The agenda included subjects of improvement of the activity of security forces, strengthening of their equipment and facility base, enhancement of social and living conditions of military personnel.
Early in the morning, the helicopter of the Head of the State landed in one of the part of Karakum Desert. Having taking the wheel of off-road vehicle, Turkmen leader went to the place of the offsite session of the State Security Council. Along his wat, the President enjoyed the beauty of Karakum desert, which is one of natural phenomenon of Turkmenistan.
These spring days, Karakum Desert charms with its endless blossoming spaces. It was heavy raining, therefore, everything is covered with thick plantation, which adopted to life in severe conditions of arid zone in the course of evolution.
Once upon a time, it was crossed by caravan routes, which are described in details in “Turkmenistan – the Heart of the great Silk Road” by President Gurbanguly Berdimuhamedov. These ancient transport roads crossed the oceans of sands, which spread between oases of prosperous cities and today, unique natural ecosystems are carefully preserved in this place. All of these is visual evidence of the fact that the initiatives of Turkmen leader for provision of ecological wealth in all parts of the country give their positive results.
Sand open spaces put on sprig dress and scent with various meadow grass. It is necessary to mention that practical measures are taken for protection of such unique natural areal and natural attraction as Karakum desert. The work for nomination of the Karakums to the ENESCO World Heritage List is carried out.
President, Supreme Commander of the Armed Forces of Turkmenistan, Army General Gurbanguly Berdimuhamedov came to the place of the offsite session of the State Security Council.
Opening the session, the President gave floor to Secretary of the State Security Council, Minister of National Security Ya. Berdiyev who reported on the work conducted by the structure under his supervision in January – April, integrated measures taken for support of stable social and political climate in Turkmenistan.
Summing up the report, the President noted that defensive Military doctrine, which is successfully implemented in the country, is reliable guarantee of peaceful life in the country. The Head of the State called the provision of the Armed Forces with special equipment and service and living conditions on military personnel among the priorities of coming work. Turkmen leader has also requested to pay special attention to the training of professional officers.
Minister of Interior I. Mulikov reported on the results of work, measures for prevention of crimes, optimization of traffic in the capital and velayats and provision of fire safety for the period under review.
Support of law and order is the utmost objectives of personnel of the Ministry of Interior, the Supreme Commander of the Armed Forces of the country. Having focused on the necessity of integrated measures for prevention of crime and road and transport accidents, the President gave number of specific instructions to the Minister.
The Head of the State highlighted that each employee of the Ministry of Interior has to the an example of honesty, patriotism and professionalism. It is necessary to use more efficient approaches in combating against crime and to improve the work in this direction including by use of modern technologies, the President noted.
After, Defence Minister B. Gundogdiyev reported on the results of work of the Ministry for four months of the year and on the fulfilment of the assignments for strengthening of defence capability of the country and improvement of professional level of military personnel.
The Head of the State highlighted that improvement of the activity of the Ministry is the main direction of the reforms implemented in military sphere. At the same time, special attention is paid to the modernization of equipment and facility base of all forces, Turkmen leader continued, having ordered to take measures for strengthening of personnel potential of National Army.
Chairman of the Supreme Court G. Halliyev reported on the activity for proper organization of judicial procedures as well as on the training of high qualified specialists of the organization for the period under review.
Summing up the report, the President noted that the work in this direction is to develop existing efficient judicial system, which main objective is to protect the rights and legal interests of Turkmenistan citizens. In this regard, the Head of the Supreme Court was addressed with number of specific assignments.
During the session, the President signed the Order on Appointments and Release of the Judges of the Courts of Turkmenistan and Award of Qualification.
Prosecutor General B. Atdayev reported on the work of the structure under his supervision from the beginning of the year. The main vector of the work was the monitoring of strict compliance with the legislation.
Having listened to the report, the Supreme Commander of the Armed Forces of the country highlighted that it is necessary to take proper measures for provision of the supremacy of law, protection of rights and freedoms of the citizens, interest of the society and the state, having addressed the Prosecutor General with the assignments for fulfilment of set objectives.
The Head of the State Border Guard Service Sh. Durdiliyev reported on the activity of his structure for four months of 2019.
Having listened to the report, the Head of Turkmenistan highlighted that personnel of border guard forces has the objectives for provision of reliable protection of the State border, support of the climate of trust and understanding with neighbouring countries. Having focused on the main directions of coming work, President Gurbanguly Berdimuhamedov noted the importance of improvement of qualification and creation of the conditions for service and life of military personnel.
Chairman of the State Customs Service A. Osmanov reported on the fulfilment of the assignments for improvement of the activity of the department for the period under review. The information about technical rearmament, which allows making thorough inspection of the cargo crossing the cargo, has been presented.
Today, Turkmenistan plays the role of the main hub of transport and transit corridors of Eurasian continent, the Supreme Commander of the Armed Forces of the country highlighted, having noted great responsibility of customs personnel in this regard.
Special attention has to be paid to the compliance with the regulations for crossing of customs border of Turkmenistan by commodities and transport means, the Head of the State highlighted, having ordered to hold relative procedures according to international standards under permanent control.
Further, Minister of Justice B. Muhammedov reported on the work for the period from the beginning of the year, measures for the development of existing legal base as well as on the fulfilment of the assignments on improvement of national legislation.
The President noted that legal support on the reforms in the country is one of priority objectives of the Ministry. Enhancement of legal awareness of the population, explanations of the laws that enter into force including by modern methods, study of advanced world practice in this sphere are among current directions of its activity.
Chairman of the State Migration Service M. Gurdov reported on the work carried out in the period under review.
Summing up the report, the Supreme Commander of the Armed Forces of country noted that while carrying out efficient activity for the implementation of migration policy, personnel of the department have to support the enhancement of the authority of the country and addressed the Chairman of the Service with number of specific assignments.
Finishing the session, Turkmen leader wished great success in their responsible and important work to the participants. After, the President and the members of the State Security Council went to the quadbikes, which they used to drive to the helipad.
Having said goodbye to the participants, President Gurbanguly Berdimuhamedov went onboard the helicopter and left the place of event.
