Today, President Serdar Berdimuhamedov has held the regular online meeting of the Cabinet, at which the issues connected with fulfilment of socio-economic development programs of the country, were discussed and drafts of documents aimed at development of sectors of the national economy were considered.

The first floor was given to Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev, who informed on the work carried out for improvement of legislation of the country.

As was informed, at the meeting held under the leadership of Chairman of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan on October 22, the outcome of the work on further development of the administrative-territorial structure of regions was summed up and a number of proposals were made as well as concrete areas of work were outlined.

On October 25, the Khalk Maslakhaty of the Milli Gengesh jointly with the Mejlis of the Milli Gengesh held a working meeting, at which concrete measures for the soonest solution of issues connected with reconsideration of administrative territorial units in the country were discussed.

Members of the Khalk Maslakhaty hold the agitation and explanatory work, meeting with citizens, representatives of local governing bodies, institutions and organizations.

President Serdar Berdimuhamedov underlined topicality of further improvement of the administrative-territorial structure of the country taking into account potentials of each separate region with a view to regulate and bring it into the proper state and create more comfortable living conditions for population.

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the state of affairs in structural divisions of the fuel and energy complex, in particular, in “Türkmengaz” State Concern.

Having heard the report, President Serdar Berdimuhamedov noted that at present, increases in capacities of the gas chemical industry and volumes of processing of natural gas and its outlet are priority areas of development of the national fuel and energy sector. Stable and efficient development of the oil and gas industry is connected directly with modernization of infrastructure and necessity of regular renewal of technical facilities. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to continue work in this area.

Further, Deputy-Chairman of the Cabinet A.Yazmyradov reported on rational use of water resources and course of agricultural campaigns.

It was informed that all measures are taken to gather cotton within the shortest terms and without loss, the wheat sowing campaign goes on with observance of agro-technical standards. In addition to it, peasants have started the mass harvest of rice in Dashoguz and Lebap regions and that of sugar beet in Mary region.

Having heard the report, President Serdar Berdimuhamedov underlined an important role of the agricultural sector in the national economy of the country, drawing the attention to necessity of completion of cotton harvest timely and without loss and wheat sowing at designated terms.

Having made an emphasis on importance of all-round and scientifically approved approach to issues of improvement of water supply of areas under crops and prevention irrational irrigation, the President of Turkmenistan marked that the main requirement at that is application of world practice as well as modern methods and gave the Deputy-Chairman of the Cabinet relevant instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the measures taken for increase in the capacities of enterprises of chemical industry.

As was marked, within the framework of the work on full supply of the national agro-industrial complex with ammonium nitrate and suspension of its import, it is planned to reconstruct and modernize “Maryazot” production association.

Further, he reported on work to purchase necessary chemical products from overseas and expansion of cooperation with foreign partners.

For consideration of the head of the state, the draft of the Resolution on conclusion of the contract between «Türkmenhimiýa» State Concern and «Navoiý Milling» Ltd. Co (Republic of Uzbekistan) on purchase of ground phosphate rock was submitted.

The President of the country signed the Resolution and sent it online, having given the Deputy-Chairman of the Cabinet concrete instructions to this end.

Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on steps taken for successful realization of the energy policy of the President of Turkmenistan, one of the important areas of which is diversification of export routes of supply of power energy.

A steady rise in the volume of Turkmen power energy exported to neighbouring countries speaks of efficiency of the work carried out.

In this connection, for consideration of the head of the state was submitted the draft of the Resolution on conclusion of an additional agreement to the contract made between Turkmenenergo State Power Energy Corporation of the Ministry of Energy and «Özbegistanyň milli elektrik ulgamlary» Joint-Stock Association (Republic of Uzbekistan) was submitted.

Having signed and sent the submitted Resolution online to the Deputy-Chairman of the Cabinet, the head of the state instructed him to keep a strict control over the course of its fulfilment.

Deputy-Chairman of the Cabinet B.Atdayev reported on the measures taken for supply of enterprises of textile industry with cotton.

As was pointed out, the newest high-tech textile enterprises are regularly commissioned into operation in Turkmenistan and existing ones are modernized and their production capacities are constantly increased.

All this is an important step on the path of implementation of the strategy of development of textile industry and to bring it out to advanced heights and increase its profitability at the expense of increase in the outlet of different types of competitive goods meeting quality standards.

Having heard the report, President Serdar Berdimuhamedov noted that the national textile industry on the strength of its enormous resource potential has become an example of dynamic development of the processing sector of economy of Turkmenistan.

The Deputy-Chairman also reported on the work carried out to develop cooperation of the Ministry of Textile Industry with foreign partners, including cooperation in improvement of work of textile enterprises and the system of their management.

Having heard the report and having underlined importance of steady modernization of textile industry, which is a bright example of dynamic development of innovative economy taking into account national priorities and universal integration tendencies in the global economic space as well as bringing of the system of management of enterprises in compliance with demanded requirements, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet concrete instructions.

Deputy-Charwoman of the Cabinet M.Mammedova reported on the program planned for November of the current year and solemnities on the occasion of the opening of social and cultural projects.

In honour of holidays and significant events it is planned to hold various conferences, round table events, creative evenings, briefings, media forums, concerts and educational and explanatory actions.

Besides it, it is planned to organize in Ashgabat and regions various sports competitions, students’ games and sports contests.

In November, the country will hold the nationwide tree planting campaign.

The Chamber of Commerce and Industry will host the international exhibition and scientific conference “Türkmentel – 2022” as well as the competition of innovative projects “Sanly çözgüt – 2022”.

Events will be organized all over the country on the occasion of the harvest holiday.

In the second half of December, Dashoguz will host the festival of friendship of Turkmen and Uzbek people.

Among other international events are the scientific conference “Historical and cultural monuments of Turkmenistan: practice of research, preservation and restoration” as well as the online meeting of needlewomen of Central Asian countries.

The solemn opening ceremonies of healthcare and industrial projects are also planned.

Having noted significance of upcoming holidays and other cultural events in November in the progressive development of Turkmen society at the new stage of development of the state, President Serdar Berdimuhamedov instructed her to hold them at proper level.

Further, Deputy-Chairman of the Cabinet N.Amannepesov reported on the practical and applied research activities carried out in the Centre for Technologies of the Academy of Sciences and institution of the electronic scientific practical journal “Innovative technologies in Turkmenistan”.

The Deputy-Chairman of the Cabinet informed on the decision of inclusion of the Centre for Technologies of the Academy of Sciences of Turkmenistan into membership of the IASP adopted at the 39th World Conference on Science Parks and Areas of Innovation in September, this year.

In accordance with the goals outlined in state programs as well as for wide popularization of research work of Turkmen scholars in the international arena, it was considered expedient to institute at the Centre for Technologies, the self-financing electronic scientific practical journal “Innovative technologies in Turkmenistan” and to disseminate it via the internet network.

Having heard the report, President Serdar Berdimuhamedov underlined that the activity carried out in the scientific and education sphere of the country stands out as priority areas of state development and largely, outlines success of fulfilment of high goals and tasks set in the Era of the Revival of the New Epoch of the Powerful State.

Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the outcome of the working visit of the delegation of Turkmenistan to the Republic of Korea made on October 23-27.

According to the instruction of the President of Turkmenistan, the delegation of our country was sent to cities of Seoul and Busan for participation in the 15th Cooperation Forum "Central Asia - the Republic of Korea".

Within the framework of the forum in Busan, the meeting of ministers of foreign affairs was held in the given format and in its course the Turkmen side among priority areas of cooperation, along with the strengthening of constructive political and diplomatic dialogue , outlined economy and realization of large scale joint projects in various sectors, in particular, in telecommunications and high technologies. The delegation of Turkmenistan also set out concrete proposals on cooperation in the humanitarian sphere.

By the outcome of the ministerial meeting the Joint Statement and Work plan of the Secretariat of the Cooperation Forum “Central Asia–Republic of Korea“ for 2023 were adopted. The decision on chairmanship of Turkmenistan in the given format in 2023 and organization of the next 16th forum in Ashgabat was also adopted.

On the margins of the 15th forum the next meeting of the Business Council “Central Asia –Republic of Korea “ was held on October 26 and it outlined the future of deepening of fruitful business contacts in main areas of economy and future plans. Bilateral meetings with heads of leading Korean companies and associations were also held.

Meetings and talks with a number of top officials of the Republic of Korea were held in Seoul and Busan and in its course opportunities for enhancement of bilateral cooperation in different sectors of economy through parliaments and ministries of foreign affairs were discussed and establishment of brotherly relations with cities of Turkmenbashi and Busan was considered.

Having summed up the report, President Serdar Berdimuhamedov underlined that development of constructive interaction with countries of the Asian Pacific Ocean region outlines one of the key areas of the foreign policy strategy of Turkmenistan.

Director General of the Transport and Communications Agency of the Cabinet of Minsters M.Chakyev reported on the activity to cooperate with largest world companies in the transport sphere.

It was informed that opportunities for introduction of widely applied advanced practice and modern methods of management of transport sphere via the integrated digital system in foreign countries is explored.

Having heard the delivered information, President Serdar Berdimuhamedov underlined that the favourable geographical location of Turkmenistan stipulates its growing status as a significant transit transport link in Eurasia.

Jointly with foreign partners transport projects of trade relations and construction of routes, which can meet the growing volumes of transits cargo flows in the direction of Europe–Asia and back are realized. Having pointed out to necessity of expansion of cooperation with foreign companies for establishment of mutual exchange of practice in the sphere, the head of the state gave the head of the Agency relevant instructions.

The meeting of the Government also considered a number of other issues on which relevant decisions were made.

Concluding the online regular meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for further prosperity of our fatherland.
