Having called heads of security forces to direct video, Turkmen leader gave floor for report to Minister of Defence B. Gundogdiyev who reported on work carried out by the structures under his command in January – June 2020. Information about results of spring recruitment campaign, fulfilment of assignments given by the President of the country for strengthening of personnel potential, solution of socials issues of military personnel has been presented.
Having listened to the report, the Head of the State highlighted that provision of all military forces with advanced equipment is the main factor in implementation of the Military doctrine, which has exclusively defensive character. In this regard, President Gurbanguly Berdimuhamedov has focused on the necessity to hold modernization of equipment and facility base of divisions of the Armed Forces of the country under permanent control.
The President has specified improvement of the system of professional training of officers in profile high educational institutes among the main directions.
After, Minister of Interior M. Chakiyev has reported on the outcomes of work of the Ministry for the first half of the year, measures for provision of compliance with fire safety rules, support of public order, prevention of crimes and road transport accidents.
Summing up the report, President Gurbanguly Berdimuhamedov has focused on importance of active implementation of modern technical aids to activity of divisions of the Ministry of Interior. Organization of events for explanation of principles of healthy life style has been highlighted among the main vectors.
Further, the Head of the State Border Guard Service Sh. Durdiliyev reported on results of work of his structure for six months of the year. The report on measures for provision of integrity of borders of the country as well as on modernization of equipment and facility base of the Service and conditions made for efficient service and life of officers and soldiers has been given.
The state border has to remain always as a border of friendship with all neighbouring countries, President Gurbanguly Berdimuhamedov noted. Training of qualified personnel, which is able to solve successfully important tasks given to border guard troops, is one of the main requirements, the Head of the State highlighted, having addressed the Head of the Service with specific assignments.
Further, the President has listened to the report of Chairman of the Supreme Court G. Halliyev on measures taken in January – June for reformation of national judicial system.
Summing up the information, the Supreme Commander of the Armed Forces noted that strengthening of equipment and facility base, improvement of professional level of personnel, implementation of modern forms of judicial procedures remain among the priority direction of activity.
Prosecutor General B. Atdayev reported on the measures taken for six months of the year for control of strict adherence to existing normative and legal acts as well as on the results of inspections that have been carried out.
Having listened to the report, the Head of Turkmenistan noted that it is necessary to use the prosecution measures after results of inspection and ordered to hold issues related to successful solution of set objectives under strict control.
The Head of the Ministry of National Security G. Annayev reported on provision foundations of national security, protection of the state independence. The report on coordinated activities with relative structures for support of stability in the country has also been presented.
Having listened to the report, the President of Turkmenistan highlighted importance of measures taken by this organization, which are aimed at protection of constitutional order and territorial integrity of the country, combating against various modern threats and challenges. Having emphasized on importance of improvement of qualification of personnel, wide implementation of advanced technological developments, the Head of the State addressed the Head of the Ministry with number of instructions.
Minister of Justice B. Muhamedov reported on work for development of national legislative base carried out for six months.
Speaking of importance of legal reform, the President of the country pointed out the necessity of study of the world practice and development of proposal on implementation of universal standards of international law to Turkmenistan’s legislation taking into account the priorities of the government policy.
At the same time, it is necessary to continue to explain to citizens of the country on the goals of new and existing laws, the Supreme Commander of the Armed Forces said, having given relative instructions to the Minister.
Chairman of the State Customs Service M. HUdaykuliyev reported on the situation in the structure under his supervision, results of work for six months of the year as well as on integrated measures for improvement of professional level of personnel.
Having focused on improvement of activity and technical modernization of the Service, the Head of the State ordered to hold compliance with measures of customs regulation under strict control. Having noted importance of integrated informational systems in structural divisions of the Service, the President addressed the head of the Service with specific assignments.
Chairman of the State Migration Service M. Gurdov reported on activity carried out from the beginning of the year for provision of efficient work of his structure.
Summing up the report, the Supreme Commander of the Armed Forces of the country specified wide introduction of information technologies to migration procedures and implementation of the state control in this sphere.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on the course of military reform, which is aimed at strengthening of power and defensive capability of National Army. The report on measures taken for the period under review for improvement of combat and professional training of personnel of security forces, adherence to service discipline has also been given.
Military and political strategy, which has peace-loving and exclusively defensive character, reflects not only commitment of our country to global security and peace but also determination to protect national interests, the Supreme Commander of the Armed Forces of the country said, having addressed the Vice-premier, Secretary of the State Security Council with specific assignments.
Summing up the outcomes of the session, the Head of Turkmenistan noted that our state would strengthen equipment and facility base of military and law enforcement agencies, make deserved conditions for service and life of military personnel and their families according to the principles of humanity and peace-loving and based on the Military doctrine, which has exclusively defensive character.
In the end, President of Turkmenistan, supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov wished health and success in service to all participants of the session.
