignments on timely salary payment. The information about the work for improvement of the competiveness of national economy and efficiency of state property management, consolidation of private sector, stimulation of small and medium business has been presented.

Summing up the report, the President of the country noted the importance of the activation of measures for further reformation of the activity of ministries and departments of financial and economic sector, strengthening of control of the implementation of relative state and national programmes.

The Head of the State highlighted the necessity of regular analysis of financial situation of all organizations as well as development of proposals for improvement of work in this direction based on such analysis.

In addition, it is necessary to pay greater attention to improvement of qualification of the specialists, study of advanced foreign practice in the sphere of market economy and its further practical implementation in the country, the President said, having addressed the Vice-premier with number of specific assignments.

Number of other important subject, on which relative decisions were taken, has been reviewed at the session of the Cabinet of Ministers.
