Having focused on the objectives of integrated development of Turkmenistan, the Head of the State noted the necessity to provide scientific approach to the activity in this direction.
First, the President gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on current situation in the structures under his supervision as well as on the Draft Programme of development of economic, financial and banking systems of Turkmenistan in 2019 – 2025.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that today, keeping of the rates of stable development of leading branches of national economy and their diversification including by the implementation of international and regional projects is the main objective. It has special currency in the period of steadfast transition to market economy, the Head of the State said.
Having noted that the Programmes has to provide the proposal on privatization of the state property and creation of favourable conditions for private business, the Head of Turkmenistan requested to elaborate on the draft, having given number of specific instructions to the Vice-premier.
Addressing Vice-premier P. Agamyradov, the President of the country noted that important role is given to scientific and technical developments in successful solution of outlined objectives.
The Head of the State highlighted that development of all branches has to be carried out based on the data of modern science. It requires joint work with scientists on introduction of innovations and engineering and technical discoveries to the production.
After, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the measures for provision of the population with food production, implementation of import substitution and increment of export of goods made in the country.
It was mentioned that special attention has been paid to the activity of lower structures during development of special Programme of development of trade complex of Turkmenistan in 2019 – 2025.
Summing up the report, President Gurbanguly Berdimuhamedov noted growing role of the entrepreneurship in import substitution sphere and improvement of export potential of the country, development of competitive productions, having highlighted the importance of targeted support of investment projects in agricultural complex and saturation of local market with high quality agricultural production.
Having noted special importance of the Programme in activation of foreign trade relations of the country, the Head of the State ordered to analyse again existing capabilities and beneficial direction of international cooperation in this sphere. Having highlighted the necessity to enforce analytical component in marketing strategy, Turkmen leader gave specific ordered to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the work on the Programme of development of construction and energy branch of the country in 2019 – 2025. It was mentioned that this documents is drafted taking into account perspective directions of national construction industry and the Concept of development of power energy spheres in Turkmenistan until 2020, which is currently under implementation, as well as priority objectives outlined for entire national economy.
Having listened to the report and studied the proposals, President Gurbanguly Berdimuhamedov made number of recommendations. The Head of the State highlighted that large-scale construction of industrial and social facilities in the capital and regions, implementation of the programmes for creation of modern infrastructure in cities and rural areas of the country require the accumulation of the potential if investment and construction complex and power energy sphere.
Enhancement of the competiveness of national construction industry, improvement of its production, scientific and technical potential, expansion of the variety of construction materials made of local feedstock, which do not yield foreign analogues by its specification, implementation of efficient management forms including with the participation of private section are among current objectives in this sphere.
At the same time, creation of modern energy system is another factor of dynamic progress of all branches of national economy, in modernization of which the country relies on the attraction of the best world practice and implementation of latest technologies.
Having noted that the Programme of social and economic development of the country has to be developed based on the implementation of the Concept of digital economy, the Head of the State instructed the Vice-premier to review presented project of profile Programme.
The Head of the State highlighted that it is necessary to strengthen scientific component of this document. Scientifically based approach is very important for such branches as construction, energy and other as well as in organization of the activity for efficient municipality management, the President said.
The Head of the State ordered to approach the development of the programmes with full responsibility including the subjects of construction of different facilities, new power lines and modern development of urban environment.
After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the elaboration of the Programme of development of agricultural complex of the country in 2019 – 2025.
Having listened to the report, the President of the country noted that the objectives outlined in the Programme have to be thoroughly analysed and the focus has to be made on wide implementation of scientific achievements and advanced resource saving technologies. In this context, the Head of the State gave number of assignments for the arrangement of close cooperation with profile structures.
Special place in the Programme has to be allocated for the measures on provision of ecological wealth of the country and promotion of international initiatives of Turkmenistan in water diplomacy sphere, President Gurbanguly Berdimuhamedov highlighted.
The Head of the State mentioned that similar meeting with other Vice-premiers would be held soon. The outcomes of the discussions would be reviewed at extended session of the Government on the outcomes of 2018.
Summing up what was said above, the President again pointed out again the necessity of more efficient use of scientific and educational potential during the elaboration of the programmes of development of all branches of national economy.
It is important to provide the digitization of all segments for development of the economy, to use latest scientific achievements and latest technologies in production, the President said, having addressed the Vice-premier with the assignments on improvement of work in this direction.
The Programme of social and economic development of the country in 2019 – 2025 has to be aimed at specific results. It is necessary to use innovative thinking during its elaboration, the Head of the State highlighted, having given number of assignments to relevant officials.
Finishing the session, President Gurbanguly Berdimuhamedov wished success in solution of set objectives to all participants.
