Having highlighted the agenda of the session, President Gurbanguly Berdimuhamedov gave floor for report to Deputy Chairman of the Cabinet of Ministers G. Myradov.
The Vice-premier reported on the work for Turkmenistan’s joining to the project of regional technical support of the implementation of Integrated Programme in trade sphere of the Central Asian Regional Economic Cooperation (CAREC) Programme.
The main goals of this project, which is planned to implement in 2019 – 2021, are the active integration of the members of the CAREC into international markets, diversification of the economies, improvement of trade and service spheres, exchange of advanced practice, strengthening of regional relations and enhancement of education level. In the context of its successful implementation, it is also planned to make relative scientific studies with the involvement of international and local specialists, to organize round tables, seminars, consultations and working trips.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that having joined the CAREC Programme in 2010, Turkmenistan pays special attention to regional economic integration by wide beneficial cooperation. Support of trade, which is to improve the potential and competiveness of the economies of the countries in the region, creation of favourable investment climate and achievement of the Sustainable Development Goals are topical directions in this case.
Speaking of this, the President gave specific instructions for further improvement of efficient partnership under the CAREC Programme to the Vice-premier.
In his turn, Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the course of construction and commissioning works at the plant for production of fuel from natural gas in Ahal Velayat.
It was mentioned that super modern petrochemical complex, provided with latest equipment and advanced technologies from the famous world manufacturers, would process 1,785,000,000 cubic meters of gas and produce 600,000 tons of gasoline as well as 12,000 tons of treated diesel fuel and 115,000 tons of liquefied gas.
At present moment, test runs of the main production installations are carried out the facility. New motor fuel, which production is developed in the country, will meet ecological standards.
Having listened to the report, the President highlighted the importance of the project of construction of the first in the world plant for production of fuel from natural gas, which opening would be another step toward efficient use of natural resources and potential of oil and gas section for stable growth and improvement of competiveness of national economy.
The opportunity to expand sales markets of the production made in the country by its high quality and ecological compliance will appear in economic aspect. At the same time, innovative projects in oil and gas sphere will support the solution of the objectives in environmental protection sphere, which is one of the priorities of the state policy of Turkmenistan, the Head of the State highlighted.
The President gave number of specific assignments to the Vice-premier for preparation of the opening ceremony of the plant as well as ordered to pay special attention to training of qualified personnel for work in modern facilities of the industry.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the work for filling of local market with fish production and increment of its export volumes.
It was mentioned that according to the Order of President of Turkmenistan Gurbanguly Berdimuhamedov from October 12, 2018, the members of the Union of Industrialists and Entrepreneurs have privatized fishery facilities of the country and at present time, the reconstruction and modernization of their equipment and facility base are carried out.
In addition, three fishing vessels of Caspian fleet have been repaired and put back into operation.
Chilling and freezing storages for 133 tons of fish have been re-constructed and built in Ahal, Dashoguz and Mary Velayats. Investment projects for construction of artificial ponds and fishing hatcheries are implemented for industrial breeding of fish in Ahal, Mary and Lebap Velayat. Production of 1.5 – 2 tons of fish per week is arranged in Altyn Asyr Turkmen Lake. 450 work places have been opened at fishing facilities.
744.6 tons of fish production was made in the result of this activity for January – April 2019, which is much more that in the same period of the last year.
Specialized shops and outlets selling fresh and frozen fish as well as different salt, smoked and canned fish production, the demand on which is always growing, were opened in the velayats and the capital.
Export of canned fish has been arranged - 48 tons of production have been sent abroad for three month of 2019.
The Vice-premier has also reported on the implementation of investment projects for establishment of facilities based on innovative technologies in fishing industry.
In this regard, the construction of trout farm for 30 tons of fish per year in Baherden etrap, Ahal Velayat, the pounds with insulation from geotextile and geo membrane in Kaahka etrap, facility for breeding f 100 tons of fish per year in Kerky etrap, Lebap Velayat is continued. Facility for processing of fish in under construction in Turkmenabat while commissioning of full cycle of breeding of fish and making of ready-made productionis carried out in Oguzkhan, Mary Velayat. In general, construction of 10 facilities of this industry is continued in the country.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov noted that privatization in the country is aimed at further improvement of competiveness of the economy and development of entrepreneurship.
In this context, the importance of maximum use of existing capabilities for formation of wide network of import substitutive and export oriented facilities and active application of the instruments of marketing economy has been highlighted.
Further, Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the work for construction of water treatment facility with 150,000 cubic meters of drinking water per day in Bagtiyarlyk etrap, Ashgabat and for obtaining the permit for entering into relative contract.
Having listened to the report, the President highlighted that water treatment facility with 150,000 cubic meters of water output has to be built taking into account modern requirements.
Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the establishment of new production facilities on the base of the Garabogazsulfat Production Association. The Vice-premier informed that the facility produce B type sodium sulphate and bischofite. In this regard, it is planned to carry out relative construction works.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that chemical industry is one of the leading branches of the economy of the country and strengthening of the production capacities of various fertilizers, which requirement always grows in our country and around the world, is a priority direction of its development.
Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the programme of events dedicated to coming holidays and remarkable dates of national calendar in May and to the opening of number of facilities timed to these dates.
Cultural meetings, conferences, exhibitions and contests, musical festivals and theatre performances, educational actions and sport competitions will be organized on occasion of the Victory Day, Constitution Day and the Day of the State Flag of Turkmenistan, Day of Ashgabat and Last Bell holiday as well as International Children Day.
XIV Forum of cultural and scientific personnel of the CIS countries will be held in the second decade of May in Ashgabat.
Having listened to the report and highlighted the importance of celebration events in life of the country in May, the Head of the State gave specific assignments to the Vice-premier on their organization on high level.
Deputy Chairman of the Cabinet of Ministers P. Agamyraodv reported on the work for preparation of the events on occasion of coming remarkable events including the honouring of the veterans on occasion of the Victory Day.
Social and cultural patriotic actions, thematic conferences and musical performances will be held in the capital in honour of this day. Meetings of the youth with the war veterans, widows of the lost soldiers and work veterans will be organized.
Signing the Order on Award of the Presents in honour of the 74th anniversary of the Victory in 1941 – 1945 Great Patriotic War, President Gurbanguly Berdimuhamedov noted everlasting importance of this holiday and gave instructions on organization of the event of the Victory Day on high level.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the preparation to international events and visits of high-level delegations to our country in May.
In regards with the chairing of Turkmenistan in the Commonwealth of Independent States, it is planned to hold regular session of the Council of the Heads of the Governments of the CIS.
At the same time, XIV Forum of cultural and scientific personnel of the Commonwealth will be held in in Turkmen capital. Regular session of Intergovernmental Coordination Council for seed breeding of the CIS is planned on May 15.
Bilateral consultations between foreign departments, which are held on systematic base, are important instruments of the implementation of foreign course of the country. Visits of the delegations of number of countries to Turkmenistan are planned in the end of April and next month. It is also planned to hold Turkmen – Georgian and Turkmen – German political consultations in the third decade of May.
Integrated development of beneficial trade and economic partnership with different states of the world is an important component of foreign policy of Turkmenistan.
In this regard, preparation to regular session of Intergovernmental Turkmen – Russian and Turkmen – Belarusian Commissions for economic cooperation as well as Turkmen – Belarusian business forum is continued. In addition, regular session of Turkmen – Japanese Committee for economic cooperation will be held next month.
At the same time, it is planned to organize the visit of the delegation of foreign countries and international organizations as well as number of relative events in the context of discussion of specific subjects of cooperation.
Summing up the report, the President of the country highlighted that neutral Turkmenistan would continue implementing constructive foreign strategy, developing fruitful relations both in interstate format as well as on regional and global levels.
Speaker of the Mejlis G. Mammedova informed about on law making activity of National Parliament.
The Head of the State focused the attention of the deputy corps on priority directions of work of the Parliament aimed at enhancement of political culture in the country and strengthening of civic institutes and democratic values.
Continuing joint session of the Cabinet of Ministers and the State Security Council, heads of military and law enforcement agencies of the country reported on the situation is the structures under their command.
First, Secretary of the State Security Council, Ministers of National Security Ya. Berdiyev reported on practical measures for abidance to the law and order in the country, work for solution of the subjects of social protection of military personnel.
Having listened to the report, the President highlighted that it is necessary to hold the creation of proper social, living and service conditions under permanent control in all military and law enforcement agencies.
Minister of Interior I. Mulikov reported on the work for prevention of road and transport accidents and compliance to fire safety rules.
Summing up the report, the President outlined the activation of the propaganda on assertion of the principles of healthy life style among the population as well as organizations of the events aimed at the reduction of the accidents on the roads and provision of fire prevention mode.
Ministers of Defence B. Gundogdieyv reported in the fulfilment of the orders on strengthening of defensive capability of the country, creation of proper conditions for service of the Motherland defenders and their life.
The Head of the State noted that improvement of qualification of officers, organization of the events for military and patriotic education are priority directions of activity of the Ministry.
Chairman of the Supreme Court G. Halliyev reported on the work for improvement of judicial system.
Having listened to the report, Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov pointed out the necessity of further improvement of judicial system and strict control of the decisions made by the courts.
Prosecutor General B. Atdayev reported on the measures for the monitoring of the fulfilment of legal acts.
Having focused on the necessity of responsible approach to prosecution inspections in different branches of national economy, the Head of the State highlighted the importance of improvement of personnel of the organization.
Head of the State Border Guard Service Sh. Durdiyev reported on the activity of his structure for protection of land and sea borders of the country.
Summing up the report, the Supreme Commander of the Armed Forces ordered to enhance theoretical and combat training of personnel of Border Guard forces and to improve the conditions of service, proper life and rest of the warriors.
Chairman of the State Custom Service A. Osmanov reported on the course of technical rearmament of structural divisions.
The Head of the State noted the importance of permanent improvement of the level of preparation of personnel of the Customs Service.
Ministers of Justice B. Muhammedov reported on the results of the analysis of existing legislation and preparation of the proposals on improvement of legal and regulatory acts.
Having listened to the report, the President highlighted that synthesis of positive world practice and fundamental principles of existing national legislation are important components of legal reform.
Chairman of the State Migration Service M. Gurdov reported on practical measures for regulation of the entry of foreign guests to the country.
Activity of all links of the Service has to be aimed at the provision of strict registration of foreign citizens coming on business and familiarization tours to Turkmenistan, the President said and ordered to provide relative conditions of passport control procedures for the guests from different countries.
The Head of the State gave relative orders to the heads of security forces on provision of high organizational level of the events timed to National Turkmen Horse Celebration.
After, the Head of the State has listened to the reports of the heads of agricultural complex and administrations of the regions.
Summing up the reports of the heads of administrations of the regions, Turkmen leader gave specific assignments on organized spring field works and ordered to provide proper organization of coming celebration events.
After, Hyakim of Ashgabat Sh. Durdiliyev reported on the situation in the city and preparation to coming National Turkmen Horse Holiday.
Having focused on construction works in the capital, the President noted that all works have to be accomplished on time and meet high quality level as well ordered to provide the organization of public events timed to National Turkmen Horse Holiday.
Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev made report on seasonal agricultural works in the regions. It was mentioned that all necessary measures are taken in in the velayats these days for rapid sowing of cotton.
At the same time, vegetation irrigation of winter crops, mineral fertilization and preventive pest control measures are carried out.
Reporting on the preparation to the events on occasion of National Turkmen Horse Holiday, the Vice-premier highlighted that large-scale work for development of horse breeding and equestrian sport, development of international cooperation in this sphere is carried out in the country on the Government level.
Summing up the report, the President highlighted that ahalteke horses are unique cultural heritage and priceless contribution of Turkmen nation to treasury of human values. This phenomenal breed has huge role in the formation of the world horse breeding art.
Turkmen leader ordered to hold the ceremonies of honouring of horse breeders, coaches and other specialists, whose work is marked with high titles and awards, on proper level.
Continuing joint session of the Government and the State Security Council, the Head of the State again highlighted the importance of high-level organization of planned celebration events.
In this regard, it was mentioned about the necessity of creation of all conditions for foreign guests, who come to the country for the participation in the events on occasion of Turkmen National Horse Holiday, with the hospitality inherent to Turkmen nation. Necessity of wide highlight of the events by mass media, provision of public order and organization of celebration sale in all cities and towns of the country was noted. In this regard, number of specific assignments were given to relative officials.
Addressing the participants, President Gurbanguly Berdimuhamedov also informed about the completion of the work on another book dedicated to Turkmen horses. New book has been already translated into foreign languages and it would be reasonably to present it to our foreign guests, Turkmen leader said.
Finishing joint session of the Cabinet of Ministers and the State Security Council, the President of Turkmenistan wished strong health, family prosperity and great success in work to all participants.
