Coming over to the agenda of the session, Turkmen leader gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the development of Draft Regulation of the State Registration of persons - individual entrepreneurs engaged in entrepreneurship activity without the formation of legal entity.
According to the provisions of the Law on Entrepreneurship Activity, this document is approved by the Cabinet of Ministers. The Ministry of Finances and Economy together with other ministries and departments have developed the Draft Regulation for streamlining of work of small and medium business and improvement of tax and legal relations.
In the report, the Vice-premier has also informed about the activity of balance commission under the Ministry of Finances and Economy. It was informed that 80 session of the Central and regional balance commission, where results of financial, economic and management activity of 165 various structures – ministries, profile department, facilities and organizations, have been held this year.
According to the Resolution of the Head of the State on Amendments and Addendums of some regulatory legal acts of the President of Turkmenistan and on voiding of some of the acts from November 3, 2019, the amendments have been made in the Provision of Central balance commission. In regard to the change of the structure of number of ministries and profile department, the composition of this commission has been reviewed.
Having listened to the report, the President highlighted that the Government pays great attention to acceleration of the process of transit to marketing relations, in particular, to development of non-governmental section of the economy. Integrated work is carried out for making of favourable conditions for development of small and medium business in the country.
Having signed the Resolution on Approval of the Regulation of the State Registration of persons - individual entrepreneurs engaged in entrepreneurship activity without the formation of legal entity, the President addressed the Vice-premier with assignment to fulfil the objectives outlined in the document.
Coming to the subject of renewal of the composition of the Central Balance Commission under the Ministry of Finances and Economy, the Head of the State noted the importance of improvement of work of this structure, having ordered the Vice-premier to take relative measures.
The session was continued with the report of Deputy Chairman of the Cabinet of Ministers M. Meredov who reported on the situation in different sections of fuel and energy complex and measures taken for strengthening of production potential and resources base of the industry.
Information about number of big investment projects, which are to provide further diversification of oil and gas complex, has been presented. It was also informed about survey and exploration works carried out by Türkmengeologiýa State Corporation for finding of new deposits of oil and gas and other natural reserves and underground fresh water resources.
Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific assignments for further implementation of the Programme of Development of oil and gas industry of Turkmenistan until 2030. It was highlighted that the utmost attention has to be paid to modernization and technical rearmament of facilities, increment of production volumes, which is on high demand in the world markets.
The Head of the State has also given assignments regarding increment of oil production, having noted that it is necessary to attract foreign investments for development of new fields and increment of turnover of oil deposits, which are in long operation, to develop cooperation with foreign companies more actively.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on work for construction of administration building of the Ministry of Construction and Architecture. Information about international tender for construction of the complex of storm water diversion facilities in the southern part of Ashgabat has also been presented.
The Vice-premier reported that the Ministry of Construction and Architecture carries out relative work for provision of safe social and living conditions for the population living in seismic zones of the country, definition and control of level of seismic danger as well as mitigation of impact of potential earthquakes.
It was informed that tender for construction of administration building of Scientific and Research Institute of Seismic Construction has been exercised. In this regard, the Vice-premier presented location map and model of this facility to the Head of the State for review.
Continuing the report, the Vice-premier informed that commission including specialists of Ashgabat City Administration, Ministry of Agriculture and Natural Protection, State Water Management Committee, Academy of Sciences of the country and other relative departments has been established for preparation of relative proposals on construction of storm water diversion facilities in the southern part of the capital.
Having listened to the report, the President highlighted the necessity of responsible and most serious approach to the control of risks of natural disasters, having addressed the Vice-premier with number of assignments on this account.
Giving assignments on the implementation of the Programme of reduction of seismic risks in seismic activity zones of Turkmenistan, the President noted the importance of improvement of awareness of the population and strengthening of potential of relatives structures in prevention and mitigation of consequences of earthquakes, development off active international cooperation in this direction.
Having approved the project of administration building of Scientific and Research Institute of Seismic Construction, the Head of the State highlighted that it is necessary to take necessary measures for fulfilment of planned woks.
Focusing on construction of storm water diversion facilities in the southern part of Ashgabat, the President demanded to provide thorough technical expertise of these facilities and their comprehensive analysis from ecological point of view.
Deputy Chairman of the Cabinet of Ministers B. Ovezov informed that big Heimtextil International Exhibition with participation of textile manufacturers from more than 130 countries is held in Frankfurt every year. In this regard, it was informed that preparation to participation in this forum, which includes demonstration of achievements of Turkmenistan in textile and carpet making industry, is ongoing.
Having approved the proposal on participation of specialists of the industry in Heimtextil Exhibition in Frankfurt (Germany), the President of Turkmenistan gave relative assignments to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the activity for own production of computers for school students, having supplemented his report with demonstration of slides.
As is known, 1st grade school students received 153,885 learning computers, which were made by Agzybirlik tilsimaty Joint Venture of the centre of Computer technologies, the Ministry of Trade and Economic Relations of Turkmenistan, from the head of the State this year.
The next shipmen batch of computers – note books and netbooks of modern edition, which samples have been presented to the Head of the State, is under production. Technical parameters and software of computers have been determined together with the Ministry of Education of the country.
Comparing with learning computers given out this year, new machines have better capacity and speed, random access memory and display have been increased, software was upgraded.
In addition to provision of the 1st grade school students this year, these computers are proposed to make for sale to general consumers.
President Gurbanguly Berdimuhamedov highlighted that electronic equipment for school students has to meet all modern requirements. In this context, the Head of the State requested to analyse all parameters of new computers, having paid special attention to such important factors for the health of children as monitor resolution, radiation and other factors.
It was mentioned that improvement of production of computers and further development of electronic industry in the country would support the strengthening of national economy and solution of objectives for provision of the population with required high technological production on affordable price.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported of the proposal of the Davis Cup Committee of the World Tennis Federation to organize one of the rounds of this big world tournament in Ashgabat in 2020.
It is expected that sport delegations from 17 countries will participate in coming competitions. Sportsmen, who will perform with success in the Ashgabat round, will be qualified for participation in the third group of qualification tournament of the Davis Cup in 2021.
The World Tennis Federation proposes to hold the competitions on June 8 – 15 next year at the Tennis Complex of the Olympic village of the capital. In this regard, relative Draft Resolution has been presented to the Head of the State for review.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that organization of the Davis Cup round in Ashgabat is another visual evidence of growing authority of neutral Turkmenistan in the world sport arena. It will also support the popularization of tennis in our country.
Having signed the Resolution and continuing the subect, the Head of the State noted that Turkmenistan would have to host the World Sambo Championship and Asian Futsal Championship next year and the World Track Cycling Championship in 2021. The President ordered to take all necessary measures for provision of high level of organziations of these prestige competitions. The Vice-premier has also received instructions for improvement of activity of the Media Centre of the Olympic village of the capital.
Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the preparation of cultural events dedicated to celebration of New Year as well as on development of international cooperation in cultural sphere.
In this regard, the Head of the State highlighted that cultural public events and international cultural actions in the country have to represent national art and rich heritage of Turkmen nation in all diversity.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldyev reported on the course of reforms in agriculture and seasonal field works in the regions.
Summing up the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of assignments related to increment of volumes of agricultural production including by increment of agricultural crops productivity.
Having focused on proper care of the winter crops according to agricultural standards as well as permanent control of implementation of the Government programme of provision of the population with pure drinking water, the Head of the State gave number of certain assignments on this account to the vice-premier.
At the same time, the importance of wide implementation of modern agricultural technologies and effective use of land and water resources have been highlighted.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the preparation to the working visit of the President of Turkmensitan to the Russian Federation for participation in informal meeting of the Heads of the CIS states, which would be held in Saint Petersburg.
Having listened to the report, the President confirmed invariable commitment of neutral Turkmenistan to traditional dialog under the Commonwealth of Independent States.
Being a country chairing the CIS in 2019, Turkmenistan has approached the fulfilment of this mission in the most responsible way trying to support the strengthening of historical friendship relations, which unite the nations of the Commonwealth states, expansion of versatile cooperation and giving of new stimulus to it, President Gurbanguly Berdimuhamedov noted.
Session of the Council of the Heads of Governments of the CIS and Summit of the Heads of the Commonwealth states, which resulted in adoption of the Declaration on Strategic economic cooperation of the country members of the CIS initiated by Turkmen side, have been held on high organizational level.
Speaking of this, the head of the State highlighted that our country would continue holding active position in the partnership under the Commonwealth, having addressed the Vice-premier, the Foreign minister with number of assignments related to preparation of coming working visit to Russian Federation.
The President has focused on priority objectives of the Ministry of Foreign Affairs of Turkmenistan and diplomatic corps of the country.
In this context, specific assignments have been given for taking of actual measures ofr further expansion of beneficial multidimensional cooperation with foreign partners as well as provision of high organizational level of preparation to coming anniversary events dedicated to the 25th anniversary of permanent neutrality and 30 years of independence of Turkmenistan in 2020 and 2021.
Speaker of the Mejlis G. Mammedova informed the Head of the State about activity of National Parliament for improvement of legislation of the country. At present time, the Mejlis works on improvement of legal base of social and economic reforms in the country.
Based on proposals coming from ministries and profile departments, National Parliament continue working on number of bills related to strengthening of law and order in the country, hydrocarbon resources, electronic document management and digital services, educational system, physical training and sports, scientific discoveries, activity of gengeshys and local government administration authorities.
Information about preparation of the plan of development of legal acts related to the implementation of decisions of the People’s Council of Turkmenistan has also been presented. Large-scale work is carried out for improvement of legal culture of the population.
In this regard, the head of the State highlighted the importance of continuation of activity of the Mejlis for improvement of national legislation.
Other subjects of the state life, on which relative decisions have been made, were reviewed at the session. Finishing the session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished big success in work to all participants.
