Session of the Government: Economic diplomacy, perspectives of development of metallurgy and digitization

President Gurbanguly Berdimuhamedov held regular video conference working session of the Cabinet of Ministers where current issues of the state life have been discussed.

First, Deputy Chairman of the Cabinet of Ministers G. Mushikov reported on the situation on the structures under his supervision, fulfilment of assignments on privatization of state owned facilities and transformation to joint stock ventures as well as to open private company on their basis.

For this purpose, the Ministry of Finances and Economy has analysed received proposals and prepared the list of facilities subject to privatization.

Summing up the report, the President highlighted that economic effect of privatization of the state-owned property is to support further promotion of progressive reforms in the country. Having noted importance of fulfilment of the utmost objectives in this direction, the Head of the State ordered the Vice-premier to continue planned work.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the situation in structural divisions of fuel and energy complex and promotion of number of investment projects implemented according to the Programme of development of oil and gas industry of Turkmenistan until 2030, which are aimed at increment of oil production by improvement of well production.

In this context, the State Concern Türkmennebit pays special attention to cooperation with our old and reliable partners in oil and gas sphere.

Having listened to the report, the Head of the State noted that there are opportunities for efficient cooperation of foreign partners, especially in the sphere of implementation of modern technologies, latest scientific, engineering and technical developments supporting increment of production volumes of hydrocarbon materials.

The Vice-premier was addressed with assignments on attraction of foreign investments to oil and gas complex, study of practice of the leading energy companies to improvement of management system of the industry.

Having addressed dissatisfaction with improper fulfilment of his duties and loss of control of activity of the structures under his supervision by Chairman of Türkmengaz State Concern Türkmengaz M. Archayev, the President demanded to take relative measures for improvement of work of structural divisions of the industry.

Deputy Chairman of the Cabinet of Ministers Sh. Durdliyev reported to the President about measures taken by the Ministry of Industry and Industrial Construction for arrangement of production of metallurgical grade silicon based on local material.

At present, the above-mentioned Ministry works on several projects for development of industrial branch based on rich deposits of minerals and raw materials.

Türkmendemirönümleri State Company of the Ministry of Industry and Construction Production makes various products that are supplied to numerous construction sites of the capital and velayats. Chemical additives are introduced to the metal works for durability and quality of production made at the facility.

The Ministry of Industry and Construction Production and Institute of Chemistry of the Academy of Science have carried out practical tests and received positive results for production of chemical additive from quartz sand, metal mixtures and oil coke from Mäne Deposit located in the Kopetdag foothills.

Having listened to the report, the President highlighted exclusive importance of measures for development of national heavy industry and focused attention of relative officials on the necessity of detailed study and elaboration of opportunity to produce demanded construction production from local raw materials.

In this context, it was noted that it is necessary to continue studies of numerous deposits of natural reserves, which would allow expanding the variety of produced construction materials in the country.

In future, active industrial development of local resources and opening of new production facilities would allow not only accelerating the rates of construction of various facilities in the country but also arranging export of high quality production. It will directly support rapid development of construction sector and opening of additional work places, which will aslo serve to further improvement of national economy.

Having noted that new production has to be tested in special laboratory of the General State Service Turkmenstandartlary and meet set requirements, President Gurbanguly Berdimuhamedov gave specific assignments to the Vice-premier.

Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal field works in the regions.

Having listened to the report, the Head of the State noted importance of agricultural complex for development of national economy and provision of food abundance. In this context, the necessity of provision of high rates of the wheat harvesting has been highlighted with efficient use of capabilities of modern equipment.

Having noted the importance of increment of volume, expansion of variety of agricultural production, President Gurbanguly Berdimuhamedov addressed the Vice-premier with specific assignments.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on work for digitization of the economy and creation of the system of automated electronic information bases in the country.

It was mentioned that programme work for digitization of all branches of national economy, including for provision of normative and legal regulation in this sphere is carried out in the country these days.

Türkmenaragatnaşyk Agency has established document management system in velayat and capital’s administrations. Measures are taken for improvement of activity of the State Postal Service Company Türkmenpoçta. Information about services provided to the clients is placed on the websites and regularly updated. The system of electronic trade has been established. Websites of newspapers and magazines are created.

The Vice-premier reported that systems of electronic information bases are implemented in the ministries and departments, velayat and city administrations. This work is planned to be accomplished by the end of 2022.

Having listened to the report, the Head of the State highlighted that provision of common access of IT services is one of the main objectives of digitization. Special focus has been made on importance of strengthening of equipment and facility base of Türkmenaragatnaşyk Agency and training of specialists in this direction, improvement of their qualification. Entrepreneurs who are entitled to carry out activity in this sphere have to be attracted to creation of the system of electronic informational bases, the President noted.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on work for increment of volumes of sale of textile items in local and foreign markets.

The Vice-premier informed that eco-friendly production of local textile facilities is on high demand of local consumers and at the foreign markets. Specialists of the Ministry of Textile Industry work on establishment of national brands.

It was informed that new models of clothes for children and adults as well as shoes have been designed for satisfaction of growing consumer demand. New samples of sport uniform for students have been prepared for students taking into account special features of each university and use of elements of national décor. It is proposed to pen number of specialized shops for sale of this production in the capital and velayats.

It is planned to implement investment projects for modernization and provision of advanced equipment for increment of production capacities of textile facilities.

Having listened to the report, the President highlighted that Turkmen textile is gradually improve its competiveness not only on local market but also abroad owing to rapid development of profile industry based on advance technologies.

Due to huge resource potential, textile industry has become an example of dynamic development of processing section of the economy of Turkmenistan. Production base of the industry is modernized, variety of ready-made high quality items, which replace production of foreign brands, is expanded, the Head of the country stated.

Special attention has to be paid to compliance of textile items made in the country with international quality standards and ecological safety. Studying demands of local market and aiming at seasonal requirements of the population, Turkmen designers have to develop and start production of new lines of clothes of fashionable modern trends and other goods, Turkmen leader noted, having addressed assignments to the Vice-premier on this account.

Advertisement and informational support is required for active promotion of textile production in foreign countries. The Head of the State has also given specific assignments for training of qualified specialists for the industry as well as for organization of sale and creation of conditions for the convenience of buyers.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported in preparation of 2020 Week of Culture in Dashoguz Velayat on June 22 – 27 and presented Draft resolution on organization of 2021 Week of Culture in Lebap Velayat to the Head of the State for review.

The Vice-premier reported on various events planned to be held in Dashoguz Velayat. Prime release of Nejep Oglan opera of Magtumguly National Music and Drama Theatre and award ceremony of cultural personnel who were conferred with honoured titles of Turkmenistan and winners of the President Award Contest will be held under large-scale cultural action.

Having listened to the report, the Head of the State highlighted importance of coming Week of Culture in Dashoguz Velayat and celebration events for improvement of profile sphere and wide popularization of national heritage.

The President of Turkmenistan signed the Resolution on 2021 Week of Culture in Lebap Velayat, having sent it to the Vice-premier by electronic document management system.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on current work for improvement of national health protection system, education and science.

Having listened to the report, the Head of the State focused on the necessity of improvement of efficiency of scientific studies in all branches of the economy, expansion of range of use of potential of scientific and research facilities, skills and experience of scientists as well as establishment of cooperation with foreign scientific and education centres.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the measures for implementation of the Programme of development of foreign economic activity in Turkmenistan in 2020 – 2025.

Work for activation of the partnership with international financial organizations and banking institutions including with the World Bank and International Financial Corporation, Asian Development Bank, European Bank for Reconstruction and Development, Islamic Development Bank is carried out for its realization.

In this context, actual measures are taken for expansion of export capabilities of the country, attraction of foreign investments to the projects, including the projects carried out by members of the Union of Industrialists and Entrepreneurs of Turkmenistan in agricultural and food production.

It is also proposed to start development of relative strategy with participation of profile national structures for expansion and bringing of cooperation to new level with the World Bank.

Summing up the report, President Gurbanguly Berdimuhamedov noted that course toward industrialization, diversification of industrial complex, increment of high quality competitive production and its export volumes is the main direction of development of national economy.

In this context, the President pointed out the necessity of nserach for new formats of cooperation, entry to perspective joint projects in different spheres of the economy including in innovative sectors. At the same time, big attention is paid to activation of direct contacts between business structures.

The Vice-premier, the Foreign Minister, was ordered to continue targeted work for realization of the principles of economic diplomacy, improvement of investment attractiveness of our country, strengthening of its positions in the world market.

Speaker of the Mejlis G. Mammedova informed the Head of the State about current activity of National Parliament. Development of new draft bills, including on the sphere of regulation of social and labour relations, migration, veterinary, health protection, is continued. Legal acts, which require amendments and addendums, are analysed. It is planned to hold the 10th session of the Mejlis on June 20, where new legal documents would be reviewed.

The Head of the State highlighted that legal-making activity is the main tool in implementation of large-scale state programmes and is to support the enhancement of life level of our people.

Addressing Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov, the President highlighted importance of strict compliance with principles and goals of defensive military Doctrine of independent neutral Turkmenistan.

Number of other important subjects, on which relative decisions have been made, were reviewed at the session of the Cabinet of Ministers.
