Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers to sum up the activities of branches of economy for nine months of the year and to outline forthcoming goals.
Chairwoman of the Mejlis D.Gulmanova was the first to speak on results of the work carried out for the January-September period of the current year.
Within nine months 23 Laws of Turkmenistan, in particular, Laws «On establishment of the anniversary medal of Turkmenistan «Magtymguly Pyragynyň 300 ýyllygyna ","On cultural heritage of Magtymguly Fragi", "On energy saving and efficient use of energy", "On hydrometeorological activity» and a number of other acts aimed at legal support of foreign policy initiatives of our fatherland were adopted., the Codes of Civil, Family, Budget, Labour Sanitary Social protection of population were developed In conformity to positions of the Constitution of Turkmenistan and to norms of international law and also changes and additions were made to some laws. Along with it, 18 resolutions of the Mejlis were adopted.
During the considered period for students of the Academy of Civil Service under the President of Turkmenistan the seminar on modern methods and principles of legislative activity was organised.
From the beginning of the year, credentials from 14 Ambassadors of Extraordinary and Plenipotentiary of a number of states accredited in our country were received. Within the strengthening of relations with foreign parliaments and international organisations, more than 30 meetings were held. Deputies took part in 91 seminars concerning perfection of legislative activity and maintenance of realisation of state programs. With a view of exchange of experience in law-making area, 28 business trips of representatives of the Mejlis to foreign countries took place.
Participation of national members of the parliament in actions for explanation of successes reached in our fatherland, key issues of the new historical epoch and purposes of adopted laws to various strata of society was also informed.
Summing up the information, President Serdar Berdimuhamedov noted importance of further perfection of legislation and strengthening of the national economy. In this connection, the head of Turkmenistan emphasised necessity of continuation of work on modernisation of national legislative basis.
Deputy Chairman of the Cabinet Kh.Geldimyradov delivered the report on macroeconomic indicators for the January-September period of the current year.
As a result of adopted program measures for nine months a stable rate of increase of gross national product, which has made up, 6,3 percent was provided, including this indicator in the industrial complex increased by 3,5 percent, in construction - 9,3 percent, transport-communication sector - 6,8 percent, trade - 9 percent, agriculture - 5,2 percent, sphere of services - 7,5 percent.
The volume of production made as compared to the similar period of 2023 was 11,7 percent higher.
For three quarters retail goods turnover as compared with the same period of the past year increased by 11,2 percent. Positive indicators were reached in the foreign trade turnover as well.
The revenue part of the state budget was fulfilled at the rate of 102,4 percent and expenditure part - 97,7 percent.
Sizes of salaries in large and medium enterprises of the country as compared to the corresponding period of 2023 grew by 10,5 percent. Pensions, welfare payments and scholarships of students, salaries were financed in due time.
As compared with the similar period of the past year for nine months the volume of capital investments made at the expense of all sources of financing, increased by 16,6 percent.
Besides it, indicators on the objects planned to be built and modernised within the corresponding Program were also reported.
Having heard the report, head of the state Serdar Berdimuhamedov underlined necessity of analysis of drafts of «Programs of social and economic development of the country and investments for 2025» and the state budget for the next year. At the same time, the Deputy Chairman of the cabinet was instructed to take measures for efficiency of the activity, which is carried out in this area.
Further, Deputy Chairman of the Cabinet B.Amanov reported on results of the work carried out by the supervised complex for the January-September period of 2024 and undertaken practical steps with a view of increase in volumes of extraction and expansion of routes of delivery of energy carriers to the world market.
He also reported on technical and economic indicators reached in the field of oil and gas condensate production, in particular, the plan fulfilled by Türkmennebit State Concern at the rate of 102,6 percent.
For 9 months indicators on oil refining at oil refining factories of the State Concern made up 104,1 percent, gasoline production - 106,9 percent, lubricant oils - 105,9 percent, extraction of natural and associated gas - 100,3 percent, export of "blue fuel» - 101,7 percent.
Along with it, he informed on results of activity in the field of manufacture of diesel fuel, polypropylene and liquefied gas.
Summing up the report, President Serdar Berdimuhamedov underlined importance of further perfection of work of the oil and gas complex. Having pointed out necessity of stable functioning and rise of capacities of enterprises of the fuel and energy complex, the head of the state gave the Deputy Chairman of the Cabinet concrete instructions.
Deputy Chairman of the Cabinet T.Atahallyev reported on results of activity of accountable structures for nine months and the course of seasonal agricultural campaigns in regions of the country.
As was informed, as a whole in the agro-industrial complex the rate of increase of volumes of output of production as compared with the similar period of the past year made up 126,3 percent. Thus, the given indicator by the Ministry of Agriculture reached 101,9 percent, by the Ministry of Environmental Protection - 120,1 percent, by the State Water Management Committee - 142,4 percent, by the State Concern "Türkmenpagta" - 100 percent, by the State Association «Türkmengallaönümleri» - 226,4 percent, by the State Association «Türkmenobakhyzmat» - 119,8 percent, by the State Association of Food-Processing Industry - 100,2 percent, by the State Association of Cattle-Breeding and Poultry-Farming Industry - 100,7 percent and by the State Association «Türkmen atlary» - 102,4 percent. The plan for development of investments was fulfilled by 340,6 percent.
He also reported on the work carried out now in regions of the country with a view of timely and proper sowing of wheat, gathering of crops of cotton and rice. Along with it, practical steps are taken for increase in the livestock of cattle and its efficiency, preparation of stocks of forages in the cattle-breeding economies of velayats.
Realised measures for improvement of water supply and ameliorative condition of fields, including cleaning of irrigation canals and drainage networks became a separate theme of the report.
Having heard the report, President Serdar Berdimuhamedov focused attention on importance of strict control over the course of agricultural campaigns conducted in the country as well as necessity of acceleration of rates of cotton-picking harvest season and effective use of agricultural machinery. At the same time, it was noted that it is necessary to take measures for conduction of wheat sowing according to agro-technical standards, full involvement of the enterprises of agriculture.
Having designated among perspective issues creation of modern manufactures focused on release of high-quality agricultural products, increase in livestock of cattle and poultry, organisation of selection activity on a scientific basis, the head of the state gave the Deputy Chairman of the Cabinet a number of concrete instructions.
Further, Deputy Chairman of the Cabinet B.Annamammedov reported on results of activity of the construction-industrial sector for nine months of 2024.
As he reported, the plan for production and the work carried out by the complex for the specified period was fulfilled by 110,5 percent.
By the Ministry of Construction and Architecture the plan of work from the beginning of the current year was realised by 106,4 percent.
For nine months of the current year, the Ministry of Industry and Construction Production manufactured production and carried out work for 1 billion 302 million manats.
During the accounting period the plan for production and work was fulfilled by the Department of Energy by 104,7 percent, the State Concern "Türkmenhimiýa" - 125,6 percent.
In the January-September period of this year the plan of work by the State Motor Transport Agency was fulfilled by 114 percent and khyakimlik of Ashgabat city - 137,1 percent.
Having heard the report, President Serdar Berdimuhamedov underlined that it is necessary to take henceforth-complex measures on achievement of full designed capacity of the enterprises of the construction-industrial sector. Formation of joint ventures, adjustment of new manufactures and creation of additional workplaces were defined among perspective issues. The head of Turkmenistan instructed the Deputy Chairman of the Cabinet to hold under strict control over completion of target dates of construction of buildings and facilities planned for 2024.
Deputy Chairman of the Cabinet B.Atdayev reported on results of the work of subordinate ministries and departments and the private sector for the January-September period of the current year.
So, by the Ministry of Trade and Foreign Economic Relations as compared with the similar period of the past year the rate of increase of trade turnover reached 102,1 percent, productions - 103,1 percent.
The enterprises of the Ministry of Textile Industry as compared to the same period of the past year the volume of production, including cotton yarn and fabrics, was equal accordingly 144,4 and 128,4 percent, sewing and knitted products - 100,3 percent, and leather - 124,6 percent.
Fulfilment of the plan for manufacture of carpet production at enterprises of the State Association «Türkmenhaly» made up 100,2 percent.
The State Commodity and Raw Stock Exchange for the accounting period held 225 trading auctions and concluded 21 thousand 378 contracts.
The rate of increase of work carried out by the Chamber of Commerce and Industry for the January-September period made up 103,4 percent. For the specified period, 17 exhibitions and 96 forums were organized.
By the Union of Industrialists and Entrepreneurs the growth of volumes of output of agricultural and food production for nine months of the current year was equal to 109,5 percent, industrial goods - 104 percent.
Summing up the report, President Serdar Berdimuhamedov instructed him to hold under strict control the work, concerning manufacture of high-quality goods in the country. The head of the state also instructed the Deputy Chairman of the Cabinet to take concrete measures with a view of increase in export of production the Union of Industrialists and Entrepreneurs.
Then, Deputy Chairwoman of the Cabinet M.Mammedova reported on results of activity of supervised spheres for the January-September period of the current year.
In the specified period in velayats, Ashgabat and Arkadag cities numerous actions and celebrations timed to significant dates of the national calendar and the 300th birthday anniversary of Magtymguly Fragi as well as on the occasion of the opening of social objects were carried out.
As she informed, the final round of the art contest «Ýaňlan, Diýarym!» and celebration of winners of the competition «Türkmeniň Altyn asyry», founded by the President of Turkmenistan were organised.
Festivities and concerts, exhibitions and other cultural actions were also held in the considered period in honour of the 33rd anniversary of independence of our fatherland.
Within the development of cooperation with foreign partners, Turkmen specialists made business trips abroad. Besides it, workers of art and culture were sent to perform at the opening ceremony of a complex of buildings of the secondary school named after Magtymguly in the district Dusti of Hatlonski region of the Republic of Tajikistan, which took place on September 1 of the current year with participation of heads of two friendly states as well as celebration on the occasion of the opening of the monument to the outstanding Turkmen poet-classic in the city of Moscow (Russian Federation).
Results of the activities of theatres, circuses, cinemas, film concert centres, libraries, museums, Turkmen state publishing service, «Türkmenfilm» Association named after Oguzhan, State News Agency for three quarters of the current year became a separate topic of the report.
As she informed, the work aimed at solution of goals, proceeding from Government programs and Concept of development of digital economy, including increase in number of electronic editions, maintenance of sites of branch offices with the information answering to realities of time and increase of professionalism of employees of the sphere of culture is carried out.
Then, the Deputy Chairwoman of the Cabinet reported on preparation for the VI Viennese Ball planned to carry out in the city of Arkadag. In this connection, for consideration of the head of Turkmenistan the Program of the forthcoming cultural action was submitted. As expected, guests of the creative forum would be delegates of the festive events timed to Day of workers of public health services and medical industry, the international forum «Interrelation of times and civilisations - a pillar of peace and development» become and others.
Summing up the report, President Serdar Berdimuhamedov instructed her to prepare properly for the VI Viennese Ball, which will be held on October 10 in the city of Arkadag and to provide a high level of its organization.
Deputy Chairwoman of the Cabinet of Turkmenistan B.Orazdurdyeva reported on results of the work for nine months of the current year.
During the accounting period on the occasion of Day of Knowledge and Student Youth and the beginning of the new academic year solemn actions under the title «The Fount of wisdom of Magtymguly Fragi» were held in educational institutions. On behalf of the National Leader of the Turkmen people, Hero-Arkadag and the President of Turkmenistan laptops-computers "Bilimli" were given to all first-graders of the country. On the occasion of the holiday kindergartens and high schools were commissioned into operation.
The reforms aimed at education of scientific and well-educated generation proceed. In education, advanced methods of teaching are widely used.
At international subject competitions and Olympiads schoolchildren of the country won 15 gold, 32 silver and 55 bronze medals, at the international internet Olympiads - 94 gold, 99 silver and 102 bronze medals, students became owners of 58 gold, 122 silver and 202 bronze medals, in team competitions - 5 gold, 11 silver and 17 bronze medals.
As she informed, during the accounting period the activity aimed at increase of efficiency of scientific researches and introduction of innovative technologies in manufacture continued.
For the considered period, in applied medicine advanced methods of prevention and treatment of various diseases were actively applied. Operations and treatment of sick children at the expense of Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care were performed. As a gift to establishments of public health services, the Charitable Foundation also donated the equipment for haemodialysis.
Within 9 months of the current year, the work on development of physical culture, sports, preparation of professional sportsmen was carried out. At the international competitions, local athletes won 146 gold, 134 silver and 193 bronze medals. The city of Ashgabat was declared "City of new sports possibilities of the Commonwealth», and the tennis complex of the capital Olympic village - «the regional centre of tennis».
Further, the Deputy Chairwoman of the Cabinet reported on preparation for Day of workers of public health services and medical industry.
On the occasion of this holiday, solemn openings of the international scientific-clinical centre of physiology and the international rehabilitation centre in Ashgabat, enterprises for manufacture of glycyrrhizic acid in the city of Turkmenabat, office buildings of sanitary and epidemiologic services Mary velayat and Mary city on October 9-12 will take place.
Forthcoming days there will pass the international exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state». At the state medical university of Turkmenistan named after Myrat Garryev it is planned to hand state awards to workers of public health services.

Having heard the report, President Serdar Berdimuhamedov defined further perfection of the education sphere among priority goals. At the same time, he noted that it is necessary to attach special significance to development of sports and organization of various national competitions and international tournaments.
Having underlined importance of modernisation of the sphere of public health services, the head of Turkmenistan instructed her to carry out close interaction with foreign partners for exchange of the best practices in this area. In this connection, the Deputy Chairwoman of the Cabinet was instructed to provide a high level of celebrations on the occasion of openings of modern medical institutions timed to Day of workers of public health services and medical industry as well as prepare properly for the international exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state».

With a view of consecutive realisation of the foreign policy of neutral Turkmenistan, fulfilment of the instructions given by the head of the state corresponding work was carried out for further development of constructive bilateral and multilateral cooperation with foreign partners and international organisations.
In expansion and strengthening of interstate relations, a key role belongs to visits and summit talks. During the considered period, the President of Turkmenistan made working visits to the Russian Federation and Republic of Kazakhstan.
From the beginning of the year, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov visited the United Arab Emirates, Republic of Turkiye, Republic of Tajikistan, and Republic of Tatarstan of the Russian Federation, Republic of Kazakhstan and Islamic Republic of Iran.
In June of the current year, the state visit of the President of the Republic of Korea to Turkmenistan took place.
The President of Turkmenistan held telephone conversations for the specified period with Presidents of the Islamic Republic of Iran, the Kirghiz Republic, the Russian Federation, Republic of Kazakhstan, Republic of Uzbekistan and Prime Minister of Japan.
With a view of participation in the next meeting of the Council of heads of governments of the Commonwealth of Independent States, taken place on May 24, Chairman of the Government of the Russian Federation, Prime ministers of Byelorussia, Republic of Kazakhstan, the Kirghiz Republic and Republic of Tajikistan made working visits to our country.
From the beginning of the year Secretaries General of the United Nations Organization, Organization for Security and Cooperation in Europe, World Tourist Organisation, International Organisation of Turkic culture (TURKSOY), Organization of Turkic states, Commonwealth of Independent States also visited Turkmenistan.
For promotion of fruitful interaction in various spheres, visits of foreign delegations to Turkmenistan and local delegations abroad and organised negotiations and meetings of international character were also arranged. The contract-legal basis of cooperation with foreign partners was filled up with 141 documents.
On a regular basis, bilateral contacts in the area of foreign policy departments are carried out.
Corresponding work is also carried out to strengthen diplomatic relations through embassies.
Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to develop systematically further constructive cooperation with countries of the world and authoritative international organisations.
Throughout the theme, having noted necessity of thorough preparation for the actions planned till the end of the year, official and state visits, conferences, and Day of neutrality, the head of Turkmenistan gave the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs concrete instructions.
Then, Deputy Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of participation of the delegation of our country in the 79th session of the General Assembly of the United Nations Organization during the period from September 26 to October 1 of the current year. The working visit was organized to the city of New York with that end.
As was informed, on September 27 the delegation of Turkmenistan spoke at the session, having stated positions of our country on actual global issues, in particular, concerning security, sustainable development and climate change and humanitarian aspect. In this context, the international initiatives of President Serdar Berdimuhamedova in the given areas were sounded.
So, with a view of realisation of the Strategy of global security proposals were made on involvement of mechanisms of preventive diplomacy and potential of neutrality for strengthening of international peace and settlement of arising various situations.
The delegation of Turkmenistan also initiated to grant to neutral countries the status of priority partnership with the United Nations in peace-making efforts of the United Nations Organization.
Concerning sustainable development, our country brings proposals on the Global framework programme of transition to circular economy, the Global atlas of sustainable transport connectivity, the Alliance on global energy security and sustainable development.
Turkmenistan pays much attention to the Aral problematics and maintenance of ecological well-being in regions of Central Asia and Caspian Sea. In this connection, our country acts with the initiatives aimed at expansion of cooperation with specialised structures of the United Nations Organization - the United Nations Environment Program (UNEP), United Nations Development Program (UNDP), and profile international financial institutions, in particular, with Global Environment Facility and Green Climate Fund.
As to the humanitarian sphere, the Turkmen party underlines importance of continuation of work concerning population, protection of motherhood and childhood, protection of rights of invalids, refugees, persons without citizenship, social aspects.
At the same time, the importance of forthcoming 2025 that will be marked by anniversaries - the United Nations 80th anniversary, 30th anniversary of neutrality of Turkmenistan and declaration of the International year of Peace and Trust was marked. In the given context, importance of successful organization of the actions timed to these events with member countries of the United Nations was underlined.
Within the visit to New York, the delegation of our country also took part in the meeting in the format «С5+1» at level of heads of foreign policy departments of the countries of Central Asia and the USA and in the next annual meeting of Ministers of Foreign Affairs of member states of the Economic Cooperation Organization at which the official position of Turkmenistan on case points were sounded.
During the meeting with the Secretary General of the United Nations Antonio Guterres significance and high efficiency of the visit of the head of the largest international organisation to Ashgabat in July of this year and the negotiations with President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov were marked. They also underlined an exemplary role of the neutral policy of Turkmenistan, its active and positive role in general efforts concerning modern global challenges.
Along with it, on margins of the 79th session of the General Assembly of the United Nations Organization, other meetings were held and a number of documents, in particular, the Memorandum of mutual understanding between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs and International Cooperation of the Kingdom Cambodia on adjustment of bilateral consultations and Memorandum of cooperation between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Serbia were signed.
Having heard the report, President Serdar Berdimuhamedov underlined that the independent neutral state co-operates with the United Nations Organization on a multiplane basis. Participation of Turkmenistan in the 79th session of the General Assembly of the United Nations as vice-chairman and sounded constructive initiatives of our country also attest to this fact.
Having noted that effective cooperation with the United Nations Organization will be continued henceforth, the head of the state gave the Deputy Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity of subordinated establishments for nine months of 2024t.
For the accounting period by the given complex the rate of increase in fulfilment of work and services was equal to 117,2 percent.
For the January-September period, the rate of increase in the sphere of cargo transportation by motor, railway, air, sea and river transport made up 102,7 percent, and passenger transportation - 104,2 percent.
The rate of increase in services for the considered period by "Türkmendemirýollary" agency reached 102,5 percent. The work on construction of a railway station in the city of Arkadag, a warehouse complex in the dry port of the railway station Turgundi and the site of Turgundi-Sanabar of the first stage of railway Turgundi-Herat started and the railway bridge of steel highway of Serhetabat-Turgundi was commissioned into operation.
The rate of increase in services in "Türkmenawtoulaglary" agency was equal to 109,5 percent, "Türkmenhowaýollary" agency - 148,3 percent, "Türkmendeňizderýaýollary" agency - 112,8 percent, "Türkmenaragatnaşyk" agency - 114,3 percent.
As was informed, in various corners of the country building of infrastructural industrial and social objects subordinated to the given sphere, including optic fibre communication line of Serhetabat-Herat is carried out.
During the considered period, a number of international forums and sessions of joint working groups took place.
Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to accelerate realisation of projects on introduction of digital system and take appropriate measures to increase passenger transportation and turnover of goods in the country and throughput of railways. The head of Turkmenistan also instructed the head of the Agency to hold the course of modernisation of transport-logistic sphere under a strict control.
Then, addressing participants of the meeting, President Serdar Berdimuhamedov noted that results of the work executed for nine months of the current year, show success of realisation of adopted programs. The rate of increase of gross national product, which for the accounting period made up 6,3 percent and solemn commissioning of large industrial projects and construction of social projects also attest to this fact.
Speaking of forthcoming plans, the head of the state underlined that till the end of the year remains little time. In this regard, for the end of 2024 with positive indicators it is necessary for all of us to work assiduously, President Serdar Berdimuhamedov underlined, having instructed to take necessary measures for achievement of good results in all branches of economy and maintenance of stable rates of increase of gross national product.
Further, it was marked that on October 10 in our country Day of workers of public health services and medical industry will be widely celebrated. In Turkmenistan, a special significance is given to development of the given sphere on an innovative basis. Activity of experts in the field of public health services and medical industry deserves huge respect, President Serdar Berdimuhamedov underlined and warmly congratulated medical workers with their professional holiday.
