Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers to consider a number of priority issues of state life.

The first floor was given to Chairwoman of the Mejlis D.Gulmanova who informed on the work carried out to further perfect national legislation. Proceeding from the tasks designated by the President of Turkmenistan development of new bills on legal insurance of priority spheres of life of state and society is carried out. Along with it, due measures are taken to make amendments and additions to operating acts according to the present requirements.

She also informed on organised industrial practice for students of the extension courses for state employees of the Academy of Public Service under the President of Turkmenistan.

Cooperation with foreign partners and international structures in issues of mutual interest is strengthened. In this connection, it was noted that local members of the parliament took part in the working meeting organised by the Representation of UNICEF in Turkmenistan, and in the national information-practical seminar «Current Issues of the Development and Implementation of International Humanitarian Law», devoted to the 75th  anniversary of adoption of the Geneva Conventions.

Summing up the information and having marked that developed new laws should meet the requirements of time, President Serdar Berdimuhamedov underlined importance of continuation of work in the given area.

Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on drafts of the working plans of economic, financial and bank complexes for 2025.

As he pointed out, in the given plans prepared, being guided by the Program of the President of Turkmenistan of social and economic development of the country for 2022-2028, actions for maintenance of macroeconomic stability in the country, development of digital economy, further introduction of modern technologies are planned. They envisage analysis of social and economic growth of the country, financial and economic condition of sectors as well as measures for successful fulfilment of the state budget, perfection of investment policy, organisation of activity for efficient control over state property and financial assets. Further steps on introduction of a complex of advanced international experience and modernisation of legislative basis, development of bank and insurance services, standardization systems, perfection of activity of establishments of national statistics will be undertaken. Other corresponding actions are also planned.

In addition to it, the Deputy-Chairman of the Cabinet reported on drafts of work plans designated for this year on transition to digital system of ministries and departments of the complex with a view of successful solution of tasks, designated in the Concept of development of digital economy in Turkmenistan for 2019-2025 and the Government program of development of digital economy of Turkmenistan for 2021-2025.

Having heard the report, President Serdar Berdimuhamedov underlined importance of maintenance of economic stability in our fatherland and development of digital economy. It is necessary to analyse social and economic development of the country and regions, financial-economic condition of sectors as well as to achieve successful fulfilment of the state budget.

Having approved work plans of economic, financial and bank sectors of Turkmenistan for 2025, the head of the state instructed the Deputy-Chairman of the Cabinet to start corresponding work.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on drafts of work plans of sectoral departments of the oil and gas sector for 2025.

According to the given plans,  «Türkmengaz» and «Türkmennebit» State Concerns outlined tasks on deep development of oil and gas deposits, extraction of natural and passing gas, oil and gas condensate, manufacture of liquefied gas, export of Turkmen «blue fuel» as well as deep oil refining and supply of oil products to home and external consumers.

"Türkmengeologiýa" State Corporation plans to discover rich layers of oil and gas, explore rock minerals and underground waters, increase in their stocks, and introduce advanced scientific achievements and innovative technologies in practice.

Along with it, among primary goals were defined stage-by-stage development of gas deposit «Galkynyş», occupying one of the leading places in the world for reserves of "blue fuel», and construction of the important link of the gas pipeline Turkmenistan-Afghanistan-Pakistan-India - a section of the Serhetabat-Herat called «Arkadagyň ak ýoly».

Summing up the report, President Serdar Berdimuhamedov underlined that the fuel and energy sector is one of the key segments of national economy. In this connection, it is necessary to increase the industrial potential of profile enterprises and introduce modern technologies and to take complex measures in the given area.

Having approved the presented work plans of the oil and gas complex, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out relevant work.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the drafts of work plans of agricultural sector for 2025.

In them actions for  successful solution of the tasks put before profile ministries and departments, including those for development of agriculture and veterinary science, rational use of land, development of new species of agricultural crops and their introduction in manufacture, preservation of the environment, ensuring of ecological well-being and transformation of the country into a blossoming garden are planned. At the same time, they envisage steps on development of water management, effective utilisation of water resources, consecutive strengthening of the material and technical basis of the sector.

It is also planned to take due measures to develop cotton and silk industry, supply domestic industrial enterprises by production of their processing, develop grain growing and to supply the population fully with corresponding production, modernise the material and technical basis of the agrarian sector, to develop the food-processing industry and strengthen food abundance in the country. The tasks set forward include development of animal industries, poultry farming and horse breeding, increase in the livestock of cattle and poultry and livestock of Akhal-Teke horses and augmentation of their international recognition.

Along with it, they also envisage wide introduction of digital system in sectoral ministries and departments, further perfection of their legal basis.

Having heard the report, President Serdar Berdimuhamedov noted importance of further complex development of agriculture and strengthening of its material and technical basis. In this context, the head of the state instructed him to hold constantly in the centre of attention increase in volumes and improvement of quality of manufacture in the sector.

Having approved work plans of agriculture for 2025, President Serdar Berdimuhamedov instructed him to carry out appropriate work in the given area.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on drafts of work plans of ministries and sectoral departments of the construction-industrial complex of the country and khyakimlik of Ashgabat city for 2025.

According to these plans, control over the quality of work at the social, cultural and industrial objects, maintenance with building materials of sites and other branches of national economy, erection of new modern profile enterprises and reconstruction of existing ones is provided. Measures on the further strengthening of material and technical basis of electric power industry, introduction of high technologies, promotion of export potential of chemical industry, release of new kinds of production, achievement of development of operating enterprises into designed capacity, continuation of modernisation of operating ones and construction of new highways and bridges are planned. In Ashgabat city erection of social, cultural and industrial objects, laying of engineering systems and highways are provided.

Having heard the report, President Serdar Berdimuhamedov underlined necessity to hold under strict control the works planned in the construction branch, to increase in the volume of manufacture of building materials in the industrial sector. It is also necessary to take due measures to introduce digital economy in the sector and to maintain functioning of enterprises at full capacities.

Having noted importance of further modernisation of the material and technical basis of energy power branch, involvement of modern technologies, the head of the state approved work plans of the construction-industrial complex and khyakimlik of Ashgabat city and instructed him to carry out due work in the given area.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on drafts of work plans of ministries and sectoral departments of the trading complex for 2025.

As he marked, they envisage actions for further maintenance of commodity abundance and price stability in the home market, perfection of activity of the trade sector according to requirements of the time, maximum and effective utilisation of capacities of textile industry, strengthening of the position of the private sector in national economy, expansion of trade and economic relations with foreign countries.

Summing up the report, President Serdar Berdimuhamedov focused attention on successful solution of tasks outlined in the trade complex, maintenance of abundance of consumer goods in home market, continuation of work on development of digital economy and electronic trade.

Having noted necessity of optimum realisation of industrial potential of enterprises of textile industry, the head of the state approved submitted work plans and gave the Deputy-Chairman of the Cabinet corresponding instructions to that end. 

Deputy-Chairwoman of the Cabinet M.Mammedova reported on drafts of work plans of cultural sphere for the current year.

The plans envisage various actions on the occasion of the 30th anniversary of permanent neutrality of Turkmenistan and declaration of 2025 as «International year of peace and trust». The announcement of creative competitions, adoption of measures on development of international cooperation in the field of culture, study and wide popularisation of national cultural heritage, continuation of work at historical and cultural monuments, strengthening of material and technical basis of the given sphere, perfection of activity of museums and libraries, profile educational institutions, practical introduction of new technologies, realisation of theatrical performances reflecting the spirit of the age are also planned. 

Along with it, it is planned fulfilment of tasks following from government programs and the Concept of development of digital economy, adoption of steps on inclusion of multilateral and national nominations in the List of the UNESCO World Heritage as well as creation of various films by the Oguz khan Türkmenfilm Association.

Having heard the report, President Serdar Berdimuhamedov instructed Deputy-Chairwoman of the Cabinet to hold measures on development of international cooperation in cultural and tourism spheres in the centre of unrelenting attention. It is also necessary to continue studying the cultural heritage and restoration of historical and cultural monuments, the head of the state said.

Having underlined importance of thorough preparation for forthcoming actions on the occasion of announcement of 2025 as «International year of peace and trust», the President of Turkmenistan approved submitted work plans and instructed her to carry out corresponding work.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on prepared drafts of work plans by supervised spheres for 2025.

As she informed, it is planned to continue the reforms aimed at education of well-educated generation, perfection of curriculums, strengthening of material and technical basis of education system, introduction of advanced methods of prevention and treatment of diseases and digital technologies in treatment and prophylactic establishments according to the Government program «Saglyk», development of physical training, sports and the Olympic movement. The plans also envisage measures for development of fundamental and applied sciences, innovative industry, attraction of the talented youth in the area of high technologies and science, formation of generation of experts and scientists who are engaged in effective industrial and scientific activity, answering to world level. Besides it, actions for popularisation of the national cultural heritage and high achievements of the country, augmentation of its international authority are planned.

Having heard the report, President Serdar Berdimuhamedov underlined necessity henceforth to give particular attention to training of the well-educated younger generation, strengthening of material and technical basis of the education sphere. The head of the state also noticed that it is necessary to supervise strictly realisation of program measures on perfection of activity of system of public health services, development of physical culture and sports.

Having approved work plans of spheres of science, education, public health services, sports and public organisations for 2025, the President of Turkmenistan instructed the Deputy-Chairwoman of the Cabinet to start corresponding work.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on the project of the national plan of action on counteraction to human trafficking in Turkmenistan for 2025-2029.

As he marked, one of the priority vectors of the foreign policy of our fatherland is cooperation with international organisations in the humanitarian sphere, in particular, all-round protection of human rights and combat against modern challenges in the field. With these purposes in our state, a strong legislative basis on counteraction of human trafficking that creates a reliable legal basis for activity of corresponding system is generated.

Turkmenistan brings a concrete contribution to the international efforts to the given area. In the country, the national plans of action on counteraction of human trafficking for 2016-2018 and 2020-2022 were consistently realised.

Besides it, in 2024 with support of the head of the state the Interdepartmental commission on counteraction of human trafficking in Turkmenistan was created. In coordination with the given Commission, together with IMO and UNODC the above-named project of the National plan of action for 2025-2029 was prepared. It includes five sections in which the target measures planned to realisation, terms of their performance, corresponding indicators, and responsible state structures are designated. Promotion of cooperation with authoritative international organisations and foreign countries in the given area is also envisaged.

Summing up the report and having underlined that Turkmenistan carries out peaceful neutral policy, President Serdar Berdimuhamedov noted that in our independent fatherland complex work is carried out to maintain the rights and freedom of individuals. Human trafficking - one of the important and sharp global problems. Therefore, it is necessary for our country to coordinate interactions with the world community to combat and prevent human trafficking.

Speaking of it, the head of the state approved the submitted plan of action on counteraction to human trafficking in Turkmenistan for 2025-2029, having given to the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs corresponding instructions.

Further, Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on work plans prepared for 2025 by structural divisions of the supervised complex.

As he marked, according to the given plans this year it is planned to continue construction of modern railway and automobile stations, air harbours, and sea-crafts, social and industrial objects and strengthening of profile material and technical basis.

Having heard the report, President Serdar Berdimuhamedov underlined necessity of adoption of measures on organisation of activity of the national transport-communication complex according to modern requirements. It is also necessary to continue work on ensuring functioning of transport systems at full capacity, attaching a special significance to introduction of digital system in the given sector and promotion of international cooperation in this sphere.

Having approved working plan of the transport-communication complex, the head of the state instructed the head of the Agency to carry out appropriate work.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that 2025 was proclaimed as «International year of peace and trust». This year will mark the 30th anniversary of permanent neutrality of Turkmenistan. On the occasion of this significant date, both in and beyond our country it is planned to hold a number of international actions.

In this connection, the head of the state signed the document «On formation of the organizational state committee for conduction of actions on the occasion of announcement of 2025 as «International year of peace and trust» and the 30th anniversary of neutrality of Turkmenistan» at high level.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
