The national legal system of communications departments is improved and strengthened

After the meeting with the deputies of the Mejlis of the Milli Gengesh of Turkmenistan on February 25 and the instructions of President of Turkmenistan Gurbanguly Berdimuhamedov to study the regulatory documents of the Universal Postal Union and international experience in this area, a draft law "On Postal Communication" was prepared.

The draft, which was prepared with the participation of deputies of the Mejlis of Milli Gengesh, members of the Halk Maslahaty of Milli Gengesh, as well as representatives of ministries and departments of the country, was signed by the President on November 13, 2021.

The law clarifying the regulations consists of eight sections, including 49 articles and 46 basic concepts. Together with legal norms, the law broadly defines and specifies the basic norms and principles of work in the postal sector. The law introduces and clearly defines the concepts of the national postal network and the national operator. The Turkmenpost company is designated as the national operator. In addition, the law clarifies the order of work and tasks of the national operator. The new law provides the legal basis for the national operator to receive cash and non-cash funds from individuals and legal entities for making various payments.

For users, the adopted law provides access to the offered postal services, ensures the priority of interests from the operator’s part. In addition, it ensures the mobility of postal items both within the country and in transit through Turkmenistan.

All these principles and provisions of the law will make it possible to ensure the high level of postal communications. The law also defines the rights and obligations of the Cabinet of Ministers and authorized organizations, which have to ensure control over the work of postal operators and their provision of postal services to the population.

Rules have been established to ensure the improvement of electronic document management and the creation of electronic information systems by authorized organizations.
