Session of the Cabinet of Ministers of Turkmenistan takes place

President Gurbanguly Berdimuhamedov held regular digital video conference session of the Cabinet of Ministers where current issues of the state life have been reviewed.

First, the floor was given to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the work of the structures under his supervision, measures for improvement of the activity of financial and banking institutes of the country.

Summing up the report, the Head of the State pointed out the necessity of the implementation of practical measures for successful solution of the objectives outlined in the Programme of social and economic development of the country in 2019 – 2025. Activation of investment activity is one of the main factors of the implementation of this Programme, the President continued, having noted that it is necessary to work on the formation of favourable investment, legal, financial and other terms for attraction of foreign and local investments, to encourage the establishment of joint ventures with modern technologies, which are able to make competitive production.

Further, Deputy Chairman of the cabinet of Ministers M. Meredov reported on the preparation to the seventh session of the Intergovernmental Turkmen – Korean Commission, which is planned to be held in Seoul, the capital of the Republic of Korea. During the meeting, it is planned to discuss the implementation of the agreements achieved earlier as well as future partnership in trade and economic, financial and industrial spheres, in energy and processing of mineral resources, construction and transport, agriculture and fishery fields as well as in culture, tourism, health protection, standardization, scientific, information and communication technologies, education.

Draft Resolution on Approval of the composition of the Intergovernmental Turkmen – Korean Commission for economic, scientific and technological cooperation from turkemn side has been presented for review to the Head of the State.

Summing up the report, President Gurbanguly Berdimuhamedov noted that our country is open for constructive and fruitful international partnership. Having highlighted that Turkmen state pays great attention to comprehensive development with the countries of Asian Pacific region, including with the Republic of Korea, the Head of the State stated with delight growing dynamics of bilateral relations and availability of versatile potential for the expansion of productive cooperation in different spheres, activation of business contacts and cultural relations.

Speaking of the importance of activity of joint intergovernmental commissions, the Head of the State highlighted that this practice is recommended well itself as an efficient mechanism of intensification of cooperation.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldieyv who reported on seasonal field works in the regions.

Draft Resolution, according to which 3 million deciduous, coniferous, fruit and vine trees would be planted in the capital, its surroundings and velayats in 2019 under the National Forest Programme.

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the importance of further increment of production of fruits and vegetables in the country. it is necessary to carry out sowing of cotton in optimum time and to provide proper care of winter crops.

Having highlighted the importance of national green planting programme in the country from ecological wealth point of view, creation of proper conditions for life of Turkmen citizens, the Head of the State signed the Resolution on planting of trees in Turkmenistan in 2019.

Head of the State Gurbanguly Berdimuhamedov has also signed the Resolution on business trip of Turkmenistan’s delegation to the Kingdom of Spain on February 18 – 22.

Further, Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the situation in the structures under his supervision and presented the Draft Resolution of National Maritime Carrier to the President of Turkmenistan for review.

The Vice-premier reported that the Provision, according to which Deňiz Söwda Floty Closed Joint Stock Venture was assigned as National Maritime Carrier, has been developed according to the Merchant Shipping Code for improvement of activity of transport services. The document provides legal, economic, organizational basis of the management of cargo transportation sphere, regulations of petroleum products and other special cargo shipment and other rules of international cooperation.

Summing up the report, President Gurbanguly Berdimuhamedov noted strategic importance of Turkmenbashy International Port for Central Asian and Caspian Sea countries. Increment of export, import and transit volumes of cargo following via International Port, expansion of national merchant fleet are to provide the increment of the share of Turkmenistan to the world trade, diversification of the structure of foreign turnover and active integration of the country to global economy, President Gurbanguly Berdimuhamedov said. Having signed presented document, the Head of the State addressed the Vice-premier with number of assignments on implementation of the document.

Further, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the outcomes of the work of Interdepartmental Commission for drafting of the State Programme for development of national cost and regulation base and improvement of pricing system in construction industry in 2019 - 2025 and the Implementation Plan of the programme.

These documents provide the preparation of the state classification of construction material, monitoring of price formation in the construction, methodological documentation, control of programme software, creation of the state register of standards and prices by relative organizations, ministries and departments as well as high educational institutes of the country.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that today, construction complex is oriented to the implementation of large-scale programmes of industrialization, creation of modern transport infrastructure, production of import substitutive goods and increment of the volumes of export goods, residential construction, improvement of conditions in the region. Modernization and reconstruction of existing facilities is carried out and industrial and social facilities are built under these programmes.

At the same time, such important objectives as improvement of competiveness of national construction industry, strengthening of its production, scientific and technical potential by the implementation of new forms of management, expansion of the variety of construction materials made of local resources, the Head of the State said. It is necessary to pursue thoughtful pricing policy for raw materials to support high rates of the development of the branch, which would allow using available production capacities more efficiently, increasing the profitability of construction facilities, the President noted.

Having pointed out the importance of timely measures for successful solution of set objectives, Turkmen leader ordered to accelerate the development of the projects of social and industrial facilities, which are planned to be built under the Programme of development of construction and energy branches in 2019 – 2025.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of working visit of the delegation of Turkmenistan to Germany on February 11 – 14 this year, events during the trip and results of Turkmen – German business forum in Berlin.

Having focused on the necessity of further development of the partnership with interested European countries including Germany, the President noted the importance of efficient cooperation in the implementation of high technologies, scientific achievements and advanced developments to the production.

Joint Turkmen – German Working Group has an important role in this, the Head of the State said, having addressed specific assignments for practical implementation of the agreements reached at joint business forum.

Having noted that development of relations with foreign business circles has to be aimed at the improvement of production, innovative and export potential of Turkmenistan, President Gurbanguly Berdimuhamedov ordered to hold under permanent control successful fulfiment of the activities outlined in bilateral documents.

Further, Deputy Chairman of the Cabinet of Mnisters B. Abdieyva reported on the Draft Plan of fulfilment of the objectives set out by the Head of the State to cultural sphere, public organizations and political parties.

It was informed that this document provides the organization of propaganda and explanatory actions among the youth with the participation of cultural personnel, TV and radio programmes about the purposes and objectives of fundamental changes in the country and role of political parties, round tables, forums aimed at the reveal of the abilities and talents of growing generation.

In addition, it is planned to carry out the complex of works for expansion and renewal of theatre programmes, museum expositions, connection of city and rural libraries to the Internet, increment of professional level of the personnel of this sphere.

Having listened to the report, the Head of the State noted that education of younger generation in the spirit of patriotism and humanity, commitment to noble traditions and ancient heritage of glorious ancestors are among key goals of the development strategy of our country.

Great attention is paid to the creation of the conditions for further prosperity of national culture, comprehensive enrichment of its quality and content, the President of Turkmenistan continued, having focused on the importance of the measures taken for achievement of world level success in this sphere.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the situation in the structures under his supervision, the Vice-premier informed that at present, the work for activation of international cooperation in health protection sphere, implementation of advanced world practice and scientific achievements to this field is carried out. Improvement of cooperation with the WHO and other competent organizations are priority directions in this field.

Under the report, the Vice-premier presented the Draft Resolution on additional Agreement on the initiative on vaccination independence in Turkmenistan to the Memorandum of Understanding between the Government of Turkmenistan and the UN Children Fund (UNICEF), which was elaborated according to assignment given previously. Having focused on the subjects of further reformation of national medicine, Turkmen leader highlighted the importance of permanent monitoring of epidemiological situation in the region and the world. The Head of the State pointed out the necessity of close and active cooperation with the WHO including in the sphere of vaccination and prevention of diseases.

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the preparation of official visit of the President of the Islamic Republic of Afghanistan to Turkmenistan.

It was noted that expansion of fruitful relations with neighbouring countries including Afghanistan, which nation is connected with Turkmen people by old friendship and historical and cultural similarity, is one of key direction of foreign policy course of our country. Turkmenistan renders actual support to neighbouring country in the strengthening of the basis of creative life.

This is indicated by the supply of Turkmen energy and liquefied gas by beneficial price, regular humanitarian aid, building of social facilities in Afghanistan especially medical and educational facilities, assistance in training of personnel.

Recently, the interstate dialog has acquired new content, which was supported by the implementation of large-scale infrastructural projects initiated by Turkmen leader Gurbanguly Berdimuhamedov. It includes the construction of Turkmenistan – Afghanistan – Pakistan – India transnational gas line, Turkmenistan – Afghanistan – Pakistan power and fibre optic lines, formation of transit and transport corridors.

It is planned to sign number of important documents aimed at further improvement of beneficial Turkmen – Afghan cooperation in priority direction by the outcomes of bilateral high-level talks.

Summing up the report, the President of the country highlighted that at modern stage, the relations between Turkmenistan and Afghanistan have significantly activated and entered new levels.

The Head of the State noted that our country implements constructive strategy meeting both national interests as well as common prosperity and sustainable development in regional and global scale.

Speaking from the positions of regulation of the situation in Afghanistan by exclusively political and diplomatic measures, Turkmenistan takes specific measures aimed at the recovery of the economy and social infrastructure of neighbouring country, the Head of the State noted.

This is indicated by the initiatives of Turkmen side, including on the TAPI gas line, proposed at the UN General Assemblies and other representative international forums. Practical implementation of this major project will be an actual input to the formation of modern architecture of global energy security and will support the solution of current social problems in Afghanistan like creation of new work places.

Cooperation in such strategic sphere as transport, which also has significant potential, is also very important. In future, it will allow Afghanistan connecting to the system of transit and transport traffic in regional and international scale.

Expressing the solidarity with fraternal Afghan people in its desire for peace and harmony, Turkmenistan would continue rendering comprehensive support and necessary humanitarian aid, the Head of the State highlighted. In this context, President Gurbanguly Berdimuhamedov addressed the Vice-premier, the Head of Foreign Ministry with elative assignments for provision of high organizational level of preparation to coming official visit of the President of the Islamic Republic of Afghanistan.

After the session of the Cabinet of Ministers, the Head of Turkmenistan called Vice-premiers G. Myradov and E. Orazgeldiyev as well as the heads of new structures of agricultural complex – Minister of Agriculture and Natural Protection M. Bayramdurdiyev and Chairman of the State Water Management Committee A. Yazmyradov and held working session with them.

Number of subjects related to the implementation of the Programme of social and economic development of the country in 2019 – 2025 has been reviewed at the meeting.

Deputy Chairman of the Cabinet of Ministers G. Myradov reported on the measures taken for the implementation of the mid-term Programme, condition of re-organized structures of some branches including their financial situation.

Having listened to the report, President Gurbanguly Berdimuhamedov ordered the Vice-premier to hold under permanent control the progress of the reforms, in particular for digitization of all segments of national economy, especially financial and banking sphere. Creation of favourable conditions for attraction of the investments, implementation of business initiatives and promising projects were outlined among priority vectors.

Vice-premier E. Orazgeldiyev reported on the solution of organizational issues in the activity of new departments of agricultural complex.

The President requested to activate the reforms in agriculture concerning the promotion of innovations in livestock, farming and irrigation, rational water management, the Head of the State also paid attention to the situation in veterinary work and development of relative services.

Having noted that Turkmen people have always taken care of domestic animals, the President made proposal to organize specialized clinic and to take it under the Government support. This medical facility would be also opened for the participation of the entrepreneurs and wide public as well as relative volunteers in this noble affair.

The Head of the State gave instructions to choose the place for the clinic and the provide the shelter for homeless animals in its structure. It is necessary to arrange relative work with wise application of rich national practice that has been developed for centuries, advanced methods of treatment and prevention of animal diseases, the President noted.

The shelter can also be used by people who changed their homes and are not able to have cat or dog at home, as well as those who leave on vacation or on business trip and their pets require care in this period.

Some people are not able to take of home pets due to age or illness but do not one to leave them. They would be able to give their animals to shelter and to visit their pets when they can.

Undoubtedly, it will require the creation of good conditions in new zoological centre, not from the living of animal point of view but also from the position of the attitude of personnel to these animals, the Head of the State noted. It is necessary to arrange the conditions meeting modern standards, which are available in this field in the world, to study and implement the best practices, which have been elaborated in developed countries.

The centre has also to be open for those who wish to communicate with the animals, to play and might find the pet and friend for themselves.
