Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system. The agenda included priority objectives related to the socio-economic development of the country, as well as a number of other issues.
Chairwoman of the Mejlis D. Gulmanova was the first to report, who informed about the activities ongoing to further improve national legislation.
The report also covered preparations for the fourth meeting of the Parliament to be held on November 25 of year, during which it is planned to consider the draft State Budget of Turkmenistan for 2024 and the Resolution of the Mejlis regarding the execution of the State Budget for 2022. At the same time, it is planned to discuss draft laws on introducing amendments and addenda to a number of codes and legislative instruments.
In order to develop international and inter-parliamentary relations, a meeting was held at the Mejlis with the Ambassador Extraordinary and Plenipotentiary of Romania. The deputies attended a conference organized by the UNDP with the relevant government agencies of our country, and became delegates to the Women’s Dialogue Forum of Central Asian States in Brussels (Kingdom of Belgium) and the autumn session of the OSCE Parliamentary Assembly in Yerevan (Republic of Armenia).
People’s representatives take an active participation in awareness-raising events, and appear in the media in order to explain to the general public the key objectives of the reforms ongoing out in the country, as well as the laws being adopted.
Summing up the information provided, President Serdar Berdimuhamedov emphasized that when developing new laws, it is critical to proceed from the priority of objectives specified for the effective state policy. Emphasis was also placed on the importance of further improving legal instruments.
Deputy Chairman of the Cabinet of Ministers B. Amanov, who then spoke, reported on the state of affairs in the fuel and energy complex and practical steps being taken to step up international cooperation in this area.
As was reported, the necessary work is in progress to successfully implement the agreements reached during the visit of our Hero Arkadag to the Federal Republic of Germany on September 28–29 this year.
In this regard, the State Concern “Türkmengaz” is taking measures to increase the volume of hydrocarbon production, expand cooperation with long-standing and reliable foreign partners, primarily in the field of introducing modern technologies and the latest scientific and engineering advances, as well as upgrading gas compressor stations.
Having heard the report, President Serdar Berdimuhamedov emphasized the importance of upgrading gas compressor stations under supervision of the State Concern “Türkmengaz”. International cooperation in this area must be further expanded, the head of Turkmen state said, giving the deputy prime minister a number of specific instructions.
Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal field campaigns in the regions of the country.
As was reported, bountiful harvests are grown due to the rational use of water resources and the science-based selection of agricultural crops.
Currently, agro-technical measures are taken treatment of wheat sown fields, including application of mineral fertilizers and vegetation irrigation.
Cotton crop is gathered, transported to collection points and cotton ginning enterprises, and timely payments are made to seed cotton producers.
At the same time, rice harvesting is in full swing in the Dashoguz and Lebap Velayats, and sugar beets are gathered in the Mary Region. Necessary measures are taken to ensure proper storage, cleaning and processing of the harvested crops.
Summing up the report, President Serdar Berdimuhamedov emphasized that seasonal agricultural campaigns ongoing in the regions of the country must be approached responsibly. Highlighting the importance of making the full and effective use of the production capacity of the complex, the head of state instructed the deputy prime minister to keep the work under strict control.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the current steps to further develop the electric power industry, in particular, aimed at rationalizing energy consumption, diversifying export supply routes, as well as strengthening the country’s position in the global energy market.
As was reported, in order to successfully implement the state policy in this area and improve the related legislative framework, an appropriate draft legal document has been prepared.
Stressing that the draft Law “On Energy Saving and Efficient Use of Energy” must reflect the energy policy being successfully pursued in our independent country, President Serdar Berdimuhamedov gave specific instructions to the deputy prime minister.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the schedule of major events to be held in December of the current year.
Thus, events will be organized in the coming period to celebrate the International Day of Neutrality. In particular, these will include the song and music event “Arkadag Serdarly bagtyýar ýaşlar parahatçylygyň waspçylarydyr!”, the forum “Dialogue - guarantee of peace”, flowers laying ceremonies at the Neutrality Monument, and festive concerts.
Along with this, a summing up and award ceremonies are planned for the winners of the “Pähim-paýhas ummany Magtymguly Pyragy” contest, announced as part of the “Türkmeniň Altyn asyry” competition of the President of Turkmenistan, and the holding of the final round of the “Ýylyň parlak ýyldyzy” contest.
The schedule also includes an exhibition of Turkish export goods, a joint show of decorative, applied and mosaic art of Turkmenistan and the Islamic Republic of Iran, a Week of scenic works of world classics, and a medley of Turkmen and foreign classical songs.
Information was also provided on upcoming events on the occasion of the New Year’s Holiday and the opening of social and industrial facilities.
Summing up the report, President Serdar Berdimuhamedov emphasized that our Homeland is achieving great success, new buildings and facilities are commissioned during the Revival of the New Epoch of the Powerful State. International Day of Neutrality will be celebrated in the near future. In this regard, the head of Turkmen state instructed the deputy prime minister to celebrate at a high level the major events and opening ceremonies of social facilities scheduled for December of the ongoing year.
Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the upcoming international conference on cooperation between member countries of the Non-Aligned Movement in preparing for threats arising in public healthcare and jointly combating them, to take place in Ashgabat on December 8–9.
As was reported, large-scale work is carried out in our country aimed at developing the national healthcare system, taking measures in this area jointly with foreign countries and authoritative international and regional organizations.
Well-coordinated preparations are currently underway for a special conference, initiated by President Serdar Berdimuhamedov, with the participation of the medical and sanitary departments of the Non-Aligned Movement, and in association with the World Health Organization.
According to the deputy prime minister, delegates to the forum, which will become a significant event of 2023, are expected to bring together over 60 representatives from almost 30 countries, including practicing doctors, scientists, experts, and other representatives of the medical community.
Having heard the report, President Serdar Berdimuhamedov specified that Turkmenistan attaches great importance to a productive partnership with the Non-Aligned Movement. In this context, the deputy prime minister was instructed to prepare at a high level for a special conference of medical and sanitary departments of the member countries of this organization.
Then the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who informed about the good news received on November 21 from the headquarters of the UN specialized agency, the United Nations Educational, Cultural and Scientific Organization (UNESCO) located in Paris. During the 42nd session of the UNESCO General Conference, a Resolution was adopted on the approval of memorable dates that will be celebrated jointly with UNESCO in 2024–2025. This list includes the “300th anniversary of the birth of Magtymguly Pyragy” proposed by Turkmenistan with the support from the head of state.
Having cordially congratulated President Serdar Berdimuhamedov on this exciting event, the deputy prime minister, Foreign Minister wished the head of Turkmen state sound and new outstanding successes in the ongoing large-scale activities aimed at maintaining the people’s wellbeing and prosperity of the country, enhancing the international reputation of the Homeland.
Then, the Deputy Chairman of the Cabinet of Ministers, Foreign Minister reported on preparations for the 6th meeting of the Turkmen-Chinese Intergovernmental Committee for Cooperation, to be held in Ashgabat on November 29 this year.
As was reported, relations between the two countries are of a strategic nature. In order to strengthen and expand the mutually beneficial interstate partnership, develop Turkmen-Chinese relations in new promising areas, the above-mentioned Committee was established pursuant to the relevant bilateral Agreement, within which there are 6 specialized subcommittees. To date, five of its meetings have taken place.
The Committee’s next meeting agenda will include topical issues of interstate cooperation in a wide range of areas such as the oil and gas sector, transport and logistics, agriculture, chemical and textile industries, science and education, high technology, healthcare, etc. Following the meeting, it is planned to sign the relevant Minutes.
Having heard the report, President Serdar Berdimuhamedov emphasized the wide-ranging nature of bilateral cooperation, which our country intends to further increase. In this regard, the head of Turkmen state instructed to ensure proper organization of the 6th meeting of the Turkmen-Chinese Intergovernmental Committee.
Furthermore, the deputy prime minister, head of the Ministry of Foreign Affairs reported on the preparations in progress for participation in the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP-28), as well as on the documents to be adopted during this forum, and events scheduled as part thereof.
It is expected that the attention of the world’s leading countries will be drawn at COP-28 to the issue related to joining the Global Methane Pledge (GMP) as one of the basic steps in combating climate change.
As for Turkmenistan’s activities in this area, environment preservation is identified as one of the state policy priorities. Taking an active participation in international initiatives and agreements to coordinate global efforts to control climate change, our country supported the Paris Agreement and ratified it in October 2016, and the National Strategy of Turkmenistan on Climate Change was adopted in 2019. In 2020 our state joined the International UNECE “Trees in Cities” Programme, and in 2022 Turkmenistan prepared and approved the Nationally Determined Contribution (NDC) to the Paris Agreement.
Regional Center for Climate Technologies for the Countries of Central Asia is to be open on the initiative of the Turkmen party in Ashgabat under the UN auspices. In this regard, a Memorandum of Understanding was signed on November 13 between the Ministry of Environmental Protection of Turkmenistan and the United Nations Environment Programme (UNEP).
At the 26th Conference of the Parties to the UN Framework Convention on Climate Change, our country supported the initiative of the Global Methane Pledge, expressing interest in its detailed study. Since then, the appropriate targeted work has been carried out. It was also specified that by the Decree of the President of Turkmenistan a high-level intersectoral commission was set up on June 2 this year to reduce methane emissions. Moreover, a Roadmap for the development of international cooperation aimed at studying the issue of our country’s accession to the Global Methane Pledge for 2023-2024 was approved. Work is also carried out in this area jointly with the US Agency for International Development (USAID).
To date, about 150 countries have joined the Global Methane Pledge (GMP). In this regard, a proposal was made to announce the accession of Turkmenistan to GMP during the COP-28 Conference. This issue was considered at a regular meeting of the Interdepartmental Commission on Environmental Protection on November 23 of the current year. At the same time, it is proposed to continue collaboration with international organizations and partner countries within joint projects and programs aimed at complying GMP conditions at the national level.
The relevant ministries and departments of the country have analyzed the documents to be adopted at the COP-28 Conference. Based on this, it is suggested that Turkmenistan will join a number of these.
A proposal was also made regarding the participation of representatives of specialized institutions of our country in high-level associated events, which will be held during the COP-28 Conference from December 3 to 10.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of the documents to be adopted at the 28th Conference of the Parties to the UN Framework Convention on Climate Change. In this context, pointing out the need to further strengthen cooperation with the parties thereto, the head of state gave specific instructions to the deputy prime minister, head of the Ministry of Foreign Affairs.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the measures being taken to maintain the compliance of performance of international airports in Turkmenistan with international standards in the field of civil aviation. In this regard, information was provided about the work under way to carry out the proper flight review of specialized equipment installed at airports.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of proper organization of flights at the country’s international airports and instructed to ensure timely conduct of flight reviews.
Then the head of Agency reported on the steps being taken to further develop the domestic maritime industry. As was reported, technical supervision and classification of ships in the waters of the Turkmenbashy International Seaport in accordance with the Merchant Shipping Code of Turkmenistan is carried out by the Classification Society authorized by the Cabinet of Ministers. In this regard, the report was made on the measures in progress to improve this activity to international standards.
Having heard the report, the head of state stressed the importance of the examination operations for ships registered in our country, ordering to study the issue of granting authority to provide relevant services, and to take the necessary steps in this respect.
Adviser to the President of Turkmenistan on oil and gas issues A. Begliev, who then spoke, reported on the activities of the Research Institute of Natural Gas of the State Concern “Türkmengaz” and the Institute “Nebitgazylmytaslama” of the State Concern “Türkmennebit”.
These institutions carry out work according to special plans to identify promising geological directions, prepare scientific and practical justification for exploration and survey of deposits, geological and economic assessment of geological exploration operations, upgrading equipment and technology of drilling operations, assessment, calculation and recalculation of gas reserves, gas condensate, and oil fields (deposits). Based on the results of ongoing scientific research, proposals are prepared that will subsequently be practically implemented at specialized departments of the fuel and energy complex.
A separate topic in the report was the measures being taken to comply with the conditions of the Global Methane Pledge. The report included information on specific steps proposed to reduce methane emissions into the atmosphere, including through the use of modern environmentally friendly and resource-saving technologies in the fields of power engineering, industry and transport.
Summing up the report, President Serdar Berdimuhamedov focused on further improving the activities of research institutes in the country’s oil and gas complex. Emphasizing the importance of introducing the latest scientific and technological advances into their work, the head of state ordered to effectively apply the recommendations of scientists and scientific staff of research institutes in the activities of state concerns.
Further, State Security Council Secretary B. Gundogdyev reported on the food provision operations being carried out by military and law enforcement agencies.
As was reported, military personnel grow various vegetables, watermelon, melon, fruits and other crops in the subsidiary farms of law enforcement agencies. At the same time, much attention is paid to livestock and poultry farming, and the production of meat and dairy products. This creates all conditions for full provision of the personnel of military and law enforcement units and, at the same time, contributes to strengthening food security in the country.
Detailed information was also provided on the measures being taken to maintain public order and comply with fire safety rules during the New Year’s celebrations in the capital and velayats.
Having heard the report, the President of Turkmenistan noted that strengthening the material and technical resources of the country’s military and law enforcement agencies and improving their performance are among the key objectives. In this context, instructions were given to keep the food supplies for these agencies under strict control. Separate instructions related to proper preparations for the New Year’s celebrations.
Addressing members of the Cabinet of Ministers and all compatriots, Head of State Serdar Berdimuhamedov said that good news had arrived in our independent neutral country. A Resolution was adopted at the UNESCO General Conference on the proposal of Turkmenistan, according to which the “300th anniversary of the birth of Magtymguly Pyragy” was included in the List of Memorable Dates that will be celebrated jointly with UNESCO in 2024–2025.
As was emphasized, the valuable literary heritage of Magtymguly Pyragy, included in the treasury of world literature, is the property of Turkmenistan. The adoption of this Resolution at the international level is another confirmation of the recognition of the contribution made by this outstanding artist in words to human culture.
In the coming year, a number of events of international importance will be held on the occasion of the 300th anniversary of the birth of great thinker and outstanding poet of the Turkmen people Magtymguly Pyragy, President Serdar Berdimuhamedov said. Having heartily congratulated his compatriots on the inclusion of the “300th anniversary of the birth of Magtymguly Pyragy” in the List of Memorable Dates that will be celebrated jointly with UNESCO in 2024–2025, the head of Turkmen state expressed wishes of happiness and prosperity to everyone.
A number of other issues of public life were also considered at the meeting, on which appropriate decisions were taken.
