Transit and transportation corridors - the Silk Road of XXI century

At the recent enlarged meeting of the Cabinet of Ministers President of Turkmenistan Gurbanguly Berdimuhamedov in the number of priority issues re-emphasized the importance of the rapid formation of a modern transport and communication infrastructure for sustainable development not only of the national economy but also of the dynamic development of international transport routes and therefore international contacts.

As it was informed the Turkmen leader performed on June, 7 this year in Beijing at the 12th meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in a number of very significant global vector and called a mutually beneficial partnership relations with the countries of the SCO in transport and communications in the context of the prospects optimization of the transport network in the directions "North-South", "East-West" which would connect the vast expanses of the Pacific Ocean to the Baltic from the north of the European continent to the Indian Ocean

In this context great importance is the revival in the modern realities of the Great Silk Road which for centuries was not only a major trade artery but also united civilization and contributed to a broad cultural and humanitarian exchange between nations. At this stage as well as for many centuries Turkmenistan has contributed to these positive developments. Expressing the belief that today our countries have the necessary political and economic opportunities to make the Silk Road to a decent historical perspective President Gurbanguly Berdimuhamedov said that Turkmenistan in this context is ready for close partnership and put forward the proposal to hold next year's representative international forum on prospects of the Silk Road in the XXI century.

In the current era of transport and communications interdependence of peoples and nations requires that our thoughts which are global in nature and action at the local level have been aimed at uniting mankind. A sense of neighborhood should take anyone who is not indifferent to the fate of the world - this is the highest philosophy of the global initiatives of Turkmenistan in solving actual problems of modern world development.

Particularly relevant in the current initiative of the President of Turkmenistan to establish the Special Programme which provides the study of transit-transport capacity between the Caspian and the Black Sea, Central Asia and the Middle East with which the Turkmen leader spoke at the 66th session of UN General Assembly

Formation in the area of Central Asia and the Caspian basin an extensive transport infrastructure is designed to facilitate the implementation of the huge economic potential and thus promote peace, stability and security, universal sustainable socio-economic development

The last summit which has been held in spring of 2011 with the participation of the representative delegation led by Minister for Foreign Affairs of the Islamic Republic of Iran, Sultanate of Oman, the Republic of Uzbekistan and the Deputy Minister of Foreign Affairs of the State Qatar showed a clear evidence of broad international recognition of the relevance of constructive initiatives of the President of Turkmenistan to deepen economic cooperation in transport and communications.

The practical outcome of the Summit which was opened a broad way to translate into practice initiatives for the implementation of joint measures to make full use of opportunities of transnational highways was the ceremony of signing the Project Agreement between the Governments of participating countries on the establishment of the International Summit of transport and transit corridor that will link countries in the Middle East and Central Asia

Another important step in the President's initiative to create the above Special Programme was the International Conference "Prospects of development of transport and transit of Central Asian and Caspian region" held in May of this year. Participants of the forum which is 180 delegates, including international experts and relevant departments of 18 states, representatives and heads of 10 international organizations noting the growing role of Turkmenistan to build the scale of transit in the region were unanimous in the opinion of the huge issues that will in connection with the cardinal reconstruction and development of transport networks of the country, further deepening of a constructive international cooperation

On June 2 the leader of a nation during a regular working visit to Ashgabat and its suburbs acquainted with the implementation of large-scale urban development program. President of Turkmenistan noted that with the advancement of the capital reconstruction of highways as well taking advantage of the latest technologies in the field of road construction should be carefully considered issues of improvement of adjacent territories, lighting, laying the necessary communication networks.

In this regard the President focused on the ongoing work on plans for further modernization and development of transport and communication infrastructure in Ashgabat serving an essential factor in ensuring the full life of the capital from the perspectives of its care. Then the Turkmen leader asked about the pace and quality of construction of new highways, bridges, viaducts and road junctions, including those areas of the city, where now is the most intensive development, with particular emphasis on the state of affairs is being built around Ashgabat ring highway. In particular, examining the progress of construction of a helicopter flyover bridge and road junctions in the east and west ring road junction with the trunk highway, the President demanded to be kept under strict control the quality of work on these complex engineering facilities and compliance with the terms of their commissioning.

Looking around there which runs part of the ring motorway the President stressed that the modernization of transport infrastructure is a priority of the strategy for socio-economic development and the primary focus in this paper should serve as a high international standards

Considerable funds invested in creating a modern transport infrastructure favorable geographical position provides a solid foundation for further development of the national economy, increasing its attractiveness for investment, contributing to building mutually beneficial international cooperation. From this point of view was recently opened in Ashgabat on new transport infrastructure - the next step in this direction

In total, on June 29 were discovered several objects that were built by the Russian group of companies "Vozrojdeniye" including roundabouts at the intersection of major highways of the country with the ring road (Ring Road), section of the motorway corridor "East-West" near Ashgabat, the bridge over the Kum river north of the village Gyami etc

Objects meet all the requirements for such facilities. Even at the stage of design work which was attended by leading the design and construction organizations of Turkmenistan and Russia is widely used the latest scientific advances and developments that led to the high quality of work and improve the life of the reusable objects mentioned above. In particular the construction of overpasses and interchanges are used the most up to date technical solutions, taking into account the maximum current in the territory of the climatic and geological conditions. In the design of bridge piers and trestles made pendulum bearings, damping devices, and shock-transmitters from leading manufacturers.

Impressive outline of powerful engineering structures indicate large-scale sweep operations carried out there. Transport interchanges are 8 Congresses, four of which are made in the viaduct, part of the road transport corridor "East-West" a length of about 2.5 km and a width of 35 meters has three lanes in each direction, which corresponds to the first category, and the length bridge over the Kum River was about 150 meters.

The main function of constructed ring road (Ring Road) is to direct heavy vehicle traffic especially heavy vehicles transiting through the country a detour of Ashgabat which significantly reduces the workload of intercity highways and reduce wear and tear of road surface, and improve the ecological situation in the capital. The important advantage of the "ring" that the passenger and the passenger transport on the Ring Road and radial routes chord can go anywhere in the city in minutes

The construction of the road Ashgabat-Turkmenbashi-Farabi is still in process. This road is the main highway linking the east and west of the country and the most important link of the international system of transport communications. The total length of the strategic highway is more than a thousand kilometers.

Not so long ago on the major transportation arteries of Turkmenistan including Ashgabat Turkmenbashi highway-Farabi was put into operation immediately 90 road bridges, which are more closely tied together the various administrative and economic regions of our country. Were designed for decades of reliable trouble-free operation, bridges which to be deployed by large and small rivers, the set of permanent and temporary water streams flowing down the slopes of the Kopet Dagh and Balkhan through irrigation canals and reservoirs, railways.

Intensive work is going on underway on the construction of highways and provincial and between etraps level along with the laying of tracks of international and national importance, Indeed the rapid development of industry and agriculture should be supported and maintained to create an effective transport infrastructure. In addition large-scale construction of roads allows you to create thousands of new jobs in all regions to improve communications between the velayats to increase the flow of transit vehicles of foreign countries through the territory of Turkmenistan, to improve traffic safety.

All the more important is the development of the Navy sees of Turkmenistan and all related infrastructure. Located at the crossroads of Eurasian cargo the international sea port in Turkmenbashi is the "sea gates" in Central Asia. With the completion of its phased construction until 2020, its area will increase from 40 to 150 ha, and capacity of the port will increase by 2.5 times and will be 25 million tons per year.

An important factor for the further development of transport infrastructure in the country is railway industry as well. One of the largest international projects initiated by President Gurbanguly Berdimuhamedov and rapidly implemented in this area was the creation of a transport corridor "North-South" which is intended to become a "bridge" between Europe and Asia. Commissioning of the pipeline promises a significant reduction in transport and other costs, increase trade and create additional conditions for more efficient use of favorable geo-strategic position of our country as the most important crossroads of trade routes across the continent.

Railway New Uzen-Gyzylgaya-Bereket-Gurgen Etrek is designed to provide the European and Asian countries convenient and economical way to South Asia to the Persian Gulf ports. To address these same problems and the ongoing focus of our country positive steps to develop a modern national navy, equipped with modern technical equipment, capable to satisfy the need for transportation of import - export cargo, coastal and transit.

With regard to airfreights Turkmenistan is a kind of "air gates" located at the crossroads of Europe and Asia. Modern trends in the expansion of world economic relations, national economic development as well as the growth of welfare of the citizens, dictates the opening of new international flights especially since the technical equipment and a modern fleet of aircraft of the State National Service "Turkmen" let’s do it. Another evidence of this is a signed recently at the enlarged meeting of the Cabinet of Ministers of Turkmenistan Head of State Decision on the approval of the "National Programme for the Development of Civil Aviation of Turkmenistan for 2012-2030 years" and "Program of development of the sphere of transport and communications of Turkmenistan for 2012-2016 years."

The implementation of these programs in addition to strengthening international ties lead to a systematic supply of civil aviation of the new modern technology as well as improve service for passengers and air traffic safety improve quality of availability of transport and communication services, the further modernization of the industry.

Turkmenistan has been designed and laid thousands of miles of railroads and highways broad bands of international importance, building new and modernizing existing sea and air port. And this is only part of the already implemented ambitious plans

And finally the new transport arteries whether road or rail, air or sea will serve not only the creation of socio-economic conditions necessary for the development of national economy. Not only for the efficient use of natural resources of the Turkmen land and development of new fertile arrays.

New roads that we pave, thus, creating the Great Silk Road of XXI century, the nations leading to stability and peace, because they are sustainable, mutually beneficial cooperation, strengthening the ties of friendship and brotherhood with both immediate neighbors and distant peoples of our planet.
