President Gurbanguly Berdimuhamedov held working session with heads of agricultural complex where situation in the industry has been analysed, efficiency of use of land and water resources and acceleration of rates of the reforms have been discussed.
Announcing the agenda, the President noted that agricultural complex is one of the main sections of national economy, which effective development depends mainly on success of the country. after, the floor was given to the participants of the session who reported about the work.
Minister of Agriculture and Natural Protection M. Bayramdurdyev reported to the President about measures for development of agriculture, strengthening of equipment and facility base, implementation of scientific achievements and advanced work practice to production.
It was mentioned that the Ministry and administrations of the velayats carry our relative work for improvement of productivity of agricultural crops and provision of food abundance.
Agrarian specialists of the Service of Seed Production and Trials under the Ministry carry our targeted work for introduction of new species resistant to illness, scientifically based crop rotation, increment of agricultural production.
Big finances are invested to the industry, which are used for integrated modernization of infrastructure, procurement of highly productive agricultural equipment from the leading world producers. At the same time, measures for implementation of digital electronic system to operation of mechanical works are taken.
At present time, collection of cotton remained in the field is continued and care of the winter crops for the next year harvest is carried out.
After, Turkmen leader gave floor to Acting Chairman of the State Water Management Committee J. Sedekov who reported on the measures for development of the sphere.
In particular, measures for construction of additional and expansion of existing water reserves, improvement of soil condition are taken under the Programme of social and economic development of the country in 2019 – 2025 and other governmental programmes. Project and construction works for making of new and expansion of existing water reserves are carried out.
At the same time, it was reported that works for increment of throughput capacity of the main collection channel and Dashoguz channel, construction of bridges and hydro technical facilities, reinforcement of moving sands along the channels are carried out under the second phase of construction of Altyn Asyr Turkmen Lake.
Measures for procurement of excavators and bulldozers from Komatsu are taken according to the General Agreement between the State Water Management Committee of Turkmenistan and Japanese Itochu Corporation.
After, the President gave floor to General Director of Türkmen atlary State Association who reported on the measures for increment of livestock of ahalteke horses, improvement of selection work and protection of genetic pool of sky horses.

The session was continued by the report of Director of Agricultural Scientific and Production centre of Turkmen Agricultural Institute D. Berdimyradov. Information about activity for creation of new highly productive species of wheat and cotton, which are resistant to diseases and fit soil and climate conditions of the velayats of the country, and their introduction to production by scientists has been presented
It was mentioned that at present time, works in such direction as selection of agricultural crops, seed production, agricultural equipment and protection of plants are carried out in 5 scientific departments and 9 scientific and production experimental divisions of the Centre. At the same time, scientists work on selection of wheat seeds at the test fields of Ahal Scientific and Production Experimental Department. New highly productive varieties of this crop have been created and put into production.
It was also informed in the report that following objectives for increment of fields, which were allocated for cotton, and cultivation of its fine and average fibre varieties, which are adapted to soil and climate conditions of our country, and introduction into production, the scientists carry out relative selection works at trial fields.
Director of Turkmen Agricultural University D. Muradov and Director of Turkmen Agricultural Institute A. Gapurov reported on the measures for training of qualified specialists as well as for involvement of students and teachers to active scientific activity. Information about development of cooperation with profile scientific and educational centres of foreign countries has been presented.
After, the Floor was given to Deputy Chairman of the Cabinet of Minister E. Orazgeldiyev who reported about the situation in agricultural complex, course of realization of the changes in the industry.
It was mentioned that relative analytical work is carried out with scientists and specialists for fulfilment of the assignments of the Head of the State for development of national agricultural complex given at the extended session of the Cabinet of Ministers dedicated to the results of 10 months of the year.
Integrated measures for implementation of decisions made at the session of the People’s Council of Turkmenistan for further improvement of reforms in agricultural sphere are taken.
In addition, it was mentioned that special attention is paid to environment protection issues, provision of ecological wealth, rational use of natural resources, increment of biodiversity of flora and fauna. Relative work is carried out for these purposes.
Measures for introduction of the system of digital electronic management to agricultural complex are taken. In this regard, big attention is paid to profile education and science, expansion of informational and consulting services.
Summing up the reports and addressing the participants of the session, the President of Turkmenistan highlighted that the government pays great attention to development of agriculture and fundamental reforms in the industry. Big investments are allocated for these purposes, large-scale measures are taken for further improvement of equipment and facility base of agricultural complex and strengthening of food security of the country.

Payments for delivered production are made on time. Government procurement process on wheat and cotton has been increased from the beginning of the year for economic stimulation of producers.
In this context, the Head of the State highlighted that farmers have delivered more than 1,650,000 tons of wheat as well as more than 1,060,000 tons of cotton. They have also received good yield of other agricultural crops.
Therefore, implementing the reforms, we take necessary measures for strengthening of food abundance in the country as well as for provision of textile facilities with cotton in full volume, the President said.
In this regard, taking into account the provision of the population with flour, bread and bakery, it was decided to reduce the fields for wheat from 760,000 to 690,000 hectaresand to produce 1,400,000 tons of wheat.
Following the construction and putting of new textile facilities into operation as well as growth of demand of local producers in cotton products, 70,000 hectares of lands released from wheat would be allocated for cotton, having increased cotton fields to 620,000 hectares and to produce 1,250,000 tons of cotton next year.
It would give an opportunity to provide textile and industrial facilities for production of oil with cotton production and technical seeds. Conditions for sale of excess production in external market would be made, the President said.
Having highlighted the subject of livestock farming, Turkmen leader said that work for improvement of production, attraction of private investments, increment of livestock, selection, increment of production volumes is carried out.
Programme activity for provision of population with eggs, dairy and meat production, wide attraction of producers from non-governmental section of the economy, making of favourable conditions and granting of beneficial bank loans is carried out.
At the same time, the President noted that at present time, big livestock farming complexes are built and put into operation in the country. land fields are allocated for improvement of forage provision.
Large-scale activity is carried out for support of ecological wealth, successful implementation of objectives provided by National Strategy of Turkmenistan for climate change and Natioanl Forest Programme, the Head of the State highlighted.
Turkmenistan makes new initiatives and proposals of regional and global significance in such directions as carful use of water and energy resources, provision of food security, integrated approach to solution of ecological problem of Aral region, protection of ecological wealth of Caspian Sea at the sessions of the United Nations and other international forums.
However, despite the achievement of these successes, there are many unsolved issues, uninvolved capabilities in agricultural complex, the President stated. Therefore, it is necessary to carry out constructive work for land and water use.
In general, it is necessary to accelerate the rates of reforms in agricultural complex. It is necessary to work on transfer to digital system properly, the Head of Turkmenistan highlighted. It is necessary to introduce scientific achievements to improvement of crop productivity, to carry out agricultural activities for care of crops.
It is necessary to accelerate the development of the Land Cadastre for accurate record keeping of lands. It is necessary to treat carefully agricultural equipment and to use it efficiently. It is necessary to achieve timely provision of the industry with mineral fertilizers, to carry out effective work for pest control and combating of plant diseases, the Head of the state noted.

Special land fund has been founded according to these decisions. In addition, special Resolution on granting to beneficial bank credits to agricultural producers for cultivation of agricultural crops, procurement of agricultural equipment, vehicles and hardware has been adopted. Heads of the Central Bank and Daýhanbank have to implement strict control of this process.
Regarding entrepreneurs, they have to accelerate the construction of hothouse farms and other production facilities on allocated lands, Turkmen leader noted.
Provision of water management sphere with water resources in sufficient volume is also important objective. The President sated that the government provides big investments for construction of new and increment of capacity of existing water reserves for creation of additional resources of water and improvement of water supply of agricultural fields.
Activity for improvement of throughput capacity of rivers, irrigation and drainage channels is aimed for the same purpose. In this regard, big money are allocated for procurement of modern equipment and dredgers, which are used in agricultural complex.
Therefore, it is necessary to accelerate the activity for handing over of livestock to private ownership, to take effective measures for provision of livestock farming sphere with forage and use of pastures, the President noted.
It is necessary to carry out activity for increment of livestock productivity, improvement of selection, development of the sphere on scientific base properly, having increased the role of scientists in this process. It is also necessary to accelerate the fulfilment off national rural programme.
The Head of the State highlighted that the leader participating in the session are directly responsible for full and timely implementation of the government programme aimed at intensive development of agriculture and for correction of failures in the sphere.
The Head of the State has focused the attention of the participants on number of specific objectives for fulfilment of outlined works and timely solution of arising issues.
The President ordered to accelerate the rates of reforms in agricultural complex and to improve food security of the country to the Ministry of Agriculture and Natural Protection.
The Head of the State has also ordered to accelerate and to hold under control works for provision of agricultural fields for long-lease to private producers according to the decision of the first session of the People’s Council.
The President has set objectives to the Ministry, the State Water Management Committee and velayat administrations to take measures for timey conduct of agricultural works for cultivation of agricultural crops, provision of services to producers, precise record keeping of land and efficient water use.
The President has also requested to carry out necessary work for creation of the State Land Cadastre, which includes the information about the group of lands depending on their type, amount and qualitative characteristics, economic cost, location as well as single state geological information system developed by the owners of lands.
It is necessary to achieve that works carried out at the fields under wheat would be in accordance with agricultural standards. Together with velayat administrations, it is necessary to take proper measures for collection of cotton remained in the fields without loss. It is necessary to provide ploughing and levelling of the land, which would be used for cotton in new year, the Head of the State said.
Having repaired agricultural equipment before the start of sowing campaign, it is necessary to take measures for its proper maintenance as well as for preparation of high quality seeds. Paying attention to crop rotation, it is necessary to introduce effective methods for improvement of productivity.
The Academy of Sciences and profile scientific and research institutes have to make new varieties of highly productive agricultural crops adapted to soil and climate conditions of our country and resistant to illness, to carry out work for their implementation to production.
At the same time, it was ordered to carry out scientific studies for arrangement of selection work on proper level, to enhance measures for pest control and combating livestock diseases. President Gurbanguly Berdimuhamedov outlined increment of volumes of processing and export of cotton and other agricultural production, provision of effective use of agricultural equipment among objectives of the Ministry.
It is necessary to hold under strict control works for increment of livestock and poultry, improvement of selection works, increment of production volume, improvement of forage provision, efficient use of pastures, the head of the State highlighted.
It is necessary to pay special attention to environment protection. Proper work for reserves has to be organized for protection and improvement of flora and fauna, of the country and to continue tree-planting work according to National Forest Programme.
It is necessary to attract entrepreneurs to agricultural sphere and to implement strict control of use of land plots allocated to private producers together with the UIET, the President ordered.
The Head of the State has also ordered to pay strict attention to training of qualified personnel for agricultural industry and to take necessary measures for employment of graduated young specialists according to their profile as well as on creation of favourable living and working conditions for them.
Regarding the State Water Management Committee, the President highlighted that taking into account soil and climate conditions and objectives of water provision of the country, it is necessary to provide economic use and protection of water resources.
Regular cleaning works have to be carried out at irrigation and drainage channels for improvement of soil condition of agricultural fields and prevention of salinization.
Analysing condition of water reserves, it is necessary to carry out planned work for increment of their volumes, acceleration of construction of new similar facilities. Speaking of this, the President has also ordered to hold fulfilment of the General Programme of provision of population with pure drinking water under strict control.
Türkmen atlary State Association has been addressed with following assignments: to carry our maintenance works on regional equestrian complexes and provide strict control of their condition; to carry out necessity activity for increment of livestock of thoroughbred horses, improvement of their selection; to take proper measures for establishment of forage base of horse breeding sphere.
The Head of the State addressed the Vice-premier and regional administrations with assignments to accelerate the rates of works provided by national rural programme and to pay special attention to development and social provision of villages. It is necessary to carry out work for effective use of land and water, to provide strict control of preparation of fields and equipment to spring sowing campaign.
The President has also ordered the Ministry of Agriculture and Natural Protection and the Union of Industrialists and Entrepreneurs to take relative measures for increment of volumes of production of potato, fruits and vegetables, dairy and meat production, provision of markets with these products.
The Head of the State addressed the central Bank and Daýhanbank with assignments for timely settlement of payments with farmers for delivered production, increment of number ATMs, provision of money and bank machines in rural areas and proper control of it.
According to relative Resolution adopted in October last year, the above-mentioned structures was ordered to provide systematic granting of beneficial bank credits to agricultural producer for cultivation of agricultural crops and procurement of equipment and to hold this process under strict control.

Regarding the State Water Management Committee, the President highlighted that taking into account soil and climate conditions and objectives of water provision of the country, it is necessary to provide economic use and protection of water resources.
Regular cleaning works have to be carried out at irrigation and drainage channels for improvement of soil condition of agricultural fields and prevention of salinization.
Analysing condition of water reserves, it is necessary to carry out planned work for increment of their volumes, acceleration of construction of new similar facilities. Speaking of this, the President has also ordered to hold fulfilment of the General Programme of provision of population with pure drinking water under strict control.
Türkmen atlary State Association has been addressed with following assignments: to carry our maintenance works on regional equestrian complexes and provide strict control of their condition; to carry out necessity activity for increment of livestock of thoroughbred horses, improvement of their selection; to take proper measures for establishment of forage base of horse breeding sphere.
The Head of the State addressed the Vice-premier and regional administrations with assignments to accelerate the rates of works provided by national rural programme and to pay special attention to development and social provision of villages. It is necessary to carry out work for effective use of land and water, to provide strict control of preparation of fields and equipment to spring sowing campaign.
The President has also ordered the Ministry of Agriculture and Natural Protection and the Union of Industrialists and Entrepreneurs to take relative measures for increment of volumes of production of potato, fruits and vegetables, dairy and meat production, provision of markets with these products.
The Head of the State addressed the central Bank and Daýhanbank with assignments for timely settlement of payments with farmers for delivered production, increment of number ATMs, provision of money and bank machines in rural areas and proper control of it.
According to relative Resolution adopted in October last year, the above-mentioned structures was ordered to provide systematic granting of beneficial bank credits to agricultural producer for cultivation of agricultural crops and procurement of equipment and to hold this process under strict control.
Addressing Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev, the President ordered to take measures for wide involvement of entrepreneurs to agricultural production and strengthening of food security of the country. The Vice-premier has been also ordered to control targeted use of lands given to representatives of private sector.
In addition, the Head of the State pointed out the importance of putting of hothouse complexes into operation as soon as possible, full provision of markets with vegetables. It is also necessary to carry out relative work for increment of export volumes of local agricultural production, the President highlighted.
Summing up the session and addressing the participants, Turkmen leader expressed confidence that farmer and all personnel o agricultural complex will manage fulfilment of set objectives with honour.
Finishing the session, the Head of the State wished big success in work for development of national agricultural sphere to all participants.
