Having announced the agenda, the President gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the measures for increment of rates of national economy, improvement of activity of facilities of the sphere under his supervision, implementation of the Concept of transit to digital economy.
The Vice-premier reported on the results of fulfilment of the assignments given by the Head of the State related to the expansion of cooperation with leading financial structures of foreign countries. Information about fulfilment of the activities outlined in the Programme of social and economic development of the country in 2019 – 2025 has also been presented.
Summing up the report, the Head of the State noted that rapid growth of production is provided by the modernization of all branches, strengthening of their equipment and facility base with application of the best world practice, advanced scientific thought and innovative technologies. In this context, it is necessary to hold under strict control realization of adopted state and profile programmes, the President highlighted.
Speaking of the importance of steadfast activities outlined by the Concept of transit to digital economy, the President highlighted that its implementation is to improve management potential and efficiency of the system of government authorities on all levels, to strengthen the link between different structures and community.
The session was continued by the report of Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on work in oil and gas sphere, including the work for increment of the volumes of production and processing of oil and gas, as well as on increment of the export of readymade production made by the facilities of fuel and energy complex. The information about the projects of development of Galkynysh gas deposit, drilling of new exploration and production wells has been presented.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that efficient and rational use of rich hydrocarbon reserves of the country is one of the main aspects of economic strategy of Turkmenistan. In this regard, improvement of material base, industrial development of new perspective deposits are the main objectives.
The Head of the state requested the Vice-premier to hold under control the issues of development of Galkynysh Field, which is to be the main source of supply of gas for Turkmenistan – Afghanistan – Pakistan – India pipeline at the first stage, as well as to think over the plans of its future development.
President Gurbanguly Berdimuhamedov has also ordered to activate work for attraction of foreign investments to the industry and for establishment of beneficial cooperation with leading companies having advanced technologies in oil and gas sphere.
After, Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the situation in the structure under his supervision and presented the Draft Order on institution of the Day of Construction, Energy and Municipal Service Personnel to the President of Turkmenistan for review.
The Vice-premier has also reported about preparation to International Exhibition and Scientific Conference “The Main Directions of Development of Energy Industry of Turkmenistan” on September 12 – 14 this year. It was informed that participation of representatives of 120 local and foreign companies, international organizations and businessmen for different countries is expected in coming events. Relative programme has been prepared for conducting of the exhibition and conference on proper level.
Having listened to the report, the President highlighted that Turkmenistan occupies deserved place among the states with the highest indicators of growth in all direction including in construction, energy and municipal service spheres. Specialists of these sections make significant input to realization of adopted programmes taking active part in implementation of important projects of national and international significance, the Head of the State said.
Having signed the Order on Institution of the Day of Construction, Energy and Municipal Service Personnel, Turkmen leader addressed the Vice-premier with instructions to organize the events on occasion of this new professional holiday.
Highlighting the issues of preparation of International Exhibition and Scientific Conference “The Main Directions of Development of Energy Industry of Turkmenistan”, the President noted that great attention in the country is paid to implementation of advanced technologies, integrated modernization of profile infrastructure. At the same time, huge importance is paid to the study of the world best practice, improvement of beneficial cooperation with foreign partners, the Head of the State continued.
Wide opportunities are opened for intensification of efficient partnership in this sphere, which have to be used for entry to new perspective directions of cooperation, the President of Turkmenistan highlighted, having approved presented programme of the forum, and ordered the Vice-premier to provide high organizational level of the event.
Deputy Chairman of the Cabinet of Ministers M. Chakiyev reported on the work for further development of chemical industry. It was mentioned that facilities of the State Concern Türkmenhimiýa produce nitrite, phosphorus and potassium fertilizers, which are on high demand in foreign market.
Measures for arrangement of production of integrated mineral fertilizers (NPK), which composition has many different ingredients, are taken. International tender for construction of relative industrial facility has been announced for this purpose and the winner was defined. Production capacity of new facility, which is to be built under investment project at the base of Turkmenabat Chemical Plant and provided with high technology equipment, will be 170,000 tons of production per year.
Summing up the report, the head of the State highlighted the importance to continue targeted work for modernization and expansion of profile infrastructure of chemical industry, production of new chemicals, which is required in national agricultural complex and on high demand in foreign markets.
Thus, production of integrated mineral fertilizers containing nitrogen, phosphorus, potassium and other elements, seems to be economically beneficial, which provides wide capabilities for efficient use of local raw materials. Taking into account that this fertilizer is actively used in agriculture, goo perspectives are opened for increment of export potential of national chemical industry, the Head of the State noted, having approved the project and ordered the Vice-premeir to hold under control it practical implementation.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of the business forum held on August 26 under the visit of President Gurbanguly Berdimuhamedov to the Republic of Singapore.
In general, the Forum has become an efficient ground for presentation of number of the main branches of Turkmen economy, policy of the country in trade and finances sphere, study of opportunities of cooperation and investment collaboration.
The sides have exchanged the opinions and practice in development of oil and gas, chemical, textile industries, urban construction, municipal service, transport and logistic, communication spheres and banking business. Issues of establishment of direct contacts between business structures and private facilities of two countries have been discussed, Singapore side was invited to participate in investment projects in the country.
41 meetings between representative of Turkmenistan and Singapore were held under the forum and joint documents on cooperation have been signed. It was proposed to have the next forum in Turkmenistan for further cooperation according to the agreements.
After, the Vice-premier reported on the preparation of the Exhibition of Economic Achievements of Turkmenistan dedicated to the 28th anniversary of independence. Grandiose review, which is planned on September 23 – 24 in the building of Trade and Industrial Chamber, will gather more than 70 ministries, departments, hyakimliks, facilities and organizations as well as members of the Union of Industrialists and Entrepreneurs.
The exhibition will demonstrate the success in industry, agriculture, construction, energy, transport and communication, trade and services, financial and banking spheres achieved for the years of sovereignty.
Results of social and economic reforms will be reflected in the expositions speaking of science and education, health protection, sports and tourism, culture, changes in the regions of the country and in Ashgabat. National producers will demonstrate import substitutive and export oriented production, which is competitive in foreign markets.
Having listened to the report, the President noted that business forum in Singapore and its outcomes would help to activate bilateral trade, economic and investment cooperation.
Speaking of the Exhibition of Economic Achievements of Turkmenistan, the Head of the State highlighted the necessity of wide reflection of fundamental changes, which were carried out in all spheres for 28 years of sovereign development, and gave specific instructions for provision of high organizational level of this major event to the Vice-premier.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers P. Agamyradov who presented Draft Orders related to the amendments of the list of remarkable dates observed in Turkmenistan without provision of off-days and celebration of the Day of health Protection and Medical Industry Personnel of Turkmenistan to the Head of the State for review.
The President of the country signed relative Orders and ordered to take necessary measures for successful solution of set objectives.
After, the Vice-premier reported on the preparation to the final tour of the contest among talented children Garaşsyzlygyň merjen däneleri. 75 children art collectives took part at the qualification stage in the velayats and capital. Totally, 1,457 children participated in the contest. At present time, preparation to the final concert of the contest, which will be held in the Mukams Palace of the state Cultural Centre, is carried out.
Speaking of the contest of talented children, the President noted that this popular art contest is aimed at finding and encouragement of talented children, stimulation and creation of the best conditions for implementation of their abilities.
Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the preparation of celebration events and opening ceremonies of social and cultural facilities in September.
The programme of events on occasion of the 28th anniversary of independence, Day of Knowledge and Students will include, concerts with participation of art masters of Turkmenistan, theatre performances, thematic and profile exhibitions, contests, scientific and profile conferences, sport competitions and educational tours aimed at wide popularization of Turkmen culture, achievements of the countries on the way of progressive development.
Opening of kindergarten for 160 children in Mir 7 residential estate, secondary schools in different regions of the country are timed to the beginning of new educational year. Living houses will be also put into operation in Mary and Bayramaly, Mary Velayat in Spetember.
Events of Korean Week, VIII Turkmen – German Health Forum are among international activities. Celebration programme of the Independence Day of Turkmenistan includes big concert of art masters on the Mukams Palace of the capital and theatre performance at multiprofile Ashgabat Stadium. Flower laying ceremony to the Monument of Independence, parade, music and song festival at the square in front of Alem Cultural and Entertainment Centre will be held on the celebration day.
The Vice-premier reported on the preparation of award ceremony of the winners of the contest of the President of Turkmenistan Türkmeniň Altyn asyry and conferring of honoured titles to art personnel of the country on occasion of the 28th anniversary of the country, which are planned to be held in the Mukams Palace of the country on September 7. The events will be accompanied by celebration concert.
Having listened to the report, the President addressed the Vice-premier with specific assignments on provision of high level of all celebration events.
The Head of the State addressed all Vice-premiers who supervise the velayats with specific assignments for provision of high level of events on occasion of opening of cultural and social facilities in the regions.
In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the reforms in agricultural complex and seasonal agricultural works.
The vice-premier has asked the President of Turkmenistan to set the dates for start of the sowing of winter crops and cotton harvesting.
Having listened to the report and addressed the Vice-premier E. OOrazgeldiyev, Turkmen leader highlighted that hot season starts in agricultural complex, the time for sowing of wheat and harvesting of cotton has come.
Our country has all necessary conditions for productive work of agrarians, receiving of big harvests by farmers. They are provided with quality seeds, different fertilizers, chemicals for pest control, modern agricultural equipment and water in necessary volume, the Head of the State said.
It was highlighted that the wheat producers have an important objectives to carry out sowing campaign, which put the foundation of future harvest, in short period in the compliance with all agricultural standards.
The Head of the State said that the country does everything for increment of production volumes of cotton, having noted the cotton growers produced good yield on cotton this year.
The President ordered to start cotton harvest campaign on September 11 in Ahal, Balkan, Lebap and Mary Velayats and on September 18 in Dashoguz Velayat.
Deputy Chairman of the Cabinet of Ministers, Foreing Minister R. Meredov reported on the activity of the Ministry and on the opening of the General Consulate of Turkmenistan in Dubai (United Arab Emirates).
In this regard, it was noted that strengthening and expansion of beneficial cooperation with all interested foreign states including the Middle East countries is one of priorities on foreign policy course of neutral Turkmenistan. This is visually indicated by traditional friendly dialog with United Arab Emirates, which has dynamic character.
Agreements reached by the outcomes of the talks held during official visit of the President of Turkmenistan to UAE in March 2018 have given new impulse to development of bilateral contacts in political and diplomatic, trade and economic, cultural and humanitarian spheres. At present, the Foreign Ministry takes proper measures for their practical implementation.
Taking into account the fact that Dubai is one of the world financial, business and transport centres as well as for provision of consulate services according to international standards, preparation work for opening of the General Consulate of Turkmenistan in this city has been carried out.
Summing up the report, the President highlighted invariable commitment of our country to foreign strategy, which is based on the principles of positive neutrality, peace-loving and constructive cooperation.
Speaking of the relations with United Arab Emirates, the President stated with delight high level of the state dialog, having noted that our country aims to continue developing fruitful partnership with UAE.
Commitment of the countries to long-term beneficial cooperation is indicated by regular contacts on high and governmental levels, between foreign departments, cooperation under competent regional and international organizations as well as significant regulatory and legal framework.
The Embassy of Turkmenistan works in Abu Dhabi while the Embassy of UAE works and Ashgabat and in this context, the opening of the general Consulate of our country in Dubai will serve to improvement of Turkmen – Emirati cooperation. Speaking of this, the Head of the State signed relative documents.
Chairperson of the Mejlis G. Mammedova informed about current activity of National Parliament for modernization of legal base of the country and about preparation to the session of the People’s Council.
At present time, the Mejlis continue working on new legal documents. Preparation to the next session of the People’s Council is carried out together with public organizations, relative ministries and local administrations. Documents base is also under elaboration.
Having highlighted the importance of high level organization of national forum, the head of the State pointed out the necessity of thorough elaboration on all issues of the agenda of the People’s Council.
