Coming over to the subjects of the agenda, the Head of the state gave floor to Speaker of the Mejlis G. Mammedova who informed about work of the legislative body of the country and noted that 2019, which was held under slogan “Turkmenistan – Home of Prosperity”, is marked with important political, economic and cultural events.
It has become a good tradition in the country to give name to each year dedicating it to important events of modern age. In this regard, the Head of the National Parliament noted huge importance of neutral status of the country, which has been recognized two times of the United and Nations and confirmed by relative Resolutions of the United Nations.
The Speaker of the Mejlis informed that proposals on definition of the slogan of 2020 have been studied for wide popularization of home and foreign policy, which is based on the principles of peace-loving, goodwill and beneficial international cooperation as well as on occasion of the celebration of the 2th anniversary of neutrality.
According to the outcomes of work on this subject, it was proposed to declare next year as “Turkmenistan – Home of Neutrality”. The emblem of the year, which was selected during the contest, has also been presented to the Head of the State fore review.
Continuing the session, President Gurbanguly Berdimuhamedov gave brief description of the outcomes of 2019.
The Head of the State noted that according to the information from the International Monetary Fund the growth rates of the world economy have been decreased, having reached the lowest level, due to the global financial crisis.
Taking into account the changes that take place, we took all necessary measures for timely implementation of adopted programmes and support of social and life levels of the people, the Head of the State highlighted.
Addressing the participants, President Gurbanguly Berdimuhamedov noted that 41 sessions of the Cabinet of Ministers, 15 sessions of the State Security Council as well as 56 other sessions of the government level have been held this year.
Current issues of political, economic and social aspects have been reviewed at the sessions of the Government , State Security Council and during international meetings.
Speaking of the importance of acceleration of rates in the structures of the Government administration and foreign financial and trades spheres, in such directions as labour and commodity markets, President Gurbanguly Berdimuhamedov stated that it allowed significantly increasing production volumes in mid-term perspective.
Consistency and promptness of decisions and Resolutions made at the sessions of the Cabinet of Ministers and the State Security Council as well as coordinated activity have become a guarantee of success in foreign policy and positive results in the economy.
In this context, the Head of the State noted that experts of International Monetary Fund, which visit took place recently, gave positive feedback to work in this direction, confirmed the correctness of specific measures taken in the economy as well as the correctness of the way we chose.
In the result, despite the complications, we have managed to carry out large-scale activity this year and solve many issues, President Gurbanguly Berdimuhamedov said, having stated high level of all international events and fulfilment of almost all plans with delight.
Turkmen leader has also given positive assessment to the adopted State Budget for the coming year, which again provides 10% increment of salary wages, pensions and state allowance. Continuing the subject, it was mentioned that salary wages are paid on time in the country.
Speaking of success achieved in different branches of national economy, the Head of Turkmenistan presented number of indicators. In particular, it was highlighted that food security of the country has been provided, around 1,700,000 tons of wheat and more than one million tons of cotton have been produced.
At the same time, construction of more than 2,000 production and social facilities to total contractual amount of around 35 billion US dollars, which are distinguished by the scales of the projects, is carried out.
Unique facilities are built in all regions, the Head of the State continued, big residential estates are constructed, thousands of kilometres of highways and railroad are built. Transport infrastructural systems of international significance are established.
All of these is a result of our efforts aimed at development of national economy in coming perspective, the President said, having expressed the confidence that opening of these facilities would bring positive result.
As of today, 66 big facilities to total amount of more than 5 billion US dollars have ben put into operation, the Head of the State highlighted, having made special mention that it includes the plant for production of eco-friendly gasoline from natural gas in Ahal Velayat. The importance of successfully continuing construction of the main Turkmenistan – Afghanistan – Pakistan India gas line has been noted.
Bringing construction of residential buildings with total area of the than one million square meters, numerous schools, kindergartens, medical facilities andother social facilities as example, President Gurbanguly Berdimuhamedov stated with delight we are entitled to be proud of these achievements.
The Head of the State has also noted work for further modernization of representative and legislative power authorities.
Having touched upon the subject of international activity, the President highlighted that this year, government delegation of our country made 7 visits to foreign countries and 28 head of the states and governments of foreign countries have paid visit to Turkmenistan.
In 2019, the President of Turkmenistan had numerous meetings with official representatives of different states and international organizations, ministers, heads of competent regional structures, heads of diplomatic missions accredited in our country, leading world corporations and companies.
Chairing of Turkmenistan in the Commonwealth of Independent States and in International Fund for Saving of Aral Sea, active participation in the UN Special Programme for Economies of Central Asia (SPECA) as well as membership in 11 specialized UN structures in 2019 are the evidence of success of our national diplomacy.
Neutral Turkmen state has made and continue making big contribution to strengthening of peace and stability in the region, creation of atmosphere of goodwill and cooperation, President Gurbanguly Berdimuhamedov said.
2019 was filled with different complex events in politics and economics. However, despite this fact, Turkmenistan expects good indicators, first of all, this is growth of the GDP on the level of 6.3 percent.
Summing up the outcomes of the year, the Head of the State noted that in general, the year was positive for our country.
Having mentioned priority directions of coming work, the Head of Turkmenistan highlighted that two big and important events would take place in life of the country next year. Amendment of the main Law – the Constitution of the state, will change legislative body on the highest level. Two-chamber Parliament will be established.
In addition, the 25th anniversary of Turkmenistan neutrality would be widely celebrated, the President said, having focused that all activities related to these vents have to be held on high level.
Continuing the session, the Head of the State has focused the attention of participants on some current objectives.
It was mentioned that order of election of the leader, right of each citizen of the country to express his will, protection of the freedom of word and strengthening of civic society make the base of the democracy. These standards take priority place in development of the country and are reflected in our traditions and laws.
All planned events have to be organized on proper level, having provided strict compliance with set rules and order at the same time.
Addressing the participants of the session, the President highlighted that new slogan, which serves as a target for moving forward to the goals, is announced every year.
Having approved proposal on this subject, which were presented by Speaker of the Mejlis G. Mammedova after discussion with deputies and wide public, the Head of the State approved and announced “Turkmenistan – Home of Neutrality” as a slogan of 2020.
All coming year events including opening ceremonies of various facilities have to be timed to the 25th anniversary of neutrality of Turkmenistan, President Gurbanguly Berdimuhamedov has noted.
Continuing the session, Head of the Parliament G. Mammedova and Vice-premier B. Abdiyeva were requested to highlighted the slogan and symbol of 2020 in mass media.
Having noted that the first day of New Year fall on Wednesday, the President informed on his decision to move the day off on December 29 to December 31 for good rest and celebration of this holiday by Turkmen people.
Having signed relative Order, the President focused the attention of the participants on organization of shifts and coordinated work of all structures, which provide uninterrupted work of relative services of cities and villages, in celebration days.
Addressing the Vice-premier, Deputy Head of the State Commission for Emergency Situations B. Ovezov, the Head of the State ordered to organize proper watch shift all around the country in the days of New Year celebration. Vice-premier P. Agamyradov was requested to provide necessary support in this work.
The President has also ordered Deputy Chairmen of the Cabinet of Ministers and hyakims to hold meetings with the heads of ministries and departments under their supervision on duty shifts in structural divisions, administrations and to organize the activity of municipal services, electricity and water provision, health protection, passenger transport, shops on proper level.
Vice-premier B. Ovezov was requested to control the organization of duty shifts all over the country. The heads of law enforcement agencies were ordered to hold under control public order.
Finishing the session, President Gurbanguly Berdimuhamedov congratulated everybody on coming New Year, having wished strong health, famility prosperity and big success in work.
