The agenda included the subjects of practical implementation of resolution adopted at the recent session of the People’s Council, programmes of social and economic development of the country, seasonal agricultural works and other subjects.
Chairperson of the Mejlis G. Mammedova informed about the activity of National Parliament, particularly on the work for fulfilment of decisions of the People’s Council, which was held with success on the threshold of the Independence Day of the country.
As is known, the Head of the State signed the Decree, according to which Constitutional Commission for development and classification of proposals on amendments and addendums of the Constitution (the Main Law) of Turkmenistan as well as approved its composition at the session of the People’s Council, for development of amendments and addendums of the Main Law – the Constitution of Turkmenistan.
Having listened to the information, President Gurbanguly Berdimuhamedov noted that it is necessary to hold the first session of Constitutional Commission as per established order as soon as possible. The Head of the State highlighted that it would be reasonable to approve the plan of work of this Commission and its coming activities, list of subjects to be reviewed at the session. It is also necessary to prepare thoroughly to discussion of these subjects under this structure.
Today, traditions of our ancestors are developed on modern level, ancient national heritage receives new content, the President continued. Therefore, proposals received from the citizens have to be studied and analysed comprehensively and have to be taken into account during development of new laws, the Head of the state said.
The Head of the State noted that constitutional reforms have been made following the Constitution of Turkmenistan and fundamental changes in social, economic and political spheres of the country.
It gave an opportunity to secure fundamental reforms in all spheres of life of the state and society legally as well as to bring the Main Law to the correspondence with time requirements. The President highlighted that continuation of this work was dictated by the necessity of reflection of new realities in the Constitution of Turkmenistan.
It was noted that further development of legislation system in the country was provided by the requirements for improvement of the efficiency of legislation activity. In this regard, improvement of legal status of the People’s Council is an important objective, having highlighted the importance of solution of these subjects.
We have to use best world practice, international standards and follow fundamental standards of international law in reformation of legal system of Turkmenistan and improvement of its Main Law, the President stated.
Our long-term significant targets and foreign course of the country would remain unchanged, the Head of the state noted. It provides strengthening of legislation base of the country and civil society. Great attention is paid to the role of deputies of National Parliament in this work.
Further, Deputy Chairman of the Cabinet of Ministers Ch. Purchekov was called to the video conference session. The Vice-premier reported on the preparation of the country to winter season and in this regard, on the work for the maintenance of heating systems including in schools, kindergartens and residential buildings.
In addition, it was reported about the course of construction works at the facilities, which opening would be timed to International Neutrality Day this December.
Summing up the report and having focused on the necessity of strict control of all construction works, the President ordered to provide high quality of new facilities and their timely commissioning. This is related specially to social facilities like schools, residential buildings, shopping centres, kindergartens.
Having highlighted that development of Ashgabat requires an integrated approach, the Head of the State addressed relative assignments on this account. The Vice-premier has also received number of specific instructions on preparation of energy network and heating systems to winter season.
Having noted that International Neutrality Day is a holiday that has significant importance in life of Turkmenistan and world community, President Gurbanguly Berdimuhamedov gave orders to decorate the capital.
Video conference working session was continued by the report of Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev about course of seasonal agricultural works.
Having listened to the report and focused on exclusive important of objectives set to agricultural complex of Turkmenistan, the President demanded to solve all issues related to provision of cotton harvest with necessary resources in timely manner.
Having drawn the attention of the Vice-premier on intensification of reforms in agricultural sector, the Head of the State requested to comply with all standards and scientific recommendation for winter crop sowing.
President Gurbanguly Berdimuhamedov continued that it is necessary to use equipment and facility resources more rationally and efficiently in order to collect cotton from the fields completely. It will be an excellent gift of farmers to the Harvest Holiday, which is widely observed in our country in November.
Speaking of importance of scientifically based schedules of crop rotation, implementation of modern land farming techniques including to the cotton cultivation, the President noted that it is planned to increase the areas allocated for this valuable strategic agricultural crops next year.
In this regard, the Vice-premier received an order to develop a plan of agricultural activities on new lands, which would be sown with the cotton coming spring.
