Today, President Serdar Berdimuhamedov, who is on a working trip to Mary velayat, held there a visiting meeting of the Cabinet of Ministers.
The agenda of the meeting included issues of state policy and drafts of a number of important documents.
The first floor was given to Chairwoman of the Mejlis G.Mammedova, who informed on the activity of the parliament on improvement of national legislation.
Working groups of the Mejlis carry out work on making amendments and additions proceeding from recently adopted constitutional laws as well as preparation of the Law of Turkmenistan “On the Mejlis of Turkmenistan”.
President Serdar Berdimuhamedov drew attention to issues of preparation for elections of deputies of the Mejlis, which are planned for March of the current year. As was noted, the upcoming social-political event should be held at high level and in accordance with international electoral standards.
Deputy Chairman of the Cabinet Kh.Geldimyradov, who spoke next, reported on the work of the subordinate sphere as well as measures realized to develop the national system of standardization and enhancement of efficiency of activity of profile structures in accordance with international standards.
Having summed up the report, President Serdar Berdimuhamedov marked that in the modern epoch the system of standardization to which a significant role is attached in modernization of leading sectors, improvement of quality of produced goods and safeguarding interest of consumers, develops dynamically. One of the key goals in this sphere is improvement of methods of measurement and testing applied by specialists of the Service, the head of the state underlined and instructing the Deputy-Chairman of the Cabinet to keep proper fulfilment of the work carried out in the given sphere under control.
Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on practical measures carried out by Türkmennebit State Concern to strengthen the material and technical basis of Turkmenbashi oil refineries complex.
In this connection, for consideration of the head of the state was submitted the draft of relevant documents.
Having signed the submitted document, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet relevant instructions.
Further, Deputy-Chairman of the Cabinet A.Yazmyradov reported on the work carried out to develop animal husbandry and protection of animals from diseases in the country.
The report on measures taken with a view of fulfilment of instructions given earlier by the head of Turkmenistan for further improvement of agricultural sphere and activity carried out for rational use of water was also delivered.
Increase in the potential of animal husbandry sector, strengthening of its material and technical basis and total head of livestock act as main areas of the strategy of radical transformation of the agro-industrial complex, President Serdar Berdimuhamedov underlined giving the Deputy-Chairman of the Cabinet relevant instructions. A special emphasis was made on significance of reasonable use and careful preservation of water resources. In connection with onset of cold days, one should carry out proper work to support the natural flow of water in rivers running through the territory of the velayat as well as to strengthen riverbanks and clean water collectors, the head of the state said and gave him concrete instructions.
Having reported on preparation for the spring sowing campaign in regions, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state drafts of resolutions on cultivation of cotton in Turkmenistan for 2023 as well as on purchase of agricultural machinery, equipment and spare parts.
As was informed, in the current year the country plans to sow 580 thousand hectares of land under cotton and produce 1 million 250 thousand tons of raw cotton. Along with that, the Ministry of Agriculture and Environmental Protection plans to purchase machinery, equipment and spare parts.
Having summed up the report, President Serdar Berdimuhamedov pointed out significance of agricultural activities carried out for the upcoming season, in particular, that of ploughing and planning of areas to be sown with cotton, preparation of machinery and equipment. Having signed submitted documents, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions.
Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on measures taken to develop the chemical sector to which is attached an important role in diversification and industrialization of national economy.
As a result of support from the state, the country regularly launches into operation enterprises with application of innovative technologies and create new work places. In accordance with the Program of the President of Turkmenistan for socio-economic development of the country for 2022-2028, it is planned to construct a plant for production of combined mineral fertilizers.
Having heard the report, head of the state Serdar Berdimuhamedov underlined significance of steps realized to develop comprehensively the national chemical industry and instructed the Deputy-Chairman of the Cabinet to ensure due control over fulfilment of goals set with a view of enhancement of production capacities of operating profile enterprises and construction of new ones specialized in production of highly demanded import replacing goods.
Deputy-Chairman of the Cabinet B.Atdayev reported on the work carried out to open joint trade houses in Turkmenistan and Uzbekistan.
According to the interstate agreement on regulation of activity of trade houses in the territory of the two countries, necessary measures are taken to expand mutually beneficial trade and economic relations.
Having heard the report, President Serdar Berdimuhamedov underlined that fruitful contacts between Turkmenistan and the Republic of Uzbekistan serve a visual example of efficient interstate cooperation. Our countries possess an enormous industrial potential. We have to realize many projects aimed at rise of wellbeing of two peoples, the head of the state noted and gave the Deputy-Chairman of the Cabinet a number of instructions connected with the opening of trade houses in Ashgabat and Tashkent.
Further, Deputy-Chairwoman of the Cabinet M.Mammedova reported on the program of events planned in February of the current year.
As was informed, it is planned to hold conferences, creative meetings, media forums, song-musical and other solemnities devoted to achievements of the fatherland, motto of the current year as well as 300th anniversary of Magtymguly Fragi and Day of diplomats of the country.
The seminar to be held in the State Fine Arts Academy on February 10, will be devoted to the 20th anniversary of adoption of the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. On the same day, it is planned to hold a concert of workers of art and culture of Turkmenistan and USA in the Mukam Palace. On February 12-14, Ashgabat will host Days of culture of the Islamic Republic of Iran and on February 15-17, a specialized exhibition of IRI.
Having heard the report, President Serdar Berdimuhamedov underlined necessity of further improvement of work of spheres of culture and mass media in accordance with requirements of time. Having drawn the attention to issues of proper preparation for upcoming events and solemnities called to popularize modern achievements of our country in the world and expand international humanitarian cooperation, the head of the state gave the Deputy-Chairwoman of the Cabinet concrete instructions for their organization at high level.
Further, Deputy-Chairman of the Cabinet N.Amannepesov reported on the draft of the plan of events on the occasion of declaration of the year 2023 “The Happy Youth with Arkadag Serdar”.
The document prepared on the basis of proposals from ministries and departments is aimed at wide popularization of significance of successes and transformations made by independent neutral Turkmenistan in all spheres, large-scale programs and large projects realized for ensuring wellbeing of society and happy life of the youth.
It is expected to hold explanatory and promotional work to realize admonishments given in books by national leader of Turkmen people Gurbanguly Berdimuhamedov on education of the younger generation in the spirit of patriotism and cultivation of high moral values in their personalities. A special place in this regard is given to introductory events connected with the life and work of great personalities of Turkmen people.
In addition to it, it is proposed to hold scientific conference devoted to the outstanding Turkmen poet and philosopher Magtymguly Fragi among young scholars. It is planned to hold various meetings with participation of writers, workers of art and culture as well as TV programs, creative contests, festivals, Olympiads, mass sports events, international innovative forums and excursions. Separate events will be devoted to popularization of national traditions and preservation of family values.
Having heard the report, President Serdar Berdimuhamedov underlined especially that education of the youth in the spirit of high moral traditions of our people was and remain one of the priorities of the state policy. Having pointed out significance of involvement of Turkmen youth widely in the social and political life of the country, the head of the state instructed the Deputy-Chairman of the Cabinet to continue work in the given area.
Deputy-Chairman of the Cabinet, Minster of foreign affairs R.Meredov reported on the work carried out in the year “The Happy Youth with Arkadag Serdar” to develop international youth cooperation.
As was underlined, steady steps are taken in our country to support the youth, development and realization of its potential, improvement of the legislation basis in the given sphere. The relevant state program planned for 2021-2025 was approved.
Goals connected with the youth initially were outlined among key points of the agenda of the UN and a number of documents adopted also testify to this fact. From under the auspices of the UNESCO, the global youth congress functions. Other UN specialized agencies also are engaged in given aspects.
For expansion of cooperation in the area, it is expedient to consider the issue of preparation of a long-term strategy of international partnership of the Turkmen youth. Its goal is to ensure more active participation of young Turkmen nationals in interaction with their foreign peers in cultural, economic, scientific and educational, sports and other spheres. In particular, it was proposed to study issues of creation of the international centre of young diplomats at the basis of IIR as well as opening of branches of international higher educational institutions at the basis of national higher educational establishments.
For exchange of advanced practice, it is proposed to intensify cooperation in the sphere of education with authoritative international organizations, including UN, OSCE, EC, and CIS.
In the context of deepening of international cooperation with foreign partners in participation of the youth in scientific activities with a view of fulfilment of relevant instructions of the head of the state, it was proposed to consider complex steps on creation of the national centre for high technologies as well as a relevant system in the above-mentioned strategy.
Besides it, it is proposed to include in the draft of the given document target measures for intensification of the fruitful dialogue in the sphere of culture, in particular, development of the program "Young talents”, establishment of close cooperation with profile state and public structures of other countries for its practical realization and organization of international youth games in Turkmenistan and hold them on a regular basis.
Having summed up the report, President Serdar Berdimuhamedov noted that the youth policy was outlined as one of the key areas of the state strategy of the fatherland. A great significance is attached to the given area in the foreign policy of our country.
Speaking of necessity of ensuring a full support to the national youth concept, the President of Turkmenistan underlined that the main goal in this area is education of well-trained, physically sound, patriotic younger generation. In the modern epoch the material and technical basis of national educational and scientific systems has been significantly strengthened. Innovations and advanced achievements are actively introduced in the given area.
Developing upon the topic of sports, President Serdar Berdimuhamedov noted that within the framework of preparation for the Asian Games -2017, our sportsmen held trainings in leading world sports centres under the guidance of experienced famous coaches. As a result, they made great successes in the Games.
Similar practice should be applied in the education system as well. In this regard, the head of the state noted expediency to intensify international partnership and exchange of experience in the given sphere, invitation of famous scholars to hold lessons in our country.
Besides it, one should work on issues of establishment of cooperation in the sphere of high digital technologies in detail, the President of Turkmenistan said and gave instructions to relevant heads to take proper measures. As the head of the state noted, all this will facilitate increase in the intellectual potential of our youth and its familiarization with world science and innovative technologies.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the work of Türkmendeňizderýaýollary Agency.
It was informed that according to instructions of the head of the state, at present, the pace of work is increased in this sphere and positive world practice is studied actively and applied, all potential is used for development of international cargo transportation.
Having heard the report, the head of Turkmenistan drew the attention of the head of the Agency to necessity of further improvement of management of sectors of marine and river transport in accordance with international standards, introduction of advanced world practice in the sphere, strengthening of cooperation with foreign companies that operate international cargo transportation.
Having underlined that the Balkan Shipbuilding and Repairing Yard Open Joint-Stock Company is one of the main enterprises of national shipbuilding, President Serdar Berdimuhamedov instructed him to expand the national main fleet by exploring manufacture of various types of ships.
Further, the floor was given to khyakim of Mary velayat D.Annaberdiev, who reported on the state of affairs in the region as well as the work carried out in the agricultural complex. In this connection, it was reported on care of winter wheat fields, proper preparation of cultivated areas, agricultural machinery and equipment, seeds and other means for the spring season. Practical measures taken with a view of rational use of water resources were a separate topic of the report.
Practical measures taken for implementation of large-scale transformation programs aimed at optimal involvement of enormous economic potential, steady rise of living standards and quality of life of people were also informed.
Having heard the report, the President of Turkmenistan noted that one should keep the pace of work in the agro-industrial sector of the velayat and their compliance with agro-technical standards in the focus of attention.
All the work carried out in the region should be at a high qualitative level and meet requirements of time, the President of Turkmenistan said and gave the khyakim concrete instructions to this end.
At the meeting, other issues were also considered and documents aimed at development of sectors were adopted.
Having summed up the outcome of the visiting meeting of the Cabinet, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for the benefit of further development of our sovereign fatherland.
Upon conclusion of the meeting, the head of Turkmenistan headed towards the international airport of Mary city from where he left for Ashgabat.
