Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to consider the results of work in sectors of the national economy in January this year, as well as some topical issues of state activity.
The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the results of work done over the first month of this year.
As was reported, since the beginning of the year, draft laws have been prepared intended to update the civil law relations in accordance with world practice, as well as those related to issues of energy saving and efficient consumption, and hydrometeorological activities. At the same time, work was continued to introduce new regulations into the Family and Civil Procedure Codes in order to strengthen and preserve family ties and values, and improve the judicial review of cases on these issues. The provisions of a number of existing laws are brought into line with the requirements of the time.
In addition, practical steps are taken to increase cooperation with the parliaments of foreign countries and international organizations. Thus, during the indicated period, 4 meetings were held, including on the instructions of the President of Turkmenistan, and a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation to our country.
Along with this, the Mejlis deputies took participation in 7 seminars on improving legislative activity and promoting the implementation of government programs, organized by the relevant institutions of our country jointly with UN bodies and other authoritative international organizations.
The report also covered the participation of the Mejlis deputies in events to explain to the general public the main aspects of the domestic and foreign policy of the independent Homeland, the national legislation, the socio-political significance of the motto of 2024, and to popularize the literary heritage of outstanding Turkmen poet Magtymguly Fragi.
Summing up the information presented, President Serdar Berdimuhamedov noted that work must be further carried on to improve the country’s legislation in accordance with the requirements of the time. New legal regulations must contribute to progressive development of Turkmenistan, the successful implementation of adopted programs and the consistent improvement of living conditions of the people, the head of state said.
Deputy Chairman of the Cabinet of Ministers H.Geldimyradov delivered the report on macroeconomic indicators for the first month of this year.
As was reported, due to the successful implementation of comprehensive measures, a stable GDP growth rate was maintained in January, which amounted to 6.3 percent.
The volume of output produced increased by 8.2 percent compared to the same period in 2023.
In the first month of this year, retail trade turnover increased by 10.6 percent compared with the similar period of last year.
The revenues and expenditures of the State Budget were executed 104.8 and 97.1 percent, relatively.
Wages at large and medium-sized enterprises in the country are 10 percent higher than in the same period in 2023. Wages, pensions, government benefits and student scholarships are funded in a timely manner.
The amount of assimilated capital investments from all sources of funding in January grew by 24.6 percent, as compared to the same period in last year.
The report also covered the progress of implementing the National Rural Program.
Summing up the report, President Serdar Berdimuhamedov focused on the importance of carrying out appropriate work for the successful implementation of the provisions outlined for 2024 in the Program on the Socio-Economic Development of Country in 2022–2028. Emphasizing the need to take appropriate measures to maintain the GDP growth dynamics and the coordinated development of industries, the head of state gave the deputy prime minister a number of specific instructions.
Then Deputy Chairman of the Cabinet of Ministers B.Amanov reported on the results of work in the areas under his supervision in January this year.
It was reported on the technical and economic indicators achieved in the field of natural and associated gas production, as well as the export of “blue fuel”.
The report included information that during the period under review, the plan for the production of oil and gas condensate was fulfilled 100.3 percent, in particular, 100.1 percent by the State Concern “Türkmennebit”.
The fulfillment of the plan for oil refining at the oil refineries of the State Concern “Türkmennebit” amounted to 101.9 percent.
The deputy prime minister said that over the past month the production plans were fulfilled 101.1 percent for gasoline, 104 percent for diesel fuel, 103.5 percent for polypropylene, and 114.5 percent for lubricating oils.
The liquefied gas production growth rate was 109.6 percent.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of undertaking comprehensive measures to increase the volume of natural gas and oil production in the country and the effective operation of production facilities.
It is necessary to step up the pace of geological exploration and drilling works, the head of state said, giving the deputy prime minister a number of specific instructions.
Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of activities of the supervised units in January this year, including the progress of seasonal agricultural campaigns in the regions of the country.
The report included information that the production growth rate in the agricultural sector totaled 101 percent compared to the same period in last year.
Thus, this indicator made up 100.2 percent for the Ministry of Agriculture, 123.3 percent for the Ministry of Environmental Protection, 111.6 percent for the State Committee for Water Industry, and 102.1 percent for the State Association “Türkmen atlary”. The investments assimilation plan was fulfilled 193 percent.
As was reported, appropriate organizational measures are taken to organize the activities of the Ministry of Agriculture, the State Concern “Türkmenpagta”, the State Associations “Türkmengallaönümleri” and “Türkmenobahyzmat”, the food industry, as well as the livestock and poultry industries of Turkmenistan.
The treatment of wheat fields, preparing for cotton sowing, as well as agricultural machinery for the spring season is in progress. Along with this, every effort is made to develop livestock farming, increase the number of animals, and provide a warm and well-fed wintering for them.
Having heard the report, and emphasizing the importance of rational use of water in agriculture and upgrading the water supply system, President Serdar Berdimuhamedov ordered to continue work in this area.
In order to increase the agricultural products yield, the head of state also instructed the deputy prime minister to keep under strict control the timely completion of seasonal agricultural campaigns in the velayats in accordance with agro-technical standards.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work done by the construction, industrial and energy complex, the State Concern “Türkmenhimiýa”, the State Agency for Motorways Construction Management and the Ashgabat City Khyakimlik in January 2024.
Thus, during the reporting period, the Ministry of Construction and Architecture fulfilled the work plan 110.2 percent.
According to the Ministry of Industry and Construction Production, the plan for production and implementation of work was completed by 104.3 percent.
In the first month of this year, the Ministry of Energy fulfilled the plan for production and work performed by 115.8 percent.
Since the beginning of this year, the State Concern “Türkmenhimiýa” has produced products and completed work for a total amount of 176 million manats, the plan has been fulfilled by 137.7 percent.
In January 2024, the work plans were fulfilled 109.1 percent by the State Agency for the Motorways Construction Management, and 111.4 percent by the Ashgabat City Khyakimlik.
Having heard the report, President Serdar Berdimuhamedov particularly focused on the need to ensure the operation of enterprises in the construction and industrial complex at full capacity.
The necessary measures must be taken to ensure a stable supply of electricity to the population and industries. The head of state emphasized that work must be further carried on to increase the quantity of exported goods, build new and reconstruct existing roads.
Stressing the importance of the facilities planned for commissioning this year, the President of the country instructed the deputy prime minister to ensure strict control over the quality of the ongoing construction of large industrial and social facilities and their completion on time.
Further, Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of work done by the ministries and departments in trade and textile complexes supervised by him, as well as the entrepreneur sip sector in January 2024.
As for the Ministry of Trade and Foreign Economic Relations the growth rate totaled 106.1 percent in trade turnover, and 101.2 percent in production, as compared to the same period last year.
Output produced by enterprises of the Ministry of Textile Industry, the volume of products increased by100.6 percent in cotton fabric, 103.4 percent in leather products, and sewing and 112.2 percent in knitwear compared with the same period last year.
Since the beginning of this year, the “Türkmenhaly” State Association fulfilled the plan for the production of carpets 104.5 percent.
The State Commodities and Raw Materials Exchange held 26 trading sessions in January, at which 1 thousand 996 contracts were registered.
The growth rate of work carried out by the Chamber of Commerce and Industry during the reporting period amounted to 105.7 percent.
As for the Union of Industrialists and Entrepreneurs, the production growth in January totaled 103.4 percent for agricultural and food products, and 104.6 percent for industrial goods.
Having heard the report, and pointing out the need to keep prices and the supply of markets and retail outlets in the country with consumer goods under constant control, President Serdar Berdimuhamedov emphasized that measures must be further taken to provide the country’s population with quality food products. The head of state also focused on modernizing the work of textile enterprises, giving the deputy prime minister specific instructions.
Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the results of activities in the supervised sector in January this year.
As was reported, during the period under review, various forums, creative meetings, exhibitions, conferences, awareness-raising, educational, song and musical events were held in the country. The work plan of the Ministry of Culture and sectoral departments for this year was also approved.
The major events of the past month included the presentation of the book by President Serdar Berdimuhamedov “Yaşlar – Watanyň daýanjy”, a conference on the occasion of the announcement of this year’s motto “The fount of wisdom of Magtymguly Fragi”.
During the reporting period, a meeting of the organizing committee was held to prepare celebrations on the occasion of declaring the city of Anev as the cultural capital of the Turkic world in 2024. In addition, the signing of the Decree by the President of Turkmenistan approving the procedure and conditions for assigning the legal status “National” to state circuses and individual professional circus groups.
As part of developing cooperation with foreign partners, Turkmen specialists visited France and the State of Qatar on business trips, where they took participation in international cultural forums and events on the occasion of the 300th anniversary of the birth of great thinker and classical poet Magtymguly Fragi. At the same time, our country hosted exhibitions, scientific conferences, and concerts with the participation of representative delegations from Iran and India.
Work is under way jointly with the Ministry of Foreign Affairs to inscribe multilateral and national nominations on the UNESCO World Heritage List.
The deputy prime minister also reported on the work carried out in January by theaters, cinemas, libraries, museums, the Turkmen State Publishing Service, the “Türkmenfilm” Association named after Oghuz Khan, and the State News Agency. A separate topic of the report was the practical steps taken to address issues arising from State programs and Concepts.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the work carried out in the first month of this year in the fields of education, science, healthcare and sports.
As was reported, during the reporting period, reforms aimed at fostering an educated generation and publishing textbooks were continued. Schoolchildren successfully performed at international Internet Subject Contests, where they won 17 medals. The first lesson of the second half of the academic year 2023-2024 was dedicated to the motto of this year “The fount of wisdom of Magtymguly Fragi”.
The winter holidays were held in an organized manner, according to plans, and young Turkmen citizens were presented with New Year’s gifts from Head of State Serdar Berdimuhamedov, as well as from the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan, our Hero Arkadag.
This year, reforms aimed at improving the country’s scientific sector have been continued. According to the Order of the President of Turkmenistan, quotas have been approved for the admission of students to postgraduate studies and doctoral studies in scientific fields, registration of applicants for academic degrees, as well as to clinical residency in 2024.
In accordance with previously given instructions, meetings of the organizing committee were held on the occasion of celebrating the 300th anniversary of the birth of Magtymguly Fragi, the outstanding thinker and classical poet of the East.
Reporting on work in the healthcare sector, the deputy prime minister said that planned activities were carried out at medical institutions in January this year. Various operations and treatment of sick children were carried out that were funded by the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship. The construction and reconstruction of scientific and clinical centers continues.
Further work is also carried out to develop the sports and Olympic movement in the country, prepare our athletes for the Olympic Games, championships, major international competitions, and introduce a digital system. Four gold and four silver medals were won at international sports competitions.
Business trips to foreign countries were undertaken in order to improve skills and exchange experience. During the period under review, 2 international documents were signed.
A significant event in the cultural and social life of the country was the presentation of the book by President Serdar Berdimuhamedov “Yaşlar – Watanyň daýanjy”.
Having heard the report, the head of state pointed out the need to arrange work in the fields of science, education, healthcare and sports at the proper level.
Particular attention must be paid to organizing scientific and educational activities at educational institutions in accordance with the present-day requirements, which must carry out consistent work to educate the younger generation in the spirit of patriotism, hard work and high morality.
President Serdar Berdimuhamedov also instructed the deputy prime minister to keep under constant control the construction of new facilities and staffing them with highly qualified personnel.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the activities done by the Ministry of Foreign Affairs in January in the context of implementing the foreign policy strategy of neutral Turkmenistan, achieving the assigned goals, and fulfilling the instructions given by the head of state.
Steadily following the course of constructive cooperation implemented under the leadership of President Serdar Berdimuhamedov, our country is successfully developing the relations of friendship, good neighborliness and fruitful partnership on both bilateral and multilateral baisis.
In this regard, it was specified that in early January, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov paid a visit to the United Arab Emirates.
During the reporting period, the President of Turkmenistan held telephone conversations with the Presidents of the Islamic Republic of Iran and the Republic of Kyrgyzstan.
Relations with foreign countries are also characterized by progressive dynamics. This is clearly evidenced by the visits of foreign delegations to Turkmenistan in January, as well as domestic delegations abroad. This year, meetings at various levels were held online. During the period under review, official negotiations and meetings with representatives of foreign countries and international organizations were also organized in Turkmenistan. To date, 20 international documents have been signed.
Regular contacts between foreign policy departments are aimed at strengthening friendly relations and mutually beneficial partnerships between Turkmenistan and different countries of the world.
Another important direction of the Homeland’s foreign policy is the strengthening and expansion of diplomatic relations through embassies. Relevant work is carried out in this area.
Consistent steps are taken to build up foreign economic relations between Turkmenistan and organize meetings of joint Intergovernmental Commissions.
Having heard the report, President Serdar Berdimuhamedov emphasized that there are a number of international events ahead, for which we must be thoroughly prepared. Noting that special attention must be paid to the events to celebrate the 300th anniversary of the birth of our great poet and thinker Magtymguly Fragi and declaring the city of Anev as the cultural capital of the Turkic world in 2024, the head of state gave specific instructions to the deputy prime minister, the head of the Ministry of Foreign Affairs.
Then the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs reported on the results of a working visit of the delegation of Turkmenistan to the United Arab Emirates.
One of the priorities of the Homeland’s foreign policy is the development of constructive cooperation with UN and other authoritative organizations. Based on this, as part of implementing the initiatives put forward by the President of Turkmenistan, our country actively participates in various multilateral activities.
In this context, on the instruction of the head of state, the delegation of Turkmenistan took participation in the World Government Summit, held in Dubai on February 11-14. According to the agenda, six main issues were worked out relating to such aspects as reform and efficiency of public administration, artificial intelligence, the economy of the future, society and education of the future, sustainability and new global actions, priority areas of urbanization and healthcare.
The Summit was attended by representatives of more than 120 countries and over 80 international organizations, as well as large companies. During that large-scale forum, three issues were voiced, which were proposed to be addressed on the basis of global approaches, based on the international initiatives of the President of Turkmenistan.
Thus, it was proposed to create a Global Atlas of Sustainable Transport Connectivity. This will be a practical continuation of the Ashgabat process, which began at the first Global Conference on Sustainable Transport, held in the Turkmen capital in November 2016. This proposal is aimed at developing mutually coordinated actions based on multilateral partnerships, an open database and analytics in the above-mentioned area.
It was also proposed to create an Alliance for Cooperation in the Field of Global Energy Security and Sustainable Development. The basic principle of the partnership as part of it has to be the indivisibility and interconnectedness of goals to ensure access to reliable, sustainable and modern energy sources for all.
The third proposal concerns the development of a Global Framework for the Transition to a Circular Economy based on the priorities of the 2030 Agenda for Sustainable Development.
Its development is guided by four key elements such as common standard indicators and reporting, international cooperation on critical resources, the creation of a Global Innovation Fund for Circular Economy Technologies, and capacity building and exchange of experience.
In order to implement the above initiatives on an international scale, it is planned to carry out appropriate work based on the priorities of Turkmenistan’s foreign policy.
During the Summit, the delegation of our country also held meetings with the Deputy Director General of the International Renewable Energy Agency (IRENA) and the Deputy Director General of the United Nations Industrial Development Organization (UNIDO). The topic of concerned discussion was the prospects for cooperation in the field of industry, construction and renewable energy.
During the working visit, meetings were also held with the Vice President and Deputy Prime Minister, Minister of minister of Presidential Court of the United Arab Emirates Sheikh Mansour bin Zayed bin Sultan Al Nahyan, UAE Minister of Energy and Infrastructure Suhail Al Mazroui, UAE Minister of Industry and Advanced Technologies, Director General of the Abu Dhabi National Oil Company (ADNOC) Soltan Ahmed Al Jaber, Chief Executive Officer of the Abu Dhabi Future Energy Company (MASDAR) Mohammed Jamil Al Ramahi, Managing Director and Chief Executive Officer of Dubai Electricity and Water Authority (DEWA) Saeed Al Tayer. A wide range of issues were considered in the context of dynamically developing cooperation between Turkmenistan and the United Arab Emirates.
Summing up the report, President Serdar Berdimuhamedov emphasized that it is necessary to further increase diverse mutually beneficial cooperation with the UAE, instructing the deputy prime minister, the head of the Ministry of Foreign Affairs to continue the necessary work in this area.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the results of activities of supervised institutions in January this year.
During the reporting period, the works a services growth rate for this complex was 116.1 percent.
In the first month of the year, the growth rate amounted to 102.5 percent in the freight traffic by road, rail, air, sea and river transport, and 103.7 percent in passenger transportation.
The growth rate for the provision of services in January totaled 103.8 percent for the “Türkmendemirýollary” Agency, 106.8 percent for the “Türkmenawtoulaglary” Agency, for 162.8 percent the “Türkmenhowaýollary” Agency, 110.5 percent for the “Türkmendeňizderýaýollary” Agency, and 106.2 percent for the “Türkmenaragatnaşyk” Agency.
The report included information on the provision of digital services as part of implementing the “Concept of development of digital economy in Turkmenistan in 2019 – 2025”, as well as the construction of production and social facilities related to the transport and communication complex.
Having heard the report, President Serdar Berdimuhamedov focused on the importance of consistently increasing passenger and cargo traffic turnover, increasing the quantity of transit and international cargo transportation.
Speaking about the need to organize work in this area in accordance with the modern requirements, the head of state focused on improving the culture of passenger service. The widespread implementation of the digital system in the industry must also be continued, the President of Turkmenistan emphasized, giving specific instructions to the Agency head.
Further, addressing the meeting participants, the President of Turkmenistan specified that the GDP growth rate in January was 6.3 percent, and sustainable development had been achieved in sectors of the national economy.
According to the head of state, it is currently necessary to take measures to increase production volumes in industrial sectors, effectively use existing capacities, and expand the scope of activities in the field of trade and services. It is also necessary to continue work on the execution of the revenues and expenditures of the State Budget in the planned amount.
In the past month, the amount of capital investments throughout the country from all sources of funding amounted to 2 billion 545 million manats, which is 24.6 percent more than in the similar period in last year, which creates conditions for increasing production capacity, President Serdar Berdimuhamedov said.
This will provide an opportunity to further improve the social and living conditions of the population, as well as create additional jobs in the regions, the head of state emphasized.
There is still a lot of work ahead, including steps to be taken in industries and regions, and many goals to be achieved, the President of the country said, giving instructions to constantly keep the implementation of what was planned under strict control.
Furthermore, President Serdar Berdimuhamedov said that the Day of Diplomatic Workers of Turkmenistan will be celebrated on February 18. Stressing that employees of the diplomatic service of the independent neutral Homeland are working tirelessly to fulfill the assigned duties in accordance with the requirements of the time, the head of state cordially congratulated the diplomats on their professional holiday.
