First, the Head of the State called Hyakim of Ashgabat Sh. Durdiliyev who reported on the situation. It was informed that at present time, large-scale works are carried out for integrated development and improvement of the capital.
Having highlighted that works in the main city of the country have to be aimed at further improvement of its architectural and urban construction image and social and living conditions of the population, the President ordered the Hyakim to control the fulfilment of set objectives.
It is necessary to pay permanent attention to the activity of municipal services including central heating of residential buildings and other social facilities, uninterrupted provision of these facilities with electricity, the Head of the State ordered. The control of proper operation and other water facilities as well as monitoring of the condition of underground waters was outlined among the main vectors.
Further, Hyakim of Ahal Velayat Sh. Amangeldiyev reported on the situation in the region, seasonal agricultural works and preparation to coming remarkable events. It was also informed on the measures fir successful fulfilment of the objectives provided by the Programme of social and economic development of the velayat in 20019 – 2025. Preparation of lands and agricultural equipment to cotton sowing was separate subject of the report.
President Gurbanguly Berdimuhamedov ordered to prepare working plan of implementation of the activities outlined in the Programme of social and economic development of Ahal Velayat in 2019 – 2025.
It is necessary to approach the subjects of care of the fields, vegetation irrigation and, at the same time, to the preparation of agricultural equipment to spring sowing campaign with full responsibility, the President continued, having addressed the Hyakim with number of assignments.
Due to the winter period, the Head of the State ordered to hold proper operation of central heating systems of residential buildings, schools, kindergartens, uninterrupted supply of the settlements with gas and electricity under strict control.
Further, Hyakim of Balkan Velayat Ya. Gylyjov reported on the works in the region, course of seasonal agricultural works, measures for preparation to spring sowing campaigns. The report on integrated measures for the implementation of the Programme of social and economic development of the velayat in 2019 – 2025 has been presented.
Having noted the importance of the reforms in agricultural complex of the velayats, the President ordered to do necessary work for successful solution of the objectives followed from relative Programme.
Continuing the subject, President Gurbanguly Berdimuhamedov noted that farmers of Balkan Velayat would make deserving contribution to the provision of food abundance in the country by growing potatoes, vegetable and cucurbitaceous crops, having addressed the Hyakim with specific assignments.
Further, Hyakim of Dashoguz Velayat M. Bayramguliyev reported on the situation in the region, work for successful fulfilment of the Programme of integrated development of the region.
Having focused on the works in agricultural fields of the velayat, the Head of the State noted that it is necessary to take care of the fields according to agrotechnical standars together with the preparation to spring sowing.
President Gurbanguly Berdimuhamedov highlighted the necessity of improvement of life level of the population in the region.
Taking into account cold weather, Turkmen leader ordered to hold under control central heating system of social facilities and uninterrupted supply of the population with gas and electricity.
Continuing working session, Hyakim of Dashoguz Velayat reported on the construction of multifunctional hospital for 450 patients and the as oncological clinic for 150 patients, having presented the layout of the facilities to the President.
Having expressed number of remarks, the President made relative corrections and noted that construction works have to be carried out on proper level and according to the requirements.
Having called Deputy Chairman of the Cabinet of Ministers P. Agamyradov and Minister of Health Protection and Medical Industry N. Amannepesov at the same time, the Head of the State highlighted that Programme of social and economic development of Dashoguz Velayat in 2019 – 2025 provides special place for construction of planned medical facilities.
Continuing the session, the Head of the State focused on the necessity to pay attention to the consolidation of close cooperation between the Ministry of Health Protection and Medial Industry with the World Health Organization. it is necessary to hold under control the improvement of qualification of medical personnel, prevention of diseases and introduction of modern treatment methods and wide implementation of innovative technologies to medical sphere, the President noted, having addressed the Minister with specific assignment.
Speaking of the importance of using of huge potential for further expansion of cooperation with relevant competent structures, the President noted the necessity of participation of personnel of national health protection system in the Ministerial Consultation and high-level technical highlight dedicated to the implementation of the Action Plan of improvement of readiness and response of the systems of public health protection in European region of the WHO as well as in the 10th International Conference Medical Korea 2019 dedicated to health protection and medical tourism. Having highlighted that such forums are efficient grounds for exchange of advanced practices, President Gurbanguly Berdimuhamedov addressed the Minister with number of instructions.
Working video conference session was continued by Hyakim of Lebap Velayat T. Atahalliyev who reported on the implementation of the Programme of social and economic development of Lebap Velayat in 2019 – 2025.
Having listened to the report, the President of Turkmenistan highlighted the necessity of actual measures for improvement of the efficiency of seasonal agricultural works as well as accelerated rates of preparation to cotton sowing.
The Head of the State also ordered to hold proper operation of central heating systems of all facilities in the velayat, provision of the population with gas and electricity in current winter period under control.
Further, Turkmen leader called Hyakim of Mary Velayat D. Annaberdiyev who reported on seasonal agricultural works and other activities in the region.
The President noted that special attention has to be paid to the improvement of activity of the structures of agrarian sector of the velayat and ato ctive implementation of scientific methods.
The Head of the State highlighted the necessity of permanent control of central heating systems in residential buildings, schools, kindergartens in the velayat.
Working video conference session was continued by the report of Deputy Chairman of the Cabinet of Ministers E. Orazgeldieyv who informed about agricultural works on the fields in the region and about reforms in agricultural complex of the country.
Speaking of the situation in agricultural complex, President Gurbanguly Berdimuhamedov ordered to carry out cotton sowing campaign according to the schedule in all regions and to hold under control proper care of the winter crop fields.
Continuing the session, the Head of the State noted that Turkmenistan delegation is going on working visit to Germany for participation in Turkmen – German business forum on February 11 – 14. Having approved the drafts of intergovernmental documents planned to be signed during the forum, the Head of the State sent relevant Resolution to the Vice-premier by electronic document management system. The documents, which will supplement legal and contractual base, include the memorandums on cooperation in supply of various agricultural equipment as well as on rational use of land and water resources, training of specialists for water management sphere and other directions.
Having highlighted the importance of expansion of the relations with Germany in trade and economic sphere, President Gurbanguly Berdimuhamedov noted that having bet on innovative development, Turkmenistan is interested in the attraction of the best practice and technologies of German companies. In this context, it was stated that procurement of agricultural equipment, which is adopted to soil and climate conditions of our country, and exchange of advanced practice in this direction are to support further development of national agricultural complex.
Efficient use of water saving and powerful agricultural other specialized equipment are also among the main work directions, the Head of the State said.
Further, the President of Turkmenistan called Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the activity of the structures under his supervision. The Vice-premier also informed about the work for improvement of the partnership with leading international financial organizations including the Islamic Development Bank.
Having emphasized the importance of further strengthening of productive relations with competent financial institutes, President Gurbanguly Berdimuhamedov noted that Turkmenistan and the Islamic Development Bank are connected with old fruitful cooperation. Number of successful projects of national and international significance in such directions as transport, economics, health protection, education, construction of Kazakhstan – Turkmenistan – Iran railroad are bright examples of efficient partnership.
Having highlighted that wide opportunities for intensification of the cooperation between Turkmenistan and the IDB are opened at present time, the Head of the State noted that out country intends to continue improving fruitful contacts with this leading bank. Having signed relevant document, the President sent it to the Vice-premier by electronic document management system. Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov was called by direct video call. The official reported on the work of the Foreign Ministry and diplomatic missions of our state to foreign countries in January this year as well as on integrated measures for successful solution of the objectives outlined in the Concept of foreign course of neutral Turkmenistan in 2017 – 2023.
Summing up the report, the Head of the State focused on the necessity to continue systematic work for optimum involvement of available potential and capabilities for improvement of efficient international partnership.
Further, the report about the outcomes of the session of Organization Committee for preparation to the first Caspian Economic Forum, which is important component of the process of further cooperation in this region, has been presented.
The information about the organization of regional seminar “Caspian Sea – Sustainable Development and Management”, which would be held in Avaza National tourist zone for the seventh time, has also been given during working session. Specialists of Caspian states will take part in the work of annual forum organized by the Ministry of Foreign Affairs and the State Department on Caspian Sea Affairs under the President of Turkmenistan together with International Ocean Institute.
The issues related to Caspian Sea are among priority aspects of foreign course of Turkmenistan, President Gurbanguly Berdimuhamedov noted. Coming Caspian Economic Forum is one of the starting strategic events in new history of our countries, which is provided by important international document – the Convention on Legal Status of Caspian Sea, signed by the outcomes of the V Summit of the Heads of Caspian States on August 12, 2018.
The agenda of the meeting has to include the subjects, which will make the base of perspective directions of cooperation of participating countries in the future. Such subjects as intensification of trade and economic relations including the creation of conditions for development and implementation of major investment projects in different spheres have to be discussed at the meeting, the President noted, having requested the Vice-premier, Head of the Foreign Minister to take proper measures for high-level organization of the forum.
Advantageous geographic location, rich hydrocarbon, fish and other natural resources, favourable climate conditions have made the basin of Caspian Sea dynamically developing industrial, transport and resort centre of Eurasia, the Head of the State continued. Having noted that in this regard, the importance of establishment of coordinated international cooperation in the sphere of integrated and solid system of ecological safety becomes more actual, the President requested to provide high level of preparation of annual regional seminar “Caspian Sea – Sustainable Development and Management”.
Further, the report of the Vice-premier, the Head of Foreign Ministry was continued with the report on the outcomes of working visit to the Republic of Tunisia on February 8 this year. It was informed that during the meeting, the Head of the country Beji Caid Essebsi expressed the respect to President Gurbanguly Berdimuhamedov as well as the intent to continue the cooperation in the world arena, in particular under the United Nations. Tunisia is the co-author of number of the Resolutions of the UN General Assembly including in sustainable transport, the role of preventive diplomacy and development of public sports initiated by Turkmenistan and unanimously adopted by the world community.
It was also noted that special attention has been paid to the improvement of the positions in trade and economic spheres. In this context, the President of Tunisia proposed to organize the visit of the government and ministerial delegations as well as to establish joint working group, which activity would be focused in the expansion of bilateral partnership.
Meetings in the foreign department and the Ministry of Development, Investments and International Cooperation of friendly country were held during working visit. Subjects related to activation of the dialog in political and diplomatic, trade and economic, cultural and humanitarian directions have been discussed during the talks.
Investment activity, industrialization, trade and agriculture, establishment of direct contacts between business circles of two countries have been outlined among priority vectors of cooperation. In this context, the agreement on exchange of business delegations, organization of joint forums, participation in international conferences, exhibitions and fairs held in Turkmenistan and Tunisia has been reached.
The Memorandum on Political Consultations between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Tunisia and Memorandum of Understanding between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Tunisia on Cooperation between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and Diplomatic Educational, Scientific and Research Institute of Tunisia have been signed the outcomes of the talks. The agreement on development of contractual and legal base regulating bilateral contacts in investment and tax spheres has also been reached.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that expansion of the relations with African Union including with the Republic of Tunisia is one of priority vectors of the Concept of foreign course of the country. having expressed satisfaction with the outcomes of working visit of Turkmenistan delegation to friendly country, the President ordered the Vice-premier, the Head of Foreign Ministry to hold the implementation of the agreements under control.
