The Head of the State called Hyakims of Ahal Velayat Sh. Amangeldiev, Balkan Velayat Ya. Gylyjov, Dashoguz Velayat m. Bayramguliyev, Lebap Velayat T. Atahalliyev and Mary Velayat D. Annaberdiyev concurrently and focused their attention of perspective directions of coming work.
Having outlined the elaboration of the programmes of social and economic development of the regions in middle-term perspective among the main subjects, the Head of the State noted that the programmes have to provide the measures for the formation of modern production and social infrastructure and for improvement of agricultural sphere. Preparation of relative documents has to be made based on the latest scientific studies, which take into account production, material, soil, climate and other conditions of each velayat, President Gurbanguly Berdimuhamedov said.
Continuation of the reforms in agricultural industrial sector is one of the key vectors of coming work. In this context, the Head of Turkmenistan continued that it is important to plan integrated measures for improvement of efficiency of seasonal agricultural campaigns based on the combination of national traditions of farming and the best world practice.
It is appropriate to involve scientifically grounded methods of rational use of land and water resources, President Gurbanguly Berdimuhamedov noted, having highlighted that implementation of fundamentally new approaches would have long-term economic effect in the future, first, it is related to agricultural complex.
It is also necessary to provide the sue of the capabilities tested by the scientists for receiving of good yields, improvement of soil condition of agricultural lands, their provision with necessary volumes of water. Special attention has to be paid to the application of scientifically grounded methods of cultivation of agricultural crops taking into account soil and climate conditions and to development of selection and seed production.
For successful solution of set objectives, it is important to attract private entrepreneurs, which activity supports the provision of food abundance, increment of export potential of the country on one hand, while on another hand, it supports the replacement of imported goods, to agricultural complex, the Head of the State highlighted, having addressed the Hyakims with number of assignments on this account.
Having noted that big investments are sent for the construction of new livestock and poultry farming complexes, hothouse farms, processing facilities making big variety of high quality production, President Gurbanguly Berdimuhamedov ordered the planning of integrated measures for development of these directions in coming period.
Solution of key objectives of development of industry and national agricultural complex is directly connected with social aspect. In this regard, it is necessary to provide the construction of required number of residential buildings, educational, medical and cultural facilities, sport complexes provided with modern equipment in the regions of the country, the Head of the State said.
Activities for provision of working occupancy of the population, especially the youth, have to be provided in the programmes of regions’ development, President Gurbanguly Berdimuhamedov said, having addressed the Hyakims with number of specific assignments.
Continuing video conference session, the Head of the State highlighted that many things have been done for development of the regions in our country. Both foreign and local investments have been used for this development, projects of regional and international significance have been implemented and are carried out.
It includes such major production complexes as Garabogazkarbamid, the biggest in the region petrochemical complex for production of polyethylene and polypropylene in Kiyanly settlement, which was put into operation last year. Construction of the plant for production of gasoline from natural gas in Ovadandepe, Ahal Velayat has been accomplished and at present time, commissioning works are ongoing at the facility.
At the same time, the Head of the State ordered to study the opportunity of construction of new industrial facilities with the attraction of investments of Turkmen and foreign companies.
Great attention has to be paid to use of huge potential of Altyn Asyr Turkmen Lake is future development of Balkan Velayat. In particular, the Head of the State noted the importance to provide the measures for opening of farms on the territories next to giant artificial water reserve.
Tourism is perspective sphere for this region. In this regard, special attention has to be paid to further expansion of Avaza National tourist zone.
After, President Gurbanguly Berdimuhamedov focused on the importance of work for development of transport infrastructure as well as on the provision of strict control of the condition of roads and highways connecting the velayats of the country. in this regard, the Head of the State noted the significance of construction of Ashgabat – Turkmenabat and Ashgabat – Turkmenbashy highways.
Today, these roads are required for the solution of the objectives of diversification of transit and logistic network, development of economic complex of the country, business and entire system of relations of Turkmen state with foreign countries, the President highlighted, having addressed the Hyakims to hold under control all issues related to the implementation of these projects. These routes will connect the velayats into unified transport system.
Such important infrastructural facilities as glass production facility in Ahal Velayat, combined cycle power station and children hospital in Mary, Mary Velayat, Turkmenbashy International Seaport, aquapark with recreation centre and health improvement facility in Avaza National tourist zone, Balkan Velayat, Turkmenabad International Airport, Turkmenabad – Farab automobile and railway bridges in Lebap Velayat as well as modern residential estates in all velayats without exemption have been put into operation in the regions of the country recently, the President said.
Having highlighted that the science plays the role of drive engine in the development of society, the Head of the State noted the necessity of implementation of science to all spheres of economy. It is important to use active scientific methods in all works in the regions of the country. In particular, it has to be applied during the study of soil and climate conditions for improvement of soil condition of agricultural lands and taking of efficient measures for improvement of crop production. In this context, the President ordered to provide the complex of relative measures in the programmes of the regions’ development in 2019 – 2025.
The Head of the State requested the Heads of regional administrations to intensify the work for attraction of foreign investments for the implementation of the projects for establishment of new industrial facilities, which are the drive engines of industrial growth of the regions and improvement of their innovative potential. Our country has made favourable conditions for productive work of foreign partners, the Head of the State highlighted, having ordered to provide the complex of interrelated works for this.
In addition, it is important to study local resources of each velayat for more active involvement of their resource base, personnel reserves and human potential, President Gurbanguly Berdimuhamedov highlighted, having addressed the Hyakims with specific assignments.
The Head of Turkmenistan has also focused on the necessity of consideration of scientific achievements and advanced practice for integrated development of social and production infrastructures in the programmes. In this regard, it is necessary to provide further construction of modern settlements with comfortable residential houses, creation of high technology production facilities, the President continued, having highlighted that completion of these works would support the provision of the population with new working places and improvement of prosperity level.
Summing up the outcomes of video conference, Turkmen leader outlined number of important objectives for the administrations of the velayats for elaboration of the Programme of social and economic development of the velayats in 2019 – 2025. In this regard, the Head of the State gave specific assignments for taking of the measures for their successful solution, provision of coordinated work on sites to the heads of regional administrations.
