On issues of administrative-territorial division of Turkmenistan
For the purpose of socio-economic development of cities, townships and villages of Turkmenistan, significant improvement of housing and living conditions of the population and improvement of the administrative-territorial structure of the country based on modern requirements, the creation of large administrative-territorial units, taking into account the petitions of the khyakimliks of etraps, cities and velayats, the submission of the Cabinet of Ministers of Turkmenistan, in accordance with the Law of Turkmenistan “On the procedure for resolving issues of the administrative-territorial structure of Turkmenistan” the Mejlis of the Milli Gengesh of Turkmenistan decrees:
1. To abolish the following etraps, transfer the lands of their administrative territory and administrative-territorial units to the corresponding etraps:
1) to abolish Kenar etrap of Turkmenbashi city of Balkan velayat;
2) in Dashoguz velayat:
a) to abolish Gubadag etrap, transferring the lands of its administrative territory and administrative-territorial units to Boldumsaz etrap;
b) to abolish Gurbansoltan eje etrap, transferring the lands of its administrative territory and administrative-territorial units to Akdepe etrap;
3) in Lebap velayat:
a) to abolish Farap etrap, transferring the lands of its administrative territory and administrative-territorial units to Charjev etrap;
b) abolish Dovletli etrap:
220,776 hectares of its lands and Dovletli village and Ashgabat village, Berkararlyk, Hojahairan, Miras, Pagtachi, Tallymerjen, Tyazedurmush gengeshliks located under its administrative subordination should be transferred to Hojambaz etrap in accordance with the scheme of Annex#1 to this Resolution;
183,540 hectares of its lands and Dostluk town, Amyderya and Kerkichi villages, Burguchy, Dashrabat, Serdar, Turkmenistan, Yalkym gengeshliks should be transferred to Koitendag etrap in accordance with the scheme of Annex#1 to this Resolution;
4) in Mary velayat:
a) to abolish Serhetabat etrap, transferring the lands of its administrative territory and administrative-territorial units to Tagtabazar etrap;
b) to abolish Oguzkhan etrap:
39,127 hectares of its lands and Denizkhan, Oguzkhan villages, Denizkhan, Dostluk gengeshliks should be transferred to Murgap etrap in accordance with the scheme of Annex#2 to this Resolution;
165,266 hectares of its lands and Shatlyk town, Dovletli zaman, Parakhat settlements, Altyn zaman, Aykhan, Dagkhan, Gokkhan, Gunkhan, Merdana, Yildyzkhan gengeshliks should be transferred to Sakarchyaga etrap in accordance with the scheme of Annex#2 to this Resolution.
2. 498,897 hectares of the lands of Halach etrap of Lebap velayat, Garabekewul town, Yslam village and Gumakly, Soltanjengel villages, Akgala, Bai, Dostluk, Ersarybaba, Lamma, Rakhmanchyage, Seidi, Soltanyazgala, Zelili gengeshliks located in its administrative subordination should be transferred to the Sayat etrap in accordance with the scheme of Annex#1 to this Resolution.
3. To change the status of cities with etrap rights, classifying them respectively as cities in etrap, settlements and transfer them to the corresponding etraps, cities:
1) classify Tejen city of Akhal velayat as a city in the etrap and transfer it to Tejen etrap;
2) in Balkan velayat:
a) to classify Serdar city as a city in etrap and transfer it to Serdar etrap;
b) to classify Gumdag and Khazar towns as settlements and transfer them to the administrative subordination of Balkanabat city;
3) to classify Koneurgench city of Dashoguz velayat as a town in the etrap and transfer it to Koneurgench etrap.
4. In Balkan velayat:
a) to change the status of Garagel settlement of Khazar city, classify it as a village and transfer this village to the administrative subordination of Khazar city;
b) to transfer Oglanly settlement of Turkmenbashi etrap and Oglanly village, which is under its administrative subordination, to the administrative subordination of Balkanabat city, Hudaiberdi village – to Akguy gengeshlik of Turkmenbashi etrap.
5. In Dashoguz velayat, the following villages should be classified as settlements, which are the administrative centers of gengeshliks:
a) Atayap village of gengeshlik named after Orazgeldi Ersaryev of Akdepe etrap;
b) Gokchyage village of Gokchyage gengeshlik of Gubadag etrap;
c) Pyakize village of gengeshlik named after Rejepguly Ataev of etrap named after Gurbansoltan eje;
d) Bereket village of Abadan gengeshlik of Koneurgench etrap;
e) Gulustan village of gengeshlik named after Sadulla Rozmetov of etrap named after S.A.Niyazov;
f) Akjadepe village of gengeshlik named after Ashyr Kakabaev of Saparmurat Turkmenbashi etrap.
6. To merge the following villages with a neighboring town, village:
1) Dovletabat village, which is administratively subordinate to Sarakhs city and Garaman village of Garaman gengeshlik of Sarakhs etrap of Akhal velayat – with Sarakhs city;
2) in Dashoguz velayat:
a) Babadaykhan and Shatlyk villages of Adalat gengeshlik, Gargakopri village of gengeshlik named after Alyshir Novayi, Biruni village and Vahymgala village of gengeshlik named after Biruni, Panahan village of Bossan gengeshlik, Bagtyyar zaman, Boy, Dostluk, Emirgala, Garagum, Khayvat, Seipel villages of gengeshlik named after Jumaniyaz Hudaibergenov, Gubadag, Kenar, Novruz, Uzbekistan, Urgench streets of Parakhat village of Gulustan gengeshlik of etrap named after S.A.Niyazov – with the city of Dashoguz;
b) Tomman village of gengeshlik named after Mollaraza Hojamammedov of Saparmurat Turkmenbashi etrap – with the city named after Saparmurat Turkmenbashi;
3) in Mary velayat:
in Turkmengala etrap:
a) Tyazebirleshik village of gengeshlik named after Kemine – with Kemine village;
b) Sarygoba village of Soltanyap gengeshlik – with Yildiz village;
in Yoloten etrap:
a) Garaboragan, Sytdyh villages of Bayrach gengeshlik – with Janybek village;
b) Gyzylyap village of Hakykat gengeshlik – with Hakykat village;
c) Gyzyl village of Soltanbent gengeshlik – with Soltanbent village, Tyazedayhan village – with Dostluk village;
d) to attach the residential area of the Yoloten Research and Production Experimental Center of the Ministry of Agriculture and Environmental Protection of Turkmenistan to Yoloten town.
7. In Akhal velayat, because of the absence of a resident population and taking into account that the population is below the number established by law, exclude the following settlements from the list of administrative-territorial units:
a) Bagabat village and Kasamly julge village, Guryhovdan village of Gyavers gengeshlik of Ak bugday etrap, located in its administrative subordination;
b) Birleshik village, which is administratively subordinate to Dushak village of Kaka etrap.
8. To abolish the following gengeshliks and transfer their villages to the administrative subordination of nearby cities, settlements, to the gengeshliks:
in Akhal velayat:
1) in Ak bugday etrap:
a) to abolish Akyaila gengeshlik and transfer its village of Akyaila to the administrative subordination of Yashlyk village;
b) to abolish Gyavers gengeshlik and its Gyavers village, and transfer Gyavers station to the administrative subordination of Bereketli zaman village;
2) to abolish the gengeshlik named after Alty Garlyev of Babadaykhan etrap and transfer its village named after Alty Garlyev to Zahmet gengeshlik, Garajaovlak village to Garavekil gengeshlik;
3) to abolish the gengeshlik named after Shukur Bagshy of Kakyn etrap and transfer its village named after Shukur Bagshy to the administrative subordination of Dushak village;
4) in Tejen etrap:
a) to abolish Lukman gengeshlik and transfer its Lukman village to Vakharman gengeshlik;
b) to abolish Selengli gengeshlik and transfer its Selengli village to Zaman gengeshlik;
5) to abolish Garaman gengeshlik of Sarakhs etrap;
in Balkan velayat:
1) to abolish Dyaneata gengeshlik of Bereket etrap and transfer its Dyaneata village to Oboy gengeshlik;
2) to abolish Gyzylymam gengeshlik of Magtymguly etrap and transfer its Gyzylymam village to Chendir gengeshlik;
3) to abolish Goshaoba gengeshlik of Turkmenbashi etrap and transfer its Goshaoba, Gurje, Soili, Ybyk villages to Akguy gengeshlik;
in Dashoguz velayat:
1) to abolish the gengeshlik named after Orazgeldi Ersaryev of Akdepe etrap and transfer its Garaboinak, Gasymhovly, Jemshidi, Galkynysh villages to the administrative subordination of Atayap village;
2) to abolish Gokchage gengeshlik of Gubadag etrap and its Duzlykol village, and transfer Manngyt to the administrative subordination of Gokchage village;
3) in Gurbansoltan eje etrap:
a) to abolish the gengeshlik named after Rejepguly Ataev and transfer its Bagty, Bamyly, Childir, Gizil, Keshler, Mengish, Omarly, Orman villages to the administrative subordination of Pyakize village;
b) to abolish Altyn Asyr gengeshlik and transfer its Altyn Asyr, Atamurat aga villages to Uchkepderi gengeshlik;
4) to abolish Abadan gengeshlik of Koneurgench etrap and transfer its Baynuroy, Dostluk, Yedigara villages to the administrative subordination of Bereket village;
5) in Rukhubelent etrap:
a) to abolish Altyn Zaman gengeshlik and transfer its Altyn Zaman village to Tuniderya gengeshlik;
b) to abolish the gengeshlik of Garakoli and transfer its Yslam, Chaiyrly, Gyzyljaburun villages to Shagadam gengeshlik;
c) to abolish Vasabat gengeshlik and transfer its Vasabat, Uzboy villages to Ashyk Aidyn gengeshlik;
d) to abolish the gengeshlik named after Magrupa and transfer its villages named after Magrupa, Mangyr, Tyazeyer to the Shabende gengeshlik;
e) to abolish Bedirkent gengeshlik and transfer its villages Shagadam, Oglanly to Gengesh gengeshlik;
f) to abolish Oguzkhan gengeshlik and transfer its Oguzkhan village to Rukhnama gengeshlik;
6) in S.A.Niyazov etrap:
a) to abolish the gengeshlik named after Sadulla Rozmetov and transfer its Ak Altyn, Altynkel, Bereket, Bossan, Charbag, Deryalyk, Dovly, Gayrat, named after Isgender Khojayev, Kyyat, Novbakhar, Novruz, Oirat, Pagtachi, Vatan, Yarmysh, Yashlyk, Yangyer, Yildiz villages, the plant to the administrative subordination of Gulustan village;
b) to abolish Jumaniyaz Hudaibergenov gengeshlik;
7) to abolish the gengeshlik named after Ashyr Kakabaev of Saparmurat Turkmenbashi etrap and transfer its Garavulgala, Garaoy, Gojukgala, Harmanjyk, Sharavyap, Shirvan villages to the administrative subordination of Akjadepe village;
in Lebap velayat:
1) to abolish Talkhanbazar gengeshlik of Charjev etrap and transfer its Pagtachy village to Hojaili gengeshlik;
2) in Dovletli etrap:
a) to abolish Miras gengeshlik and its Garagum, Miras villages transfer to the administrative subordination of Dovletli village;
b) to abolish Serdar gengeshlik and its Dostluk, Serdar villages transfer to Turkmenistan gengeshlik;
3) to abolish Jeyhun gengeshlik of Halach etrap and transfer its Jeyhun village to Halach gengeshlik;
4) to abolish Garashsyzlyk gengeshlik of Hojambaz etrap and transfer its Gulustan village to Kyrkoyli gengeshlik;
5) to abolish Yurekdepe gengeshlik of Koytendag etrap and transfer its Ayrybaba, Yurekdepe villages to Charjev gengeshlik;
6) to abolish Charbagdepe and Gyzylyarymay gengeshliks of Sayat etrap and transfer Mivechiler village of Charbagdepe gengeshlik and Gyzylyarymay village of Gyzylyarymay gengeshlik to Tejribechiler gengeshlik;
in Mary velayat:
1) to abolish Shapak gengeshlik of Bayramaly etrap and transfer its Turkmenistan village to Azat gengeshlik;
2) in Mary etrap:
a) to abolish Milli Goshun gengeshlik and transfer its Gurtzyakir village to the gengeshlik named after A.Mammedova, Mavyteber village – to Gyzylgum gengeshlik of Sakarchyaga etrap;
b) to abolish Mulkburkaz gengeshlik and transfer its Mulkburkaz, Soltanyz, Yolly villages to Mary city;
c) to abolish Parakhat gengeshlik and transfer its Akgongur village to Abadanlyk gengeshlik;
3) in Murgap etrap:
a) to abolish Birleshik gengeshlik and transfer its Birleshik village to Sukhty gengeshlik;
b) to abolish Sukhtyap gengeshlik and transfer its Sukhtyap village to Gatyyap gengeshlik;
4) to abolish Aykhan, Dagkhan, Gunkhan gengeshliks of Oguzkhan etrap and transfer their Aykhan, Dagkhan, Gunkhan villages to Gokhan gengeshlik.
9. Balykchy village, which is under the administrative subordination of Berkarar village of Ak bugdai etrap of Akhal velayat, shall be transferred to the administrative subordination of Yashlyk village.
10. To classify newly formed settlements as villages and name them:
1) to classify the newly formed settlements in Saparmurat Turkmenbashi etrap of Dashoguz velayat as villages and name them Ak oy, Baleishem and include these villages in Dovkesen gengeshlik;
2) to classify the newly formed settlement in Chardjev etrap of Lebap velayat as a village, name it Dostluk and include this village in Khojaili gengeshlik;
3) in Mary velayat:
a) to classify as a village a newly formed settlement within the land fund allocated for the gengeshliks of Mary etrap along the Mary–Ashgabat highway, and name it Akoyli and include this village in Tyazeguich gengeshlik of Mary etrap;
b) to classify the newly formed settlement within the Gulja gengeshlik of Tagtabazar etrap as a village and name it Akgaya and include this village in Gulja gengeshlik.
11. To rename the following administrative-territorial units:
To rename Serdar etrap and Serdar city of Balkan velayat, assigning them the name of Gyzylarbat;
in Dashoguz velayat:
1) in the etrap named after S.A.Niyazov:
a) to rename etrap and its Niyazovsk town, assigning them the name of Shabat;
b) to rename Gulustan village, giving it the name “named after Sadulla Rozmetov”;
2) in the etrap named after Gurbansoltan eje:
a) to rename the town named after Gurbansoltan eje, naming it Andalyp town;
b) to rename Pyakize village, assigning it the name of “named after Rejepguly Ataev”;
c) to rename Atamurat aga village of Altyn asyr gengeshlik, assigning it the name Galalygyr;
3) in Akdepe etrap:
a) to rename the village of Atayap, assigning it the name of “named after Orazgeldi Ersaryev”;
b) to rename Azatlyk village of Atchapan gengeshlik, giving it the name of Bereketli;
c) to rename Garashsyzlyk village of the gengeshlik named after Mollanepes, giving it the name of Tyazemekan;
d) to rename Galkynysh village of the gengeshlik named after Orazgeldi Ersaryev, giving it the name of Baglyk;
e) to rename the village named after Gurbansoltan eje of Sakhra gengeshlik, assigning it the name of Yeketut;
4) in Boldumsaz etrap:
a) to rename Babadaykhan village of Almalyk gengeshlik, giving it the name of Sakhra; to rename Deryalyk village, giving it the name of Gulzar; to rename Dostluk village, giving it the name of Yalkym;
b) to rename the Dovletli village of Ashgabat gengeshlik, giving it the name of Yupek yoly;
c) to rename Abadanlyk village of 10 yil Abadanlyk gengeshlik, giving it the name of Yagty yoly; rename Berkararlyk village, giving it the name of Agzybirlik;
5) to rename the gengeshlik named after Saparmurat Niyazov of Gorogly etrap, assigning it the name of Bedirkent;
6) in Saparmurat Turkmenbashi etrap:
a) to rename Akjadepe village, giving it the name “named after Ashyr Kakabaev”;
b) to rename the gengeshlik named after Gurbansoltan eje, assigning it the name of Gyzyljagala;
c) to rename the village named after Saparmurat Niyazov of Gallachi gengeshlik, assigning it the name of Gallachi;
in Lebap velayat:
1) in Sayat etrap:
a) to rename Tejribechiler gengeshlik, assigning it the name of Charbagdepe;
b) to rename Lebap village of Avchy gengeshlik, assigning it the name of Lebapoba;
c) to rename Tyazeoba village of Chekich gengeshlik, assigning it the name of Bagtyyarlyk;
2) in Charjev etrap:
a) to rename Yashlyk village of Bereket gengeshlik, assigning it the name of Rovachlyk;

c) to rename Magtymguly village of the gengeshlik named after Nobat Gutlyev, giving it the name of Magtymguly Pyragy;

To rename Engish village of Sandykgachy gengeshlik of Tagtabazar etrap of Mary velayat, assigning it the name of Bagchylyk.
12. To move the administrative centers of the following administrative-territorial units to another locality:
1) the administrative center of Tejen etrap of Akhal velayat – to Tejen city;
2) the administrative center of Akdepe etrap of Dashoguz velayat – to town named after Gurbansoltan eje;
3) the administrative center of Khakykat gengeshlik of Yoloten etrap of Mary velayat – to Khakykat village.
13. To exclude the followings from the list of administrative-territorial units:
in Akhal velayat:
1) Akyaila gengeshlik, Gyavers of Ak bugday etrap;
2) gengeshlik named after Alty Garlyev of Babadaykhan etrap;
3) gengeshlik named after Shukur bagshy of Kakyn etrap;
4) Dovletabat village, which is administratively subordinate to Sarakhs city, Garaman gengeshlik and its village Garaman of the Sarakhs etrap;
5) Lukman, Selengli gengeshliks of Tejen etrap;
in Balkan velayat:
1) Kenar etrap of Turkmenbashi city;

14. In accordance with the schemes of the annex to this resolution:
1) in Balkan velayat:
a) in accordance with the scheme of Annex#3 to this Resolution, 322,112 hectares of Esenguli etrap’s lands should be transferred to the administrative territory of Balkanabat city;
b) in accordance with the scheme of Annex#3 to this Resolution, 146,928 hectares of Gumdag town’s lands, 96,165 hectares of Khazar city’s lands, 64,664 hectares of Oglanly village of Turkmenbashi etrap’s lands should be transferred to the administrative territory of Balkanabat city;
2) in accordance with the scheme of Annex#4 to this Resolution, 11,804 hectares of lands of S.A.Niyazov etrap of Dashoguz velayat should be transferred to the administrative territory of Dashoguz city;
3) in accordance with the scheme of Annex#5 to this Resolution, 751 hectares of lands of Mary etrap and 23 hectares of lands of Vekilbazar etrap of Mary velayat should be transferred to the administrative territory of Mary city.
15. To make appropriate amendments and additions to the List of administrative-territorial units of Turkmenistan approved by the Resolution of the Mejlis of Turkmenistan # 112-IV dated May 10, 2010 (state paper of the Mejlis of Turkmenistan, 2010, # 2, Article 36).
16. The Ministry of Agriculture and Environmental Protection of Turkmenistan, together with the velayats’ khyakimliks, should make a description of the administrative territories of the velayats in accordance with the established procedure.
17. In connection with the introduction of appropriate changes to the administrative-territorial units of Turkmenistan, the powers of the members of the respective Halk Maslakhaty and Gengesh should be retained for the period established by law as at the time of their election.
