President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers of Turkmenistan, having discussed with the members of the Government the draft documents and objectives of development of the main branches and implementation of advanced information technologies including the system of the Government administration.
First, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Chakiyev who reported on the work of industrial complexes, transport and communication spheres on preparation of the Programme of economic development of the country in 2019 – 2025.
Summing up the report, President Gurbanguly Berdimuhamedov pointed out the necessity to search for the opportunities of building of new industrial facilities with the attraction of local and foreign investments.
National programmes have to be aimed at integrated renewal of equipment and facilities base of transport sphere, expansion of existing and creation of new transport and communication networks and development of logistics. These measures are to support active integration of national transport system to international infrastructure. Important role in this process is given to communication sector, which entry to new level is related to its modernization based on space technologies.
Economic strategy provides an integrated diversification of processing industries on innovative base, their transition to non-material way of development, formation of high technology production infrastructure, increment of volumes of various competitive production based on own rich natural resources.
Natural wealth, significant reserves of hydrocarbon and hydrogen sulphide resources, latest technologies, methods of processing and making of new production – all these factors, would allow to expand the variety and to increase the volumes of mineral production, the Head of Turkmenistan continued. Developed multi profile industry, scientific based production based on efficient use of local material resources are the main conditions that define successful solution of the objectives for provision of economic growth of the country, President Gurbanguly Berdimuhamedov highlighted.
Reporting on the measures taken by the Ministry of Industry for development of calcareous production, Vice-premier M. Chakiyev has informed that experimental works have been carried out, which resulted in production of high quality material, the calcite. The production of this material will allow Turkmen constructors rejecting foreign analogues and to produce different types of paint, gypsum boards and other non-ore construction materials in the future.
In this regard, the proposal on establishment of the facility for production of 500 tons of calcite per year in Magdanly, Lebap Velayat has been presented for review to the Head of the State.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that it is necessary to study and adopt the best world practice for bringing our country to the world leaders in production and export of various construction materials. The strategy of import substitution proposes the transition of the industry to production of competitive materials by the development of the industry based on information technologies.
The President has also set the objectives for creation of innovative processing facilities, increment of volumes and variety of construction materials made from local resources, training of qualified specialists for the branch and attraction of the investment, having addressed the Vice-premier with number of assignments on this account.
After, the information about the construction of passenger terminal and necessary facilities in Galaymor Airport, Serhetabat etrap, Mary Velayat has been presented. Location of new airport and infrastructural facilities has been demonstrated the Head of the State on slide show.
Construction of modern airports providing the passengers with all kind of services and runways , which are able to receive any kinds of aircrafts, in the velayats is the part of general strategy for creation of developed infrastructure of air transport and provision of the sphere with the latest equipment for safety and reliability, Turkmen leader highlighted.
After, Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the preparation of the Programme of development of oil and gas industry of the country in 2019 – 2025.
Having listened to the report, the President of Turkmenistan noted the importance to pay special attention to such aspects as the diversification of the industry, construction of modern complexes specialized in processing of oil and gas.
The Programme has to provide the measures aimed at the increment of volumes of production of hydrocarbon materials, improvement of material base of fuel and energy complex, rapid industrial development of new deposits including in Turkmen section of Caspian Sea, further development of Galkynysh gas deposit, the Head of the State said, having noted the importance of using of digital technologies as well as the methods of 3-D modelling in this work.
Continuation of work for creation of diversified system of bringing of energy carriers to foreign markets has been outlined among current objectives. In this context, the Head of the State highlighted international importance of construction of Turkmenistan – Afghanistan – Pakistan – India transnational gas line, which is to provide long-term supplies of Turkmen gas to South Asian countries and to become strong stimulus for further social and economic development of entire region.
Continuing the session, Vice-premier M. Meredov reported about gological surveys of the State Corporation Türkmengeologiýa including the exploration of deposits of fresh water. In this regard, the information about new deposit discovered in Halach etrap, Lebap Velayat and registered as Halaç II in the end of 2018 has been presented. Operational resources of 58.7 square kilometres deposit will provide the population with additional drinking water, which is 30,000 cubic metres per day or 348 litres per second.
Having listened to the report, the President of Turkmenistan highlighted that development of new underground water deposits as well as mineral sources in the regions is to support the solution of the objectives for provision of the cities of the country with pure drinking water, development of sanatorium and resort sphere, which are important aspects of the Government policy.
The President of Turkmenistan ordered Minister of Agriculture and Water Management A. Yazmuradov to activate the work in the sphere of rational use of water resources, to carry out systematic scientific study of underground water bearing horizons, to clarify the reserves of the deposits, to organize integrated natural protection measures and to improve the provision of irrigation water to agricultural fields of the country.
Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the elaboration of the draft Programme of development of cultural sphere in 2019 – 2025.
Having listened to the report, President Gurbanguly Berdimuhamedov stated the priority of the subjects of further development of cultural sphere, formation of the state ideology based on spiritual values of Turkmen nation. It is necessary to continue the work for digitization of libraries, museums and other cultural and educational establishments, which activity requires permanent improvement according to growing demand of the population.
This is the contribution of representatives of cultural sphere, which provides the success of further progress of the state and society, the Head of the State noted, having requested to elaborate on the draft Programme and addressed the Vice-premier with number of assignments.
After, Vice-premier B. Abdieyva reported on the Action Plan of the events dedicated to slogan of 2019 “Turkmenistan – Home of Prosperity” elaborated for fulfilment of relative Resolution of the Mejlis and assignments of the head of the State.
During the year, it is planned to organize various cultural actions, international conferences, forums, exhibitions, meetings and contests, educational events, musical festivals and sport competitions. Releases of theatre performances and operas as well as opening of thematic sections on internet sites are also planned.
Focusing on the preparation of events dedicated to slogan of 2019 “Turkmenistan – Home of Prosperity”, the Head of the State highlighted special importance of this activity in popularization of modern achievements of our country and its richest cultural heritage, in improvement of friendly relations with foreign countries. Every event has to bear large educational importance, it has to be educational and developing, President Gurbanguly Berdimuhamedov said, having signed presented documents and given relative instruction to the Vice-premier.

Agamyradov reported on the preparation of the Programme of social and economic development of the country in 2019 – 2025 as well as on the elaboration of the programmes of improvement national systems of health protection and education in designated period.
Noting the necessity of integrated approach to the solution of objectives of profile development, the President of Turkmenistan made special mention of the key role of scientific and technical provision, improvement of material base of medical sphere, modernization of the process of education and training of qualified personnel. The President also highlighted the importance of introduction of new subject required by the time in high educational institutes including information technologies. We need such specialists as programme designers and technology engineers taking into account set objectives for formation of digital economy of turkmenistan and industrialization of the country, President Gurbanguly Berdimuhamedov continued, having noted that close connection of high schools with scientific and research centres gains special importance in this aspect.
After, the Vice-premier reported on the measures taken under the implementation of the State Programme of improvement of efficiency of scientific studies and innovative technologies in Turkmenistan in 2017 – 2021. In particular, the information about preparation of the draft programme of reduction of seismic risks in high seismic zones of the country by the Academy of Sciences with the Mejlis and relative ministries and departments.
Systematic scientific and practical studies including on the formation of relative National strategy initiated by the Head of the State and proposed at the III World Conference on Reduction of Risks of Natural Disasters in Sendai, Japan in 2015, are carried out in this sphere in Turkmenistan.
In the partnership with Japanese Agency of International Cooperation, Turkmen specialists work on the project of Improvement of system of seismic monitoring in Ashgabat and surrounding territories. Also, the strategy of forecast and monitoring in this sphere is under development under joint project of Improvement of national potential of Turkmenistan on evaluation of seismic risks, prevention and response to potential earthquakes with the UNDP. The document outlines the measures for reduction of volumes of social, economic and ecological losses related with possible earthquakes in seismic zones as well as for improvement of level of preparedness of the population of Turkmenistan, buildings and facilities, transport and communication systems to similar natural disasters.
Implementation of the Programme will make positive effect on social, demographic and ecological condition of the regions, on key indicators of economic development of seismic zones.
Having noted the importance of development of this Programme, President Gurbanguly Berdimuhamedov highlighted that goals of the project meet the priorities of the country in the achievement of the Sustainable Development Goals. Having noted the appropriateness of the implementation of programme measures in this sphere, the Head of the State gave specific assignments to the Vice-premier.
After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the regions of the country.
Having listened to the report, President Gurbanguly Berdimuhamedov focused on such aspects of further development of agriculture as improvement of production of wheat, cotton and other agricultural crops, soli condition of arable lands, their provision with water. The Vice- premier was ordered to pay special attention to efficient development agricultural lands allocated by the farmers from special land funds established last year. Specific instructions were also been given regarding the implementation of advance agrotechnical methods in plant growing section of agricultural complex.
The President of Turkmenistan highlighted the importance of further development of food sector of national economy, satisfaction of the population’s demand on wide variety and high quality food production.
Together with construction of plants for production of cotton oil, it is necessary to study the subject of allocation of lands for growing of sunflower and olives in subtropical zone. At the same time, it is important to provide scientific approach and to select the most suitable breeds of these crops taking into account soil and climate conditions of the velayats, the head of the State said, having addressed the Vice-premier with specific assignments.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on developed digital Regulation of unified registration of trade facilities in Turkmenistan for improvement of their activity as well as on the work for filing of the markets in the country with various goods.
In particularly, it is proposed that the Ministry of Trade and Foreign Economic Relations will account all retail sale and food facilities regardless of the ownership in single State Register. Introduction of single register and collection of data in electronic format will support the improvement of efficiency of trade system by wide implementation of latest technologies and innovations and in the result, will allow satisfying the demand of the population on goods and services. In addition, creation of comprehensive informational base of trade sphere will help during the development of targeted programmes of its development.
Giving instructions to analyse thoroughly again this subject, President Gurbanguly Berdimuhamedov focused on the necessity of study and implementation of the best world practice of such registration. The Head of the State also gave instructions on further development of foreign economic relations and sale of export production.
Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the situation in the structures under his supervision. Information about preparation of the proposals for privatization of number of livestock and poultry complexes in Ahal, Balkan, Mary and Lebap Velayats together with the Ministry of Agriculture and Water Management has been presented.
Summing up the report, the Head of the State focused on the importance to hold under control the implementation of national, state and profile programmes and to correct the plans of development of the branches taking into account the formation of digital economy.
Addressing Vice-premiers Ch. Gylyjov, E. Orazgeldiyev, President Gurbanguly Berdimuhamedov noted that provision of food abundance in the country is one of the most important aspects of economic strategy of Turkmenistan. Reforms in agricultural sphere support wide attraction of private producers to different branches, increment of volumes of agricultural and other production, which is on high demand in local and foreign markets. In this regard, taking of efficient practical measures for successful fulfilment of current objectives is actual direction of activity of agricultural complex and trade industry, the Head of the State said, having ordered the Vice-premiers to work together in this direction.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that today, construction complex is oriented to the implementation of major state programmes for industrialization, creation of modern transport infrastructure, import substitutive production and increment of volumes of export goods, building of residential houses and reformation of the regions. Modernization of existing facilities is carried out and new industrial and social facilities are built under these programmes.
At the same time, such important objectives as improvement of the competiveness of national construction industry, improvement of its production, scientific and technical potential, expansion of the variety of construction materials made of local resources, implementation of efficient management forms in the conditions of transit to digital economy are solved, the Head of the State said.
It is necessary to purse flexible and well-thought pricing policy on raw materials for support of dynamic rates of development of the branch, which would allow using available capacities productively, increasing profitability of construction facilities, the Head of the State noted, having ordered the Vice-premier to approach this subject with full responsibility.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the work under the implementation of the Sustainable Development Goals of the UN. It was informed that development of fruitful cooperation with competent international structures especially with the United Nations is one of the main directions of foreign course of the country.
At present, relative activity for implementation of the provisions of 2030 Global Agenda of sustainable development is carried out with specialized UN agencies. Based on the programmes of cooperation in 2016 – 2020 signed between the Government of Turkmenistan, the UNDP, UNFPA and UNICEF, 37 work plans in health protection, education, environmental protection, humanitarian and other spheres have been adopted and are currently implemented.
According to official information from the UN, our country is the first state that has started the implementation of the Sustainable Development Goals in national level.
Soon, it is planned to sum up the results of joint work of the Government of Turkmenistan and specialized UN structure for the implementation of the SDGs for three years and to present voluntary national report of our country at High-level Political Forum in New York in July this year. In this regard, Draft Resolution on establishment of Inter-departmental commission for preparation of the above-mentioned document has been presented to President Gurbanguly Berdimuhamedov.
Continuing the report, the Vice-premier, the Foreign Minister has informed about practical measures for fulfilment of international obligations of our country in human rights and international humanitarian law. It was mentioned that Turkmenistan successfully cooperates with the International Federation of Red Cross and Red Crescent Societies, the Office of the United Nations High Commissioner for Refugees, the International Organization for Migration, the International Labour Organization and other.
Due to big volume of works for fulfilment of the main objectives of 2030 Global Agenda on sustainable development – protection of human rights and legal interests, it is planned to expand the composition of Inter-departmental Commission for provision of fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law, the Vice-premier informed and presented the Draft Resolution on approval of the composition of this structure to the Head of the State for review.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that creation of conditions for favourable and deserving life of people is the priority of the state course of the country. It meets global Sustainable Development Goals, the Head of the State continued, having announced the principles of humanity and creation as its fundamental principles, neutral Turkmenistan continues efficient cooperation with relative structures of the UN in this direction, the President highlighted.
Having signed the Resolution on establishment of Inter-departmental work commission for preparation of Voluntary National Review of Turkmenistan on implementation of the Sustainable Development Goals in our country and on approval of the composition of the Inter-departmental Commission for fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law, the President addressed the Vice-premier, Head of the MFA R. Meredov with number of specific assignments.
The President focused on the utmost objectives of diplomatic corps in near future under the implementation of the Concept of foreign course of neutral Turkmenistan in 2017 – 2023.
Taking an active part in the development of balanced solutions of current issues of international agenda, President Gurbanguly Berdimuhamedov continued, our country makes significant contribution to the development of positive processes in regional and global scale. Having listened to the report, President Gurbanguly Berdimuhamedov focused on such aspects of further development of agriculture as improvement of production of wheat, cotton and other agricultural crops, soli condition of arable lands, their provision with water. The Vice- premier was ordered to pay special attention to efficient development agricultural lands allocated by the farmers from special land funds established last year. Specific instructions were also been given regarding the implementation of advance agrotechnical methods in plant growing section of agricultural complex.
The President of Turkmenistan highlighted the importance of further development of food sector of national economy, satisfaction of the population’s demand on wide variety and high quality food production.
Together with construction of plants for production of cotton oil, it is necessary to study the subject of allocation of lands for growing of sunflower and olives in subtropical zone. At the same time, it is important to provide scientific approach and to select the most suitable breeds of these crops taking into account soil and climate conditions of the velayats, the head of the State said, having addressed the Vice-premier with specific assignments.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on developed digital Regulation of unified registration of trade facilities in Turkmenistan for improvement of their activity as well as on the work for filing of the markets in the country with various goods.
In particularly, it is proposed that the Ministry of Trade and Foreign Economic Relations will account all retail sale and food facilities regardless of the ownership in single State Register. Introduction of single register and collection of data in electronic format will support the improvement of efficiency of trade system by wide implementation of latest technologies and innovations and in the result, will allow satisfying the demand of the population on goods and services. In addition, creation of comprehensive informational base of trade sphere will help during the development of targeted programmes of its development.
Giving instructions to analyse thoroughly again this subject, President Gurbanguly Berdimuhamedov focused on the necessity of study and implementation of the best world practice of such registration. The Head of the State also gave instructions on further development of foreign economic relations and sale of export production.
Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the situation in the structures under his supervision. Information about preparation of the proposals for privatization of number of livestock and poultry complexes in Ahal, Balkan, Mary and Lebap Velayats together with the Ministry of Agriculture and Water Management has been presented.
Summing up the report, the Head of the State focused on the importance to hold under control the implementation of national, state and profile programmes and to correct the plans of development of the branches taking into account the formation of digital economy.
Addressing Vice-premiers Ch. Gylyjov, E. Orazgeldiyev, President Gurbanguly Berdimuhamedov noted that provision of food abundance in the country is one of the most important aspects of economic strategy of Turkmenistan. Reforms in agricultural sphere support wide attraction of private producers to different branches, increment of volumes of agricultural and other production, which is on high demand in local and foreign markets. In this regard, taking of efficient practical measures for successful fulfilment of current objectives is actual direction of activity of agricultural complex and trade industry, the Head of the State said, having ordered the Vice-premiers to work together in this direction.
Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the work for national regulation base and improvement of pricing system in construction.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that today, construction complex is oriented to the implementation of major state programmes for industrialization, creation of modern transport infrastructure, import substitutive production and increment of volumes of export goods, building of residential houses and reformation of the regions. Modernization of existing facilities is carried out and new industrial and social facilities are built under these programmes.
At the same time, such important objectives as improvement of the competiveness of national construction industry, improvement of its production, scientific and technical potential, expansion of the variety of construction materials made of local resources, implementation of efficient management forms in the conditions of transit to digital economy are solved, the Head of the State said.
It is necessary to purse flexible and well-thought pricing policy on raw materials for support of dynamic rates of development of the branch, which would allow using available capacities productively, increasing profitability of construction facilities, the Head of the State noted, having ordered the Vice-premier to approach this subject with full responsibility.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the work under the implementation of the Sustainable Development Goals of the UN. It was informed that development of fruitful cooperation with competent international structures especially with the United Nations is one of the main directions of foreign course of the country.
At present, relative activity for implementation of the provisions of 2030 Global Agenda of sustainable development is carried out with specialized UN agencies. Based on the programmes of cooperation in 2016 – 2020 signed between the Government of Turkmenistan, the UNDP, UNFPA and UNICEF, 37 work plans in health protection, education, environmental protection, humanitarian and other spheres have been adopted and are currently implemented.
According to official information from the UN, our country is the first state that has started the implementation of the Sustainable Development Goals in national level.
Soon, it is planned to sum up the results of joint work of the Government of Turkmenistan and specialized UN structure for the implementation of the SDGs for three years and to present voluntary national report of our country at High-level Political Forum in New York in July this year. In this regard, Draft Resolution on establishment of Inter-departmental commission for preparation of the above-mentioned document has been presented to President Gurbanguly Berdimuhamedov.
Continuing the report, the Vice-premier, the Foreign Minister has informed about practical measures for fulfilment of international obligations of our country in human rights and international humanitarian law. It was mentioned that Turkmenistan successfully cooperates with the International Federation of Red Cross and Red Crescent Societies, the Office of the United Nations High Commissioner for Refugees, the International Organization for Migration, the International Labour Organization and other.
Due to big volume of works for fulfilment of the main objectives of 2030 Global Agenda on sustainable development – protection of human rights and legal interests, it is planned to expand the composition of Inter-departmental Commission for provision of fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law, the Vice-premier informed and presented the Draft Resolution on approval of the composition of this structure to the Head of the State for review.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that creation of conditions for favourable and deserving life of people is the priority of the state course of the country. It meets global Sustainable Development Goals, the Head of the State continued, having announced the principles of humanity and creation as its fundamental principles, neutral Turkmenistan continues efficient cooperation with relative structures of the UN in this direction, the President highlighted.
Having signed the Resolution on establishment of Inter-departmental work commission for preparation of Voluntary National Review of Turkmenistan on implementation of the Sustainable Development Goals in our country and on approval of the composition of the Inter-departmental Commission for fulfilment of international obligations of Turkmenistan in human rights and international humanitarian law, the President addressed the Vice-premier, Head of the MFA R. Meredov with number of specific assignments.
The President focused on the utmost objectives of diplomatic corps in near future under the implementation of the Concept of foreign course of neutral Turkmenistan in 2017 – 2023.
Taking an active part in the development of balanced solutions of current issues of international agenda, President Gurbanguly Berdimuhamedov continued, our country makes significant contribution to the development of positive processes in regional and global scale. The Head of the State gave relative instructions including on practical implementation of the initiatives proposed by Turkmenistan.
In this context, the President highlighted the key role of transport, energy and water diplomacy, having highlighted that Turkmenistan has some experience in these directions.
Speaker of the Mejlis G. Mammedova informed about current law making activity of National Parliament , measures for improvement and development of legal base of social and economic reforms in the country, support of international initiative of our state.
It was mentioned that working groups of National Parliament with participation of specialists and representatives of profile departments continue the work on number of laws. Informational work is carried out actively in mass media and on sites for explanation of the meaning and importance of new legal acts.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted exclusive importance of steadfast work for modernization of legal base.
Some other important subject of the state life, on which relevant decisions has been made, were reviewed at the session of the Government. Attraction of the investments to modernization of all spheres of national economy was one of important subjects highlighted by Turkmen leader. Vast complex of the assignments given by the Head of the State is aimed at bringing of life of people to higher level, creation of the conditions for rapid development and breakthrough projects under the implementation of the Programme of social and economic development of the country in 2019 – 2025.
