Having opened the session, the President called Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev and Hyakim of Ahal Velayat Sh. Amangeldiyev who reported on the works in the region including on the measures for successful sowing campaign, irrigation and fertilization of wheat fields, provision of the farmers with mineral fertilizers, water and seeds as well as on improvement of social level of life of the population.
Having listened to the report, the Head of the State focused on the role of agriculture in economic structure of the velayat and ordered to improve the control of agrotechnical activities for timely sowing of cotton. At the same time, the President of Turkmenistan noted that more potato and fruit trees have to be cultivated and to hold tree planting campaigns and to plant fruit gardens in new villages. The work has to be started immediately. In this context, wise solution of the subjects related to natural protection and creation of the most favourable environment are very important, the Head of the State highlighted.
After, the Head of the State has listened to the report of Deputy Chairman of the Cabinet of Ministers who supervises agricultural complex and Hyakim of Balkan Velayat Ya. Gylyjov. The Head of administration of coastal region reported on the situation in the region, having informed about provision of the farmers with fertilizers, irrigation water and seeds as well as about the plans of sowing of agricultural crops.
Having focused on the condition of arable lands, President Gurbanguly Berdimuhamedov note the necessity to increase the rates of agrotechnical activities for timely sowing of cotton. Speaking of the preparation to coming season of spring field works, the Head of the State gave instructions for improvement of the crop rotation in the velayat.
It is necessary to use soil and climate conditions of the western region for expansion of the production of the farms, improvement of production volumes of vegetables, fruits and cucurbitaceous crops, the Head of the State noted, having highlighted that this objective has to be solved based on rational use of natural resources and careful treatment of environment. After, video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev and Hyakim of Dashoguz Velayat m. Bayramguliyev who informed on the works in the northern region, fulfilment of agricultural activities in the fields, sowing of various crops in 2019 as well as on the provision of farms with fertilizers, seeds and water.
Having noted that requirements of farmers, creation of all conditions for their fruitful work have to be under close attention of the administration, the Head of the State gave number of instructions on this account.
Speaking of the preparation to the sowing of cotton, the Head of the State ordered to hold all organizational and agrotechnical activities based on accurate calculations and schedule. In addition, the President noted, it is necessary to start preparation of planting of vegetables and cucurbitaceous crops, fruits and potato and trees, especially fruit ones, in new villages of the northern region. Environmental protection and ecological wealth issues remain the priority subject, Turkmen leader highlighted.
Next, Vice-premier E. Orazgeldiyev and Hyakim of Lebap Velayat T. Atahalliyev made report on the works in the velayats, allocation of plantation of agricultural crops as well as full provision of the farmers with fertilizers, water and seeds.
Having listened to the report, the head of the State said about the necessity of improvement of efficiency of agricultural works, rational use of water and land resources, implementation of advanced scientific methods to agrarian production and addressed number of assignments related to agrotechnical activities during preparation to cotton sowing.
The Head of the State ordered to expand the fields for cucurbitaceous, fruit and vegetable crops including for potato and to plant more trees, especially fruit ones, in the villages and ordered to improve ecological component in the work for social and economic development of the velayat.
In this regard, the President called Deputy Chairman of the Cabinet of Ministers B. Abdiyeva. Having noted the importance of the responsibility of the heads for their work, the Head of the State gave relevant assignments on this account to the Vice-premier. The leaders have to fulfil their objectives on time and perfectly, Turkmen leader said. The Head of the State also demanded to provide high organizational level of events dedicated to slogan of 2019 “Turkmenistan – Home of Prosperity”.
The session was continued by the report Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev and Hyakim of Mary Velayat D. Annaberdiyev who informed about seasonal agricultural works, preparation of arable lands and equipment, which would be involved in sowing campaign, plans for cultivation of agricultural crops this year as well as on the works for provision of the farmers with fertilizers, water and seeds.
Informing about the sizes and location of the fields, which would be sown with cotton, potato, vegetable and cucurbitaceous crops, the Hyakim informed about the development of the plan for ration use of water for irrigation.
President Gurbanguly Berdimuhamedov noted the necessity to take the measures for fundamental improvement of soil condition of agricultural fields in the velayat as well as for improvement of technical level of water provision system.
Having highlighted the importance of activation of the rates of preparation to responsible sowing campaign, the Head of the State ordered to take relative measures for provision of proper conditions for productive work of farmers and to make thorough inspection of the condition of agricultural equipment, which will be used in the fields.
Having given instructions on increment of volumes of growing of vegetable and cucurbitaceous crops, potato and fruits in Mary Velayat, the Head of the State ordered to prepare to plantation of fruit trees in new villages. The President of Turkmenistan noted great importance in tree planting works under the implementation of national ecological strategy.
Having addressed Vice-premier E. Orazgeldiyev, the Head of the State pointed out the necessity of strict control of qualitative seasonal field works, which success provides the wealth of agricultural personnel and entire nation. The President ordered to speed up the rates of planned agrotechnical activities during preparation of the land to the sowing and gave number specific assignments.
After, President Gurbanguly Berdimuhamedov highlighted the objectives of digitization of all branches of national economy including the agricultural complex and government administration of Turkmenistan, having noted that some work has been completed in this direction, in particular, the system of electronic documentation has been introduced.
New realities set completely different rates and approaches to the activity of the Government. Informatization becomes the main factor making effect on the operation of the government institutes. The issues of digital transformation in the administration structure have been raised by the President of the country at recent session of the Cabinet of Ministers and working session with the participation of some Vice-premiers.
During current session, the Head of the State has sent signed documents via the system of electronic documentation, which were immediately received by the Hyakims of the velayats.
Similar system of electronic document management is implemented all around Turkmenistan. It will help to connect process flows of different branches of government power to unified working environment using technical capabilities of the system of cooperation between the departments, which is developed on digital basis these days.
Giving the assignments on this account, the President of Turkmenistan noted the importance of continuation of the activity in this direction, wide spread of digital technologies even in agricultural sphere, which would allow integrating current information and management documents for making operational decisions.
After, the President of Turkmenistan called Deputy Chairman of the Cabinet of Ministers D. Amangeldieyv and Hyakim of Ashgabat Sh. Durdiliyev.
Reporting on the works in the capital, the Hyakim informed on the measures for development of urban infrastructure including for modernization and planning of road and transport system, creation of comfortable conditions for residents and guests of the capital. The Head of the State was also informed about the course of construction of big living estate.
Having focused on the issues related to creation of comfortable conditions for life of the citizens, the President of Turkmenistan noted that works for improvement of all systems of municipal management, implementation of latest technologies allowing the automation of many processes and supporting the establishment of digital environment of the city have to be under close attention.
The President ordered to study advanced world practice and modern methods in this direction, which have to be considered during development of construction projects and plans for planning of the capital. The Head of the State has also ordered to start the preparation to tree planting in the city, especially in new etraps of Ashgabat.
Having addressed Vice-premier D. Amangeldiyev, the Head of the State highlighted that new facilities of Ashgabat, residential complexes and administration buildings, architectural ensembles have to be harmonized with the landscape of the capital. Creation of modern comfortable and aesthetic urban environment is the main requirement in perspective development, the President said, having addressed the Vice-premier with relative instructions on this account.
